EXECUTIVE SUMMARY

When the Provincial Nutrition Multi-Sectoral Council was convened last February of the year,
the council became a focal point in promoting nutrition programs whose goal is to decrease the
prevalence of malnutrition in the province. The council continually expands and created the
Provincial Nutrition Action Office that serves as a cross functional secretariat and program
implementer of the provincial government.

Over the year, there have been many indicator of success in the planned program of activities.
The enhanced collaboration and coordination of different offices and members of the council
created progress. The efforts of the Provincial Nutrition Action Office were exceptional in
achieving improvements and consistency to the foregoing vision of the province. Hence, the
2014 accomplishment report was the result of the Provincial Nutrition Action Plan in
concurrence with the Philippine Plan of Action. The report coincides with the PPAN-IG no.010
Form no. 1M as reflected in the following parts.

Undeniably, the nutrition Program of the province started an ambitious goal but it came along
way since the inception of the program on the first quarter of the year. Since the creation of the
plan, a strong partnership of agencies and organizations has coalesced for the benefit of the
general populace. Now, with the effects and impacts of the programs, the Office and the council
approved moving forward with the plan until the end of 2016.

The accomplishment describe in this report would not have been possible without the help,
continued support and efforts of the members of the Provincial Nutrition Council, partner
agencies and NGOS, the Local government units, the Association of Quezon Nutrition Action
Officers, Barangay Nutrition Action Scholars Federation, Department of Education division of
Quezon, the Sangguniang Panlalawigan, the National Nutrition Council Region 4A and the Hon.
Governor David C. Suarez.

I. BRIEF HISTORY OF THE PROVINCE

The province formerly known as Tayabas was explored


by the Spaniards in 1571 and 1572 when Juan de
Salcedo visited and explored upon the order of the first
Spanish Governor General of the Philippines, Miguel
Lopez de Legaspi. They passed through the central
portion of Tayabas in his march across Laguna Province
to Paracale. The following years, Salcedo led his
famous expeditions around the northern coast of Luzon.
He visited the "CONTRACOSTA" towns of Casiguran,
Baler and Infanta.

In 1574, Father Diego de Oropesa, who found a group


of native barangays with their own culture and
government, founded the municipality of Gumaca, then
called Bumaka.

The territory which now constitutes the province of


Tayabas was at one time under the jurisdiction of
various provinces. The southern and central portions, for example, were in 1585 under the
jurisdiction of the province of Bonbon, sometimes called Balayan (now Batangas). The northern
portion was divided between Laguna and Nueva Ecija, while the other portion was divided into
the provinces of Mindoro, Marinduque and Camarines.

In 1591, Tayabas was created into a province under the name of Kalilayan. Its capital was the
ancient town of Tayabas, now a barrio in the town of Unisan where ancient tombs and artifacts
can be found. However, by the middle of the 18th century the provincial capital was moved to
what is now the municipality of Tayabas.

The year 1595 marked the spiritual birth of Quezon Province with its incorporation into the
Dioceses of Nueva Caceres. The first Catholic Bishop of the province was Fray Francisco Ortiga,
an Agustinian Friar, while its first Alcalde Mayor was Don Simeon Alvarez, who served from
1625 to 1655.

In September 7, 1946, President Manuel A. Roxas, by virtue of Republic Act No. 14 renamed the
province to Quezon, in honor of the late President Manuel L. Quezon, the most illustrious son of
Baler, formerly part of Quezon.

The present seat of provincial government is Lucena City, the province's capital.

II. GEOGRAPHICAL AND PHYSICAL CHARACTERISTICS

LOCATION
Quezon Province is bounded on the north by the province of Aurora, on the west by the
provinces of Laguna and Rizal, on the southwest by the province of Batangas and on the
southeast by Camarines Norte and Camarines Sur.

TOPOGRAPHY
Quezon's topography is characterized by rugged terrain with few plains, valleys and swamps.
Only narrow strips of land along the coast and river valley are available for growing crops. The
undulating lowlands along the coast are well drained. The province is very narrow, averaging
about thirty (30) kilometers by its width. Slope of the province ranges from 0-3% slopes and
above. The topography of the area permits prime agricultural activities within the province.

III. THE PRESENT ADMINISTRATION AND THE PROVINCIAL GOVERNMENT


The provincial government is headed by Hon. Governor David C. Suarez (NUP) since July of
2010 to present. He was awarded as one of the most outstanding governor of the Philippines
in 2014.

The elected Vice Governor of the Province is Hon. vice Governor Samuel B. Nantes (LP).
He was elected on May 2013.

IV. PROGRAM EFFICIENCY


The 2014 accomplishment are the results of the combined endeavors of the revitalized
Provincial Nutrition Multi Sectoral Council which has a total of 61 members (which includes
29 department heads, presidents of different organizations and provincial directors of
different governmental agencies; 25 permanent alternate members and 5 member
secretariats). Different agencies, organizations and departments helped out in planning and
organizing different activities for nutrition which will be elaborated further in the report.

A total of 23 municipalities submitted their municipal nutrition Action Plan as indicated in


the following list: Alabat, Atimonan, Calauag, Dolores, General Luna, General Nakar,
Gumaca, Infanta Jomalig, Lopez, Lucban, Macalelon, Mauban, Patnanungan, Perez, Plaridel,
Real , Sampaloc, San Francisco, Sariaya, Tagkawayan, Tayabas City and Tiaong.

Also, the year under review gave us 2 resolutions that support the provincial nutrition
program. Further detail will be discussed in the enabling mechanisms section. Moreover,
based on the criterion prescribed by the National Nutrition Council on its functionality
assessment of local nutrition council, Quezon Province was indicated as “SUBSTANTIALY
FUNCTIONAL” with 9 out of 10 score in the indicator checklist. It is imperative to know
that the functionality of the Provincial Nutrition Multi Sectoral Council and the Provincial
Nutrition Action Office programs and projects were implemented properly.

V. HOME SCHOOL AND COMMUNITY FOOD PRODUCTION


The provincial government of Quezon through the Provincial nutrition multi-sectoral council
and the Office of the provincial agriculturist strengthened and improved the programs under

food security through increased food production and income generation among the general
populace. Under this section, it addresses in more detail the agronomic activities and targets
which are identified as follows:

1. Distribution of seeds/ seedlings cuttings


The Office of the Provincial Agriculturist provides and distributes seeds and seedlings to
different sectors. Its main purpose is to encourage landowners, farmers, school children
to name a few, to plant fruit bearing trees and grow their own vegetables to improve
nutrition and health. According to the gathered data from the Office of the Provincial
Agriculturist, a total of 626.5 kilos of vegetable seeds/ seedlings were distributed to all 40
municipalities with 7,200 recipients. Moreover, the OPA distributed 2,000 farm ready
seedlings to 127 recipients that were used for backyard gardening and techno demo farm
all over the province.

2. Establishment of fruit and vegetable gardens/ nurseries


Growing vegetables in gardens are common in an agricultural province like Quezon. The
interest in vegetable gardening among the populace increased in the last years as
manifested by programs initiated by the provincial government of Quezon. Under the
Office of the provincial agriculturist, the Gulayan sa Paaralan were established in 2010
which intensified vegetable gardens in schools. Similarly, some communities and other
LGU’s took the program as its model to duplicate organic way of vegetable production
and even incorporate it in their feeding programs to alleviate malnutrition. However, for

2014 the Gulayan sa Paaralan competition did not pushed through. But rather it continues
to encourage schools in creating and establishing vegetable garden in the school. A total
of 1,013 primary schools participated in the program. As reported the record shows
below that a major decrease of wasting in school children were identified.

The Province wide Gulayan sa Paaralan was dubbed as The theme for the program was “Sa organikong gulay,
“Developing Agriculture thru vegetable production pagkain ay ligtas, mag-aaral ay malakas, isip ay matalas”
integration drive in school” or DAVID S.

As reported by the OPA, there are existing 3 nurseries in the province (Talipan, Ikirin
Pagbilao and Sto. Domingo Calauag). Various seedlings of fruit bearing trees and
plantation crops are being maintained in these nurseries as well as collected different
herbal plants for mass propagation. The nursery in Santo Domingo, Calauag also serves
as demonstration for different cultural management and farming system of priority crops
(OPA, accomplishment 2014). Moreover a total of 14, 037 seedlings were produced
distributed to 280 organizations in the province.

3. Distribution of poultry/ livestock/


Poultry, livestock and fingerlings were distributed year round. As reported by the Office
of the provincial veterinarian a total of 40 swine (16 male and 24 female) and 50 goats
were distributed to 13 municipalities.

Moreover, the Provincial Veterinary Office also conducts lectures, seminars & trainings
to small farmers, different government & non-governments organizations. It aims to
provide technical assistance that will increase livestock productivity in the province. In
total, they provided 13 trainings benefiting 493 individuals from the municipalities with
highest prevalence of malnutrition.

4. Construction of small water impounding projects/ shallow tube wells


According to the Office of the Provincial Planning and Development there are 11 water
system projects (water system improvement, rehabilitation, elevated water tanks etc.)
Were distributed and constructed from 2012- 2014 to the municipalities of Candelaria,
Dolores, Lopez, San Francisco, Unisan, Tayabas City, Tiaong, Pagbilao and Sariaya.

5. Establishment of fish ponds/ fish tanks/ fish processing centers and aquaculture
programs.

A provincial fish hatchery was established at Unisan Quezon in 2012. Quezon Province
has 3 fishery facilities maintained by the Office of the Provincial Agriculturist. In
addition, 522, 000 fingerlings of Tilapia, Ulang, Bangus and giant prawns were
distributed to 218 individuals in 11 municipalities with harvest rate of 70-80% benefitting
local production of sea foods. To further increase local production, 309 bags of Fish feeds
were distributed to 10 municipalities in 2014.

Also, the Provincial Agriculture managed to create and distributed 48 units of fish cages
(fixed type 10x10 bamboo and floating type) in 8 municipalities that supported local
fishing activities. Estimated 2000 -3000 families have benefitted in this activity.

163 modules of improvised Reef and Payao Projects were also distributed to the
municipalities of Infanta, Sariaya, Padre Burgos, Unisan, Catanauan, San Francisco,
Plaridel, Gumaca and Guinayangan. This projects aims to increase fish production/
population in strategic areas of the province.

Moreover as reported by the Provincial Agriculture Office, they have managed to


distribute 180 sets of squid, gill, crab, and long line nets to 180 families in the
municipalities of General Nakar, Burdeos, Mauban, Sariaya, Lucena City, Padre Burgos,
Unisan, Pitogo, Macalelon, General Luna, Catanauan, Atimonan, Plaridel and Gumaca.
With this program, enhanced productivity in aquaculture of particular fishing area with
high prevalence of malnutrition has seen a major increase.

Provision of 25 wooden banca and 18 fiberglass bancas were distributed to 42 families
and organizations across the province in 13 municipalities. The selection of
municipalities was determined by the Provincial Agriculture office with emphasis on
municipalities with high prevalence of malnutrition in 2013. The municipalities are:
General Nakar, Real, Burdeos, Mauban, Sariaya, Dolores, Unisan, Catanauan, San
Narciso, Padre Burgos, Plaridel, Gumaca and Guinayangan. Also, 31 motors (6.8 Horse
Power) were distributed to 28 families in 8 municipalities.

VI. MICRONUTRIENT SUPPLEMENTATION


Information on the range and scale of micronutrient supplementation will be discussed in
detail in this section. As indicated by the World Health Organization (2009) iodine, vitamin
A and iron are most important in global public health terms, their lack represents a major
threat to the health and development of populations the world over, particularly children and
pregnant women in low income countries. Hence the integrated provincial health office
reported the excellent performance of micronutrient supplementation in the province. The
Provincial Nutrition Action Office received and distributed micronutrient supplementation
from different agencies. The following are the breakdown of items received and distributed
to 39 municipalities of the province.

VII. FOOD FORTIFICATION


Through Food fortification program we address the general populace to use iodized salt and
consume foods with Sangkap Pinoy seal. Quezon province continually demonstrates the urge
to strengthen food fortification programs through supportive policies, regulation and
advocacies. There are 309,369 households, 1,013 public schools and 24,774 establishments
in the province using iodized salt.

VIII. FOOD ASSISTANCE


It is also noted that supplementary feeding was a major factor in intervening malnutrition in
the province. As reported by the Provincial Social, welfare and Development Office there are
33,753 number of Day Care children from 947 Day Care Centers benefitted from the
program. They have given hot meals (viand and rice) every day for 120 days. In total, the
provincial and national government allotted 53.7 million for this program.

Food for work was also implemented after the devastating aftermath of typhoon Glenda that
hit the Province in July. A total of 50,719 families or 253,595 individuals received food
packs from the FFW. Also, during the typhoon Ruby in December 23, 401 families or
102,693 individuals received food packs. In total 74,120 families received relief packs as the

provincial government addresses the need of food and nutrition in the affected areas. During
the calamities, the provincial Nutrition Action Office helped out in the relief
packing/operations, rapid health assessment and delivery of services to the people.

IX. NUTRITION EDUCATION
The provincial nutrition action office supports each municipality in their continuous
conveyance of nutrition education. Effective symposiums, trainings and seminars where
attended by the Nutrition team whom they transferred new ideas for different sectors of
society.

1. A nutrition education class was given to 500 Kalipunan ng Liping Plipina (KALIPI)
members of the 4th District of Quezon. PNAO Gajo discussed important nutrition facts
and identified the upcoming nutrition Program of the Province.

8. The establishment of Nutrition Office at the Integrated Provincial Health Office


Administration Building was made possible by executive order number 04 series of 2014.
Through the initiative of DNPC Parcarey and the help of PNAO Gajo the office acquired
tables with chairs and 2 sets of computers for the fresh start of the newly established
office.

The Provincial Breastfeeding station was established last The target beneficiaries of this station are the lactating
June 27, 2014 employees and clienteles of the offices.

X. NUTRITION IN ESSENTIAL MATERNAL AND CHILD HEALTH SERVICES


The program approach of the Provincial Nutrition Action Office in MHCN is aligned with
the guidelines mandated by the Department of Health. Preventive packages, advocacy and
planning encompasses infant and young child feeding. For improved nutrition promotion, the
following data are gathered from the 3rd quarter FHSIS report of the Integrated Provincial
Health Office, maternal and child health services.

1. 15,265 pregnant women with at least 3 prenatal visits are reported.
2. 8,485 pregnant women received 2 doses Tetanus toxoid (TT2 plus) province wide.
3. 18,339 postpartum women were recorded with at least 1 pre natal visit.
4. Also, 55,885 are current users and 20,842 are the new acceptors in Family Planning.
5. There are 6,387 numbers of infants with normal birth weight.
6. Among them are 14,511 number whom exclusively breastfed from 0-6 months.
7. 20,331 9-11 months old children in the whole province were immunized
8. 167,798 2-5 year olds are dewormed with 72% accomplishment as of the 3 rd quarter of
2014.
9. 1,953 number of preschool were given dental curative treatment (based on IPHO 5 years
consolidate report. However it is noted that only 19 municipalities submitted the required
reports)
10. Significantly, there are 891 reported appropriate weighing scales in the province, and 509
number of height boards.

XI. LIVELIHOOD ASSISTANCE


Basic livelihood security is the guiding principles which the provincial government put
forward. In this case through the efforts of the Provincial Agriculture Office, food carts were
able to distribute among 28 organization pre-selected by the Office of Provincial Agriculture
and office of the First Lady Mrs. Anna Suarez. The following are the beneficiaries of the
Livelihood Assistance Program:
 15 Rural Improvement Club and
 13 4H clubs distributed in the municipalities of Guinayangan, Tiaong, San Antonio,
Unisan, Atimonan, Lucban, Plaridel, Macalelon, Buenavista, Gumaca, Lopez, Sariaya,
Pagbilao, Padre Burgos, Tayabas City, Agdangan, Catanauan and Mauban are all
included in the top 30 municipalities with highest prevalence of malnutrition.

Also, there are skills development trainings conducted all throughout the year as reported by
the Office of the Provincial Agriculturist, 123 individual benefitted from the bangus
deboning trainings in the municipalities of Real and Unisan. Also 23, individuals from
Tayabas City benefitted from the Giant Prawn and Tilapia culture skills development
training.

Furthermore, the Food Processing and Livelihood center conducted trainings to rural families
and interested organizations. Different trainings such as; processing of yellow ginger tea,
Food processing, fruit vinegars, Indian mango processing, jam an d pickled vegetable
candies, maintenance of culinary herbs, herbal vinegar, herbal oil, herb wine and many more.
A total of 276 individuals from the municipalities of San Francisco, Lopez, Candelaria and
Lucban benefitted from the program. Also, as reported by the provincial veterinarian, they
conducted 6 trainings of Meat processing from May to December 2014. The program
benefited 293 individuals from the Municipalities if Buenavista, Guinayangan, Tayabas and
Lucena city.

XII. PROGRAM MANAGEMENT


One of the major roles of the Provincial Nutrition Action Office is to implement and
supervise nutrition program of the province. In adherence with the National Nutrition
Council’s protocols and guidelines, the panels of activities are identified as follows:
 Capacity building
 Community mobilization
 Nutrition Advocacy
The Provincial Nutrition Multi Sectoral Council received three day training on Nutrition
Program Management on March 11, 12 and 13, 2014 at Queen Margarette Hotel Downtown
in preparation for the establishment of the newly organized local nutrition council.

In 2014, appointment of MR. Roberto D. Gajo as PNAO was released via Executive order
number 3 series of 2014. As the head of the PNAO, he is mandated to ensure that the
nutrition committee is functional and sustain its functionality by initiating the regular conduct
of meeting and other programs related to nutrition. (Please see attached EO 3 series of 2014
as annex C)

XIII. ENABLING MECHANISMS


Public policies that will help prosper nutrition awareness in the society are also one of the
major facets in 2014 accomplishment. As indicated in the program efficiency category
(section V). Ordinances were passed by the Sangguniang Panlalawigan through the initiative
of Hon. Board member Teresita M. Dator, Chairman of Health and Nutrition Committee of
the Sangguniang Panlalawigan to wit:
1. Resolution number 2014-2638. A Resolution adopting the Philippine Plan of Action for
Nutrition (PPAN) for calendar years 2014-2016. (Please see annex D)
2. Resolution numbers 2014-2639 A Resolution adopting the Provincial Nutrition Action
Plan (PNAP) for calendar years 2014-2016 of the province of Quezon. (Please see annex
E)

There are 2 reorganized municipal nutrition committees for 2014. BNS refresher course and
orientation-training were also organized by the Provincial Nutrition Action Office to selected
Municipalities.

XIV. MONITORING, EVALUATION AND SURVEILLANCE


Monitoring of different municipalities and their nutrition activities was done by the
Provincial Nutrition Action Office throughout the year. Visitation on different areas,
monitoring of nutrition month events, meetings and courtesy visits to the municipal mayors
and the members of the Local Nutrition Councils were presented herein.

XV. FUNDING SUPPORT


With the mandate of the provincial Governor a total of 5 million pesos amount where given
as starting fund of the provincial Nutrition Action Office for the delivery of services for
fiscal year 2014. It was intended to buy new salter weighing scales and height boards that
will be given to all Barangays of the province. Furthermore, for 2015 as reported the
provincial government will allot 16 million for the nutrition program management of the
province.

XVII. INNOVATIVE PROGRAM AND PROJECTS (Please see attached PPAN-IG form No. 010, page 13)
The provincial government is committed to develop, transform innovations at every aspect of
development. Initiatives of different agencies are presented herein as part of its impact in the
nutritional status of the province. New projects provides powerful environment that will
build valuable results and may lead to greater impacts. The following projects and programs
are gathered and correlated with the nutritional impact it made.

1. Provincial Health Summit – presentation of health programs and accomplishments of the


IPHO.

Awarding of the best inter local health zone in the province- Open Forum and addressing the health and Nutrition
with Gov. Suarez, PA Edano and IPH officer Dr. Tullas Situation of the Province – Dr. Rip Tullas

2. Visitation and benchmarking at the municipality of Jordan Province of Guimaras last


May 8, 2014. – The First Lady together with different department heads and PNAO staff
observed programs in the said municipality. This enables the provincial government to
line up programs that are needed by the great majority that has been already in existence.

3. Hataw sa Nutritsyon (a Zumba Fitness Activity initiated by the Provincial Nutrition


Action Office) – in line with the nutrition month celebration, the PNAO spearheaded the
activity that aims to increase camaraderie and fitness to provincial employees.

4. Quezon Herbal Conference - The conference was held first in Quezon Province and
possibly first in the Philippines. It aims to provide assistance to entrepreneurs that will
venture out in herbal planting. Also the conference paved the way in creating Quezon
province as the Herbal capital province of the Philippines.

XVIII. SUMMARY

Sustained and effective political commitment at the provincial level is a prerequisite for total
eradication of malnutrition in Quezon province. This year’s annual report examines and
presented activities that created a major change in managing nutrition program. The highlight
for this year’s report is the re-activation and organization of the provincial nutrition council,

advocacy campaigns, funding support and the nutrition month celebration which pave the
way for the MOST PROMISING AWARD IN NUTRITION as awarded by the National
Nutrition Council. With this recognition, the Provincial Nutrition Action Office, the
Provincial Nutrition Muti-sectoral Council, Quezon Federation of Barangay Nutrition
Scholars and the association of Quezon Nutrition Action Officers will surely work hand in
hand to eagerly respond to the needs of the general populace in the province.

In summary, Quezon Province will continue to meet its Nutrition Objectives and will address
challenges in the year ahead.

MINUTES OF THE 2ND QUARTER MEETING
ASSOCIATION OF QUEZON NUTRITION ACTION OFFICERS MEETING

The meeting started at ten o’clock in the morning with a prayer (video presentation) followed by the
National Anthem. Everyone was asked to introduce themselves by their name, designation and
municipality. Provincial Nutrition Action Officer, Roberto D. Gajo then delivered his welcome remarks.

The agenda of the meeting was then presented:


1. Presentation of 2013 OPT plus results;
2. Status of Municipal Nutrition Council;
3. Presentation of Draft of Provincial Nutrition Action Plan and
4. Municipal Nutrition Council Functionality.

The first agenda was discussed by Ms. Elenor Jetomo PNAO staff. She reiterated that the prevalence
rate of the top ten municipalities were based on 2013 OPT results. The municipality of Jomalig since
2011 got the topmost spot in the province as well as the region and the national level. Ms. Loreto Yulde,
MNAO designate of General Luna raised the question regarding acceptance of report using bathroom
scale. Emma Coronado explained that bathroom scale should not be used since the data gathered will
not be reliable. The proposed solution was to borrow salter weighing scale from other BNS. Ms. Eli then
requested everyone to submit the result, in soft and hard copy of the OPT plus 2014 by June 30, 2014.

PNAO Obet presented the draft of the Provincial Nutrition Action Plan. He asked everyone to submit an
inventory of the height board and salter weighing scale. Ms. Emelinda Dela Cruz representative of
MNAO Mauban shared that they fabricated height boards 20 pieces in total using the confiscated logs of
the MENRO. They also shared to the group that they paid the calibration of each height board
amounting to 200. Also, Ms. Anita Combalicer representative of MNAO – Real, also shared that they also
fabricated height boards. PNAO Obet instructed the staff to find out the cost for fabrication. Ms. Emma
announced that she and Geraldine Moreno are licensed verifiers, so there will be no need for additional
fees.

The following are the problems, suggestions and issues raised during the presentation of PNAP 2014-
2016.
1. As discussed, new NGF tarpaulins will be distributed once available (either from NNC or from
the Provincial government). As raised by Ms. Sarah Benosa MNAO-Guinayangan, not enough
number of BNS in Guinayangan and General Luna to cover the whole municipality while CNAO

Indicate additional honorarium for BNS and create a provincial mandate to support this as
suggested by Ms. Marlene Chan –MNAO LOPEZ
2. PNAO Obet asked the ideal ratio of BNS per barangay. Ms. Jetomo answered that it should be 1
BNS per Brgy. Only as mandated by law, however in other cases there are Baranggays that
designated 2 or more BNS just like the case of Hondagua in Lopez, Quezon.
3. Ongoing discussion with DSWD 4A was reiterated for the tie-up plan regarding the 4P’s inclusion
in the nutrition program.
4. ECCD card will be reproduced once the supplies from DOH are not sufficient. Some
municipalities reproduce their own cards, but the province will give supplies to those
municipalities who cannot reproduce the identified cards.
5. PNAO Obet asked the group if Radyo ng Bayan (school on the air program) is accessible in their
area. Mr. Michael Fernandez of San Franciso answered in affirmative. PNAO Obet also instructed
the secretariat to identify the reachable signal of radio ng bayan and Kiss FM for possible
augmentation in the radio nutrition programs.
6. PNAO Obet also advised the body to advocate on strengthening the DepEd Memorandum on
banning “junk foods” inside the school premises.
7. He also asked the body on who among them have functional and active Municipal Nutrition
Council. Atimonan, Alabat, Gumaca, Lopez, Real and Tayabas City answered in affirmative.
8. The body also agreed that reports to be submitted must be endorsed by the MNAO, signed by
the LCE and presented to the MNC of each municipality before submitting to the PNAO.
9. Observe protocol in the PROPER submission of reports. It must be on hard and soft copy to be
emailed at pnao_quezon@yahoo.com.ph. All municipalities without submitted reports will
expect letters from the PNAO noted by the DILG to be submitted to the municipal mayor.
10. Regular meetings will be scheduled every 2nd month until the end of 2014. From 2015 onwards it
will be on a quarterly basis. Also, expect emergency and special meetings come before July 2014
for the nutrition month preparation.
11. PNAO Obet encouraged all MNAOs to established at least 1 breastfeeding station in every
municipality. Atimonan, Gumaca, Lopez, Real and Tayabas shared that they already established
stations in their municipality.
12. Provincial Government will augment budget for micronutrient supplementation but not on a
regular basis. PNAO obet encouraged the group to provide funding for micronutrient
supplementation.
13. The secretariat was tasked to verify the information that 2 years old children are included in the
supplementary feeding program of the DSWD.
14. PNAO Obet shared to the group their experience in Jordan Guimaras. The BNS receives
allowances both from Baranggay and the MLGU. They started from 200 to 2,400 as of the recent
year.

Ms. Emma took over for the discussion on functionality of the MNC. She orientated the group on what
to do on the forms. It was announced that the checklist will be submitted right after the lunch break.
Mr. Julius Carmelo Parcarey then tackled the nutrition action plan. He shared the difficulties in arranging
and coming-up with a cohesive plan. He also informed the group that an enhanced format will be given
so that each municipality can start on their NAP as soon as possible. The format will be used starting
2015 onwards, if they have the made the NAP using the old format they can submit it too.

Ms. Amy Naras presented the 2014 nutrition Month Theme: Kalamidad ay Paghandaan: gutom at
malnutrisyon agapan! Ms. Zaporteza shared that they arranged with the CDRRMC in facilitating

emergency programs for Tayabas. Mr. Fernandez shared that a fun run will be conducted in San
Francisco and the proceeds of that event will be used to buy salter weighing scales.

Ms Emma Coronado, as one of the Provincial Nutrition Coordinator, was requested to convey her closing
message. The meeting ended at 2:00 o’clock in the afternoon.

IV. PROCEEDINGS
The meeting started at 10:00 o’clock in the morning with a prayer followed by the national
anthem. Members of PNMC, AQNAOs, BNS and NNC representatives were introduced and
acknowledge, program for the meeting was presented by the Mr. Julius Carmelo Parcarey DNPC
of District 1. Opening remarks was delivered by the Provincial Nutrition Action Officer, Mr.
Roberto D. Gajo. The following are the highlights of his remarks:
 He mentioned the fund for fiscal year 2014 for the production of height boards and
purchase of weighing scales. The municipalities that will complete the needed documents
will be the ones who will be prioritized.
 He also stated the importance of having a BNS for every barangay.
 Only 25 municipalities have submitted their OPT results. He mentioned that should the
other municipalities need technical assistance, just inform the secretariat.
 Reactivation of MNC is important in the continuing programs on nutrition of the
provincial government.
 He also sought assistance from DILG (Secretary Go) to support the nutrition program in
Quezon.
 He mentioned that governor Suarez gave certain fund, chargeable to the 2014 budget for
the creation of the provincial processing center. This center will hold the nutrition,

agriculture and herbal processing equipments intended to produce nutritious cheese curls,
herbal powders etc.
 He also reiterated the commitment from DOST and that Dir. Capanzana agreed to
provide equipments and technical assistance for the processing center.
 There will be funds solely intended for the Provincial Nutrition as approved by Governor
David C. Suarez during their last meeting.
 Additional staff will be included in the Provincial Nutrition Action Office.
 The Integration of herbal plants in the nutrition program will be strengthened. The
ongoing Gulayan sa paaralan will definitely increased food consumption and the
importance of vegetable planting in schools is another step in providing food security for
the province.

The first agenda was presented by DNPC Elenor Jetomo. Partial OPT results for 2014 wherein
the comparative OPT+ results from 2009 to 2014 were discussed. Upon presentation, she
emphasized that there must be a reliability of OPT+ results. The utilization of the soft copy of
OPT+ results was also reiterated. Ms. Jetomo presented the municipalities who submitted the
OPT results wherein 21 out of 40 municipalities have already submitted. The remaining
municipalities who have not yet submitted their OPT results were followed up given a deadline
on the last week of October. She presented the comparison of the municipalities’ OPT from 2013
and 2014 including the OPT+ coverage, MPR 2013 and 2014 and rank of municipalities based
on OPT+ from 2013 to 2014.

The MNAO of Lopez Mrs. Marlene Chan asked about the identified presented target of 48%, but
in reality they saturated 100% of their total municipal target. She also asked about the
computation of the actual population, and which data will be used the DOH or the NEDA target.
Ms. Mary Mei Javier of NNC said that the actual population must be multiplied to 16.2% and
thus this will be the target for the year.

The MNAO of Candelaria Dr. Alcala stated about the projected and actual population and asked
about what will be the standard measurement to be used to get the target. Ms. Hannah of NNC
noted about the problem regarding the coverage in which the 16.2% formula is given. She
reiterated that it was not only the problem of the province but the whole Philippines as well
getting. To solve the problem, the NNC and DOH will definitely plan out a strategy to answer
the identified dilemma. Mr. Gajo also stated that the prevalence rate must be based on the
number of weighed and not on the target, instead of using the 16.2 formula. Ms. Hannah
Clemente will take note of the suggestion and will present it to the NNC IVA officers. On the
other hand, Ms. Jetomo told that the deadline of submission for the requirements will be on the
last week of October. If no requirements presented, letter from DILG will be forwarded to the
LCE to remind the MNAOs.

The second agenda was presented by DNPC Emma Coronado. She presented the FNRI National
Nutrition Survey Data held last October 17, 2014 at traders Hotel in Makati. She mentioned that
FNRI conducted the data in selected locales only. She instated that FNRI took anthropometric
measurements, clinical and dietary assessments of 22 barangays in Quezon province to get a
substantial data.

She presented the prevalence of stunting children 10.08-19 years old (121-228 months) of
CALABARZON for 2013. Quezon topped the other provinces with a 33.4% prevalence rate. She
also mentioned the prevalence of OW/Obese in which Quezon has the least PR among other
provinces with a result of 7.2%. The prevalence of chronic energy deficiency in Quezon has the
highest rate among other provinces with 13%. She also mentioned the prevalence of obese
among adults in which Quezon has the least PR among other provinces with 5.1%.Also, the
duration of exclusive breastfeeding among children by region in the Philippines by 2013 which
CALABARZON has an estimated value of 4.1.in addition the percentage of bottle-fed children
0-23 months by region in Philippines by 2013 in which CALABARZON has 55.2%. Quezon has
the highest PR with 36.1% among other provinces in stunting children 0-60 months old. PR of
2.6% for OW children in Quezon gave the least number among CALABARZON provinces. But
one program on which Quezon topped among the provinces is the deworming program of the
IPHO and DepEd which garnered 77.1% approval results.

The third agenda of the meeting was the Feedback of MELLPI and it was presented by NNC
staff – Ms. Hannah Clemente and Ms. Mary Mei Javier. Ms. Hanna stated the background,
nutrition status of Quezon, activities done, findings, suggestions and recommendations and the
RNET Members. She mentioned the importance of the MELLPI and how it was done. She also
stated the scoring system and criteria for scoring the status of the municipality which is 60/40. It
also includes points coming from the evaluated Barangay. She expressed that 5 municipalities
were chosen by draw lots for the evaluation wherein the status will be based on last year’s
performance. Likewise there will be evaluation next year and the date will be announced later.
Mr. Parcarey DNPC, expressed about the monitoring of the province to the selected
municipalities which will be held on the first quarter of the 2015. He stated that the PNMC
members will be supporting the evaluation and rewards will be given to the high-performing
municipalities.

Ms. Mary Mei Javier gave explanation on the evaluated municipalities and what are the results of
their evaluation. She stated the areas for improvement (complete and proper documentation) for
all the municipalities. She also reiterated the BNS ratio to the number of barangays in the
province in which Quezon has 45%. She mentioned that BNS must have office corners or
available nutrition office and must be aware of the nutrition programs not only in the Barangay
level but also in the municipality and provincial level. She siscussed the initial findings of the 5
municipalities evaluated. Some issues to be addressed are:
 Inactive MNAO
 Some BNS acts as BHW.
 No spot maps
 Inactive BNC.
 Some Barangays have no 2013 BNAP and BNSAP.
 Documents are taken to their houses by the BNS.
 Old forms are used instead of the new and updated version

Suggestions and recommendations were discussed as follows:


 Start re-planning and reactivate nutrition councils in all levels.
 Seek support from LGUs and LCEs
 Prepare budget proposal for the allocation of nutrition programs

 Capability Training should be done – re-orientation training for newly hired BNS and
staffs.

Ms. Hannah and Ms. Mary Mei asked the audience if there are questions and querries regarding
the presentation. Dr. Clemente Alcala raised a question regarding on how the NNC will provide
standards in achieving optimum nutrition status of a certain locale and how will the regional
body address the issue. Ms. Hannah answered that the NNC is not the sole responsible for the
nutrition programs and achieving the optimum nutrition status is definitely a joint effort of all
stakeholders. Dra. Vargas, MNAO Gen. Nakar, answered that the MNAOs and BNS should
approach the LCE for the approval of the nutrition programs and definitely ashould use a grass-
root participation approach in providing programs for nutrition.

The lunch break was announced at 12:30 in the afternoon.

The meeting resumed at 1:15 with a sharing of programs from Ms. Jawili DOST Provincial
Director. She mentioned that DOST Quezon province is willing to provide technical assistance
for every municipality. She mentioned about the DOST pinoy malnutrition program which is a
response to address the persistent problem of malnutrition. She also shared about:
 Food assistance
 Approach LGU to commit funds for the complementary feeding programs
 Encourage mayors to promote nutrition programs
 DOST Quezon attended budget hearing for the funding of programs to be approved by
congress (focused on certain municipalities)
 Encouraged identified municipalities to submit OPT results for the implementation of
projects (Tagkawayan, Calauag, Guinayangan, Quezon)

Before the presentation of submitted documents Mr. Parcarey called out the MNAO of Dolores
and Sariaya to share their learning’s in the recently concluded Training of trainers for nutrition
program management and Baranggay Nutrition Scholars last October 6-17, 2014.

Ms. Carmelita Pablo, Dolores MNAO who attended the nutrition program management shared
about the experience during the training. She stated that the training gave her so much
information needed to implenmet new and improved programs for her municipality. Dra. Aleli
Oabel, Sariaya MNAO also shared her experience during the BNS TOT. she mentioned how the
BNS works really hard and we must understand how it feels to complete the needed documents.

The last agenda for the day were discussed by Mr. Parcarey. Targer plans and activities for
calendar year 2015 are as follows:

 April – submission of OPT results 2015
 May – NNC Region 4-A MELLPI

Everyone was asked about additional activities that will be included. Majority suggests lakbay-
aral activity in Tagaytay on last week of April, 2015. Mr. Parcarey took note of the suggestion
and will present it to the Mr. Gago for finalization. Mr. Parcarey emphasized the provision of
forms for each (1,209) BNS by December. Forms will be provided by the provincial government.
Applause was heard from the audience in approval. Also, by next year, the office will make a
request to the provincial government to approve the honorarium of every BNS in the province.

He then mentioned the list of municipalities who submitted/not yet submitted the requirements.
(LNC functionality, BNS, ht and wt board, OPT, MNAP and forms). He also projected the
municipalities who have not yet attended the NPM, BNS and IYCF and encouraged those
municipalities to participate in the next training.

The meeting ended at 2:00 in the afternoon.

government will provide necessary documents for the appointment of each BNS. He also
stated that the department of Interior and local government supports our program for
nutrition.
 PNAO Gajo mentioned the best effort of the provincial government in dealing with
malnutrition issues. From 2009-2013 the province identified a 16.28% decrease in the
malnutrition rate. Because of the strong commitment and continued programs of the
province, they have come-up with the work and financial plan for 2015.
 He also mentioned the allotment of 16 Million for 2015 and this budget will be supported
in the following programs.

 As he continues, he also mentioned that the DSWD supplementary feeding is important


in supporting the nutrition programs of the province. Moreover, environmental, sanitation
and responsible parenthood also plays a vital role in these aspects.
 Lastly he acknowledge the part of the media which promotes and disseminate
information for the general populace.

By 10:20 AM DNPC Elenor Jetomo discussed the 2015 1st quarter activities as follows:

10:44 AM the Technical Hour by Ms. Carina Z. Santiago started. She first greeted the delegates
and acknowledges the efforts of the Provincial Nutrition Action Officer MR. Gajo for a
wonderful Job. MS. Santiago also mentioned that Quezon Province received the most promising
award in the recently concluded green banner awarding for 2014. She also congratulated the

municipality of Atimonan for winning again the outstanding municipality in the province. Also,
Ms, Rose Ann Ayangaco of Mauban was declared as the most outstanding BNS in the province.
San Rafael of Mauban Quezon also received the most outstanding Barangay Nutrition Council.
This manifestation leads to a conclusion that the municipalities and the province continue to
provide the necessary means in addressing malnutrition issues. With effective and efficient
programs, the province will likely be an awardee for the coming years. She also mentioned the
Operation Timbang plus results of the province. From 12.86% in 2011 to 11.34% in 2013 it was
indeed a major breakthrough in nutrition. However, there are still municipalities with high
prevalence of malnutrition and we should not forget that these municipalities still need the help
of the province and NNC. Ms. Santiago also mentioned the functionality of each municipal
nutrition councils. She stressed out that all municipalities should be functional for them to be
able to recreate and restructure their own nutrition programs. She reiterated also that the province
manage to increase its BNS by 45% in the last year. She also mentioned that 16 out of 39
municipalities have not submitted Municipal nutrition plans. She also called upon the
municipalities without any training on NPM, BNS and IYCF. She reiterated that these trainings
are important for them to be able to manage their nutrition programs in the local areas. She also
mentioned that all Barangays should have at least one height board and one weighing scale.
Calibration of the old height boards will be facilitated by DNPC Emma and Girlie. Ms. Santiago
also mentioned that the province and each municipality should also have nutrition clusters for
disasters. She acknowledges the Municipality of Dolores for early submitting the nutrition
cluster resolution that will be filed in the provincial office. Furthermore, Ms. Santago discussed
the new 10 kumainments and the pinggang pinoy popularize by Mang Moy the character in the
10 kumainments. She also elaborated that the program was conceptualize by the national
nutrition council and developed by FNRI-DOST. Lastly, she challenges the provincial nutrition
office and all the participating delegates that malnutrition should not be a hindrance in promoting
the programs and helping the constituents.

By 12:00 noon lunch was served.


1:05 PM DNPC Parcarey announced the election of AQNAO will be facilitated by the PNAO
Gajo. Other participants present and proxy/alternate members are not allowed to vote. Only the
Present MNAOS on the day will be allowed to partake in the election. The nomination started
and the following names are said. Ms. Manel Zaporteza was nominated by Ms. Marasigan of
Macalelon, Dra. Maila Saavedra was nominated by Manel Zaporteza of Tayabas City/ there
being no nominees Ms. Marlene Chan of Lopez raised the motion for the closing of nominations.
PNAO Gajo as presiding officer asked for the division of the house which gathered 21 votes in
favor of Ms. Zaporteza and 3 votes for Dra. Saavedra. As PNAO Gajo proclaimed Ms. Zaporteza
all participants in the hall applauded in response. The group deliverated on the remaining
position and officers of AQNAO. They decided that the following persons be proclaimed as the
duly elected officers. Vice President – Dr. Maila Saavedra (Padre Burgos), Secretary Dr. Aleli
Oabel (Sariaya), Treasurer-Carmelita Pablo (Dolores), Auditor- Marlene Chan (Lopez), PRO for
1st District- Regina Cabaysa (Mauban), 2nd District –Marivic Palicpic (Tiaong), 3rd District – Dr.
LAguerta (Mulanay) 4th district – Princesita Villafria (Gumaca) Muse – Edna Portillo (Infanta)
Escort – Dr. Argulla (Atimonan).

By 1:40 in the afternoon a message was delivered by Dr. Grace Santiago of the integrated
provincial Health Office. She congratulates the newly elected officers. She mentioned that the

IPHO will continue to support the nutrition programs and they are looking forward for a Quezon
Free Malnourishment.

As part of the post-Christmas celebration, DNPC Parcarey and Vice Mayor Raquel Mendoza
cheered the crowd. They started raffling items sponsored by the governor and his wife. By 2:23
PM First Lady Anna Suarez arrived at the venue and delivered the message in behalf of
Governor Suarez. She mentioned that nutrition is very important in everyone’s lives. As she is a
mom too, she managed to breastfed her child every day. By promoting breastfeeding to mothers,
the provincial government of Quezon promotes responsible parenthood. The programs in
nutrition made by the provincial government are not only focused on supplementary feeding but
in a variety of connected ways. With these programs, the province definitely shapes not only the
physicality of a child but also molding his future.

The meeting was adjourned by 3:20 in the afternoon but the raffle and merry making continued
until 5:00.
