Subject: Human trafficking/prostitution 
 
WHEREAS, In France, there are 20,000 people who are forced into sex 
trafficking, resulting in 75% of women/children who are then forced into 
prostitution. More than 90% of human trafficking victims are female.  
 
WHEREAS, Although the statistics are slowly decreasing, there is still a lot of 
sex trafficking happening within France. “​The government arrested 253 
suspected traffickers, prosecuted 231 suspected traffickers, compared with 
278 in 2015; and convicted 75 traffickers, compared with 83 in 2015”  
 
WHEREAS, Most victims of sex trafficking are from Eastern Europe, West and 
North Africa, Asia, and the Caribbean. Most of these foreign victims are 
exposed to forced labor and sex trafficking. (2016 Trafficking in Persons 
Report)  
 
WHEREA​S, Human trafficking is the third most profitable form of trafficking. 
Annually, traffickers make no less than 32 billion dollars in revenue, according 
to the United Nations and the Council of Europe.  
 
WHEREAS, There are human trafficking laws in France, but those laws are 
broken on a daily basis. “The people of France along with the government 
want to stop prostitution. The government is trying to pass a law stating that 
if anyone is caught in prostitution or trafficking, they are to be imprisoned 
and fined 3,000 euros.” (France Major Issues)  
 
WHEREAS, Annually, there are 2.5 million human trafficking victims in France. 
“​Moreover, in recent years, there has been an increase in the number of 
children from other countries, particularly Nigeria, Morocco, Afghanistan and 
China.” (France wakes up to human trafficking)  
 
WHEREAS, Sex trafficking is a major issue in France, and needs to have a 
resolution. “Sex trafficking networks controlled by Bulgarians, Nigerians, 
Romanians, Chinese, and French citizens force women into prostitution 
through debt bondage, physical force, and psychological coercion, including 
the invocation of voodoo and drug addiction” (refworld)
