1. The People’s Republic of Bangladesh has received a loan from Japan International Cooperation
Agency (JICA) towards the cost of Dhanua-Elenga and West Bank of Bangabandhu Bridge-
Nalka Gas Transmission Pipeline Project under the Natural Gas Efficiency Project. It is
intended that part of the proceeds of this loan will be applied to eligible payments under the
contract for the aforementioned Project.

2. The Gas Transmission Company Limited (GTCL) now invites sealed Bids from eligible Bidders
for the construction and completion of 67 km long 762 mm (30 inch) DN x 1000 PSIG High
Pressure Natural Gas Transmission Pipeline for Dhanua-Elenga and West Bank of Bangabandhu
Bridge-Nalka Gas Transmission Pipeline Project (“the Works”). Local Competitive Bidding
(LCB) will be conducted in accordance with JICA’s Single Stage One Envelope Bidding
procedure.

3. Bidding will be conducted through procedures in accordance with the applicable Guidelines
for Procurement under Japanese ODA Loans and is open to all Bidders.

4. Interested eligible Bidders may obtain further information from and inspect the Bidding

5. Bidders must have capability along with experience to construct at least 10 km long section
of 30” or above outside diameter high pressure cross country gas transmission pipeline in a
single construction season and their experience of such work should be within the last 5
(five) years. Moreover Bidders must have experience of pipe-laying in Bangladesh along
with sufficient experience and capability to the safety procedures to be adopted where
crossings of the existing 24” dia. gas pipelines are required.

6. A complete set of Bidding Documents may be purchased by interested Bidders on the

submission of a written application to the address above and upon payment of a non-
refundable fee of BD Taka 10,000 (Bangladesh Taka Ten thousand).

7. The provisions in the Instruction to Bidders and the General Conditions of Contract are the
provisions of the Standard Bidding Documents under Japanese ODA Loans for the
Procurement of Works.

8. Bids must be delivered to the address above on or before12:00 Hrs (BST) on 28 November
2016 and must be accompanied by a Bid Security of BD Taka 2.00 Crores.

9. Bids will be opened in the presence of Bidders’ representatives who choose to attend at
12:45 Hrs (BST) on 28 November 2016 at the office of:
