The In-service training of Department of Education has been considered one of

the effective vehicles towards effective, efficient, and career-changing opportunities
for both teachers and school managers in the school and community. Indeed,
seminars and other educational endeavors especially those held before opening of
classes such as the Educators’ Congress make the participants ready for their noble
work of shaping the young minds and hearts, their characters as well as their total
human development.
In DepEdBukidnon, the every school in each cluster has the outright discretion
in choosing in service training for as long as it is in line with the DepEd thrusts and
program, as well as for the enhancement and development of teachers’ general. In
most cases, the teachers or school principals who had have attended the seminar-
workshop in the Division Training Centre , who are at the same time the recipients
of fresh knowledge and current information can be tapped as the resource speakers
for the semesters’ break in-service training. It is expected that every school has
to conduct in-service training twice a year to update, enhance and to reinforce
interventions to any instruction-related problems in the school. Recently, most
schools in the DepEd-Bukidnon have conducted the NAT Augmentation Plan primarily

a teacher must grow. He must be well-informed with the significant changes taking place in his field, brought
about by the rapid technological advancement. If a teacher is to be more effective in discharging his duties, then

‘Visiting’ Marawi residents given safety tips
MARAWI City — Residents

visit for three days per sector,
from April 1 to May 10. This,

When you define an act, you deter-

there is a job opening at any mall, store,
private offices. It is usually one of the
requirements when you apply for a job.
The sexist part of it is that it seems to be
applicable only to the female applicants.
It makes you think, to whom should they

vate enterprise looks forward to making
a profit hence the goal of cutting costs
and becoming more efficient.
In the private sector, there is no or
too little political interference. Those
in government, according to Pettinger,
make poor managers because they are
motivated by political pressures rath-
er than sound economic and business
sense. And this is manifested by the
employment of what he calls “surplus
workers” in government which results in
increased inefficiency.
Those in government have a short-
er-term view because they may think
only in terms of the next election. And
any change in the leadership in gov-
ernment may also have adverse effects
on the operation of government-run
companies. Being so, they are likely
more concerned about projects that give
benefit before the election according to
Pettinger.
Private firm managers also feel the
pressure of shareholders hence they
perform efficiently; otherwise the firm
could be subject to a takeover by com-
petitors.

This failure of autonomy is reflect-
ed in the habit of a) seeking assistance
of upper-level officials in supplying
practically everything from waiting
sheds to transportation and technology;
or b) asking them to intervene in issues
or problems a community is perfectly
capable of resolving or supplying using
local expertise or resources.
This resort to external assistance (and
interference!) renders the community
impotent. Even so elementary a task as
defining local needs, problems, and pri-
orities are left undone, or done sloppily,
because of this habitual dependency on
external and upper level intervention.
Barangays, especially resource-rich
ones, ought to learn how to marshal
local resources and assets, including the
equity of their affluent residents. Instead
of mobilizing them, thereby giving them
a stake in local development and ush-
ering the community into the portals of
self-governance—as the law requires—
they run to the mayor or higher eche-
lons.
That’s how the latter get to dictate
what are to be done in the community,
how, and at what expense. And that’s
how the trapo mayor, congressman, or
governor feel justified in obtaining pork
barrel funds, with interest, of course,
in addition to the power conferred by
the debt-of-gratitude owed them by the
recipient barangays.
In the process, the mayor and higher
officials acquire even more power than
they can or should exercise. Those who
are already in power are further em-
powered, enabling them to marginalize
the citizens who are not in power (but
whom they are supposed to empower
and enfranchise in local governance).
And so, autonomy and democracy
are bastardized.
Meanwhile, the corporate nature of
the barangay—which has powers for
generating its own revenues through tax-
es and revenue-generating projects—is
neglected and left to atrophy. Like im-
mature kids, barangay officials rely on
the allowance they receive in the form
of internal revenue allotments (IRA) for
their operations. They do not understand
that the IRA is the barangay’s capital for
investing in the community’s develop-
ment.
Rarely is the IRA invested, so it nev-
er grows, with most of it going into the
pockets of the officials for their stipends.
Like school kids, they spend their allow-
ance to the last centavo. Consequently,
the balance of the barangay’s funds at
year’s end goes down virtually to zero
as the officials await the new round of
releases with the onset of the new fiscal
year.

they called “Upakkk” or
Unyon ng mga Pederalistang

laran (or, loosely, Union of
Federalists whose Objectives
are Justice, Peace and Order and
Prosperity).
According to Mr. Domingo
Canero, a former PDP-Laban
member who is now Upakkk pres-
ident, this is being supported by
about 40,000 members of another
pro-Duterte group, the Hukbong
Federal ng Pilipinas (HFP) which
now claims to have a national and
worldwide support.
The objectives of Upakkk, Mr.
Canero hastened to add, is for it
to be established as an umbrella
organization of all those who be-
lieve that President Duterte should
form a revolutionary government,
similar to the one that former
President Corazon Aquino put up
in 1986. During Mrs. Aquino’s
initial assumption to the presiden-
cy, she established a revolutionary
government to firm up the ouster,
aided largely by the US, of former
President Marcos.
These objectives of Upakkk are
anchored on the view of its leaders
that only Duterte, at this point, has
shown sincerity and faithfulness in
finding solutions to the serious and
debilitating problems of the Philip-
pines, particularly illegal drugs and
corruption. Upakkk leaders believe
that Duterte is a leader given by
God to the country, so the nation
can prevail against drugs, criminali-
ty, and corruption.
Upakkk also expressed gratitude
that Duterte was the one proclaimed
elected in 2016 even if the former
administration, acting in concert
with former officials of the Com-
mission on Elections that time, tried
hard to cheat him. This is a sign,
Upakkk noted, that Duterte is guid-
ed by God, including his assump-
tion of unhindered leadership of
the country. “He can only do this if
he puts up a revolutionary govern-
ment,” it said.
In its organizational meeting last
week, Upakkk organizers clarified
the reasons for the group’. Roy L.
Canero, Upakkk treasurer, said the
group will be identified with the
popular clenched fist of Duterte
supporters.

ple use extra words in phras-

It is not bad to be pas-
sionate about fighting crim-
inality, especially this de-
spicable crime of trafficking
children. However, when
you are crafting laws, you
should be precise, logical or
at least sensible.
I remember during my
Task Force Macajalar days,
lawyer Manuel Ravanera
gave us, paralegals, a crash
course on laws. He said in
crafting a law, it should be
objective, so it will not be
open to a deluge of inter-
pretations, and it should be
logical and sensible, like,
you do not need to craft a law
governing gravity because
with or without that written
law, gravity will still exist.
Why am I so up in arms
about this ordinance, you
ask?
Well, I’m bald and I sport

jackpot of being a “suspi-

worry of stereotyping.

need of exposure or wanted to

All things considered, we
might ask, was it really about
“loss of trust and confidence”
or merely a question of pride
and big egos? The three issues
say so: “You were discourte-
ous to the BOD... blah, blah,
blah...”
If the COWD board likes
to come clean, show to the
public the content of the con-
tract, including that which
is still being fine-tuned. It
may erase public perception
that money -- huge money
-- changed hands.

Grab vows to improve services
amid new competitor in Davao
GRAB Philippines in Davao is
optimistic that it will remain as
the leading on-demand transpor-
tation and financial technology
platform even with the launch of
the new taxi-hailing app, Hirna.
Raenald de Jesus, deputy
country marketing head of Grab,
said the company has continued
to grow with more than one bil-
lion rides recorded, 86 million
application downloads, and the
number of drivers had grown to
2.6 million.
De Jesus said Grab is present
in eight cities in the country in-
cluding Davao, Manila, Cebu,
Cagayan de Oro, Bacolod, Ba-
guio, Pampanga, and Iloilo.
Thor Villareiz, the senior
manager of Grab Davao, said
Grab is continuously improving
its services and has increased its
perks and incentives to strength-
en a collaborative community of
driver-partners and passengers.
Villareiz said Grab is currently
working on a partnership with
local establishments for GrabRe-
wards exclusive for Dabawe-
nyos.
Villareiz said Grabrewards
aims to put more value on every
ride by earning points that could
be used to redeem offers on

Amid tougher competition,
Villarreiz said its operations

Grab, which presently has six
research centers, has been oper-
ating in Davao City since 2014
when it partnered with taxi op-
erators and drivers in Davao for
GrabTaxi.
“With strong local operations,
a positive network of passengers
and driver-partners, and a safe
and reliable environment, Grab
has ushered positive social im-
pact and transportation efficiency
in Davao,” said De Jesus.
“There’s a lot of room for us
to grow in this city,” he said, add-
ing that the company continues
to grow positively at 10 percent
growth in performance.
Meanwhile, Grab has awarded
its first-quarter top performing
drivers in terms of earning in taxi
hailing.
Five drivers were given Pag-
pupugay Award as recognition of

According to Villarreiz,
GrabTaxi service has created

of Preferences (US GSP) will be
extended for three years after US
President Donald Trump signed
the Omnibus Spending Bill,
which reauthorizes the trade pref-
erence program.
In a statement Sunday, Depart-
ment of Trade and Industry (DTI)
said the US government approved
the renewal of GSP and extending
it until Dec. 31, 2020.
“The renewal authorizes the
GSP through 31 December 2020
and includes a mechanism that re-
funds tariffs paid from 1 January
2018 through the reinstatement
date of the program,” DTI said.

Summer has been the most awaited part for any elementary graders because
it is fun-filled experiences for the learners. They can do many things or activities as
they wished without waking up early to attend a flag ceremony or either they will
do something in exchange for a good grade for honor pupils. The Department of
Education looked forward and designed an activity for the pupils to engage in order
for them to enjoy more without being force to do but for fun. The “Summer Reading
Camp” came up. Most of the activities in the school were outdoor.
We started the School’s Reading Camp 2015 last April 13, 2017 as mandated by
the Department through our division. We really enjoyed every part of the activity
until the last. We have had different activities like “Reading Game, Expressive Reading,
Tongue Twister, Individual and Group Reading, Message Relay, Pass the Stone, Paint
Me a Picture, Role Playing, Billboard and Sign Interpretation, Speech / Voice Choir,
Story Telling, Drawing and Talking, Interpretative Reading, Pick and Tell, Jazz Chants,
Sing Out Loud, Simon Says, Songs and Yells, Rhymes and Forming Words or Word
Puzzle through Squa – Scra.
With the different activities that the children encountered I can say that children
enjoyed much in an outdoor activity. They learned easily and demand more activities
that they thought they learned by doing. The teacher doesn’t need to ask what we did
yesterday because children will remind the teacher that they like the activities given
by their reading teachers. They sharply remembered the mechanics of every game.

Reading is more fun the reader can comprehend the text he is reading. Reading
comprehension is different from merely reading the words. Most likely the problem of our
students is how to understand the things they read. Even in the conduct of the Phil IRI, if the
student recognizes the words, but cannot answer the comprehension questions, his level still
falls under the “frustration level.” Intervention activities are suggested from different sources,
from experts, reading philosophes, from textbooks, the internet, and from other classroom
teachers. Every suggestion is taken into consideration for the goal of having “independent
readers” in the class.
1. SYNONYMS AND ANTONYMS - In giving meaning to unfamiliar words. It is much
easier to teach students their synonyms and antonyms. Give examples of these words
so that the students will have increased vocabulary.
2. CONTEXT CLUES – This skill is taught as early as Grade 1 with simple words within
that level. It is where the meaning of a certain word is used within the sentence itself.
3. WORD ASSOCIATIONS – This technique can be used during spelling drills and in
giving word meaning. Materials – flash cards and picture cards
4. MATCH AND PAIR – This activity is helpful and can encourage pupils to participate.
It can be done during drills and as a motivation for a lesson. Materials – Flash cards,
picture cards, box/baskets/jars
5. WORD TRANSLATION – Since in the K-12 Basic Education Curriculum, Mother
tongue is used as he medium of instruction, switching or translating words in the mother
tongue in L2 or L3 or vice versa is helpful and enjoyable. In using native words, the
students are given the chance to appreciate their own culture. Materials – flash cards
