The Relief for Disabled

Americans Act
Section 1
Availability Benefits for Children with Disabilities

A. A child under the age of 18 is eligible for disability benefits if the child’s parents/ guardians
complete the following procedures:
1. Provide documentation of the child’s condition from a medical facility
2. Provide a copy of the child’s birth certificate, passport, or other government issued form of
identification with date of birth
3. Provide proof of residency and household income
B. A child under the age of 18 is eligible for disability benefits if one or all of the following ap-
plies to them:
1. The child is currently unemployed or not eligible for employment
2. The child is receiving a monthly income of $1,500 or less, if employed
3. The child’s parents are receiving a monthly income of $1,500 or less, if employed
4. The child’s parents are currently unemployed
5. The child’s parent(s) is deceased
6. The child is being raised by an elderly relative or guardian
C. A child with a disability may be eligible for extra benefits provided by the ABLE Act as listed
in Section 8 of this proposal.
D. If the steps have been followed, the local social security agency shall provide the necessary
benefits to the child containing the disability within twelve weeks prior of filing.

Section 2
Availability Benefits for Adults with Disabilities

A. An adult between the age of 18 and 64 is eligible for disability benefits if they complete
the following procedures:
1. The individual provides documentation of their condition from a medical facility
2. The individual provides proof of residency and household income
B. An adult is eligible for disability benefits if one or all of the following applies to them:
1. The adult is currently unemployed
2. The adult is receiving a monthly income of $1,500 or less, if employed
3. The adult has a severe medical condition
4. The adult lives alone
5. The adult’s spouse is deceased
C. An adult with a disability may be eligible for extra benefits provided by the ABLE Act as
listed in Section 8 of this proposal.
D. If the steps have been followed, the local social security agency shall provide the neces-
sary benefits to the adult containing the disability within twelve weeks prior of filing.

Section 3
Availability Benefits for Senior Citizens

A. A senior citizen over the age of 70 is eligible for disability benefits if they complete the
procedures from Section 2, Part A of this proposal.
B. A senior citizen is eligible for disability benefits if one or all of the following applies to
them:
1. The senior is currently unemployed or retired
2. The senior has worked for a minimum of ten years
3. The senior has a severe medical condition
4. The senior’s spouse is deceased
5. The senior’s spouse has a critical illness
C. Any senior citizen over the age of 70 will receive social security payments on a yearly basis
as listed in Section 6 of this proposal.
D. The retirement and “senior” age shall be increased to 70 years on the first day of the follow-
ing year.

Section 4
Availability Benefits for Veterans and their Spouses
A. A veteran is eligible for disability benefits if they complete the procedures from Section 2,
Part A of this proposal.
B. A veteran is eligible for disability benefits if one or all of the following applies to them:
1. The veteran is currently unemployed
2. The veteran is receiving a monthly income of $1,700 or less
3. The veteran has a medical condition
C. Tax advantaged savings accounts created by the ABLE Act shall be extended for both disa-
bled and able bodied veterans as well as their spouses.
1. Any disabled veteran is qualified for an automatic savings account, if they complete the re-
quired steps to receive benefits.
D. A living or deceased veteran’s spouse will be eligible for disability benefits if one or all of the
following applies to them:
1. The spouse is currently unemployed
2. The spouse is receiving a monthly income of $1,700 or less
3. The spouse has a severe medical condition
4. The veteran of the spouse has been deceased for at least two weeks
E. If the steps have been followed, the local social security agency shall provide the necessary
benefits to the veteran containing the disability within twelve weeks prior of filing.

Section 5
Punishable Offenses for Criminals

A. Any individual, who is over the age of 18 and doesn’t have a disability, known to be receiv-
ing disability benefits will be prosecuted through their local jurisdiction.
B. If an individual is found guilty of abusing the system, the following consequences shall pro-
ceed:
1. The individual will face a minimum prison sentence of 20 months and which shall not exceed
a maximum sentence of 50 months.
2. The individual will pay a minimum fine of $1,000 and which shall not exceed $2,000.
C. The individual will receive a bail of $5,000, in which the entire payment must be paid
within 30 days for release till trial.
D. If an undocumented immigrant, who is over the age of 18 and doesn’t have a disability,
known to be receiving disability benefits will be prosecuted and is eligible for deporta-
tion.

Section 6
Benefit Resources for children, adults, and veterans with disabilities

A. Children under the age of 18 eligible for social security benefits will receive one or
all of the following:
1. A check ranging between $750 to $1,500 distributed by the Social Security Admin-
istration each month, depending on the child’s condition and work history of the par-
ent(s).
2. A federal grant of $200 for children hospitalized in a medical facility after each con-
secutive week.
3. A tax advantaged savings account through the ABLE act for medical, housing, educa-
tion, and transportation costs.
B. Individuals between the age of 18 and 59 eligible for social security benefits will re-
ceive one or all of the following:
1. A tax advantaged savings account for medical, education, housing, and trans-
portation costs
2. A check disturbed by the Social Security Administration for needed payments
C. Individuals between the ages of 60 and 69 shall be eligible for social security supple-
ment benefits, regardless of their current employment status as listed in Section 7
and 12 of this proposal.
D. Disabled and able-bodied veterans shall receive the necessary compensation amount
distributed by the Veterans Affairs.
Section 7
Social Security Eligibility Requirements for Employees

A. The Social Security Work Credit Requirement Program shall be eliminated at the end of
the year and will be replaced with the “Social Security Work Eligibility Standard Pro-
gram on the first day of the new year.
B. The Social Security Work Eligibility Standard Program will consist of the following re-
quirements to qualify for benefits:
1. The individual has been employed for a minimum of two years after
the age of 18
2. The individual has contributed a minimum of $150 towards their So-
cial Security
C. The current Social Security tax rate for both employees and employers shall increase by
1.3% the following fiscal year, which will then be set at 7.5%.

Section 8
Expansion of ABLE Benefits

A. Any individual who has developed a disability before the age of 50 shall be eligible for
benefits under the ABLE Act.
B. If any individual has developed a physical and/ or mental disability before the age of 50,
they may contribute an annual amount of $25,000 to their ABLE account per fiscal year.
1. Each account shall not exceed the amount of $150,000 and will be exempted from the
SSI Resource Limit.
2. If an ABLE Act exceeds $150,000, the beneficiary’s SSI cash benefits will be sus-
pended until the account falls below the cash limit.
3. If an account receives a temporary suspension, the beneficiary will continue to be en-
titled to medical services through Medicaid.
C. Children, adults, seniors, and veterans shall be eligible to use their ABLE account bene-
fits for therapeutic sessions, basic food needs, transportation needs, and supplies for edu-
cation purposes.
D. All other current standard requirements listed under the ABLE Act shall continue to take
effect.
E. Each state shall have the right to set other criteria standards for ABLE recipients.

Section 9
Medicaid and Medicare Basic Requirements

A. Any individual is eligible for Medicaid if one or all of the following applies to them:
1. The individual is under the age of 64
2. The individual contains a severe medical condition
3. The individual, or their parent/ guardian if they’re under 18, receives an annual
income between $14,500 and $22,500 (Depending on the requirement of the state
they reside in)
B. Any individual is eligible for Medicare if one or all of the following applies to them:
1. The individual is over the age of 65
2. The individual contains a severe medical condition
3. The individual receives an annual income below $30,000
4. The individual’s spouse is deceased
C. The current Medicare tax rate for both employees and employers shall increase by 1.05%
the following fiscal year, which will then be set at 2.5%.
D. Any individual applying for Medicaid or Medicare will need to provide appropriate docu-
mentation to their local Social Security agency to receive benefits.
Section 10
Paid Family and Medical Leave Minimum Requirements

A. A disabled individual over the age of 18 is eligible for paid leave from their employment
if one or all of the following applies to them:
1. The individual has worked at their employment for a minimum of six months
2. The individual has had a severe medical/ disability condition for a minimum of two weeks
3. The individual is expected to be disabled for more than nine months and unable to work
4. The individual has worked for a minimum of 40 weeks and works a minimum of 20 hours
per week.
B. If a corporation contains a minimum of 200 employees and receives an annual revenue of
$5,000,000 or more, the employer(s) are required to give their employees a minimum six-
weeks of paid leave.
1. The current payroll contribution will be .15% of an employee’s weekly salary and
shall be capped at a maximum amount of $95.50.
2. Each eligible employee for paid leave will receive 50%-60% of their weekly income
while away from their employment.
C. Paid leave requirements from businesses who receive an annual revenue under
$5,000,000 shall be decided upon both the condition of the business and the eligibility
standards from the state in which the business resides for paid leave requirements.
D. Eligible employees for paid family leave consists of the following:
1. Single mothers and fathers of children under the age of 10
2. A female employee who is pregnant with a child for a minimum of three
months
3. A male and/ or female employee who is a father/ mother of a newborn child
4. An employee with a critical physical/ mental disability
5. An employee who needs to care for a sick relative
6. An employee requesting to stay home to take care of their children when their
spouse is deployed abroad on active military service
E. No individual who qualifies for paid leave shall be denied their time off from work by
their employer(s).
Section 11
Welfare Beneficiary Requirements

A. Any individual over the age of 18 applying for welfare benefits must complete the fol-
lowing to be eligible for benefits:
1. Provide appropriate documentation of residence, employment, and/ or medical/ disa-
bled condition.
2. If able, an employment within the private sector with an hourly salary not exceeding $20.
3. Pay state and federal taxes for at least one fiscal year after retaining a job within the private
sector.
B. Any individual who is employed within the public sector, whether it be local, state, or
federal level, is not eligible for welfare benefits.
C. If an individual is severely disabled, they shall be exempt from following the require-
ments to receive welfare benefits.
D. If an individual doesn’t contain a severe disability, they are required to follow the re-
quirements to receive welfare benefits with certain exceptions based on the severity of
their condition.

Section 12
Retirement Benefit Eligibility

A. Any individual over the age of 60 shall be eligible for retirement benefits.
B. If an individual is between the ages of 60 and 69 and are currently employed in a profes-
sion that salaries over $20 per hour, they are eligible for retirement benefits that will be
considered tax-exempt.
C. A senior citizen over the age of 70 shall be eligible for retirement benefits administered
by their local Social Security agency.
D. Payments distributed by the Social Security Administration for retired individuals will
range between $20,500 and $27,500, depending on the individual’s work history.
