HSE Training Procedure

1.0 Purpose

This procedure describes the requirements on HSE training of all company employees and their sub-
contractors in order to ensure that all are adequately trained in HSE matters affecting their duties.

2.0 Scope

The tasks explained through this procedure shall be engaged in order to ensure that all managers
will implement effective methods for ensuring the competence of personnel to perform their
designated HSE duties. All employees responsible for meeting the work and work-related
requirements of the business and/or projects, and for overseeing its direct and indirect suppliers'
arrangements and their work performance (including subcontractors and service providers) shall
consider themselves within the remit of this procedure.

6.0 Procedure

6.1 General

a) The Project Director and The Project HSE Manager shall prepare a Training Needs Analysis for
the project. An HSE training plan shall then be produced and approved by the Project
Director.

b) The Management of Health, Safety and Environmental issues at work places a duty on contractor
to:
i. Take into account employees' capabilities as regards to Health, Safety and Environmental;
ii. Provide adequate Health, Safety and Environmental Training;

c) The need to provide adequate Health, Safety and Environmental Training means that training
shall be provided at these following key milestones during a person's employment:
i. Upon being recruited (Induction should be recorded on form for HSE Induction Record;

ii. Upon being exposed to new or Increased risk. (Tool box talks, Risk Assessments and HSE
Communication Meetings, attendance at which must be recorded);

iii. During ongoing employment with the company to update with new techniques, laws,
upon returning from annual leave and /or long leave, when significant changes occur in
HSE circumstance etc.

d) At all times, HSE Training Evaluation Form should be completed by all attendees for use in
improving contents of Training.

6.2 Hazard Identification and Risk Assessment

a) Many accidents have occurred upon which one of the causation factors has been lack of
training. It is important that hazards and risks associated with any workplace are identified
prior to placing any persons at risk. This can be done with a workplace risk assessment.

b) This assessment may identify a particular requirement for training which should be measured
against the persons carrying out the work and any necessary training requirements set in
place.

6.3 Inductions

a) All new employees shall receive induction training upon joining, covering the items below as a
minimum. Each project may add additional material as their needs require:

i. HSE Policy and Occupiers rules;

ii. HSE Organization (shall include both business and project)

iii. Company rules and procedures;

iv. Site HSE Plan I Potential Hazards;

v. First Aid;

vi. Firefighting provisions;

vii. Welfare provisions;

viii. Emergency procedures;

ix. Personal protective equipment;

x. Security;

xi. Environmental Awareness;

xii. General responsibilities of employees;

xiii. Housekeeping;

xiv. Accident I Incident Reporting Procedure;

xv. HSE Audits.

b) All visitors to projects shall also receive a short HSE briefing pertinent to their role/ function. All

accompanied by a fully inducted escort at all times.

6.4 Training

a) Progressive 'more in-depth' training shall be conducted as needs are identified through Audits,
Risk Assessments and changing needs on the workplace.

b) As a minimum, training shall be provided for the activities listed below:

i. Confined Space entry;

ii. Working at height;

iii. Steel erection;

iv. Operation of High risk plant and equipment;

v. The erection, addition or alteration of scaffolding or similar plant and equipment;

vi. Installation of supports for excavations;

vii. Working in excavations more than1.2m deep;

viii. Working on sloping roofs;

ix. Planning and carrying out demolition or dismantling work.

c) Competency levels should be recorded on form for Employee / Operator Competency I


Training Assessment Record.
d) A record of all training shall be maintained and filed by the Project HSE Manager who shall in
turn copy the records to Human Resources Departments at corporate office.
e) The quality of training should be assessed in order to confirm its suitability, using the form for
HSE Training Evaluation Form.

7.0 Records

Competency requirements identified for individual

HSE Training Evaluation (documented records of the evaluation of the effectiveness of
