MEMORANDUM OF AGREEMENT

KNOW ALL MEN BY THESE PRESENTS:

This Memorandum of Agreement entered into by and among:

The AGRICULTURAL TRAINING INSTITUTE, the extension and training arm of the
Department of Agriculture, herein represented by its Director, DR. ASTERIO P. SALIOT with
official address at Elliptical Road, Diliman, Quezon City and hereinafter referred to as ATI;

The Caraga State University herein referred as CSU, which is designated as Partner
Member Agency (PMA), represented herein by its President, DR. ANTHONY M. PENASO;

and

The City of Butuan, a government organization herein represented by its City Mayor,
HON. FERDINAND M. AMANTE JR., with official address at City Hall Complex, City of Butuan,
8600 Philippines and hereinafter referred to as the Local Government Unit (LGU) Butuan
City.

- WITNESSETH -

WHEREAS, the ATI as the extension and training arm of the Department of Agriculture
is mandated to provide extension services to the local government units and its clientele is
committed to fast track technology delivery to clients in the agriculture, fisheries and natural
resources sector by institutionalizing the Techno Gabay Program in the provinces and
municipalities nationwide;

WHEREAS, CSU, as the PMA commits to provide assistance in the implementation of


research, development and extension programs particularly those which could be of benefit to
farmers and fisherfolk;

WHEREAS, the LGU of Butuan City by virtue of the Decentralization Law under the
Local Government Code, must provide agricultural extension and on-site research services and
facilities through transfer of appropriate technology and assistance to farmers and other
agricultural stakeholders in the city;

WHEREAS, by virtue of Executive Order 801, whereby all local government units are
encouraged to adopt the Techno Gabay in their agricultural extension programs and the
concerned government agencies to provide the required assistance for the purpose;

NOW, THEREFORE, for and in consideration of the above premises and mutual
covenants, agreements and stipulations hereinafter set forth, the parties hereby agree jointly to
be partners on the implementation of the Techno Gabay FITS activities with the following
stipulations:

ARTICLE I – OBJECTIVES OF THE TECHNO GABAY PROGRAM

1. To develop, validate and promote an effective mechanism for agriculture and fisheries
extension through the implementation of the Techno Gabay Program (TGP),

2. To integrate and fine tune the components of TGP namely: Farmers’ Information and
Technology Services (FITS) or Techno Pinoy, Magsasaka Siyentista (MS), Information,
Education and Communication (IEC) and Information and Communications Technology
(ICT),
3. To provide a venue for technology adoption and utilization and source of feedback from
clients,

4. To strengthen the link among technology generators, servers and adaptors.

5. To promote and enhance utilization of technologies in production, post harvest handling,


processing in agriculture, environmental and natural resources;

6. Link clients and development partners to the scientists/experts in the field of agriculture,
environment and natural resources;

7. To set-up information and technology services at the “doorstep” of end-users by


establishing the LGU-Butuan Farmers’ Information and Technology Services (LGU-
Butuan FITS) or Techno Pinoy Center, a technology delivery system that will fast track
dissemination of information from research laboratories to the field;

ARTICLE II – NATURE OF THE TECHNO GABAY PROGRAM

The Techno Gabay Program will have four components, namely Farmers’ Information
and Technology Services (FITS), Magsasaka Siyentista (MS), IEC and ICT Strategies.

Section 1. Minimum Requirements. The FITS Center shall conform to the following minimum
requirements.

 Accessibility to clients;
 Office space with a floor area of at least 50 sq m;
 Standard FITS billboard in a prominent location outside the building;
 Furniture and fixtures for display of IEC materials and exhibit of products of FITS
Clients and Magsasaka Siyentista; table and chairs for walk-in clients and in the
conduct of trainings and other activities of the FITS Center;
 ICT equipment including desktop computer and accessories; camera; TV set with
DVD/CD player; photocopier; sound system; among others;
 Accessibility or availability of a local internet service provider;
 Data/information in agriculture, fisheries, forestry and natural resources of the
municipality;
 Manpower complement to act as FITS Manager, Information Service Specialist and
Technology Service Specialists. Other staff particularly the agricultural technologists
may serve as members of the pool of experts on an on-call basis as needed by the
FITS clients;
 Appointment of a Magsasaka Siyentista within six (6) months of FITS establishment;
and
 Fund allocation for the establishment, and maintenance and other operating
expenses to be provided by the municipality, the FITS Center being an integral unit
of the municipality.

Section 2. Information and Technology Services

A. Information services shall provide the following services:

 Access to information, education and communication materials in various multi-


media formats;
 Access to global information through the DA-ATI and PCARRD-DOST websites and
other websites that provide agriculture and related information;
 Exhibits on new technologies, products and services;
 Short Messaging Service; and
 FITS Information System

B. Technology services shall, likewise, be provided and may range from but not limited to
the following:

 Technology training and fora
 Technical consultancy and techno clinics
 Linkage with experts, financial institutions, input suppliers and market
 Technical assistance for enterprise development
 Referral for source or provision of quality planting materials and animal stocks

ARTICLE III – TERMS OF REFERENCE

The agencies involved will have the following terms of reference:

Section 1. ATI shall:

1. Coordinate/Facilitate the initial establishment or grounding of the FITS Center


in collaboration with all concerned agencies;

2. Provide or facilitate the conduct of training programs for the efficient and
effective operation of the FITS Center;

3. Provide technology/information through IEC materials to the FITS Center;

4. Make available its staff (or other experts) for consultation, networking, training
and related activities that may be needed by FITS Center;

5. Provide access to the e-Learning component of the e-Extension program and


other relevant information systems;

6. Provide logistic support in the operation of the FITS Center;

7. Monitor and evaluate the implementation of the program.

Section 2. The CSU as the PMA shall:

1. Assign staff to compose the PMA Team who will assist and monitor the implementation
of the program in its area of coverage;

2. Provide technical assistance in the implementation of the program and improvement of


the center; and

3. Make available its facilities for the capability building activities of the Techno Gabay;

Section 3. The LGU of Butuan City shall:

1. Enact a municipal ordinance or a Sangguniang Panglungsod resolution on the adoption


of the TGP incorporating therein the needed funds;

2. Appoint/designate the manpower needed by the FITS Center;

3. Collaborate with all concerned agencies in the planning of technology delivery activities
in line with the agriculture, fisheries and forestry development program of the province;

4. Provide fund support for the establishment and maintenance of the FITS Center as well
as the minimum resource requirements for setting up the FITS Center;

5. Assign the appropriate staff to manage the FITS Center and ensure the smooth
operation of its services. Other agricultural technologists shall serve as members of the
pool of experts-on-call depending on the needed expertise by the FITS clients; and

6. Include in the municipal comprehensive development plan/annual investment plan
whichever is appropriate, the necessary support system for adopting the TGP and
ensuring its sustainability.

ARTICLE IV – PERIOD OF AGREEMENT

This Memorandum of Agreement shall take effect upon the date of the Parties set their
signatures on this document and shall remain in effect unless sooner terminated by mutual
consent of all parties, provided a three month written notice by the Initiating Party shall have
been fully served to other Parties.

ARTICLE V
GENERAL PROVISIONS

Section 1. This agreement and all rights and obligations hereunder, shall not be assigned by
either of the parties hereto to another party unless otherwise permitted in the
provision of this agreement or with the prior written consent thereto by the other
parties.

Section 2. This Agreement constitutes the entire agreement between the parties relating to the
subject matter hereof and there are no understanding, representations or warranties
of any kind except this expressly set forth herein.

IN WITNESS WHEREOF, the parties have hereunto set their hands on this ___ day of
