REQUEST FOR EXPRESSION OF INTEREST FOR HIRING SERVICES OF GENERAL CONSULTANT–
FIRMS SELECTION

Name of Project: ASSAM INLAND WATERTRANSPORT PROJECT [AIWT]

Assignment Title: PROCUREMENT OF GENERAL CONSULTANT FOR THE ASSAM INLAND
WATERTRANSPORT DEVELOPMENT SOCIETY ( AIWTDS)

The Government of Assam through the Government of India has applied financingfrom the World Bank (WB)
towards thecost of the AIWT Project, and intends to apply part of the proceeds for consulting services..The
project aims to modernise and upg rade the Inland Water Transport sector in the state.

The Consulting service wouldinclude: (i) providing efficient and eff ective assistance to the AIWTDS on
managing, planning, procuring, supervision andmonitoring of all project related activities; and (ii) improving the
Assam Inland Water Transport Development Society’sproject management capacity. The draft Terms of
Referenc e for this assignment can be found atwww.iwt.assam.gov.in  but key tasks are as following:

1. Procure:support AIWTDS/PMU to procure consulting services and works, goods and experts for the
PMU, in acco rdance with relevantWorld Bank procurement guidelines.
2. Review of project preparatory studies: Support A IWTDS/PMU in reviewof investment preparation
studies, including but not limited to technical, environmental and social aspects, andadvise on
theiradequacy.

3. Design work flow for AIWTDS/PMU: Review the AIWTDS/PMU structure and de sign
productiveworkflow for AIWTDS/PMU that can support efficient delivery of the mandate.
4. Develop a comprehensi ve ProjectImplementation and Monitoring Plan: Plan implementation of
various project components and create an integra ted,time­bound and budgeted master schedule for the
entire Assam IWT project, including a monitoring program and data management system.
5. Manage, monitor and supervise project progress: Assist AIWTDS/PMU in managing,
monitoring,supervising and expediting the progress of the individual project components in accordance
with agreed project implementation plan.<

6. Research, review and analyze: Assist the AIWTDS/PMU with necessary day to day tasks and
inparticular wi or research, literature review and analytics on intermittent requirements that may become
important inputs for betterproject delive ry
7. Build PMU capacity: Periodically assess capacity building needs of AIWTDS/PMU foreffective
implement ation of the project. As applicable, provide capacity building / training to address weaknesses,
as well assuggesting external trai ning opportunities.
8. Disseminate outputs: effectively disseminate the outputsgenerated towards the proje ct to the key
stakeholders through reports, summaries, workshops, seminars etc.

The Government o f Assam, Directorate of Inland Water Transport now invites eligible consulting
firms(“Consultants”) to indicate their i nterest in providing the services. Interested Consultants should
provideinformation demonstrating that they have required qualifica tions and relevant experience to perform the
services. The criteria forshort listing of Consultants are:

1. The Cons ultant should have experience in similar business and activities for aminimum period of 5 (five)
years.
2. The Consultant s hould have sound financial performance and resources. (AnnualTurnover from
Consultancy services for last five years to be submitted )
3. The Consultant must have experience ofsuccessful implementation of similar services (Relevant
assignments executed, wi th client’s name & address, contactdetails, work order value and performance
certificate are to be enclosed).
4. Proven ability to work closely withGovernment departments, and coordinate with diverse agencies.
5. Experience in Inland Wa ter Transport sector of theConsultant is desirable.

The attention of interested Consultants is drawn to paragraph1.9 of the WorldBank’s Guidelines: Selection and
Employment of Consultants [under IBRD loans and IDA Credits & Grants] b y World BankBorrowers January
2011 [revised July 2014] (Consultant Guidelines), setting forth the World Bank’s policy on conf lict ofinterest.
Consultants may associate with other firms in the form of Joint Venture (JV) or a sub­consultancy to enhance
theirqualification. Nature of association, whether Joint Venture or sub­consultant shall be clearly mentioned in
the EOI.

TheConsultant will be selected in accordance with the QCBS method set out in the World Bank’s
ConsultantGuidelines.
