Php _ é 7 a. i/ 9 ai 2003-156 OFFICIALS AND PERSONNEL PURPOSE This Memorandum Circular is issued for the purpose of providing guidelines and information to all DILG officials and employees on the conduct of drug testing, to ensure a safe, healthy efficient working environment and to detect and deter abuse pursuant to RA 9165. This Memorandum Circular compiements CSC MC No. 17, s. 89 re: physical and m fitness for continued employment in the civil service provides that "a healthy employee works more efficiently, productively and possesses a better and more responsive attitude than a sickly employee". Drug testing shall be done by any government forensic laboratory or any of the drug testing laboratories accredited and monitored by the DOH to safeguard the quality of test results. The drug testing shall employ among others, two [2] testing methods; the screening test, which will determine the positive result as well as the type of the Grug used, and the confirmatory test, which will confirm a positive screening test. 2. Employee Assistance Program 4.1 Screening and assessment shali be done on employ: positive results to determine the level of care needed employee.
