4.0 FOREWORD

Aim of Boiler's Preservation activity, is to maintain unaltered the integrity of the Magnetite Layer
formed on the internals surfaces of the pressure parts during their Passivation phase.
Carry out a proper preservation of the Boiler, means avoiding dangerous phenomena of corrosion
caused by the oxygen present in the air and as a result ensuring always, that the pressure parts which
constitute the whole of the Boiler be ever in the optimum conditions for the operation.
In order to ensure that the Preservation activities are performed properly, the Boilers and The
Deaerator are equipped by an specific circuit whose use can permit to apply two different methods of
Preservation: " The Dry Method", with Nitrogen and "The Mixed Method" with Nitrogen and Water
chemically treated.
The selection of the different methods of Preservation, is related to the duration of plant’s outage
(Medium period or Long Period), as well as to the climate conditions of the period in which the
preservation of the boiler will take place.
All the different methods will be described in detail in the present document.

6.0 GENERAL DESCRIPTION

Before that a newly constructed boiler is put in service, it is customary to follow cleaning procedure
(Alkaline Boil-Out) with the aim to remove all contaminants remained inside during the erection phase,
such as working debris, oils, greases, and rust.
Subsequently, when the Boiler is fired-up, the resulting cleaned surfaces, are chemically "Passivated"
with the objective to minimize their corrosion by forming a semi-conductive layer of iron oxide
generally called Magnetite ( Fe3O4).
By its nature, the Magnetite, is a poor conductor of ions, and such characteristic, is basic in order to
inhibits the reactions of oxidation between the steel of the pressure parts and the water of the boiler,
preventing from corrosion.
The formation of the Magnetite layer, takes place during the normal operation of the Boiler i.e. in
presence of temperature and pressure, via specific chemical reactions favoured by the dosing of
chemicals (Alkalizing agent & Oxygen scavengers) that added into the water of the boiler (H2O Demin),
allows the rise of the pH till alkaline values (9.2 – 9.6) as well as, the reduction of the oxygen dissolved.
These chemical conditions, also referred as "Reducing Conditions" allows the growth and the
conservation of the Magnetite layer during the Normal Operation conditions of the Steam Generator,
avoiding to expose its pressure parts to the risk of severe corrosion phenomena.
The main purpose of the Preservation activity, is to maintain unaltered the status of Passivation of the
Boiler, guaranteeing that the Magnetite layer formed on the internals, isn't attacked by the oxygen,
which is represents the mainly responsible of its deterioration.
Therefore, all preservation methods described in this technical procedure, must be intended as
applicable to a Boiler already Passivated and in Normal Operating Condition.
Anyway some additional information relating to a different status of the Boilers are reported in the
following chapter "7.0 Particular Cases"

7.0 PARTICULAR CASE

As above reported, there are particular conditions, during the erection and commissioning phases,
where it can necessary put under preservation the boiler such as:
Case “A”: Preservation of the Boiler after the Final in-site Hydraulic Test (this condition occurs
during the erection phase)

Case “B”: Preservation of the Boiler after the Alkaline Boil Out (this condition occurs during the
erection phase)

7.1 Case “A”: Preservation after final Hydraulic Test

In general it is not necessary to perform any activities of conservation of pressure parts of the
boiler which have been subjected to the hydraulic test in-site following completion of
mechanical erection phase.
As described in the previous chapter (6.0 - General Description), at the end of the erection
activities, the new boiler is cleaned with an Alkaline Boil-Out, which is finalize to clean the
internals from all the working debris and contaminants.
In such case, also the shallow oxidation generated inside the timeframe downstream the
hydraulic test will be removed, giving the surfaces ready for the subsequent Passivation phase.
Nevertheless, if the period between the end of the in-site hydraulic test and the beginning of
the Alkaline Boil Out treatment, is much longer than 3 months, can be a good practice preserve
the Boiler using Dry method with Nitrogen, as described in the dedicated chapter of this
procedure (8.2 - Dry Method).
Anyway, this practice must be intended as a limit case and not mandatory to be applied,
generally a proper planning of the hydraulic test , in the last part of the erection plan, is
sufficient to not exceed the time limit of 3 months.

7.2 Case “B”: Preservation after Boil Out

In general the Alkaline Boil-Out of the Boiler is followed by the activity of Steam Blowing, that
can be considered the beginning of the Passivation of the Steam Generator.
Where the Steam Blowing phase is not initiated within 3 weeks from the completion of the
Boil Out, and/or for any other reasons is not possible to proceed with to firing up of the Steam

Generator, it will be necessary to put under preservation the Boiler, in order to avoid the
oxidation of the internals already treated.
In such case, the Preservation Method is finalized only to protect the water side of the Boiler
treated by the Boil-Out, therefore, if the ambient temperature is higher than 5°C and the
estimated downtime is 30-45 day, will be sufficient to maintain the water side of the Steam
Generator filled with Demin water additivated with 200 ppm of oxygen scavenger and pH 9.5 -
9.8 , while the steam side, that must be even clean via the steam blowing activity, can remain
outside from the preservation.
In case of prolonged downtime > of 45 days, as well as in case of climate temperature lower
than 5°C it will be necessary to put the Boiler under Nitrogen (Dry Method).

8.0 BOILER PRESERVATION METHODS

Generally, the Boiler must be kept under Preservation when its plan scheduled of inactivity, is
exceeding two weeks, this because for short periods of downtime, the layer of magnetite (Fe3O4)
formed on the internals of the boiler provides the sufficient protection against the oxidation gave by
the presence of the oxygen of the air.
The protection ensured by the permanent Magnetite (Passivation), can be used in case of outage for
visual inspections of the drum, short intervention for maintenance of the equipment of the Steam
Generator and in general for all the cases when for particular technical reasons is not possible apply
any kind of Preservation.
In those conditions will be sufficient to drain the Steam Generator after the its natural cooldown and
complete depressurization (atmospheric pressure).
The residual temperature of the Boiler will ensure the drying of the magnetite layer of the internals,
that as already said will protect till a maximum of two weeks (14 Days) all pressure parts of the
Steam Generator itself.
Therefore STF suggest "no Preservation activity for Boiler downtime period ≤14 Days”
If the scheduled of downtime of the plant is longer then two weeks will be necessary to put the
Steam Generator under Preservation, choosing the method to be applied (Dry / Mixed ) taking into
account to the duration of the downtime and the climatic conditions in which the outage will be take
place.

8.1 Mixed Method

A good practice to realize an easier method to preserve the integrity of the internal surfaces
of the Steam generator for the medium terms of its downtime is the method of preservation
mixed (Mixed Method) with water treated and nitrogen.
The main advantage of this kind of Boiler's Preservation is that the unit practically remains
ready for the re-start during the whole downtime period, avoiding the realignment of its
circuits and without having to proceed with the refilling with new feed water.
Such method, generally applicable for Temp. ambient > 5°C, foresees the use of demin water
chemically treated, in water sections of the Steam Generator(*) (Economizer–Evaporator-
Drums-Walls etc.) and the filling with Nitrogen gas of its steam side (Superheaters – Upper
part of Steam Drum).

Note (*): The Boiler water utilized for the normal operation of the unit, can be used with the
addition of a suitable quantity of Chemicals in order to reach the reference
parameters as reported hereinafter.

ALKALIZING AGENT pH 9.5 - 9.8

OXYGEN SCAVENGER 200 ppm

8.1.1 Instructions to operate/apply the “Mixed Method”

After the Normal Shut Down of the Steam Generator and its bottling-up, proceed
with the natural cooling of the unit.
During the cool-down of the Boiler maintain the water level inside the steam drum
at High Level Value, feeding water from the Feed Water network adding, via dosing
system ( no STF Scope of Work), alkalizing agent and oxygen scavenger in order to
respect the reference parameters given for the preservation water as reported
above.
During the phase of cool down of the Boiler it will be necessary to proceed with an
hot drain of the Superheater (with Steam Drum pressure of 1-2 bar) by drain valves
(motorized 79-HV-2315&2316 and manual 79-L114-VD-160; ref. P&iD 3698-WB-
VD-BD00853954001) in order to avoid condensate accumulation inside the low
headers.
Once the pressure of the Steam Generator have reached the atmospheric value,
proceed with the closing of all valves installed at the steam section an exception of
the instrumentation root valves.
Once the above instruction is done, proceed with the line-up of the Nitrogen circuit
connected with the Boiler. For filling the Boiler with the Nitrogen, operate the
following step:
o Rotate in open position the spectacle blinds 79-L114-SB-114. (Steam Drum; ref.
P&iD 3698-WB-VD-BD00853954001)
o For align the Nitrogen plant network with a dedicated boiler pipeline, open up
the manual valve 79-L114-VD-450 (ref. P&iD 3698-WB-VD-BD00853954007) and
starting with the injection of the Nitrogen into the Boiler.

Fill the upper part of the Boiler Drum and Superheater by Nitrogen, in order to
inhibit the oxidation gave by the oxygen present in the air.
Proceed with the injection of Nitrogen inside the steam side of the Boiler and keep
a positive pressure value inside it, in a range of 0,5/1,0 bar for the whole period of
preservation.
Is a good practice to verify, every days, the Nitrogen pressure. In this regards the operator can
use the field instrument transmitted to DCS. In case the pressure value go under 0,3 bar, it is
necessary restore the correct pressure value, by Nitrogen refilling.
Periodically, at least every 2 weeks, is necessary to verify the chemical composition of the
Preservation water inside the Steam Generator, checking:
Oxigen Scavenger concentration
pH value

If the analysis of the preservation water show a reduction of the concentration of the chemicals
(under the above mentioned values), will be necessary make up the additives in order of
restoring the correct parameters of the solution.
For the restoration of the chemical parameters of the Boiler Preservation water, operate in
the following steps:
Open the vent valves of the steam side. (Steam Drum and Superheater)
Drain a part of the Boiler Preservation water opening the drain valves of the lower
drum.
It will be sufficient to drain the quantity of water contained inside the Steam Drum
of the Boiler.
Close the drain valves.
With the Feed Water network proceed to refill the Boiler with new treated water.
Stop the refilling of the Boiler when the level of the steam drum reach the HH value.
Close the vent valves and proceed to restore the Nitrogen Cap inside the steam side
of the Boiler.

For the re-start of the Boiler will be sufficient to drain part of the water of the evaporator in
order to adjust the level of the steam drum at the proper value for start-up and proceed with
the line-up of the valves closed during the preservation according to the indication reported in
the Start-Up procedure.

8.2 Dry Method

The Dry Method is the main preservation activity that generally is used in order to protect the
internal surfaces of the Boiler for long term periods of inactivity.
The injection of inert gas ( Nitrogen) in all the sections of the steam generator can be
considered the most efficient method to avoid the contamination of magnetite layer gave by
the presence of oxygen of the air and therefore to kept its integrity for long time.

8.2.1 Instructions to operate/apply the “Dry Method”

After the Normal Shut Down of the Steam Generator and its bottling-up, proceed
with the natural cooling of the unit.
During the cool-down of the Boiler maintain the water level inside the steam drum
at High Level Value. The water chemical parameters are the same applied for the
normal operation.
As per Mixed Method of Preservation, during the phase of cool down of the Boiler
it will be necessary to proceed with an hot drain of the Superheater (with Steam
Drum pressure of 1-2 bar) in order to avoid condensate accumulation inside the
low headers.
Once the drainage is completed all these drain valves shall be put in close position
and kept closed for all the Preservation period.
Once the pressure of the Steam Generator have reached the atmospheric value,
proceed with the line-up of the Nitrogen circuit connected with the Boiler. For filling
the Boiler with the Nitrogen, operate the following step:
o Rotate in open position the spectacle blinds 79-L114-SB-114. (Steam Drum; ref.
P&iD 3698-WB-VD-BD00853954001)
o For align the Nitrogen plant network with a dedicated boiler pipeline, open up
the manual valve 79-L114-VD-450 (ref. P&iD 3698-WB-VD-BD00853954007)
and starting with the injection of the Nitrogen into the Boiler.
Fill the upper part of the Boiler Drum Nitrogen, in order to inhibit the oxidation gave
by the oxygen present in the air.
Increase the pressure value of Nitrogen inside the Boiler, in a range of 1,0/1,5 bar
Proceed with the complete drainage of the Boiler, step by step operating the drain
valves in water sections of the Steam Generator (Economizer–Evaporator-Drums)
Keep the injection of Nitrogen during the drainage of the Boiler, in order to maintain
the Nitrogen cap.
In this phase, is very important keep under control the pressure in the different
section of the boiler, to avoid the "vacuum effect".

and keep it for the whole period of preservation.

Is a good practice to verify, every days, the Nitrogen pressure. In this regards the operator can
use the field instrument transmitted to DCS. In case the pressure value go under 0,3 bar, it is
necessary restore the correct pressure value, by Nitrogen refilling.
For the re-start of the Boiler, it will be necessary to proceed with the filling of the unit with
new feed water according to indications reported in the Star-Up procedure.

9.0 VARIOUS

With the aim to make available a sufficient quantity of Nitrogen’s Gas Cylinders, please take into
account the following data:
The volume of the Boiler’s is roughly 70 m³ (1)
To saturated with the sufficient quantity of Nitrogen the volume of the Boiler, we can considers that:

10.0 GENERAL SAFETY PRESCRIPTIONS

The preservation of the Boiler not presenting particularly high risks for the health of the personnel
involved in the activities.
Chemicals used for the Mixed Preservation (Alkalizing Agent and Oxygen Scavenger) are the same used
for the normal operation of the Boiler and are injected in the boiler sections using Dosing System.
The Nitrogen, used for Mixed and Dry preservation, is not a toxic gas and its injection into the Boiler is
performed by a dedicated circuit.
The Boiler is located in an open area, without any containment structure, (i.e. Boiler house) therefore,
there isn’t risk of oxygen deplete, in case of leakage during the Preservation period.
Any way, as for all the other activities performed in the Plant, also the preservation of the Boiler must
be realized in respect of all the safety rules generally applied and used.
By way of example,we report hereinafter only a few general recommendations:
All permit to work relating the circuits of the boiler involved in the preservation must be closed.
Only the permit to work relating the process of preservation shall be open.
The area of the boiler will be kept clear by debris and materials residual of other maintenance
activities, in order to facilitate moving of all personnel involved in the preservation operation.
The area of the boiler under preservation should be defined and marked with signs clearly
visible indicating boiler under preservation.
All personnel will be fully competent with the preservation procedure.
Is mandatory for all personnel involved in the activities the use of PPE.
The eventually maintenance activities that can be performed on the boiler during the
reservation, must be coordinate and supervise by competent personnel.
