vincial government of Su-
rigao del Norte immediate-
ly sent more emergency re-
sponders to Siargao Island
in the wake of an accident
involving the child of pop-
ular TV journalist Karen
Davila.
Davila’s son suffered
wounds after waves made
him plow through coral
reefs.
In a March 31 state-
ment, the Surigao del Norte
capitol said several rescue
teams, including an ambu-
lance, were dispatched to
the surfing town of General
Luna as well as to other
tourist destinations in Siar-
gao Island.
Gov. Sol Matugas is-
sued an executive order
requiring all town mayors
in the island to “provide
24/7 medical assistance for
the public... and ensure that
there is sufficient supply
of medicines, being the
frontline in the provision
of health services in their
respective areas of respon-
sibility.”
The capitol said mem-
bers of the rescue teams
were trained personnel
from the Provincial Health
Office and Provincial Di-
saster Risk Reduction
Management Office who
have been tasked to mon-
itor frequently visited
tourist areas in the island,
including “Cloud 9” in
General Luna.

Marawi evacuees in a bind

over housing units bought
ILIGAN City — Hundreds of
families that fled following the
Marawi siege last year are now
in quandary over the houses
they purchased from a govern-
ment-funded resettlement site
originally intended for typhoon
victims in this city.
City Information Officer
Jose Pantoja said all housing
units sold by typhoon Sendong
victims living in Bayanihan
Village in Barangay Sta. Elena
will be padlocked yesterday.
Pantoja said the local gov-
ernment reached the decision
after a dialogue last week with
the beneficiaries of Bayanihan
Village -- a low-cost housing
site for victims of typhoon
Sendong, which struck this city
and several parts of Northern
Mindanao in 2011.
An investigation by the
local government showed that
about a thousand units had
been illegally sold, mostly to
the Marawi siege evacuees,
Pantoja disclosed.
While the city sympathizes
with Marawi residents, he said
the law is clear pertaining to
government-funded housing
units for the poor and victims
of calamities.
“Republic Act 7279, oth-
erwise known as the Urban
Development and HousingAct
of 1992, clearly prohibits recip-
ients of government-awarded
housing units from selling their
property,” Pantoja said.
One of the buyers, a Mara-
wi resident who fled last year’s
five-month-long siege by
Maute terrorists, said their main
problem was recovering their
money as most of the sellers
had already disappeared.
“We were assured by the
seller that there was no legal
hindrance in this purchase,”
he said.
He also expressed disap-
pointment over the impending
confiscation of their purchased
homes, saying Marawi resi-
dents like them would have
wanted to get a new lease on life
in this city after last year’s trau-
matic event in their hometown.
But Pantoja assured that the
unsuspecting buyers will not be
held responsible.
The sellers, however, will
be penalized by re-distributing
their units to other Sendong
victims, he said.
“The government will
award the returned units for
Sendong survivors who until
now don’t have their own
homes, and are willing to live
at the Bayanihan,” he said.
He added that some recip-
ients may have sold their units
because they did not like the
location of the resettlement site.
Pantoja also belied allega-
tions that the existing occupants
who bought their units from
original recipients were ha-
rassed into giving up their units.
“Mayor Celso Regencia is
dealing with this in a peaceful
manner to resolve this matter,”

IN the province of Su-
rigao del Norte, there is a
town of Malimono where
anybody looking for tran-
quility could find home.
With 18,000 residents,
the place nestles one of
the most beautiful beach-
es and waterfalls in Min-
danao. To add, its rich
marine and agricultural
resources make it more
appealing, similar to its
people who lived simply
and harmoniously with
nature.
Indeed, Malimono was
a paradise until one ty-
phoon wreaked havoc to
this peaceful community.
On Feb. 13, Typhoon
Basyang swooped down
every little of what its
people have. One of the
affected residents is Mar-
icel G. Cesar, 35, from
Masgad, Malimono, Su-
rigao del Norte. She did
not only lose a part of her
house from the typhoon,
but also her livelihood.
“It was all too sudden;
we did not even have the
time to worry about our
house. We just thought
of our safety in that mo-
ment,” Maricel said.
The Cesar family
lived in Malimono for so
many years, but as the ty-
phoon landed in the area,

their lives had suddenly
changed.
“We have to start
again from scratch now,
but life must go on,” she
added.
Maricel is an eight-
year member of Center
for Agriculture and Ru-
ral Development (Card),
Inc. (A Microfinance
NGO). Through Card
MRI Disaster Risk As-
sistance Program, her
family received a relief
pack to help them get
through while they re-
cover from the damages.
“It [CDRAP packs]
was a great help indeed
because it was the first
help we received after
the unfortunate event.

me in my eight years of
being a member, start-
ing from the time where
I needed a capital for
my piggery up to the
moments of distress,”
Maricel said.
Despite the loss, peo-
ple in Malimono never
lose hope. Some say they
may have lost a house,
but not a home. Some
lost something, but not
everything. And life, just
like the sun, will soon rise
to mark a new hope, new

to the Municipal Officials, NGO’s,
Companies, Associations, Federations,
Organizations, the National and
Provincial Agencies, most especially
to the Working Committees and
the cooperation and overwhelming
support of the people to make this
celebration a success.
After a century and a year of
existence, we could honestly say and
obviously note the development of
Talakag.
The present local administration, the executive and the legislative
departments has been and is continuously working closely for the betterment
of our constituents. We have been working in unison with the provincial and
national governments for the delivery of basic services to the people. Among
others, we have been reaching out to far flung areas through our regular
barangay outreach and livelihood programs. The main thrust is to bring the
government closer to the people.
I am encouraging everybody to work as one for Talakagnons, to adhere to
a dedicated and honest public service for the people of Talakag.

HISTORY OF TALAKAG
(The Origin)
O
nce in the not so distant past, a nomadic tribe wandered down South. Finally, they settled
upon a place attuned to their needs and liking. The place was traversed by a zigzagging
creek swollen with clear sparkling water where on its banks grew in abundance wild Malayan
trees called “Balangas” (now popularly known as Rambutan – Nephelium lappaceum of the Family:
Sapindaceae). The trees were full of attractive bloody red but juicy and delicious fruits, clustered in their
very green foliages. Bacause of fanatical attachment of this tribe to these balangas trees, they decided
to name their settlement “Kabalangasan” – a very typical way to simply affixing prefixes. This is the
original name of the municipality of Talakag.
However, names of places are, oftentimes, influenced and affected by events that revolve around
it. History goes that aside from this Kabalangasan settlement, there was another settlement further
down called “Dagundalahon”. At first, tribes of both settlements were very friendly and cordial to each
other. They would hold social gatherings, “Kaamulan” and “Kaliga” and other forms of intimate social
merry-makings to satisfy their whims and caprices often with paganic undertones.
This intimate relationship did not last long. A serious breakdown developed and as a consequence,
they became bitter enemies. The root cause was the intense rivalry of men/warriors over beautiful and
alluring women from either side. This resulted and accounted for ambuscades, Kidnappings and to
some extent even killings.
It was on the Kabalangasan side that men are more daring and aggressive. They adopted and
ventured into the “go-chase-kidnao” tactics preying on the woman of Dagundalahon who caught their
fancy. Because of these, hilltribes in Dagundalahon side renamed “Kabalangasan” to Talakag, the
etymology of which came from the Visayan dialect LAKAG meaning “to go after” to “follow in pursuit”
and the prefix “TA” denoting “fondness in doing such”. In other words, Talakag means “fondness in
giving pursuit”
Thus, the settlement that was known as Kabalangasan was named Talakag while the creek
traversing the place retained the name Kabalangasan.

citizenry, living in a disaster resilient and healthy environment, governed by competent and resposible
leaders.

The primary concern of the municipality is to promote the general welfare of the people by insuring
public safety and security and investments, promote a sustainable ecologically balanced environment
and capacitate local leaders for effective and efficient governance supported by empowered citizenry.

awed and wonder what this huge struc-
ture is, standing tall like a scarecrow. It’s
similar to the one we see in Taguanao
whih never saw the light of its com-
pletion. Yet, lately, it is almost nearing
completion as if everything is being
rushed and with great effort exerted to
have it done by hook or by crook.
A columbarium is a room or building
with niches for funeral urns, a struc-
ture of vaults lined with cinerary urns.
Buddhists have a practice of putting the
names of the dead in carved wooden
planks in their temples. These are ar-
ranged and placed in designated areas so
the families can visit them anytime and
offer prayers and food for the dead. Of
course, there is a price for that. Nothing
comes for free, you know. I don’t know
how much but I am pretty sure it’s a
lucrative price (business).

Philippine president, if not for media
presence.
I could talk about the dichotomy in
Philippine politics and its socioeconom-
ic environment but that would be a very
long soliloquy indeed. At least, picture

Suffice to say to live in that place, in that
culture, would be challenging for any
person with liberal democratic ideals.
Ironically, that environment also fires
youthful idealism. And I’ll say this in
terms that my kids can understand: That
environment challenges the youth to
want to be superheroes. There is a rea-
son why superhero movies make billions
at the box office. Who doesn’t want to
be Wonder Woman or Super Girl? Or
Katniss Everdeen? Youth activism is
practically a rite of passage in the Phil-
ippines.

Is the Catholic Church taking a cue
from the Buddhists? But the Church is
more concerned of our spiritual salva-
tion, right? Wrong. Money still reigns
supreme.
Let’s go to cremation. What is the
stand of the Catholic Church on crema-
tion? The Canon laws are not absolute.
It also changes with time and money
considerations. Try to research on it and
you will find that the Catholic Church
wavers from one belief or rule to anoth-
er.
The Church is against cremation
and later on, it allows Catholics to be
cremated but they will not and cannot
receive the last Holy sacrament. Much
later, probably, the rule mellows further
but disallows them to throw the ashes
into the winds. The ashes should be
placed in an urn and kept at home. That
would have been enough but there are
better ways to do it: a columbarium.
Don’t get me wrong. I am not an-
ti-Church. I believe in a supreme being
up there. I am just against those who
preach but do not practice what they
preach. There’s been so much hypocrisy
that turns off many Catholics. And the
Church will never believe that, neither
will it care.
“Sticks and stones may hurt my
bones but words will never hurt me.”
This is the attitude of the Church. No
matter how you criticize it for not being
what it should be, the Church and many
of its soldiers will continue to do what
it wants to do come hell or high water.
They will assert their misplaced right
and invoke the doctrine of the separation
of Church and State but insist on med-
dling in State affairs.

Which LGU ex-
emplifies real
autonomy?
IT is sad that no local government today
exemplifies autonomy or principle of
subsidiarity—which states that noth-
ing that can be done by Street Talk
a lower unit should
be done by an upper
unit.
Where in our
country today can
one find a jurisdic-
tion where the people
(constituents) and
not just the officials Manny
are active participants Valdehuesa
in governance? Is there
even one barangay that knows how to
govern autonomously?
The ideal of autonomy—of a People
Powered government—was what moti-
vated the enactment of the Local Gov-
ernment Code of 1991. It was meant to
empower the people and enable them
and their community to assert their right
and authority to establish an account-
able, responsive government.
Towards that end, the department
of the interior and local government
(DILG) was supposed to have chaper-
oned our communities towards genuine
autonomy. Its mission was to see to it
that both the citizenry and officialdom
comply with the Code’s provisions and
related laws.
It was why from the onset of its cre-
ation, the DILG was capacitated with a
huge bureaucracy. So it could undertake
a grand education-information-commu-
nication (IEC) campaign to prime the
people for self-government.
The objective was—and always has
been—to empower the people and their
community, to make of every barangay
The Home of People Power because all
sovereign citizens reside in them. The
people were to be drilled in the dynam-
ics of local governance, to exemplify
their role as partners in local administra-
tion and development. It would affirm
their role as citizens—i.e. the source of
state sovereignty and government all
authority. Thus empowered, they would
be involved and actively play their role
in the affairs of government and com-
munity. And they would not conduct
themselves as merely passive recipients
of government goods and services.
Empowering and enfranchising the
people of the barangay was meant to
transform grassroots communities into
productive political, social, and eco-
nomic units. It would vest the barangays
with the personality and stature of a
small republic. After all, it is populated
by sovereign citizens; it manages its
own territory; it is locally governed;
and, though limited, its possesses sover-
eignty.
The result would have been to anchor
the Big Philippine Republic on the small
barangay republics—all 42,000+ of
them—making of our nation a formida-
ble bastion of democracy, liberty, and
justice.
This transformation was necessary so
that the old system at the grassroots—
dominated by traditional politicians and
their corrupt practices—would yield to
the new regime of People Power and
Assertive citizenship.
Too bad that no one, not even the
DILG, nor Malacanang or Congress,
saw to the Code’s proper implemen-
tation, if only to monitor the status of
autonomy in the local governments. Be-
cause without experience in the practice
of autonomy, there is just no effective

PHILIPPINE peso ended the
shortened trading week Wednes-
day better than the US dollar
unlike the Philippine Stock Ex-
change index (PSEi), which de-
clined a day after recovering.
There will be no trading on
Thursday and Friday in line with
the observation of the Lent.
The peso finished the week at
52.16 from 52.32 Tuesday, which
a trader said is just a correction af-
ter the unit’s weakness in the pre-
vious session given the concerns
on the possible trade war between

Normin posts highest quantity
of traded goods in Q4 of 2017
THE five-province Northern
Mindanao accounted for 22
percent of the total quantity of
all traded commodities in the
last quarter last year, the highest
among all regions in the country,
a preliminary report of the Phil-
ippine Statistics Authority (PSA)
released on March 28 said.
The PSA said Northen Mind-
anao, comprising Bukidnon,
Camiguin, Lanao del Norte,
Misamis Occidental, and Mis-
amis Oriental, recorded a total of
1.42 million tons of traded com-
modities, followed by Central
Luzon (1.35 million tons) and
Central Visayas (890,000 tons).
It added MIMAROPA posted
560,000 tons; Western Visayas,
500,00 tons; National Capital
Region, 480,000 tons; Eastern
Visayas, 290,000 tons; Bicol
Region, 270,000 tons; Davao
Region, 230,000 tons; Caraga
and SOCCSKSARGEN with
140,000 tons each; CALABAR-
ZON, 90,000 TONS; Zamboan-
ga Peninsula, 80,000 tons; and
Autonomous Region in Muslim
Mindanao, 40,000 tons.
Topping the list of the most
traded commodities were food
and live animals with 2.50 mil-
lion tons worth P41.71 billion,
which accounted for 72.5 percent
share of all the traded commodi-
ties while animal and vegetable
oils, fats and waxes commodities
had the least quantity with only
40,000 tons, the PSA added.
However, in terms of value,
machinery and transport equip-
