3. Working Principle
The three-phase voltage and the three-phase current from the Smart meters are converted by the
sensor in the sampling signal processed through the filter into the digital signal processor. As a result of
dedicated digital signal processing chips, the resolution is much higher for the voltage and current
sampling, and there is enough time to accurately measure the power, so that the meter accuracy has been
improved significantly.
Intelligent processor for time- billing and processing of various input and output data through serial
interface chip -specific energy data read, and the completion of a pre-set period of time and energy
measure hourly maximum demand metering function, according to the data need to show, completion of
safety certification, infrared communications, power line carrier communication, wireless
communication, LCD display, functions such as processing tripping and switching on.Complete
monitoring of operating parameters, and record stores all kinds of electrical data. Meters with

quality parameters include the following (but not limited to):
Under Voltage and Over Voltage;
Voltage Cut (Missing Voltage);
Average Voltage;

17
Three-phase Smart meter
7.10.1. Average Voltage
The average voltage is determined in each phase. The average voltage values are stored in the
following COSEM objects:
Average voltage L1 (1-0:32.24.0.255 Class ID: 3);
Average voltage L2 (1-0:52.24.0.255 Class ID: 3);
Average voltage L3 (1-0:72.24.0.255 Class ID: 3);
The average voltage is determined according to the configurable aggregation time interval between 1
min to 60 min. This value can be configured by central system via COSEM object "Measurement Period
3 for Instantaneous Value" (1-0:0.8.2.255 Class ID: 3). The default value is 10 minutes. At the start of
aggregation interval, the meter starts sampling phase voltage and average them at the end of time
interval.

7.10.2. Under/Over Voltage (All Types of Meters)

The meter detects the under voltage and over voltage in all phases. The threshold of under voltage is
0.8Un and for overvoltage is 1.2Un. The threshold values of under voltage and over voltage are stored in
the following COSEM objects and can be set/adjust remotely by central system.
Threshold for Under Voltage (1-0:12.31.0.255, Class ID: 3);
Threshold for Over Voltage (1-0:12.35.0.255, Class ID: 3);
The under/over voltage will not be recorded unless they continue for equal or greater than the time
set for under voltage and overvoltage threshold. This time is adjustable and can be set via the following
COSEM object:
Time Threshold for Over Voltage (1-0:12.44.0.255, Class ID: 3);
Time Threshold for Under Voltage (1-0:12.43.0.255, Class ID: 3);
The time threshold for over voltage is between 1 sec. to 60 sec. and the default value is 15 sec.. The
time threshold for under voltage is between 1 sec. to 180 sec. The default value is 60 sec.
If any under voltage and Over Voltage happens, an event will be logged. The following COSEM
object from class ID 7 are in charge of capturing the over voltage and under voltage events.
Power Quality Event Log (0-0:99.98.4.255 Class ID: 7);
The COSEM object "Power Quality Event Log" (0-0:99.98.4.255 Class ID: 7) is in charge of
capturing the over voltage and under voltage (event codes: 76, 77, 78, 79, 80, 81). Apart from the event
codes, the voltage amplitude and duration are captured and stored as event parameters.
The total number of over/under voltage and the total duration of over/under voltage are stored in the

18
Three-phase Smart meter
following dedicated COSEM object.
Number of Under Voltage in Phase L1 (1-0:32.32.0.255);
Number of Under Voltage in Phase L2 (1-0:52.32.0.255);
Number of Under Voltage in Phase L3 (1-0:72.32.0.255);
Duration of Under Voltage in Phase L1 (1-0:32.33.0.255);
Duration of Under Voltage in Phase L2 (1-0:52.33.0.255);
Duration of Under Voltage in Phase L3 (1-0:72.33.0.255);
Number of Over Voltage in Phase L1 (1-0:32.36.0.255);
Number of Over Voltage in Phase L2 (1-0:52.36.0.255);
Number of Over Voltage in Phase L3 (1-0:72.36.0.255);
Duration of Over Voltage in Phase L1 (1-0:32.37.0.255);
Duration of Over Voltage in Phase L2 (1-0:52.37.0.255);
Duration of Over Voltage in Phase L3 (1-0:72.37.0.255);
7.10.3. Under/Over Voltage Counters in Meters
In three phase meter, there are four counters to count (and store) the number of over and under
voltages in different voltage levels (different threshold). If any over voltage or under voltage happens, the
voltage amplitude is compared to the defined threshold. If the voltage amplitude falls below the one of
the threshold, the corresponding counter will be incremented. The counters and their default threshold
values are presented in the blow table.
Table 01: The Counters and Threshold Values
Level Threshold Value Counter
1 U > +15% Counter 1 (Over Voltage)
2 +10% < U < +15% Counter 2 (Over Voltage)
3 -10% < U < +10% Counter 3 (Normal Voltage)
4 -15% < U < -10% Counter 4 (Under Voltage)
5 U < -15% Counter 5(Under Voltage)
7.10.4. Missing Voltage (Voltage Cut)
If the voltage drops below the "Threshold for Voltage Cut" and continues for the "Time Threshold
for Voltage Cut" seconds, the situation will be considered as Voltage Cut/Missing Voltage and an event
will be logged.
The threshold of voltage cut (missing voltage) is adjustable and can be set by central system. The
default value is 0.6Un. The threshold value is stored in the following COSEM object and can be

19
Three-phase Smart meter
set/adjust remotely by central system.
Threshold for Missing Voltage (Voltage Cut) (1-0:12.39.0.255, Class ID: 3);
As mentioned, the voltage cut (missing voltage) will not be recorded unless they continue for equal
or greater than the specific time. The voltage cut time is between 1 sec. to 180 sec. and the default value
is 30 sec.. This time is adjustable and can be set via the following COSEM object:
Time Threshold for Voltage Cut (1-0:12.45.0.255 Class ID: 3);
The voltage cut events are considered as Power Quality events and are captured by Power Quality
Event Log (0-0:99.98.4.255 Class ID: 7).
7.10.5. Voltage Phase sequence reversal
The logo “L1 L2 L3”on the LCD will flash when the meter detects voltage(current) order reverse
,and it will stop flashing until the issue is resolved
7.11. Update Firmware
The meter support online upgrade program. There are 4 steps: initialization, Firmware transmission,
Image verify, Image activated. And if the meter has not received the command of verify success, the
program will return to the previous version.
7.12. System Communication
The meter support local communication and remote communication.
Support local communication: support Optical interface,RS485 interface. The physical layer is in
accordance with IEC 62056-21. Protocol layer is in accordance with DLMS/COSEM
support Remote communication: Use PLC communication module, PRIME/G3,Application layer is
in accordance with DLMS/COSEM.
7.13. System Self-test
The meter can check out clock error, read and write memory chip failure, low battery, etc. The meter
will report the error event message and prompt on the LCD.
