How much is the cost? I believe the cost will be higher. Technical report need to be ready asap as an evidence to prove it that this is not under
comprehensive maintenance. Any advice?

permanent solu on must be in placed soonest possible as to assure the water supply to both layby is not interrupted. Any necessary NOD and BQ please refer with

1.0 OBJECTIVE

The objective of this brief report is for Business Manager Region Southern on issue of the water shortage
at Kulai Layby Both Bound due to cable fault for incoming power supply for water pump at Kampung
Rahmat, Kulai on 14/02/2018 till to date.

2.0 CHRONOLOGY OF EVENT

DATE/TIME EVENT

14/02/2018

9:00 hrs - Edgenta Propel received information from workers at Kulai lay By NB
regarding water level low at elevated water tank and info M&E contractor to
check status water pump at Pump house at Kampung Rahmat, Kulai.

10:00 hrs - M&E team(MPD) arraved at Pump house Kampung Rahmat and found no
incoming power supply.

10:40 hrs - MPD checked incoming MCCB at MSB room and found the MCCB trip and
cannot reset the MCCB. EPB/MPD carriad our the inspection to identify the
faulty and found out the failure due to incoming cable, cable fault.

- MPD found one unit water pump for Kulai Lay By NB malfunction due to inpeller
faulty and request send for repair. Only one pump can use and no
alternate pump.

10:50 hrs - Sr. EETE arraved at site and informed SM/MM Unit on the incident at Kulai
Lay By BB regarding water shortage due to no incoming power supply
because of cable fault.

11:00 hrs - Sr. EETE had ordered water tanker from MM unit/EPB to supply water at
Kulai Lay By Bouth Bound.

15:00 hrs - MPD and specialist cable locator arrived at site to carried out the troble
shooting to find the location of cable fault from Pump house to MSB room at
KLI Lby SB (1.2 KM) . After further checking the contractor found one
location cable fault inside the compound STP area at KLI Lby SB.

20:00 hrs - MPD starting their further cable rectification work at STP compound area
use JCB. After further checked the contractor still failed to find out the cable
fault and decided to continue tomorrow.

23:00 hrs - 20,000 liter water tanker arrived from S2 at Kulai lay By SB and refill the
water at elevated water tank.

15/02/2018

9:00 hrs - Send E-mail to SRO/HQ inform the current situation and Kulai Lay By
Bouth Bound.

11:00 hrs - MPD continue trouble shooting with specilase cable fault locator to find the
cable fault location.

12:00 hrs - Sr EETE had called TMC request panel crane to tow mobile generator set
from Senai Utara Toll Plaza to Kampung Rahmat for backup power supply at
pump house.

16:30 hrs - Portable mobile gen-set arrived at Kampung Rahmat and EPB/MPD setting
for cable arrangement.

17:00 hrs - MPD and Specialist cable locator still failed to find our the actual location of
cable fault.

20:00 hrs - Pump house fully backup power supply by portable genset and water pump
system back to normal operation to supply water at Kulai Lay By Both
Bound.

16/02/2018

11:00 hrs - Supply water from 3rd party water tanker and pump weter from SAJ at
kampung Rahmat to cater high user at Kli Lay By BB.

15:00 hrs - Supply water from 3rd party water tanker to Kampung Rahmat due to high
user at KLI LBY BB

11:00 hrs - Supply water from 3rd water tanker and pump water from SAJ at Kampung

12:00hrs - MPD continue trouble shooting to find the cable fault location but still failed
to find the location of cable fault.

15:00hrs - Supply water from 3rd party water tanker to Kampung Rahmat due to high
user at KLI LBY BB

19/02/2018

11:00 hrs - Supply water from 3rd water tanker and pump water from SAJ at Kampung
Rahmad to cater high user at KLI LBY BB

15:00hrs - Supply water from 3rd party water tanker to Kampung Rahmat due to high
user at KLI LBY BB

20/02/2018

11:00HRS - Supply water use water pump backup by portable mobile genset to supply
water at KLI Lay By BB.

11:30hrs - MPD continue trouble shooting to find the cable fault location but still failed
to find the location of cable fault.

12:30hrs - Water supply can’t insert into elevated water tank at KLI Lby NB due to
pipe air lock inside the piping system and EPB has been inform to rectify the
air lock inside the piping system.

12:30hrs - MM Unit had order water tanker from EPB to supply water to KLI Lby NB
due to water level is low

21/02/2018

11:00 hrs - Team EPB and MPD on site to rectify the air lock inside the piping system,

15:30 hrs - Water supply for KLI Lby NB and water pump system back to normal after
rectified the air lock inside the piping system.

3.0 TEMPERORY ACTION TAKEN

3.1 On 14 Feb 2018, upon receving failure event, MM Unit has coordinate to provide 3rd party
water tanker for backup water supply at KLI Lby BB from 15 Feb to 19 Feb 2018
under Chiness New Year preparation.

3.2 For temperory backup EPB has provide portable mobile generator set at Pump house at
Kampung rahmat.

3.3 To coordinet with PLUS/EPB team to monitor water level at elevated water tank at each
Lay By and update thru whatsapp every hour.

3.4 Propose to provide permanent water tanker static at Section S4 for back water supply
untill rectification cable fully rectify and for backup incase of water pump or portable
genset problem.

4.0 PROPOSE PERMANENT SOLUTION

4.1 Option 1

a. Edgenta Propel need to replace cable 4 core 120 mm/swa/pvc from MSB room to Pump house
incase of cable fault still not identify and the cost estimated is RM 250.000 inclusive under
comprehansive maintenance.

4.2 Option 2

b. To provide sub meter from nearest TNB pole to supply the permanant power supply complete with
permanant generator set (15 KVA) for backup during power failure. The cost estimated is
RM 160,000 and all the cost must cover under comprehensive maintenance.

5.0 Conclution

We look forwarded for better solution as the requirement to maintain water supply at Kulai Lay By Both Bond must priority.
