ADVANTAGES OF CRIMINOLOGISTS IN THE BUREAU OF

FIRE PROTECTION RECRUITMENT PROCESS


Philippine National Police in Perspective

President Ferdinand Marcos enacted Presidential Decree 765 in August 1975 which created the
Integrated National Police (INP) by integrating all city and municipal police and fire departments and
jails. These integrated forces were placed under the operational control of the Philippine
Constabulary. The Philippine Constabulary had the operational control over said integrated forces. The
INP was “made responsible for public safety, protection of lives and properties, enforcement of laws,
and maintenance of peace and order” within Philippine territory. It could take necessary measures to
“prevent and control fires, investigate the commission of all crimes and offenses and bring offenders to
justice” to ensure public safety.

The Bureau of Fire Protection (BFP) of the Philippines is a government agency whose role is to
suppress and prevent the outbreak of destructive fires, enforce relevant laws, and provide or help
provide emergency medical and rescue services. But the BFP faces an uphill struggle in the
performance of its duties in a conflagration-prone nation such as the Philippines.

In 1990, the BFP was created and situated under the umbrella of the Department of Interior and Local
Government (DILG) by virtue of Rule 111, Section 49 of Republic Act 6975, also known as the
“Department of Interior and Local Government Act.” Said act mandated the BFP to perform the
following functions. Be responsible for the prevention and suppression of all destructive fires on
building, houses and other structures, forest, land transportation vehicles and equipment, ships and
vessels docked at piers or wharves anchored in major sea ports, petroleum industry installations,
plane crashes, and other similar incidents. Be responsible for the enforcement of the Fire Code of the
Philippines (PD 1185) and other related laws. Shall have the power to investigate all causes of fires
and if necessary, file the proper complaint with the city or provincial prosecutor who has jurisdiction
over the case. In time of national emergency, all elements of the BFP shall, upon direction of the
President, assist the AFP [Armed Forces of the Philippines] in meeting the national emergency; and
Shall establish at least one (1) fire station with adequate personnel, firefighting facilities and
equipment in every provincial capital, city, and municipality subject to standard rules and regulations
as maybe promulgated by the DILG.

Republic act no. 9514 an act establishing a comprehensive fire code of the philippines, repealing
presidential decree no. 1185 and for other purposes. This Act shall be known as the "Fire Code of the
Philippines of 2008". It is the policy of the State to ensure public safety and promote economic
development through the prevention and suppression of all kinds of destructive fires and promote the
professionalization of the fire service as a profession. Towards this end, the State shall enforce all laws,
rules and regulations to ensure adherence to standard fire prevention and safety measures, and
promote accountability for fire safety in the fire protection service and prevention service.
Criminology as you probably understand it is a relatively new field, having developed from the
broader study of sociology in the 19th and 20th centuries. Though the job of a criminologist is new,
society in general, and philosophers, clergy and community leaders in particular, have been studying
and learning how to deal with crime throughout human history. Even though it may not hold the same
glamour and excitement of other jobs in criminal justice, a career as a criminologist is no less
important. In fact, for those who are of a more academic mind, it may present the best opportunity to
contribute to the prevention and treatment of crime.

The core job of a criminologist is to examine all aspects of crime and find ways to prevent criminal
behavior and reduce recidivism. Criminologists gather statistics and identify patterns. They look at types
of crimes as well as demographics and locations. A criminologist's job is largely research driven, and
their research might be conducted in a sterile office setting or in the field.

Criminologists may interview criminals to learn more about their mindset and motivations for
committing crimes. They night also work closely with law enforcement partners, community leaders and
politicians to develop policies to help reduce crimes and make sure alleged and convicted criminals are
treated fairly and humanely.

Criminologists work for local, state and federal governments, on policy advisory boards, or for legislative
committees. In some cases, they may work for privately funded think tanks or for a criminal justice or
law enforcement agency. Most often, you can find a job as a criminologist through a college or
university, where you'll teach and conduct research.

The job of a criminologist often includes. Compiling statistical data, Conducting surveys, Conducting
research interviews, Formulating policy recommendations, Writing research papers and articles,
Working with law enforcement and corrections personnel, Studying criminal behavior, and Devising
strategies to help reduce crime.

Criminologists study a variety of factors to determine why criminals commit crimes. They consider
psychological and social concerns, research crimes and arrests and study the backgrounds of criminals
to determine if any biological factors led them to commit their crimes. While studying the criminal,
criminologists unveil past incidents that may have influenced their crime.

Given all this information, criminologists then create profile types for typical criminals, which are then
used by other law enforcement personnel to evaluate future criminals. The data accumulated by
criminologists is used to help law enforcers apprehend criminals more efficiently and better assess their
motives.
PRESIDENTIAL DECREE No. 907 March 11, 1976 GRANTING CIVIL SERVICE ELIGIBILITY TO COLLEGE
HONOR GRADUATES. it is the policy of the government to afford the youth with every possible
opportunity for participation and involvement in national endeavors, especially those that will lead to
the improvement of communities and other public service, for purposes of employment in the public
service, the Constitution prescribes competitive examinations as the principal means of determining
merit and fitness but at the same time opens the door for the adoption of other methods, the
government is convinced that a student who has pursued his collegiate course as a scholar and has in
fact graduated with honors, has sufficiently shown that he is fit to hold a position in the public service
and competent to discharge its duties and responsibilities, it is considered that graduation with honors
earned under the competitive atmosphere of the academic community is as good as qualifying mark in a
competitive examination to determine merit and excellence for public employment, the immediate
absorption of these honor graduates in the public service will assure their participation in public affairs
and bouy up the quality of the civil service;

REPUBLIC ACT NO. 1080 - AN ACT DECLARING THE BAR AND BOARD EXAMINATIONS AS CIVIL SERVICE
EXAMINATIONS Section 1. The bar examinations and the examinations given by the various boards of
examiners of the Government are declared as civil service examinations, and shall, for purposes of
appointment to positions in the classified service the duties of which involve knowledge of the
respective professions, except positions requiring highly specialized knowledge not covered by the
ordinary board examinations, be considered as equivalent to the first grade regular examination given
by the Bureau of Civil Service if the profession requires at least four years of study in college and the
person has practiced his profession for at least two years, and as equivalent to the second grade regular
examination if the profession requires less than four years of college study.

BODY
In this case, the problem that we should solve is the recruitment process on Bureau of Fire Protection
(BFP) because in current situation the Bureau are concern and gives a lot of opportunity on many
different professions like accountancy, nurses, and Engineer unlike criminologist. I believe that if you
are registered Criminologist you have the competent, knowledgeable and skilled in this profession
because you have a lot of background in this career. The subjects that you take in this course are
arson investigation, water survival, first aid and other related subjects. But the bureau prioritized
other profession because the qualification standard on this job is not equal against to criminologist.
They give a lot of eligibility like Must possess any baccalaureate degree and must have Civil Service
Commission (CSC) 2nd level, RA 1080 or PD 907 Eligibility. So any one can join even they not capable in
this career unless you pass this eligibility. The criminologist is most skilled because they practiced
there physical condition and I believe that they are stronger than other profession.
Recommendation
 On recruitment process give a specific quota and allotment only for criminologist

 Don’t compare the credential of other profession from criminologist

 Give a lot of opportunity for criminologist than other profession

 Give a lot of slot on lateral entry for criminologist

 They must develop and improve the standard qualification on recruitment process
