Q2 - Is it a ‘good’ regulation?
Following the five principles of good regulation - criteria led by the UK government through
Better Regulation Task Force (Lodge 2008: 54) - the regulation regarding the light bulbs ban
should not be considered a good regulation as it does not fully meet those principles, as
detailed below.
Accountable - The aiming of the regulation was justified - waste of 95% of he consumed
energy is far from being considered energy-efficient - however, the consumers complain that
the decision was made without the citizens having ever been asked about the ban (lack of
external scrutiny).
Transparent - The regulation should be considered transparent according to the principle that is
simple and easy to implement.
Targeted - Following similar rational explained for the principle “proportionate”, the decision to
ban incandescent light bulbs should not be considered a significant measure to prevent from
the problem of climate change regarding how much it represents within the universe of energy
consumption. Hence, it seems to be difficult to accept that it was taken into consideration the
minimum impact/side effect to the consumers before the lobbyists interests.
