THE ALABAMA STATE DEPARTMENT OF

EDUCATION

State Superintendent Search

2018-2019
March 22, 2018

The Honorable Kay Ivey and members of the State Board of Education:

Please accept this letter as an expression of interest for the position of State
Superintendent of Alabama. I have spent nearly 30 years in education policy at the
state and federal level and am currently in pursuit of new challenges to assist states
and local school districts in improving student performance and outcomes.

I began my career in education in the Texas State Senate and quickly moved with my
former employer to the U.S. House of Representatives where he served on the
education committee. In 1994 I was hired by the Texas Education Agency and rose
through the ranks to the positions of Chief Deputy Commissioner and Commissioner
of Education. I also served as Senior Education Advisor to Governor Rick Perry of
Texas from 2001-2003.

As Commissioner, I focused on improving graduation rates in Texas, increasing

college-readiness rates and early childhood education. I served as interim
Commissioner from 2003-2004, Chief Deputy Commissioner from 2004-2007 and
Commissioner from 2007-2012. Since departing the agency I have served as a
consultant on various education issues from curriculum and assessment to school
safety.

Should you require additional information, please do not hesitate to contact me.

Sincerely,

Robert Scott

Mr. Scott is well known for his efforts on behalf of public schoolchildren in Texas.
Ruben Cortez, Jr. As the Commissioner of Education, appointed by Governor Rick Perry in 2007, Mr.
Secretary
Brownsville, Dislrict 2 Scott was a fearless leader who kept the 5.1 million students in Texas public
schools at the forefront of every decision he made. The countless hours he
committed to that leadership position resulted in great respect from state
Lawrence A. Anen, Jr. education leaders and stakeholders. Education policy decisions under Mr. Scott's

guidance helped develop a generation of public school students who were well

it's important to note that Mr. Scott encouraged the growth of high quality

Mr. Scott worked to bring divergent viewpoints together and often confronted the

communicated well with lawmakers and other elected officials and was able to

the SBOE and attended the board meetings, many of which lasted far into the
night. On a personal note, I was appointed by the governor as Chair of the State
Board of Education while Mr. Scott was Commissioner of Education. It is hard to
express how his support, encouragement, and wisdom helped me maneuver the
ever-changing landscape of education decision-making at the state level. Not
bowing to political pressure with a "stick to his guns" attitude about certain issues
made him a wonderful role model and helped inspire me to be a better Chairman
of the SBOE.
State Board of Education

I commend Robert Scott for the excellent manner in which he has used his
leadership talents to better his community and his state, and I wholeheartedly
recommend him for the position of Alabama State Superintendent. The public
schoolchildren, parents, and teachers of Alabama would benefit greatly if he is
selected for this honorable position.

I am to express my for Robert Scott and to recommend his selection as the next
Alabama State Superintendent of Education.

I have known Robert Scott for 30 years and have worked with him in several capacities throughout my
career. Robert possesses one of the sharpest education policy minds in the There is not much
that has taken place in public education in the last three decades that he has not influenced. He is a
creative and very strategic problem solver and an extraordinary and confident leader who can
competently address any matter concerning public education. He will be an incredible asset to your
state, an excellent and collaborative colleague and a game changer for the students, educators and tax
payers of Alabama. Further, Robert is a leader that has demonstrated the unique ability to forge
compromises on complex and difficult issues whether those issues have been federal, state or local
concerns. His strong relationships throughout the country and within our state have led to
opportunities for the state of Texas to participate in groundbreaking partnerships that leveraged state,
federal, private and philanthropic funding to support innovative education reform initiatives.

While my experience with Alabama's education system is limited, I am aware of the many years of hard
work that the state has undertaken to improve post-secondary readiness by raising standards and
improving the alignment of standards, curriculum, accountability and educator While there are
certainly differences between the Alabama and Texas systems, Robert will bring with him a tremendous
amount of experience with whole-system education reform and which is highly aligned with progress
that has been achieved in your state.

Additionally, Robert is an honest and ethical servant. His character is above reproach and his
conduct in office will serve as a model for others.

Please feel free to contact me a; if I may further assist you as you consider Robert.

Sincerely,

R. Todd Webster

Board members:
After a 32-year career as a school superintendent, the final 7 spent leading the 215,000 student Houston
I retired I'm March 2016 and now live in 1\iorth Carolina. It has come to my attention that you are
searching for a talented !eader to serve as your State Superintendent of Public lnstructiorL It is my honor
to recommend Robert Scott, former Texas Commissioner of Education, for that position.

Growing up and being educated in the South and doing work with your State's Chamber of Commerce,
gives me a clear perception of your great State and an insight into the type of leader that you need to
help you significantly improve the quality of education your students receive. As goes your public
schools, so goes Alabama.

Robert Scott knows this and he knows how to work with others to make it happen. !n Texas, he was
masterful at working with State, local, and National elected officials and developed a strong working
relationship with the teacher unions and other employee groups. His ora! and written communication
skills are exemplary and he is a thoughtful, fearless, leader.

Robert is a 'School Superintendent's' Superintendent! During my seven years in Houston, he never once
was too busy to take my call or meet He visited Houston regularly and was interested fn seeing what we
were doing to improve our schools. Robert and his team were problem solvers, with a 'can do' attitude.
He recruited talented people and he and his team vvere widely respected and like by Texas
superintendents, school board members, and legislators. That has not been the case in most states
1Nhere I have worked r

While being an innovator, he vvas not interest in sornething because it was 'new.' Robert was interested
in what got results. Under his watch, the state's dropout rate declined to its all-time low and the
graduation rate grew every year he was Commissioner, Scholarship dollars offered to high school senior
soared across the state because of the rigorous, relevant, curriculum he and his team championed.
While he treats others with dignity and respect, he will not hesitate to hold others accountable.

Please call me at· should you wish to further discuss this outstanding leader. You would
never regret hiring him and Alabama's future 1.vould be much brighter with him leading your
schoo!s,
