CAMPAIGN STRATEGY MEMO 

FROM:  Moser for Congress Campaign  

RE:  Plan for flipping the Texas 7th Congressional District 

The Democratic primary proved there is a desire in this district for a woman 
leader with a sincere, authentic voice who holds the strong progressive values 
of Texas Democrats in the past. Laura’s message resonated because both 
Democratic and Independent voters see her as the right candidate for this 
moment who can flip the Texas 7th congressional district.  

Laura is a different kind of candidate. She speaks from her heart, not in 
focus-group approved language. She was encouraged to run by Houstonians 
and grassroots activists, not chosen by DC party insiders. Laura’s campaign is 
fueled by regular people who donate their time and money, not run via the 
infrastructure and funds from DC party insiders and big donors. 

Inspired by progressive Texas political leaders of the past like Ann Richards, 
Laura represents a break away from current political establishment politics 
and a return to the politics of the people of Texas itself. Her non-establishment 
status appeals to 2018 Democratic “surge” voters. Many folks are awakening to 
political activism for the first time. Laura is the candidate who connects with 
them because, like them, she is involved because she cares. 

Laura has the authenticity, appeal, and narrative necessary to inspire voters to 
show up to the polls – both in the runoff on May 22nd and in the general 
election in November.  

However, authenticity, appeal, and narrative are not enough to win elections.  

Turnout is everything.  
Hillary Clinton won the Texas 7th. This congressional district can be flipped, 
but we must organize block-by-block and issue-by-issue. Despite Democratic 
turnout being up 500% during the primary, a total of 5000 more Republicans 
turned out to vote in that party’s primary. We must close that gap of 5000 – 
and surpass it.  

To defeat the Republican incumbent in November, we must organize for 


November now. As a result, we are modeling our runoff campaign on the 
campaign we intend to run in the general. 

We have divided the calendar up to focus on the issues that matter most to 
people in our district and will be providing info-rich content to make a clear 
and sharp contrast between Moser and Culberson.  

Electability in November will depend who can draw the strongest contrast to 
Culberson and who can excite voters to turn out. Laura is that candidate for 
these reasons and more:  

1. Not only are there thousands of union members in this district, but labor rights 
is a core principle of the party. We can’t flip TX-07 without a candidate who has 
union support and who represents Democratic values by being strong on labor. 
 
2. TX-07 wants a different kind of candidate. We have run moderate lawyers for 
the past 3 cycles and yet Culberson remains in office. With victories like Doug 
Jones and the huge momentum of progressive Democratic nominee, Beto 
O’Rourke, Democrats are looking for a candidate who is strong on the issues 
and who can bring some change. 
 
3. Laura is the only candidate in the runoff to gain the public endorsement of one 
of her former competitors. With the support of Joshua Butler, and numerous 
Sanchez, Westin, Triantaphyllis voters from the primary, Laura is the candidate 
to unite the broadest coalition of supporters in TX-07 during the runoff and the 
general. 
 
4. Despite record breaking Democratic turnout in the March 6 primary, a total of 
5000 more Republicans turned out to vote. To beat Culberson in November, the 
Democratic nominee needs to not only turnout consistent Democratic voters, 
but new voters as well. Democrats are gaining strength in Texas and in District 
7, but we need new voters to win and Laura’s strength on the issues, her 
authenticity, and her experience has the strongest appeal to the broadest range 
of voters. 

Since the beginning, Laura has invested in a sophisticated field program that 
connected directly with tens of thousands of voters. During the primary, we 
learned a critical lessons from the voters themselves by knocking on doors of 
both Democratic and non-Democratic identified voters: voters are looking for 
an authentic voice whom they can trust, even if they disagree with the 
candidate on a particular issue.  

In addition, we saw over and over again that the most well-funded candidates 
were spending their resources in conventional ways and getting unimpressive 
results. Accordingly, we are deploying our resources differently. We are 
focusing on comprehensive field and outreach efforts and advanced digital 
programs.  

Our campaign is run from Houston for Houstonians, so we are organizing and 
motivating voters around the issues that matter most to them, week-by-week 
and block-by-block.
