We still have yet to receive the protocols from Amanda Parker at the US ACE regarding time critical vs non­time critical
removal action protocols, or the documents which support the Corps evaluating community interest in a local RAB at
two year intervals for Culebra.  We have also asked to see if we can attend their agency meetings on the big island, in
an effort to avoid some of the problems documented during the 2017 clean up that would be easily resolved through
better communication.  There is a significant disparity given the amount of public money invested in clean up for
Vieques and Culebra going to military contractors, vs the the tools and the access to information for both environmental
justice island communities now recovering from hurricanes.
 
It is frustrating that Vieques' quarterly RAB meetings are skipped, but the open air detonations continue, as we heard on
Culebra on March 22nd.   
 
We also requested specifics of what was detonated on March 22nd, 2018, on Vieques from EPA, but still have not
received a response.  
 
Open burn/ open detonation dispersion models are very complicated.  There seems to be a complete absence of real
time air quality monitoring underway on Vieques and given the size of the explosions felt here, I question if Ceiba and
Culebra do not also have reason for concern, given their close proximity to Vieques?   So far, and despite EPA
warnings to limit open burn/ open detonations to windless days, it seems that actual detonations are happening on
windy days.     The public is not given info that reflects what particles are dispersed, their size, if these are aerosolized
or even if they could possibly be radioactive? Imagine the cost of monitoring these impacts? 
 
I am confused as to why in the absence of all this information which should be seen as reasonable request from
concerned citizens,  precaution cannot be implemented, and closed chambers utilized? If you compare the costs of
monitoring to gauge impacts to human health and safety, (which technically would do nothing to prevent the impacts
from the open burn/open air detonation), monitoring alone would probably exceed the cost of chambered detonations?  
 
Historically speaking, this lack of transparency has never meant the public has had nothing to be concerned about.   If

Thank you for your continued interest in the Vieques restoration program.   
 
In response to your question regarding " guidelines that the Navy will be 
following for upcoming RAB meetings", I have attached the DoD RAB handbook 
(2007) as a reference.  As indicated in the reference (see Ch. 5), the 
guidelines for the operations of RABs are intentionally flexible to allow 
each RAB to adapt its unique circumstances including meeting format, 
communication methods (i.e. translation during meetings and in 
correspondence to support the bilingual community), and frequency of 
meetings.  RAB meetings are held quarterly, unless situations occur that 
don't allow for that to occur, such as the recent Hurricane Irma and Maria.
