IMPLEMENTATION OF HIWA-HIWALAY NA BASURA SA BARANGAY PROGRAM

Legal basis for the implementation of the Program

1. Section 17 of the Local Government Code mandates LGUs to provide an efficient and effective solid waste collection and disposal
system under a comprehensive environmental management program.
2. Section 10 of Republic Act 9003, otherwise known as the Ecological Solid Waste Management Act of 2000 stipulates that segregation
and collection of solid waste shall be conducted at the barangay level.
3. City Ordinance No. SP-1707, S-2006, requires the segregation at source of all households, institutional, industrial and commercial wastes
and/or garbage into wet or biodegradable, and dry or non-biodegradable, pursuant to RA 9003.
4. The Supreme Court Ruling of a Continuing Mandamus to Clean and Rehabilitate Manila Bay directs National and Local Government
Agencies, including the City Government of Quezon City, to facilitate and hasten the rehabilitation of the Manila Bay Region thru various
strategies, which includes, among others, the proper management of solid wastes to keep it from being disposed in creeks and rivers that
eventually flow in the Manila Bay.

Implementation of the Program

The Hiwa-hiwalay na Basura sa Barangay Program shall take effect on July 1, 2011
in the entire City except in Barangay Holy Spirit, which has been implementing their
own solid waste management program even before the enactment of R.A. 9003. The
City Government, thru the EPWMD, shall conduct a two-week dry-run upon the
effectivity date so that the residents may be able to familiarize themselves with the
types of wastes to be segregated and the schedule of collection. An estimated 300
Information, Education and Communication (IEC) Campaigners of the City-
Contracted Haulers shall also be simultaneously deployed in all Barangays within the
City to explain in detail the implementation procedures. After the dry-run period, the
City Government, with the assistance of Barangay Officials, shall strictly implement
the No Segregation, No Collection Policy.
A three-part Barangay Summit was conducted by the EPWMD last June 16, 21 and
23, 2011 to formally launch the Program and reorient all Punong Barangays and
Kagawads in-charge of the Barangays’ Solid Waste Management Committee on the salient provisions of R.A. 9003 and the implementation of a
community-wide solid waste management program. The new Terms of Reference (TOR) on the City’s Solid Waste Cleaning, Collection and
Disposal Project was also discussed during the Summit. On the third day of the activity, other solid waste management practices were also
introduced to barangays that are advanced in terms of the management of garbage to further improve the systems that are already being
implemented at present.

The following shall be implemented in all Barangays:

1. segregation of biodegradable (nabubulok) and non-biodegradable (di-nabubulok) wastes in each household;


2. door to door dedicated collection of segregated wastes.

Collection schedules will be as follows:

2. Tuesday-Thursday-Saturday Collection Schedule (click to see the schedule)

Trucks shall be marked with biodegradable or non-biodegradable tarpaulins to indicate the type of waste to be collected upon arrival at the
Barangays .

For Barangays that are already advance in the implementation of their own solid waste management programs, the City shall deploy trucks marked
with residual tarpaulins indicating that only residual wastes will be collected during the specified date of collection.
