Addendum #1

Design Charrette-One Monument Square

March 19, 2018

UPDATES:

At the Charrette, the Rensselaer County Historical Society will provide a brief overview of the history of the One
Monument Square Site.

Site survey and historical information on the redevelopment of One Monument Square:

Question 1:

Is there a recent topographic survey of the elevations, surface features, subsurface utilities of the Esplanade Area (or
complete project site), or would a survey need to be prepared as part of the work?

There is an existing survey by Hershberg & Hershberg dated 10/21/11 with elevations, surface features, and
subsurface utilities of the entire site. The lot lines on the survey will need to be updated based upon public comment.

Do construction documents need to be prepared for the connection bisecting the “Development Area” to the public
esplanade area, or is that to remain conceptual?

It is to remain conceptual since we are unable to provide specifics that allow for informed pricing until after the
charrette.

The scope of work includes “analysis of SEQR and permitting process”. Is the consultant expected to conduct a SEQR
review of the proposed action, or obtain any permits?

No. The consultant is not expected to conduct a SEQR review or obtain permits, but will recommend how to proceed
with the proposed actions based on feedback and staging of the projects, if needed.

We want to confirm that the project under this contract does not include Bidding and Award phases, or Construction
Administration services during construction.

The City will conduct the bidding and award based upon the construction documents created by the consultant.

Question 2:

Can Task 6 Design Development of the Esplanade be contracted separately?

It should be included as part of the bid, and it is expected to be completed by a member of the consultant team.

Is there a maximum budget for the consultant team for the project?

No
Does the City of Troy have development goals for the private portion of the site (program, overall square footage)? These
would affect the site development scenarios options.

No. That is part of the reason for the Charrette.

How much of the urban design and architecture of the future building is anticipated to be part of the project? I.E. Is the
project establishing the limits of a private development site only, or also establishing parameters to the building envelope
in terms of overall massing, tower/height location, entrances and/or view corridors?

The project will establish the limits of a private development site and building massing as developed during the
charrette.

Is the consultant team expected to perform the outreach and advertising of the charrettes/workshops?

Yes, but the City will work with the consultant to develop a press release and will distribute it to local media outlets.
The City will distribute consultant designed brochures to neighborhood and cultural organizations and post on the
City’s web site and social media accounts.

Is the consultant team expected to develop and implement a public communication / social media strategy?

Yes

Is the consultant team expected to create the website or will the consultant create content for a pre-existing website?

Consultant will create content for pre-existing website

Is there a local real estate / economic development advisor that you can recommend?

No

Will there be a survey of the existing site available in Autocad for the selected team or will the team be expected to create
a base plan of the site from publicly available sources?

Yes, Autocad of the 10/21/11 Hershberg survey will be available.

Question 3:

Will a survey of the project area be made available?

Yes, in Autocad and now on the City’s web site – see UPDATES at beginning of document

Will there be any permitting be required associated (related to waterfront etc.) with the associated with the requested
scope of services?

No

For Task 5 in the RFP is the presentation to the Planning Commission to occur after the first 3 workshops, presenting the
refined proposed "final" concept plan, prior to presenting it to the stakeholders at the 4th and final public workshop?

Depending upon timing, it may be beneficial to appear before the Planning Commission for conceptual approval.
Anticipate 2 appearances.
Will the City be providing designated space, tables etc. to accommodate the public workshops/presentations, and to store
presentation/charrette materials?

Yes

Confirming that the M/WBE requirements will be 30% in conformance with NYS requirements.

Yes

Since the funding is a State Grant, will DOS have any review involvement, will it have any impact on the payment
schedule, and/ or will DOS have any other direct impact\involvement related to the proposed scope of services?

D.O.S. will be involved in the process but will have no effect on payment schedule. The RFP has been reviewed by
D.O.S.

Question 4:

Can you share what studies or documentation currently exists for the site? (GIS? CAD?)

In addition to a Phase I environmental, and a Geotechnical report, see link in “UPDATES” at top of document

If the prime is MBE, will that count towards MBWE goals specified in the RFP?

Yes

Question 5:

Has there been any public engagement for this project prior to this phase?

In August of 2016 the administration held a forum to discuss the project site. The public was involved in the Troy City
Hall Redevelopment Plan, which was completed in 2010, and is available on line (see UPDATES)

Are there any established or planned stakeholder groups for this charrette already?

Yes. The Downtown Business Improvement District, downtown neighborhood groups and Troy residents and visitors

Will City of Troy provide support in identifying, paying or booking venues for the charrettes?

Yes

What is the city of Troy’s role in outreach?

The city will distribute consultant designed information through neighborhood organizations, and on the City’s web
site and social media pages and will develop a press release for distribution to local media outlets.

Question 6:

Will site surveys including underground utilities, contours, vegetation, etc. be available to the charrette team and the
general public.

Yes

Will the City be providing the charrette team with exact grant language?

Yes
Per task 1, it states that there is a Project Advisory committee. Who are the members of that committee?

Committee has not yet been created but will be appointed by the Mayor

Has the schedule been establish in order to submit for CFA grant money as submitted by the by the REDC to NYS?

No

Our team plans on leading the charrette but will the City provide any staff to participate and assist in it?

Yes

On pages 7 & 10 there are references to MWBE goals but never a statement regarding what the goal is, if any. Please
clarify.

Does the City have a preference for the venue that is to be utilized for the charrettes and the workshop? If so, please
inform us of that preference.

No venue has been selected, but the City will secure the location

The RFP states where and when the quote is to be delivered. In what form should the proposal be delivered (paper, pdf,
etc)? Can it be electronically delivered? Please elaborate.

The RFP States: The original, one (1) paper copy, and a digital copy (on CD or USB drive) of the proposal 


must be sealed, received, and time‐stamped before 4:00pm prevailing time
What is the current status of the recent legal actions brought by the neighboring property owner.

The legal actions have no impact on the charrette and use of the property.
