house did not withstand the
war in Marawi but when
62-year-old Rasamala Ma-
gondaraya and her children
entered the ruins of what
used to be a four-story
building, she was appalled.
There were holes in the
wall and a huge pit dug on
what used to be the living
room where she and her
children gathered in hap-
pier times.

Westmincom accounts
for 1,337 loose guns
ZAMBOANGA City — The Western Mindanao Com-
mand (Westmincom) accounted for 1,337 loose firearms
from Jan. 1 to April 1 this year in line with the campaign
of President Rodrigo Duterte against unlicensed guns.
Lt. Gen. Carlito Galvez Jr., Westmincom chief, told
reporters that mostly or 574 of the 1,337 loose firearms
were turned over by the municipal and barangay officials
of Sulu.
The remaining firearms were accounted by the troops
in the following areas: Central Mindanao, 345; Zam-
boanga City, 229; and, Zamanga Peninsula and Lanao
(ZamPelan) areas, 189.
The Westmincom area of jurisdiction covers Zambo-
anga Peninsula, Lanao del Norte, Lanao del Sur, Central
Mindanao, and the provinces of Basilan, Sulu and Ta-
wi-Tawi, which are part of the Autonomous Region in
Muslim Mindanao.
“In line with the pronouncement of President Rodrigo
Roa Duterte, the campaign against loose firearms was
launched by the Joint Task Forces (of Westmincom) to
implement the Security, Governance and Development
Strategies of Martial Law in Mindanao,” Galvez said.
The recovered firearms included crew-serve weapons
such as 81-millimeter (mm) mortars, 60-mm mortars,
90-mm recoiles rifle, and caliber .50 heavy machinegun.
The others included assorted high-powered assault and
sniper rifles and handguns such as pistols and revolvers.
Galvez said the campaign was sustained with the
participation of local government units and “our peace
partners” in preparation for the May 14 Barangay and

SO… I first heard the term recently and
I was struck by the concept behind the
Game On! term, especially since
it is one that is truly
pervasive in our land.
It was brilliantly
explained by Trevor
Noah, a black come-
dian from South Af-
rica. After hearing all
the criticism aimed at

What is black tax? It is the expec-
tation among black people that the first
member of the family who gets the
educational opportunity to rise above
their dire situation has the responsibility

familiar? It should. It is pervasive in our
culture, and I’m not just talking about
our economically depressed fellow
countrymen.

better life. In some families, the first to
graduate is then expected to assume the
burden of providing for a college educa-
tion for their younger siblings. Sounds
noble, that’s for sure. But have we taken
a closer look at this dynamic to examine
whether it actually works? And what
its impact is on our work force and our
economy? Greater still, its impact on the
growth and progress of our youth?
The false nobility of putting every-
body else above oneself needs to be
dissected. First of all, the poor young
student is pretty much without choice
with regard to this whole slavehood
concept. Why do I call it slavehood?
Because it is. All personal goals, dreams,
ambitions, plans must be put on hold
indefinitely until the responsibility to
the family has been successfully met.
Successfully meaning once it is good
enough for the whole clan.

front. To locals and unsuspecting aficio-
nados, these are but a natural happening,
which is similar to public beaches else-
where. Shockingly, however, according
to experts, such algal invasion indicates
the presence of both animal and human
feces and other wastes within the imme-
diate vicinity. This gives the impression
that sewage dumps egress to the waters
of Boracay beach. Where else do all
those fecal presence originate from?
The pollutants not only pose health
and sanitization hazards to bikini-clad
celebrities, tourists and local patrons
who take selfies half-submerged in
their favorite Boracay waters (whew);
Moreover, the bacteria it brings likewise
threaten the very marine and coral life
which make Boracay as splendid as it
originally was.
Now the question: Is the closure

because politicians seek their blessing
and support, the more it corrupts the
mind of wayward servants of God. They
will try to get what they want by hook or
by crook. Oh, never mind Him. He will
understand. Hah!
And so, when the Housing and Land
Use Regulatory Board came up with an
opinion about the violations committed
by the Church, they fought back with
their defenses, among them is the doc-
trine of separation of Church and State.
Let’s take a peek into the salient
points of the HLURB resolution on the
issue.

These attributes characterize what we
have come to know as People Pow-
er—power that asserts its sovereignty
and imposes its will over the political
establishment.
We should be mindful that we are all
part of the grassroots—and conscious
of being so. Let this not be obfuscated
by the wrong view of oligarchs that
good governance emanates from them.
Their presumptuous, patronizing atti-
tudes turn a lot of Filipinos into pedants,
hypocrites, and mendicants—distorting
democracy in the process.
Far too many such oligarchs crowd
our political landscape. Motivated by a
sense of self-entitlement, they look upon
political power as a birthright and hold
on with the backing of their social and
political connections, their wealth, and,
often, their merit-less popularity. Car-
rying on as if they’re above the grass-
roots—superior to the masses!—they
view themselves as the elite, a breed
apart.
So it is no surprise that they display
a pretentious or pedantic behavior. They
will say, “The masses are out there in
the barrio, while I’m here in the city, in
an office, in a campus, or in our church.”
They forget that all these places are in
some barangay or other, meaning, a bar-
rio. But they’re not conscious of it.
Yet it is indisputable that every Fil-
ipino is a barrio boy or barrio girl. The
barrio or barangay is where everyone
lives, works, grows up, and ultimately
is buried. Whether urban or rural, it’s
where everyone has his address!
Anyone who denies his roots in the
barangay harbors an illusion, betraying
a detachment from the reality of his geo-
graphic circumstances. Before all else,
every Filipino is a citizen of his or her
barangay. It’s where he’s registered and
casts his votes. To deny it is to betray a
hangover of the “colonial mentality”—
when to be identified as a barrio dweller
was to be looked down upon, and to
be classified as an “indio” or a country
bumpkin in awe of high authority, au-
thorities who in fact owe their positions
to votes cast by every Filipino in his
barangay.
This mentality was born and incu-
bated in our society back when Filipinos
were basically vassals and acquiescent
followers of the Spanish Monarchy.
It’s time we do away with this colo-
nial mentality. Time to eschew the pa-
tronizing treatment which did so much
damage to our self-respect and self-im-
age. Time to rise to our full stature as
sovereign citizens of our land.
It’s time also to exorcise Philippine
Society of seemingly well-meaning
leaders who boost their ego with pomp-

be a problem if they had nego-

International Auto Show (MIAS)
2018 Thursday that the automotive
industry remains a key industry for
the country’s development.
“The automotive industry in the
Philippines has always been in the
mainstream. We have viewed it as
a key industry for development
with its vast supply chain and la-
bor impact,” Dichosa said. “And
throughout the years, it has always
been presented a number of op-
portunities for growth and I hope
that the industry will not hesitate to
grab this.”
She noted that as the country
welcomes new and innovative
technologies in the automotive
sector which will lead to the con-
tinuous growth of the industry and
in turn will translate to more vehi-
cle purchases.
The official added that the poli-
cy reforms of the government will
be supporting the growth of the
industry and the economy.
These reforms include the Cus-
toms Modernization and Tariff
Act that promotes better rules and
procedures for faster trade and
improvement on supply chain
connectivity; the Philippine Com-
petition Act that promotes and
maintains fair competition in the
market by regulating anti-compet-
itive behavior; and the Tax Reform
for Acceleration and Inclusion or
TRAIN Law, wherein additional
revenues for the government will
fund infrastructure program.
In the ease of doing busi-
ness front, the government also
launched the Project Repeal, which
aims to pull out irrelevant laws and
regulations that become regulatory
burden to businesses. (PNA)

was governor.
The defendants were
members of the capitol’s
bids and awards committee
when Moreno was governor.
Pacuribot was provincial en-
gineer, Gabutina was provin-
cial administrator, and Wabe
was provincial budget officer.
Mordeno said the defen-
dants paid some P1.3 million
for 11 graft cases or some
P30 thousand each for every
case.
He said Moreno, Wabe,
Gabutina, and Pacuribot
would do the same thing for
13 more similar cases.

He said the move was
made so that the four Sandi-
ganbayan divisions handling
the cases would no longer
issue separate warrants of

the Sandiganbayan can hear
the consolidated cases given
that the facts are the same.
Mordeno said, “Usa ra

motions to hold in abeyance
and defer the proceedings of
the raffled cases in view of
the motion for consolidation.

the Office of the Ombudsman
charged Moreno’s group with
causing undue injury to the
government by awarding
rental contracts from 2007
to 2012.
In September 2007,
the Moreno administration
awarded a two-year contract
to Equiprent for the lease of a
20-ton excavator despite the
company’s alleged failure to
submit requirements during
the bidding. Equiprent was
also awarded four contracts
for the rental of a fuel tanker
and a bulldozer.
The ombudsman also
questioned the award of a
contract to rent a vibratory
roller from Earth Tools De-
velopment Corp. in 2008. Al-
legedly, there was no bidding.
