A. Background

1. Introduction: general information about the context in which the official will work /
background on the project:

The International Labour Organization (ILO) is a tripartite U.N. agency with government,
employer, and worker representatives as its constituents. This tripartite structure makes the
ILO a unique forum in which the governments and the social partners of the economy of its
Member States can freely and openly debate and elaborate labour standards and policies.
The ILO Country Office for Indonesia and Timor-Leste is carrying out a diverse programme
of activities and projects related to issues such as employment, labour rights and standards,
social protection and skills development in order to support Indonesia in its development of
an inclusive, sustainable and job rich economy and society.

The Government of Indonesia is implementing a four-track development strategy which is


focused on pro-growth, pro-job, pro-poor, and pro-environment, as reflected in the Indonesia
National Medium-Term Development Plan 2010-2014 (RPJM 2010-2014). To support its
overall development strategy and to support the international community’s actions on climate
change, the Government of Indonesia and Government of the Kingdom of Norway signed a
Letter of Intent (LoI) to establish a Partnership for REDD+ (reducing emissions from
deforestation and forest degradation) to tackle greenhouse gas emissions from deforestation
and forest and peat land degradation, including a two-year moratorium on new permits to
clear primary forest. The REDD+ Task Force was established to lead the initiative and UNDP
was appointed as the interim fund manager. Central Kalimantan has been selected as the
pilot province for REDD+, and the REDD+ Task Force and UNDP are currently working with
several UN agencies for implementation of strategic actions, especially ‘quick win’ measures,
to reduce deforestation and forest degradation.

The ILO Country Office for Indonesia and Timor-Leste is cooperating with UNDP for
implementing a project that will provide technical support for a Vocational Training Centre in
Palangkaraya. The Vocational Training Centre in Palangkaraya was constructed in the early
eighties through a GoI/ILO/World Bank project. At the time of establishment it was under
direct management of the Ministry of Manpower & Transmigration. After the enactment of the

local autonomy law the Vocational Training Centre came under the management of the
Palangkaraya city administration. The overall objective of the Project is to support skill
development for sustainable low carbon development in Central Kalimantan. Within the
context of green skills, the Project will provide support to the Vocational Training Centre for
improving collaboration with the private sector and for developing the capacity of instructors
and management.

To manage implementation of Technical and Vocational Education and Training (TVET)


related activities under the Quick Wins for REDD+ in Indonesia, ILO is hiring one
international expert in TVET. An important element of the incumbent's work will be planning,
managing and backstopping project activities on the revitalization of TVET offered by the
Vocational Training Centre in Palangkaraya. The incumbents will be tasked with providing
technical advisory services to senior management and instructors of the BLK; fostering
collaboration and knowledge sharing between communities, private sector companies and
the Quick Wins for REDD+ initiative; as well as gathering and analyzing competency-based
training (CBT) policies, with a view to develop, coordinate and deliver relevant policy and
project advice on green skills.

2. Reporting lines: supervision to be received by the incumbent (level and type) and
supervision to be given by the incumbent.

The incumbents will be based with other projects from the joint REDD+ initiative in
Palangkaraya, and will work closely with the REDD+ Overall Project coordinator (UNDP staff
member) and report to the Director of the ILO for Indonesia and Timor-Leste in Jakarta. The
incumbent will coordinate with the skills specialist and the green jobs experts at the ILO
Regional Office for Asia Pacific and in ILO Headquarters.

The experts will assume responsibility for green skills activities, ensuring timely and effective
delivery of activities and outputs based on quality management systems as well as
strengthening technical cooperation with national constituents, social partners and
international agencies and donors.

3. Main duties and responsibilities (with percentage of time for each):

General duties (40%)


- Manage and monitor implementation of the green TVET project in Palangkaraya, in
support of the REDD initiative in Indonesia.
- Provide policy and managerial advice to the TVET centre management and other
partners in the Ministry of Manpower and Transmigration on technical and institutional
strengthening of green TVET programmes.
- Undertake technical advisory missions independently or in collaboration with other
ILO staff.
- Conduct training seminars, workshops and meetings.
- Write manuals and training guides on related topics and disseminate information
through publications and press releases.
- Monitor and coordinate work carried out by national and international skills experts
contracted by the Project.
- Represent the ILO in relevant working groups and donor meetings in Indonesia and
facilitate collaboration with national and international agencies in the TVET area,
including development of proposals for continuation of the project.
- Other relevant tasks requested by the REDD+ Project coordinator and the Director of
the ILO for Indonesia and Timor-Leste.

Technical duties (60%)


- Support the establishment of a training advisory board within the TVET centre.

- Support development of an action plan for TVET centre revitalization, including
sections on supporting capacity development of the TVET Centre management and
instructors and coherence with national competency standards within the context of
green skills.
- Identify, develop and give technical advice to the TVET Centre in Palangkaraya on
green TVET methodologies suitable for vocational training at international, national,
local and sectoral levels, for young women and men, in specific technical fields and
levels of training.
- Apply, monitor and evaluate green TVET methodologies used in the Palangkaraya
institute.
- Design appropriate baseline methodologies, reports and manuals on various subjects
relating to training and green development, i.e. stakeholder mapping and
identification of resource requirements, training needs assessment, methodologies for
green curriculum development, modular and competency-based training, etc.
- Design and implement methodologies for monitoring and evaluating the impact of
activities undertaking during the project.
- Liaise with the National Agency for Professional Certification and promote the
development of common competency standards; train local specialists in the
preparation of training materials and their integration in instructional systems; and
stimulate, support and coordinate the exchange of training materials developed.

Qualifications requirements: (please refer to the generic job descriptions in HRD’s intranet
site and to the ILO’s core competency and values framework).

Education – Advanced university degree with demonstrated expertise in TVET.

Experience – Ten years experience at international level preferably with experience in


technical and vocational training projects focusing on Competency-based Training,
curriculum development, skills training for vulnerable and disadvantaged target groups
(including young women and girls) and/or procurement of training equipment. Professional
experience with issues related to climate change and environmental sustainability required.
Experience in the Asia region is an advantage.

Languages – Excellent command of English. Knowledge of Indonesian is an advantage.

Competencies- Core competencies include adaptability, client service, collaboration,


communication, initiative, integrity, knowledge management and sensitivity to diversity.
Specific competencies at the level of the position include gender mainstreaming,
environmental sustainability, sound analysis, problem solving and decision making, building
commitment, planning and organizing and facilitation of change.

Written Examination and Interview
