1. SYSTEM DESCRIPTION:

This procedure describes the operating procedures for the Low Pressure Fuel Gas
System. The plant processes natural gas fluids to recover the LPG and condensate
from it. A small portion of this dry processed gas is used for several purposes in the
gas plant. The Low Pressure Fuel Gas System provides the fuel gas for burning in the
hot oil heaters and the TEG regeneration systems, is used for blanketing purposes for
several low pressure storage tanks, is used as pilot gas for the flare and for purging
purposes.

2. SYSTEM IDENTIFICATION AND DRAWINGS:

The Low Pressure Gas System consists of the following equipments

4. PROCESS DESCRIPTION:

The plant processes natural gas fluids to recover the LPG and condensate from it. A
small portion of this dry processed gas is used for several purposes in the gas plant.
The Low Pressure Fuel Gas System provides the fuel gas for the Hot Oil Heaters and
the TEG regeneration units, is used as blanket gas for the Methanol Tank, TEG
Storage Tanks and the Condensate Storage Tank. It also supplies the pilot gas for the
flare pilots and is used for purging lines like the LP and HP flare headers.

The Low Pressure Fuel Gas System receives it’s supply from the HP Fuel Gas
Header. The HP Fuel Gas Header operates at a pressure of 25 bar which is reduced
to the LP Fuel Gas Header pressure of 5.5 bar using a PCV.

The gas passes through a suction scrubber to remove entrained liquids which are sent
to the closed drain on level control. The dry gas then enters the LP Fuel Gas Header.
The LP Fuel Gas header is a 8” header which supplies the fuel gas to the TEG
regeneration units, the Hot Oil heaters, the Methanol Storage Tank, the Condensate
Storage Tank, the TEG Storage tanks, the flare pilots, and the flare headers. The
supply to these users is regulated by their individual control systems.

5. SAFETY PRECAUTIONS:

5.1 The LP Fuel Gas Header receives it’s supply from the HP Fuel gas header which
is operating at a high pressure of 25 bar. There is a possibility of flashing and
hydrate formation in the lines especially if the gas is wet.

5.2 Carrying over of liquids in the LP Fuel Gas Header should be avoided at all times
since it may lead to corrosion and problems in the end users.

6. ALARMS and SHUTDOWNS:

The following points are connected to the SSS and cause shutdowns as mentioned.

 LAHH-7607: LP Fuel Gas Scrubber Level Hi Hi


Normal Operating Level: Less than 5%
Level Alarm Hi: 10%
Level Alarm Hi Hi: 67%
Action: Total Plant Shutdown
Reason: To prevent carryover of liquids to the LP Fuel gas header.

 PAHH-7612: LP Fuel Gas Scrubber Pressure Hi Hi


Normal Operating Pressure: 5 bar
Pressure Alarm Hi: 7.5 bar
Pressure Alarm Hi Hi: 11 bar
Action: Close SDV-7601 on the supply line from the HP Fuel Gas Header.
Reason: To protect piping and equipment from over pressurizing.

7. PREPARATION FOR START-UP:

7.1 Ensure that all the equipments are purged, lined up and de-tagged.

7.2 Ensure that all drain valves are closed.

7.3 Ensure that all instruments are commissioned and in line.

7.4 Ensure that the flow orifice FO-7613 is installed in the line upstream of SDV-
7601.

7.5 Ensure that there is pressure in the HP Fuel Gas Header.

7.6 Ensure that SDV-7609 on the fuel gas scrubber line to the flare is closed.

8. NORMAL START-UP:

8.1 Open SDV-7601 on the HP Fuel Gas Header line to the LP Fuel Gas Scrubber
by resetting from the field and the DCS.

8.2 Set LIC-7608 in Auto with a set point of 10%.

8.3 Set PIC-7602 in Auto with a set point of 5.2 bar.

8.4 Monitor the DCS for any alarms in the system and take steps to rectify the same.

9. NORMAL SHUTDOWN:

Note: The LP Fuel Gas header is an utility header which provides the fuel for
running the hot oil heaters, the Flare Stack and the TEG regeneration units
among other things. As such shutting down the LP Fuel Gas Header will cause a
shutdown of the TEG regeneration units, the flare stack and the Hot Oil Heaters.
The LP Fuel Gas Header would normally be among one of the last systems to be
shutdown in the event of a Total Plant Shutdown.
9.1 Close SDV-7601 on the HP Fuel Gs Header to the LP Fuel Gas Header.

9.2 Close and isolate PIC-7602 manually.

9.3 Isolate all the users of the LP Fuel Gas Header manually and close the SDV for
each wherever applicable.

9.4 Depressurize the LP Fuel Gas Header to the Closed Drain header by manually
opening LIC-7608 on the scrubber.

9.5 Close LIC-7608 when the pressure in the header reaches below 0.5 bar.

9.6 Depressurize the system by opening one of the vent valves to the atmosphere.

9.7 Tag out the system for maintenance.

10. START-UP CHECKLIST:

This checklist is a quick guide for start-up of the LP Fuel Gas System. For more
details refer to the SOP.

Safety Note:
 The LP Fuel Gas Header receives it’s supply from the HP Fuel gas header which
is operating at a high pressure of 25 bar. There is a possibility of flashing and
hydrate formation in the lines especially if the gas is wet.

 Carrying over of liquids in the LP Fuel Gas Header should be avoided at all times
since it may lead to corrosion and problems in the end users.

is closed. Open SDV-7601 on the HP Fuel Gas Header line to
the LP Fuel Gas Scrubber by resetting from the field and the
DCS.
7 Open SDV-7601 on the HP Fuel Gas Header line to the LP Fuel  
Gas Scrubber by resetting from the field and the DCS.
8 Set LIC-7606 in Auto with a set point of 10%. 

9 Set PIC-7602 in Auto with a set point of 5.2 bar. 

10 Monitor the DCS for any alarms in the system and take steps to 
rectify the same.
