NGHTS Project Officer Program Manager, Fires Marine Corps Systems Command nathan.o.morales1@usmc.mil (703) 432-3446 NGHTS Capability and Need • Device that provides USMC supporting arms observers, spotters, and controllers with the capability to perform rapid target acquisition, laser terminal guidance operations, and laser spot imaging in a single, compact, lightweight, handheld system • Carried and operated by a single, foot mobile, dismounted Marine who is constrained by the equipment he can carry • Replacement for Portable Lightweight Designator Rangefinder (PLDR), Joint Terminal Attack Controller Laser Target Designator (JTAC LTD), and Thermal Laser Spot Imager (TLSI) • Capability Development Document (CDD) in progress NGHTS Acquisition Approach 1. Engineering and Manufacturing Development (EMD) Phase • Award two or more competitive developmental contracts/agreements • 18-24 month duration 2. Production and Deployment Phase • Award a single competitive IDIQ contract • AAO of approximately 662 Other Transaction Authority 10 U.S.C. § 2371b • Plain language, non-FAR based transaction – For prototype projects that are directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the DoD, or – To improve platforms systems components or materials in use by the armed forces • Can award a “follow-on” production contract or transaction” to participants in the transaction only if: – Competitive procedures were used for selection of parties for participation in the transaction; and – Participants successfully completed the prototype project NGHTS Program Schedule Questions?
