WHAT IS IN GOVERNMENT’S PROMISE FOR
THE FIRST MAJOR HOUSING PROJECT?

he government has
announced the first major
development under its
ambitious KiwiBuild programme
with the purchase of 29 hectares
of land for thousands of houses in
Auckland.
The Housing Minister Phil
Twyford announced the project with
Prime Minister Jacinda Ardern on
Sunday, March 25, at the Unitec’s
Mt Albert campus.
The land at Unitec’s Mt Albert Housing minister Phil Twyford
campus, just 9km from Auckland’s
CBD, will be transferred from Unitec to
the Crown with the intention of building a
community of between 3000-4000 homes.
This project, as it appears is not mere
housing project but a much larger township
development project.
The KiwiBuild programme, from its very
inception, had appeared differently to different
people.
While the cynics cast aspersions and had
concluded that it is doomed to failure, its
supporters believe it as a panacea for all kinds
of problems that exist within New Zealand’s
housing continuum (rising rents, home
affordability, state housing and homelessness). said.
Indeed, like a piece of art, the KiwiBuild
programme appears differently to different
people.
Here is a small debrief on what this latest
ambitious housing project in Mt Albert
promises to deliver.
First and foremost is that KiwiBuild
programme aims at building houses for every

possible segment within housing market – first
home buyers, state houses and the free market.
Affordable houses for first home
buyers
F
irst home buyers are the most important
target segment within the housing
continuum, and the government is aiming to set
aside almost 40 per cent of the total houses in
Mt Albert project for the first home buyers.
“Forty percent of the houses will be part of
KiwiBuild - available to first-home buyers at
between $500,000 and $600, 000,” Mr Twyford
These houses are envisaged to be two-three
bedroom houses.

housing to residents on low to moderate
incomes.
The Crown owns these houses, and they
are managed by Housing New Zealand
Corporation. There is not much clarity about
the size of these houses, although it is being
assumed that it will also be low-cost housing.
Houses for free market
H ousing Minister has announced that there
will be houses for the free market as well
in this project.
However, nothing more is revealed yet about
the sizes and quality of housing for this segment

project would be the promise of linking it with
light rail.

improvements to Carrington Road.
“It’s going to be the first major community in
Auckland where you can live well and not have
to own a car,” Twyford said.
However, there is no timeline on the
expectation of getting light rail operational.
Developing a community
M
r Twyford said it’s an opportunity to
build a whole new community around
Unitec and help address Auckland’s housing
crisis.
“Too many Aucklanders are suffering
because of the housing crisis. This Government
will not sit around while children are living in
cars and families are cramped into overcrowded
housing. We need bold action to solve this.
“We want to create a place for people to put
down roots and to live, work, learn and play, for
generations to come,” Mr Twyford said.
Who will be building this project?
T
he government aims to involve the private
sector and local iwi in the construction and
delivering of this project.
However, the government intends to play a
lead role in bringing together private players,
iwi, and the Kiwibuild to complete this project.
Would the government have capability and
expertise to perform this role remains to be seen
in future?
“The reason we have government is to take
some of the risks, to share some of the risks to
make it easy for the private sector to come in
and develop and build and sell great places for
people to live play and work. That’s why we
have a government,” Mr Twyford said.

Renowned Kiwi-Indian businessman Brijesh Sethi,
who owns a number of businesses across New Zealand,
made and delivered the 250 lunch boxes ordered by
ANZ staff. The delicious Butter Chicken and Butter
Paneer meals came from his Zing restaurant located in
Kingsland.
“I have always supported community initiatives,
especially involving students and children. When Smita
from ANZ approached me with the idea to support
KidsCan, I was overwhelmed with the initiative and
agreed instantly,” Mr Sethi said.
“We don’t usually serve lunch on Wednesdays, but
I was inspired by the idea and my team of chefs were
happy to support, coming in at 8am to start preparing and
making the meals.
ANZ is New Zealand’s largest bank with more
than 8,000 staff. During March they run their
#ANZintheCommunity campaign that encourages staff
to support their local communities. All employees are
given one work day each year to volunteer with local
organisations and charities and some people chose to use
that time to fundraise for causes like this.

started out as a Bollywood
band in 2012 to bring our
Indian film phenomenon to Kiwi
audiences via music and dance. The
band has worked with musicians and
dancers, both Indian and Kiwi and has
performed for a number of festivals
and events. The band’s diversity
has also helped nurture their INDO
KIWI concept, combining Bollywood
with Western Pop & Rock, which
has attracted both Indian and Kiwi

is collaborating with their kiwi

suffering from a rare form of cancer
in Australia has passed away, SBS
Hindi reported. Arnav breathed last on
Saturday, March 17, a local crowd-funding
page run by Forum of Australian Indians
posted on social media.
“With a heavy heart, this is to inform you
that Arnie has passed away into God’s hands
this morning. A sharp, playful child who was
known to his family andfriends as a fighter,
he fought hard until the end, but it was God’s
wish to call him,” the post said.

Arnav Varkula lost his mother Sushma
Gulur Srinivas Rao to cancer in April 2015.
Two years after Arnav’s mother’s death,
in May 2017, Arnav started feeling pain
in his knee. Arnav’s father Jeevan Varkala
consulted the doctor, and after a series of tests
for a month, he was confirmed to be suffering
from a rare case of cancer.
Arnav had a few nodules in his lungs that
looked benign. The doctors performed a lung
biopsy that confirmed the nodules in his lung
to be benign. During this surgery, Arnav also
had a double lumen port inserted to start
chemotherapy.
Arnav was taken to India in January 2018
with his father to try alternative medicine and
meet his extended family, and he came back
three weeks later.
On March 2, a day after his 11th birthday
Arnab had a chest X-ray that showed a
tumour in the lung had grown exponentially
as there were a lot of fluids in the lung. The
doctor had to cancel the amputation then as
it bore no benefit to the patient. The doctors
then had estimated Arnav’s life expectancy to
a maximum of a few more weeks.
Arnav’s father Jeevan Varkala had been out
of work for nearly eight months and ensured
the best possible care and support for his son.
Arnav breathed last on Saturday, March
17 and his last rites were performed at
Bereavement Assistance Chapel in Oakleigh
on Sunday, March 18.
“Please keep him in your prayers, and we
can all take solace in the fact that his pain
has ended. Prayers and strength for his father
andfamily as they come to grips with this
in the times ahead,” the post on fundraising
page read.

Can ‘qualified amnesty’ for over-
staying immigrants be an option?

T
he recent reporting by 1News of
about 10,000 foreigners living in the
country unlawfully rightly raises some
concerns.
The report states that taxpayers spent $1.7
million last year on airfares and escorts to
deport overstayers – more than in any of the
last five years.
It further states that overstayers must repay
those costs to be allowed to re-enter, but less
than 10 per cent of that $1.7m was recovered
last year – signifying the gravity of the problem.
Indeed, concerns within the Kiwi-Indian
community would also be as real as within the
rest of the country.
For overstayers inadvertently end up
imposing a cost on the country – both economic
and social.
However, before you conclude that we are
amidst the worst of the problem of overstayers
and its related cost on New Zealand, I must
disappoint you by saying that there has been an
improvement in the situation instead.
In 2013 there were more than 14,044 people
living in New Zealand illegally, as was told to
then NZ First MP Denis O’Rourke by the then
Immigration Minister Michael Woodhouse.
Regardless of this, dealing with illegal
immigrants, overstayers, also sometimes
referred to as undocumented workers, is costly
to the taxpayers.
The concern with law-abiding citizens
in New Zealand, including the Kiwi-Indian
community, is the bad impression it gives to
those who are here with valid documents. It
also makes a mockery of workers who pay

their shares of taxes to the government, and are
competing with illegal workers, who are paid
largely in cash and pay no tax.
INZ needs to address the problem with the
limited resources they have, and no doubt the
task is daunting given their limited resources.
It is being expected that a newer regulation,
coming into force from June 2018, whereby
Immigration NZ(INZ) and Police will share
data, allowing police to tell in real time the
immigration status of people they’re dealing
with on the beat, would be helpful to address
the concern.
However, this alone would not be sufficient
to address the problem.
Who are overstayers?
T here must be a distinction made between
criminals who enter NZ, commit crimes
and overstay with those who overstay
for various other non-criminal offending.
Convicted criminal overstayers must be dealt
with severely, deported and not allowed to re-
enter NZ.
Besides knowing from reports that the
overstayers are largely from the Pacific, China
and India, there is no other information about
them. Who are they? Do they have criminal
records? Do they pose health concerns including
mental health? Have some of them been cheated
by unscrupulous foreign and local agents,
passports held against their will by employers,
family members or relatives? Are there other
factors leaving the overstayer no way out and
nowhere to go? Are there any disabled people
in this category, orphaned children, pregnant
mothers with hardship issues?

In February this year, it was reported that
Operation Spectrum carried out by INZ resulted
in 54 Malaysian nationals being deported. In
addition, a further 36 chose to self-deport to
avoid apprehending and detection. A total of 85
people were refused entry to New Zealand or
denied boarding.
Recently Immigration Minister Iain Lees-
Galloway had said that legal migrant workers
were “very, very vulnerable” and did not
receive enough protection if they blew the
whistle on exploitative employers.
Now the Minister says this about ‘legal
workers’ being vulnerable, imagine what it
would be like for the ‘overstayers’ working
illegally.
Then, there is also the blame game. In
reports, The New Zealand Association for
Migration and Investment (NZAMI) says INZ
is to blame for the high number of temporary
migrants becoming overstayers.
“We are finding that many applicants are
finding themselves in an unlawful situation
due to the processing practice by INZ,” said
association Chairwoman June Ranson.
She says the length of time the agency takes
to process visas and the interim visa did not
give allowance for applicants to appeal when
an application gets declined.
“They then become liable for deportation”

Overstayers, without fear, should be able to
call or come into special task force set up to
plead their case with absolute confidence that
they will be given due process.
Once you have them come in, then NZIS will
have all the facts before them to deal with cases
that can be resolved by the overstayer departing
voluntarily without incurring further cost or
risk of being arrested and deported.
This would not only save cost and taxpayer’s
money, but it will also be able to identify
genuine cases, document them, legalise where
appropriate, giving enough time for them to
return to their home country.
One option is allowing the overstayer to be
sponsored by a local family, friend, potential
employer who in turn be made responsible for
all their financial needs including the flight
home, health and other cost associated with the
overstayer.

involved in assisting, without the taxpayer
footing the cost.

NZ Bank’s Indian Networking Group
(ING) – a diversity group of bank
employees – collaborated with New
Zealand Police, in an initiative seeking to give
back to the community.
The initiative, kicked off on Friday, March
23, was about giving a helping hand to tidy up
Gandhi Niwas – a community project based
in South Auckland - that provides emergency
housing facility, counselling and social services
to men who have been involved in family harm.
Gandhi Niwas is a community project
involving close cooperation between the New
Zealand Police (Counties Manukau, South
Auckland), Nirvana Foundation, and Sahaayata
Counselling and Social Support group.
Every year, the ING team of the ANZ Bank
runs a Paint New Zealand Blue initiative as part
of ‘ANZ in the Community’ to give back to the
community.
The annual ‘ANZ in the Community’
campaign encourages ANZ employees to
volunteer their skills and time to community
groups they have a passion for and can
donate one work day each year to help in the
community.
Each year ANZ staff collectively volunteers
approximately 15,000 hours helping local
communities in New Zealand.
Last year the ING team of the ANZ Bank
had painted the exterior of Bhartiya Samaj
Charitable Trust community centre at Mt
Roskill, and this year they have gone to clean
and tidy up the Gandhi Niwas as part of their
community initiative.

Speaking about this initiative, Rani Nallam,
an employee of the Bank told The Indian
Weekender, “Our mission is to leverage the
diversity of the Bank’s Indian Networking
Group as a point of competitive advantage in
the market and to align with the overall aim to
be New Zealand’s Best Bank.
“This year we contacted with Ranjana
Patel of Nirvana Foundation, who presented
with a fantastic opportunity to help clean
their community centre Gandhi Nivas,
which provides Counselling and temporary
accommodation.”
Explaining the rationale behind this initiative
by the ANZ Bank, Hetal Jani, Indian Networking
Group Lead told The Indian Weekender, “The

Speaking more about the Gandhi Niwas and
how ING team from the ANZ Bank offered the
opportunity, Ranjana Patel said, “This is going
to be the third home for Gandhi Niwas after
Otahuhu and Te Atatu which started last week.

Niwas project, which is really amazing.
“This particular project [paint in blue] was
an ANZ’s initiative, and I took it straight away
when they offered me an opportunity,” Ms
Patel said.

“I think this place will be ready in next
couple of weeks,” Inspector Wakelin said.

he New Hope Fellowship Christian
Church in Onehunga has welcomed an
Indian pastor to show him around New
Zealand churches and activities conducted by
the church for the community.
Pastor Polisetti Karunakar Moses came to
Auckland on Friday, March 9 for a two-week trip
around the country. The Onehunga Fellowship
Church and Bethel Evangelical Church in
Hyderabad have shared a relationship of more
than 14 years where the Onehunga Church has
sent its members to India on missions to learn
more about the Indian churches experience the
Indian life and serve the community there.
The visit was Pastor Moses’ first trip to New
Zealand that he took to observe the Kiwi way
of doing things, and getting to know firsthand
how involved are the Kiwi community with the
church activities.
Pastor Moses visited the Telugu Church
in Mt Eden and delivered a sermon, met
church leaders and also took a trip to several
other churches in different parts of the North
Island such as Rotorua, Taupo, Hamilton and
Weymouth.
“I got the opportunity to deliver speeches
at different churches, connected with the local
communities in the churches across the North
Island and shared some messages of the Bible
with the youth of the communities,” Pastor
Moses told The Indian Weekender.

perfect opportunity to take the seniors
on an outdoor excursion before winter

Bhartiya Samaj Charitable Trust including the
seniors spent one of the best times of the year
as they enjoyed on the breathtaking landscapes
of Taupo city.
The trip started on Wednesday, March 14 on
two coaches from Mt Roskill War Memorial
Hall as the seniors boarded to spend three days
in one of the most visited tourist spots of the
North Island.
The organisers hosted a cultural evening
programme at the Great Lake Centre, a
community hall in the city on Wednesday
where the seniors participated in dance, music
and feasted on Indian delicacies ending the day
on a high note.
The first outdoor location for the senior
troupe was Lave Centre, an art glass gallery,
inspired by New Zealand’s landscape, where
handmade and unique art glass masterpieces
are created from hot molten lava.
“Our seniors were simply spellbound seeing
the beautiful glass sculpture garden,” chairman
of Bhartiya Samaj Charitable Trust, Jeet
Suchdev said.

The seniors then visited Huka Honey Hive,
which is Taupo’s one of the biggest attractions

thousands of visitors every year. The visit to the
Huka Falls concluded the outdoor visits and the
seniors enjoyed their rest of the evening with
food and music.
The seniors on the third day visited ‘Craters
of the Moon’, a geothermal walkway featuring
bubbling craters and steaming vents.
“Craters of the Moon was a unique and
memorable experience for everyone, and
we got the opportunity to visit the Hamilton
Gurudwara too while returning, where we were
served delicious lunch,” Jeet Suchdev said.

Talking to us about the team, she said, “The
team was a tough one to find. As much as we
thought we had few and easy characters, we
realised each character was so important that
it can’t be taken lightly. And yes, each one of
them completely proved that no one else could
have done it better than them”.
Only seven characters bringing on stage their
own kind of magic was a proof that they had
worked hard and were boosted to give their
best to their audience. Especially the new
introduction to the theatre industry Jinay Shah
(Shivram) pulled his role efficiently, emerging
as one of the favourites for the audience.

The song and music from the movie Chandni
was played during the play as a special
dedication to the Late Sridevi. The audience
enjoyed the few surprises as promised by the
team, which were the first of its kind for local
NZ theatre-lovers.
The smiles on people’s faces while leaving
the auditorium was thetestamentof success and
a certificate of ‘job-well-done’ for the entire
team of MaroVar Made for Me. People asked
the team to host one more show for those
who missed out and that some wouldn’t mind
coming again to watch it again.
Harish Lodhia, the Honorary Consul of
Fiji in Auckland and one of the well-known
personalities when it comes to bringing
overseas artists, commented that the play was
at par with the overseas performances.
Snehal Shah, a regular follower of Gujarati
theatre, after his close look from the first row
commented, “The minutest details were looked
after which made this play worthy of all the
praises.”
The encouragement and need for a
‘once more’ for this play has once again
set a benchmark for local Gujarati theatre
productions and entertainment.

he first-ever Rangiora Festival of Colour was held on
March 25, at Victoria Park in central Rangiora, with
thousands participating. Surinder Tandon, President
of Christchurch Multicultural Council, who attended the
event said, “People of diverse cultures enjoyed the Indian
festival of colours – holi, much in the same way as the recent
successful Christchurch Holi event.
“We are very proud to support this event as it promotes
harmony, equality, friendship and happiness within
multicultural communities. Special thanks to all the
performance groups and congratulations to Revel Events,
Waimakariri Migrants and Newcomers Group, and festival
organisers Karl Horwarth and Sarah Broughton.”
Meanwhile, explaining the motivations behind bringing
holi to Rangiora, the organisers noted on the festival’s
website, “Celebrated worldwide, Holi, the traditional Indian
festival, is known for its vibrant powder colours that blanket
people in the streets. As one of the major Indian festivals,
wherever Holi is celebrated, the spirit of the event remains
the same.
“It’s a day to forgive, forget, reconnect, and enjoy time with

Island roads on Easter weekend
Fiji-Indians W ith heavy traffic expected on South Island roads over the long weekend, people heading
away are being urged to factor extra travel time into their holiday plans. Roads around
Otago and the Queenstown lakes are expected to be particularly busy with people heading to
Warbirds over Wanaka and the three Ed Sheeran concerts in Dunedin. About a third of the
tickets for the Ed Sheeran concerts were sold in Christchurch so it could result in between 5000
and 7000 extra cars on State Highway 1 between Christchurch and Dunedin over the weekend.
When Warbirds over Wanaka was last held in 2016 it attracted about 50,000 people and a similar
number is expected again this year. Large traffic volumes are expected on State Highway 1, State
Highway 79 (Geraldine to Fairlie), State Highway 8 (Tekapo, Omarama, Lindis Pass), State
Highway 6 (Kawarau Gorge, Cromwell, Wanaka), and the Crown Range.

he Christchurch Fiji Association
(Cfcessa) concluded its nine-day-long
Ram Navami celebrations last week,
with members and the wider community
participating in bhajan programmes, rituals
such as pujas, and distribution of prasad every
evening. The celebrations were held between
March 17 and 25.
The festival coincides with Vasant Navratri
or Chait Durga Puja, resulting in celebrations
being spread over nine days. Along with
marking the birth of Lord Ram, it is also
observed as the marriage anniversary of Ram-
Sita. The organisers informed that a major part
of the celebrations was the recital of Akhanda
Ramayana every day. On March 25, the event
ended with Ram janam and jhola, followed by
Shanti Paath.
Vinesh Prakash, Secretary of Cfcessa noted,
“While our bhajans extol the virtues of Ram,
Lakshman, Sita, and Hanuman; Ram Katha –
be it the entire Akhanda Ramayana, or just a
part like Sunder Kand discussing the exploits
of Hanuman and his meeting with Sita in
Lanka – has so many lessons for all of us. Such
celebrations also provide us an opportunity to
introduce the younger generation to our culture.
And Christchurch Fiji Association is very proud
of the fact that two of our kids, Shanaya and
Shreya, discussed few words about dharma
with the elders in chaste Hindi, and won prizes
for doing so. It’s a small step towards a long
journey.”

Bhagwan-ni Kalyan Yatra, with devotees
participating in bhajan-kirtans, and performing
dance-acts depicting the life story of Bhagwaan
Swaminarayan.
All this is part of the Sport’s Golden Oldies Celebration, which has come of age, combining
all the festival’s codes in the same city in the same month for the first time. From former
international stars to club enthusiasts, the festival features competitors in women’s rugby, men’s
rugby, cricket, lawn bowls, golf, hockey and netball. More than 20 countries will be represented
at the festival, including Australia, England, Wales, Ireland, Italy, South Africa, Zimbabwe, the
United States, Canada, Argentina, Japan, Hong Kong, Spain, Chile, Brazil, Russia, Fiji, the
Cook Islands, Vanuatu and Barbados. The Golden Oldies gathering, which originated in New
Zealand in 1979, focuses on “Fun, Friendship and Fraternity”. Up to 70 per cent of the players
are expected to arrive from overseas and 20 per cent from outside Canterbury. A $20 million
festival-driven economic windfall is forecast for the region.
Climate change experts gather in
Christchurch
T he world’s leading 120 climate researchers and experts, from 59 countries, are on the
Intergovernmental Panel on Climate Change (IPCC) and are getting together to draft a
report for governments on land use and climate change, are meeting in Christchurch this week.
The IPCC will be mostly meeting in private but they will be involved in a public panel discussion
at 7pm on Wednesday at The Piano. “It is a wonderful opportunity for the city to host 120 world
specialists on land use and climate change – issues that are central for New Zealand’s future,’’
says University of Canterbury Associate Professor Bronwyn Hayward.

“
Data is the new oil” has been a
clichéd maxim of the internet
age. But the events that unfolded
last week have underlined the extent
of complexities that can be created in
society depending on the nature of
its usage.
A year-long investigation by
multiple media outlets in the US and
Britain revealed that a consulting
firm, Cambridge Analytica,
accessed data of at least 50 million
social media users without their
proper consent.
They then used these data
points to psychologically profile
people and individually target
them with politically-motivated
content to manipulate the 2016 US
presidential elections.
A similar approach was used to
influence electoral outcomes all
around the world, possibly even
in India.
Even though the process of
manipulating the political narrative
during elections is not something
new, there is something sinister about
for-profit organisations and foreign
agents using data technologies to
disrupt democratic norms.
If electoral outcomes come to
be defined by exploiting deep-
rooted psychological fears of voters
based on data analytics instead of
developmental issues that drive
progress and prosperity, social
cohesion will fall under immediate
threat, proving pernicious to the very
fabric of democracy.
The political vision of governments
and politicians need to be steered
by people instead of mathematical
algorithms.
Once the processes
of setting up a robust
framework of regulatory
policy and statutory
law to govern matters
of data privacy are
complete, there will be a
requirement to establish
cultural expectations
that incorporate ethical
standards right when the
data technologies are
being built.
It must be highlighted that social
media and the vast explosion of data
due to it are not the problems per se.
However, when societies are finding
themselves being increasingly run by
data, a defined set of ethical norms
need to be formulated to guide its
use.
The issue is of the utmost
importance for India, as it has a
significant online presence that is
vulnerable to privacy violations.
It has the highest number of
Facebook users and the second-
highest number of Twitter users in
the world – with a combined reach of
almost 300 million.
A committee of experts under
Justice B.N. Srikrishna has already
been set up to deliberate upon a data
protection framework for India.
It is working on drafting a data
protection bill and has deliberated
on a number of pertinent issues like
what constitutes “personal data”,
the specifications of consent and
establishment of a data protection
authority.
A white paper has also been
published by the authority, detailing
a lengthy discourse on these very
issues.
Meanwhile, the Parliamentary
Standing Committee on Information
Technology has also listed “Citizens’
data security and privacy” as a
subject of study.
However, not much seems to
have been done on the topic. Recent
events might hopefully set the ball
rolling on that front and inspire a
multi-partisan report on the matter.
Once the processes of setting up
a robust framework of regulatory
policy and statutory law to govern
matters of data privacy are complete,
there will be a requirement to
establish cultural expectations that
incorporate ethical standards right
when the data technologies are being
built.
The application of regulatory
mechanisms after individuals have
been profiled is akin to closing the
stable doors after the horses have
bolted.
The race to become the next-
big-thing in technology has placed
ethics on the backseat and, hence, it
is often the case that investigations
are conducted, and apologies are
demanded, only after the damage has
been done.
The environment of “develop first,
question later” will have to change.

to friends and family over apps

will be unable to identify customer
interactions once it shifts to these
new age non-banks.
The use of data mining as a
strategic tool, put in the right hands,
can be a powerful tool to understand
societal preferences and address
consumer needs.

wary of the latter by building robust
security mechanisms that ensure
privacy and consent.
At times, even that might not be
enough. Consumers willingly hand
over a lot of personal information for
the convenience of services without
knowledge of the consequences of
their actions and the eventual use of

Therefore, a final action that needs
to be undertaken in the world of data
is to build user-awareness.
There is simply no substitute to a
well-informed consumer base.

Fossil fuel-producing nations can turn into infrastructure investors

he “Global Energy & CO2
Status Report”, published
by the International Energy
Agency (IEA), states that “renewable
energy saw the highest growth rate of
all energy sources in 2017 and met
around a quarter of global energy
demand growth” -- a significant
statistic by any standard and one
that clearly points to the fact that
renewable energy is here to stay.
This has serious ramifications for
fossil fuel-producing nations. While
fossil fuels still contribute a large
part of the global energy needs, the
fact that a “structural shift” is in
process is clear. It is clear that over a
medium- to long-term horizon, fossil
fuel-dependent nations will have to
rethink their strategy to boost and
manage their economies.
A quick look at the largest
sovereign wealth funds (SWFs) in
the world tells us that approximately
50 per cent of them are fossil fuel-
based economies. Significant pools
of capital are available with these
SWFs and it should not be a surprise
to see them diversify into various
asset classes.
The next few decades may see
fossil fuel-dependent countries go
from being providers of energy and
capital to focusing significantly
How fossil fuel nations can turn infra investors
investing is a visible trend, with
SWFs being a source of significant
capital across asset classes such
as equity, private equity and
infrastructure. The key takeaway is
that SWFs, especially those from
fossil fuel-producing countries,
can be significant financiers of
infrastructure.
Infrastructure as an asset class has
two elements that make it attractive
for SWFs: Fixed cash-flow profile
and large market. Infrastructure
assets, by their very nature, are
highly regulated assets with fixed
income type of cash flows. Such
a structure works well for SWFs
sheets. In addition, infrastructure
needs that countries face are large
enough markets for SWFs to invest
into in meaningful size to generate
returns.
The large fossil fuel-driven SWFs
are of significant size. Estimates by
the Sovereign Wealth Funds Institute
say the top 10 SWFs globally are
managing more than $200 billion
each, and four of these are fossil
fuel-driven. Therefore, given the
long-dated investment horizon of
the SWFs, the nature of liabilities
on their balance sheets, and the
large size of capital that needs to be
deployed, infrastructure as a broad
switching from being an energy
supplier to a supplier of capital lets
them reduce their exposure to fossil
fuel price volatility in the short term
and play a larger role in boosting
trade ties with other nations through
infrastructure creation in the long
run.
For nations that need financing
for infrastructure creation, the global
shift towards renewables and its
consequent impact on fossil fuel-
producing countries to turn investors
is an opportunity not to be missed.
There are also important lessons
to be learnt by both investors and
infrastructure destination nations

equipped to deal with the risks
involved, especially from a political
and regulatory perspective.
This points towards the urgent
need for infrastructure destination
nations to, one, improve regulations
around unlisted infrastructure assets
and, two, create mechanisms that

to grow.
The issues faced by the Norwegian
Sovereign Fund are generic issues
that all SWFs face. It is important
that in a highly competitive global
capital market, countries expedite the
creation of an enabling environment
for infrastructure creation.
Clearly, the global changes in the
energy markets also have significant
ramifications on the financial
markets.
The energy transition from a
world dependent on fossil fuels to
one driven by renewables does not
necessarily need to have winners and
losers. In a global economy besieged
by the fear of “trade wars”, switching
roles for fossil fuel-producing
nations from major energy suppliers
to large providers of capital is worth
considering.

In Mann Ki Baat, Modi stresses
on preventive healthcare

rime Minister Narendra Modi
urged the people to be more
conscious about preventive
healthcare because prevention was
not only beneficial for a person but
also for his or her family and society.
Modi also said the government
has set a target to free India from
tuberculosis by 2025 and that
the government and insurance
companies will jointly provide Rs
5 lakh insurance cover to about 10
crore families per year.
In his monthly radio programme
Mann Ki Baat, the Prime Minister
said: “Preventive healthcare is the
least costly and the easiest one as
well. As much as we are conscious
about preventive healthcare, it will
be beneficial for the person, his
family and society.”
Modi also stressed on the need for
sanitisation because “a healthy India
is as vital as clean India”.
“I believe that healthy India and
clean India are supplementary to
each other. The country has moved
ahead in the health sector with a
conventional approach.
“Earlier, every health related work
was the responsibility of the Union
Health Ministry only. But in the
current scenario, every department,
state governments and other
departments are working together for
a healthy India.”
He said the first necessity for a
healthy life is cleanliness.
“As all of us took up the
responsibility, the result is that in
the last four years or so, sanitation
coverage has almost doubled and
risen to around 80 per cent.”  at an affordable price, he said.
At this Kerala temple, thousands of men
dress up as women to get deity’s blessings

ross-dressing is generally
not received well, but at the
Kottankulangara Devi temple
at Chavara near here, it’s different
-- hundreds of men cutting across
religions dress up like women as part
of a traditional ritual to please the
deity and get their wishes fulfilled.
Previously only the locals would
take part in this ritual at the temple
located about 80 km from state capital
Thiruvananthapuram but things have
changed now. On Saturday night, it
was not just Keralites but men from
outside the state and even foreigners
from New Zealand and London who
joined the festival.
In the 19-day-long temple festival,
it is on the last two days that this
ritual named “Kottankulangara
Chamayavilakku” takes
according to the president of the
place,
temple committee G. Hari Kumar,
who told media that this time over
5,000 people – both men and boys -
turned up dressed as women or girls
for the prayers. Around the same
number of people came to watch the
fest. There are several stories about
the origin of the festival but the
most popular version says a group of
boys who used to herd cows would
playfully dress up as girls and offer
flowers and a coconut dish called
“kottan” to a stone.

would begin the ‘Gram-Swaraj
April 14 which will go on till May 5.

development, poverty amelioration
and social justice will be held
throughout India,” he said.

ambhu Singh Chobdar is
the fourth generation of his
family who is continuing the
age-old legacy of Kota miniature art.
He claims to have learnt nothing but
painting. But what bothers him is
the fact that his son Ravindra Singh
Chobdar, unlike him, didn’t follow
his footsteps. Instead, he decided to
study and become an engineer.
“Kota miniature is almost a dying
art now. Surviving as an artist solely
by doing paintings is very difficult
now. So I opted for engineering as
profession,” Ravindra sais.
Ravindra, however, didn’t
completely detach himself from
his family tradition. Even now, he
devotes at least three hours every
morning on miniature art practice.
“I cannot afford to lose this
tradition of our family – miniature art
is our identity. Though not an expert
like my father is, I will continue to
make paintings,” he added.
The Chobdars said they are
amongst the few surviving families
in Kota, Rajasthan, who are
continuing the tradition of miniature
art. Sambhu himself inherited the
knowledge from his father and
grandfather, who were earlier
worked for the Kota royal family.
“At that time, there was a demand.
But modern art has almost killed
our business. Even the people of
Rajasthan do not care to preserve
this form of art. The families who
were earlier involved in miniature
when the systems are ready and meet

Indeed, competitive sports is an
industry, which has an abundant
supply of quality research and
practices to enhance performances,
though separately - at least this is
what Kaushik Talukdar believes.
Mr Talukdar is an Auckland based
strength and conditioning coach,
currently pursuing PhD at Auckland
University of Technology (AUT), and
also leading the athlete development
programme for one of the top private
colleges in New Zealand.
Mr Talukdar was speaking at the
launch of his new book Sports fit:
Bridging the gap between research
and practice held on Saturday, March
24, at Birkenhead Library. The book
was launched earlier in India at
Oxford store at the beginning of this
year and aims to help competitive
and recreational athletes perform
better and minimise their chances of
injuries based on research and years
of coaching experience.
The Indian Weekender spoke
with Mr Talukdar in detail about his

IWK: Please tell us how you
ventured into this relatively un-

Mr Talukdar: I am originally
from Assam, and had left India at the
age of 21 in 2006 to pursue a career
in sports and exercise science after
my competitive cricketing career
(made it to Ranji Trophy probable/

My parents have been extremely
supportive in encouraging me to
pursue my dreams -- a career in
sports and exercise science. In fact,
they were the ones who pushed me
to go ahead as I was little confused
whether to take up a job offered to
me in a contact centre in Bangalore

I am glad I did, as I met my wife
here, along with having a career of
choice.

the menu effortlessly brings a festive
touch to an everyday meal.
And they’re made for sharing too – many a
family anecdote will point to instances when
the deceptively simple looking Poori has
helped make magic at a meal.
Preparation Time: 10 min

Serves: 6
INGREDIENTS
• 1 1/2 cups atta ( wheat floor)
• 1 Tbs oil
• 1/2 cup warm water as required
• Oil, for greasing and deep-frying
METHOD
• In a bowl, mix the flour with the oil by
rubbing it with your fingers to form a
soft crumb, then add a little water at a
time while kneading the mix to form a
stiff but non-sticky dough (the dough
for poori needs to be firm, so add only a
small quantity of water).
• Cover with a damp tea towel and keep
aside for 15 minutes.
• Preheat oil in a deep, heavy-bottomed
pan on a medium heat.
