Western Union Signs Four Regional City Banks in China

Agreements Extend Network to Cities in Northeastern, Southern, Eastern China

ENGLEWOOD, Colo., Feb 23, 2010 (BUSINESS WIRE) -- The Western Union Company (NYSE: WU), a leader
in global payment services, announced the signing of agreements with four regional Chinese commercial banks.
These agreements extend Western Union's network reach to the northeastern, southern and eastern regions of
China.

Western Union has signed agreements to offer Western Union Money Transfer(R) services with Bank of Jilin,
headquartered in Changchun, Jilin Province; and Bank of Harbin, headquartered in Harbin and Heilongjiang
Province in the northeastern region of China. Western Union also has signed agreements with Fujian Haixia
Bank in the southern region and Zhejiang Chouzhou Commercial Bank in YiWu in Zhejiang Province in the
eastern region of China.

"These regional city bank agent agreements are significant, as each bank is a leader within its locality and brings

In the international money-transfer business, the Bank of Jilin specializes in servicing customers based in Korea,

Transfer money via bank transfers


If you prefer to use a bank transfer, please read carefully the following information.

So we can identify your payment by debit advice (payment receipt) from a bank (you can scan it and

The date of transfer is of no help here, because the debit (transfer from your account) and credit
(transfer availability on our account) dates may not be the same.
PROCESS OF TRANSFER OF MONEY
Bank wire transfers often the most expedient method for transferring funds between bank
accounts. A bank wire transfer is effected as follows:

1. The person wishing to do a transfer (or someone they have appointed and empowered
financially to act on their behalf) approaches a bank and gives the bank the order to transfer
a certain amount of money. IBAN and BIC code are given as well so the bank knows where
the money needs to be sent to.
2. The sending bank transmits a message, via a secure system (such as SWIFT or Fedwire), to
the receiving bank, requesting that it effect payment according to the instructions given.
3. The message also includes settlement instructions. The actual transfer is not instantaneous:
funds may take several hours or even days to move from the sender's account to the
receiver's account.
4. Either the banks involved must hold a reciprocal account with each other, or the payment
must be sent to a bank with such an account, a correspondent bank, for further benefit to
the ultimate recipient.

Banks collect payment for the service from the sender as well as from the recipient. The
sending bank typically collects a fee separate from the funds being transferred, while the
receiving bank and intermediate banks through which the transfer travels deduct fees from
the money being transferred so that the recipient receives less than when the sender sent.

Regulation and price

As an example of the cost, Bank Of America as of February 2010 charged $25 to send a wire
and $12 to receive one within the US. For international transfer, it charged $35–$45
outgoing, $16 incoming. However, fees may vary from bank to bank.

In the United States, domestic wire transfers are governed by Federal Regulation J[1] and by
Article 4A of the Uniform Commercial Code.[2]

In Europe, bank transfer is the most common payment method, with several million
transactions processed each day. Debit cards are used extensively to pay in stores, while
monthly bills are usually paid with a direct transfer (by cellular phone or Internet, or at the
bank or an ATM). In 2002, the European Commission relegated the regulation of the fees that
a bank may charge for payments in euros between European Union member countries down
to the domestic level,[3] resulting in very low or no fees for electronic transfers within the
Eurozone. Wire transfers between the Eurozone and external areas can be expensive.[citation
needed]

In 2005, Iceland, Liechtenstein, and Norway joined the EU regulation on electronic transfers.
However, this regulation is intended to be superseded by the Single Euro Payments Area
(SEPA), consisting of 32 European countries.

In 2009 EC published a new regulation (EC) No 924/2009) on cross-border payments in the


Community and repealing Regulation (EC) No 2560/2001 [4] which tells clearly that an
IBAN/BIC transfer within SEPA must not cost more than a national transfer - no matter
which currency is used. But receiving bank can charge for exchanging to local currency.
Security

Bank-to-bank wire transfer is considered the safest international payment method.[by whom?]
Each account holder must have a proven identity. Chargeback is unlikely, although wires can
be recalled. Information contained in wires is transmitted securely through encrypted
communications methods. The price of bank wire transfers varies greatly, depending on the
bank and its location; in some countries, the fee associated with the service can be costly.

Wire transfers done through cash offices are essentially anonymous and are designed for
transfer between persons who trust each other. It is unsafe to send money by wire to an
unknown person to collect at a cash office: the receiver of the money may, after collecting it,
simply disappear. This scam has been used often, especially in the so-called 419 scam.

International transfers involving the United States are subject to monitoring by the Office of
Foreign Assets Control (OFAC), which monitors information provided in the text of the wire
to ascertain whether money is being transferred to terrorist organizations or countries or
entities under sanction by the United States government. If a financial institution suspects that
funds are being sent from or to one of these entities, it must block the transfer and freeze the
funds.[5]

IBAN wire transfers are not completely free of vulnerabilities. Every intermediate bank that
handles a wire transaction can take a fee directly out of the wire payload (the assets being
transferred) without the account holders knowledge or consent. There is no legislation or
technical means to protect customers from this practice. If bank S is the sending bank (or
brokerage), and bank R is the receiving bank (or brokerage), and bank I1, I2, and I3 are
intermediary banks, the client may only have a contract with bank S and/or R, but banks I1,
I2, and I3 can (and often do) take money from the wire without any direct arrangement with
the client. Clients are sometimes taken by surprise when less money arrives at bank R.
Contrast this with cheques, the amount transferred is guaranteed in full, and fees (if there are
any) can be charged only at endpoint banks.[citation needed]

one currency and buying another. Currency dealers mark up the exchange rate by adding a
spread: this is the difference between the price at which you can sell your primary currency
and what you have to pay to buy the delivery currency.

Online Money Transfers


Online Money Transfers, such as peerTransfer [6] or Xoom [7], provide services for individuals
transferring money internationaly as an alternative to banks wire transfers, typically at lower
costs since they don't need physical branches or locations. They require their customers to
access their services through internet.

Retail Money Transfers

One of the largest companies that offer wire transfer is Western Union, which allows
individuals to transfer or receive money without an account with Western Union or any
financial institution.[8] Concern and controversy about Western Union transfers have
increased in recent years, because of the increased monitoring of money-laundering
transactions, as well as concern about terrorist groups using the service, particularly in the
wake of the September 11, 2001 attacks. Although Western Union keeps information about
senders and receivers, some transactions can be done essentially anonymously, for the
receiver is not always required to show identification.[9]

International

Most international transfers are executed through SWIFT, a co-operative society, founded in
1974 by seven international banks, which operate a global network to facilitate the transfer of
financial messages. Using these messages, banks can exchange data for funds transfer
between financial institutions. SWIFT's headquarters are in La Hulpe, on the outskirts of
Brussels, Belgium. The society also acts as a United Nations–sanctioned international-
standards body, for the creation and maintenance of financial-messaging standards. See

Each financial institution is provided an ISO 9362 code, also called a Bank Identifier Code
(BIC) or SWIFT Code. These codes generally are eight characters long.[10] For example:
Deutsche Bank is an international bank, with its head office in Frankfurt, Germany, the
SWIFT Code for which is DEUTDEFF:

 DEUT identifies Deutsche Bank.


 DE is the country code for Germany.
 FF is the code for Frankfurt.

Using an extended code of 11 digits (if the receiving bank has assigned extended codes to
branches or to processing areas) allows the payment to be directed to a specific office. For
example: DEUTDEFF500 would direct the payment to an office of Deutsche Bank in Bad
Homburg.

European banks making transfers within the European Union also use the International Bank
Account Number, or IBAN.

United States of America

Banks in the United States use SWIFT to make payments to banks in other countries.

Domestic bank-to-bank transfers are conducted through the Fedwire system, which uses the
Federal Reserve System and its assignment of routing transit number, which uniquely
identify each bank.
Some US banks allow you to make the transfer of funds on-line. For example, JP Morgan
Chase Bank allows wire transfers both domestically and internationally to be set up on-line.

Other electronic transfers


There are forms of electronic transfer that are distinct from wire transfer. Electronic Funds
Transfer System (EFTS) is one such system. This is the system you use when you give your
bank account number and routing information to someone you owe money and that party
transfers the money from your account. It is also the system used in some payments made via
a bank's online bill payment service. EFTS transfers differ from wire transfers in important
legal ways. An EFTS payment is essentially an electronic personal check, whereas a wire
transfer is more like an electronic cashier's check.

TERMS AND CONDITIONS FOR RECEIVING MONEY IN WESTERN
UNION
 Any single remittance under the scheme should not exceed USD 2,500/-Or its
equivalent.

 Not more than 12 remittances should be received by a single recipient through the
principal in a calendar year.

 Payment to the beneficiaries in Indian shall be made in India rupees on the basis of
on going exchange rates.

 All remittances of Rs. 50,000/- and more should paid only by way of bankers
cheque/PO/DD or by direct credit to the account of the beneficiary.

 In case of foreign tourists, the entire amount of the remittance could be paid in cash
irrespective of the amount. Full record of such transactions should be kept for
scrutiny by the auditors/inspectors.

1. Are there any limitations on locations from which I can send
payments?
Yes. Payments may be sent from the United States and only from the following states:

Also, although it is possible to send payments to over 200 countries and territories, there are
countries to which we do not offer the service (see section IV, question 7, “Are there any restrictions
on sending funds?”)
Cash payouts are not available in certain countries. For information on which countries are eligible to
receive cash and electronic payments, you can call 1-866-430-5386 toll free or internationally call
+1-720-332-0002.
2. Can the service be used to “receive” payments?
No. As currently offered, the service is designed solely for businesses wishing to send payments.
3. Other Requirements
The Global Business Payments Service is for businesses located in the states listed above, making
international payments. In order to initiate payment from a bank account, it must be a US Dollar
(USD) account.

How the Service Works
1. How does your service work?
Once you are enrolled in the service, you initiate a transaction using the secure Western Union web
site to send payments to a recipient payable in the currency you choose.
1. You send us your payment in U.S. dollars. Payments can be sent in a variety of ways (see
table below for detail).
2. We convert the funds to the currency you specified in your transaction if applicable...
3. We deliver the funds in the currency requested to the recipient or payee account that you
specified. Deliveries to your recipient can be made in a variety of ways (see table below for
detail).

2. How does the payment get there?
Once you submit your payment to Western Union in US dollars, we use our bank network or Western
Union agents to deliver your funds.
3. When I initiate a transaction from my bank account, how will it appear
on my bank statement?
Your transaction recipient will be listed as “Custom House” (a large-volume foreign exchange service
provider who, in collaboration with Western Union, provides the Global Business Payments service).
Depending on your bank, the statement may include the details you entered on your order (e.g.,
invoice number).
The transaction source on your recipient’s statement will also indicate “Custom House” as the source
of the transaction along with your company name.
4. Do I need to open any new bank accounts?
No. Western Union works with your existing bank accounts and will remit the foreign currency
payment through our extensive network of banking relationships.
5. Do I need to have Internet banking with my existing bank?
No. Western Union does not require any special services to be activated with your existing bank.

6. Does the recipient to whom I’m sending funds need a Global Business
Payments account?
No. Only the sender of the funds needs to have an account with us. Once you're set up, you can send
funds to any individual or organization through Western Union to which we are not prohibited from
sending payments for any other reason (see page 10, question 7, “Are there any restrictions on
sending funds?).
7. Can I pay by check?
No. During the time required to process a check, foreign exchange rates can differ radically from our
quote to you.
8. Can I pay by credit card?
No. We do not accept credit, debit or prepaid cards for payment of transactions at this time.

Transaction Related Questions
1. What is the maximum payment amount I can send?
Electronic Payments: Your transaction limit is established as your account is activated. The
maximum amount you are able to send is based on approval by our credit department.
Cash Payments: There is a per transaction limit of $5,000 US. For a small number of countries this
limit may be lower.
2. What does my transaction limit mean?
Transaction Limit is the maximum value of outstanding transactions you can have at any given time
for which we have not yet received payment.
Available to Send is how much of your transaction limit you have available.
NOTE: Due to reduced trading in the currency markets on weekends, there may be restrictions on
transaction limits between Friday 5:00 pm and Sunday 6:00 pm ET. During this time, you may receive
an error message stating you cannot send a requested amount, even if it is within your transaction
limit. If this occurs, please try a smaller amount or initiate your transaction after the weekend.
3. How do I increase my transaction limit?
Easy! Simply log in to your Western Union® Global Business Payments account, under "Your
current transaction limit", click the link that reads “Request a change to your transaction limit" and
complete the request form. If the request is within certain limits it may be granted and an email
verification sent to you without any additional input. Requests outside of these limits may require a
representative call you to request additional information before granting the request may be granted.
NOTE: Due to reduced trading in the currency markets on weekends, there may be restrictions on
transaction limits between Friday 5:00 pm and Sunday 6:00 pm ET. During this time, you may receive
an error message stating you cannot send a requested amount, even if it is within your transaction
limit. If this occurs, please try a smaller amount or initiate your transaction after the weekend.
4. Can I check the status of my payments?
Yes. You can do this at anytime; our online service is available 24/7. You will also receive an
automatic email once you have completed entering a transaction and both you and your recipient will
receive a status email when the funds for the payment have been received from you by a Western
Union agent, if sending cash, or cleared by your bank if you’re sending funds electronically.
5. In what currencies can I have payments sent?
We do business in over 100 currencies in over 200 countries and territories. And we think you’ll find
our foreign exchange rates to be very competitive. Western Union enables you to trade online in 15
of the world's major currencies. For example, here are the top 15 currencies available through our
web site. NOTE: Certain currencies are only available for the cash payout option.

If you need to send a payment in a currency that is not listed above, you may contact our Customer

service is available Sunday 6:00 pm ET to Friday 6:00 pm ET. Payment delivery options may vary
based upon the destination of the payment.
7. Are there restrictions on sending funds?
Yes. We are governed by anti-terrorist financing laws and anti-money laundering laws.
Sanctions have been imposed upon certain countries that are known to have weak anti-money
laundering and/or weak anti-terrorist financing laws, as well as upon specially designated nationals
(SDN) within those countries. . For more information, please refer to the following web sites: Financial

Office of Foreign Assets Control (OFAC)
Additional due diligence is required for transactions involving the following areas. You may be asked

Foreign Exchange Charges
Currency exchange rates depend on a variety of factors including current market rates and your
transaction amount. Prior to confirming your transaction online, we display the exchange rate
specific to your proposed transaction.
NOTE: The mid-market rates shown in our free information tools and services are the midpoint
between the buy rates and the sell rates prevailing in the market. No transactions ever occur at
these rates. These rates are only to inform you of current market conditions. The actual rate
applicable to your transaction shall be disclosed to you prior to your final confirmation and
acceptance of the transaction.

2. What other possible fees should I be aware of?
Fees Issued by Other Institutions
Other organizations involved in the processing of transactions may charge fees for their services.
These fees are outside of our control.
Any fee charges by Western Union will always be displayed upfront before you confirm your
transaction.
1. Fees for Sending Wires – If you choose to fund payments by sending a wire to Western
Union® Global Business Payments you will likely be charged a fee by your wire transfer
provider (for example, your bank). Please verify any possible charges with your bank or wire
transfer provider prior to initiating your transaction. NOTE: You may fund multiple
transactions with a single wire and thereby save wire fees.
2. Fees for Receiving Wires – Some financial institutions charge fees to receive wires.
Sometimes this charge is collected by deducting the fee directly from the incoming funds. If
you wish to make beneficiary payments by wire please have the beneficiary verify any
possible charges with the receiving institution prior to placing your order with the Global
Business Payment service and include this fee in the payment amount you specify in your
order.
3. Fees Routing to South Africa – Wires in South African Rand (ZAR) to South Africa must
be sent through an intermediary bank. This fee varies, but in our experience, it is usually
about 100 ZAR (approximately USD $17 / EUR €13). The payment delivered to the recipient
shall be net of any such routing fees.
Fees Due to Client Error
Western Union will apply additional fees for certain events deemed to be the result of client error.
These fees include providing incorrect recipient information and funding failure due to insufficient
funds. Fees for these types of exceptions include the following:

Fees for Cancelled or Returned Orders
If you cancel a transaction, if we cancel a transaction due to your failure to settle the order, or if a
payment is returned or rejected by the receiver, we will charge you any costs, fees and other
expenses we incur to cancel or reverse the transaction, or otherwise relate to the return or rejection of
the payment, including losses caused by fluctuations in the foreign exchange or fees charged to us
due to the failure to complete an order that included foreign exchange.
3. Are there any ongoing maintenance costs?
No. No matter how much (or little) you use your Western Union® Global Business Payment account
there are no recurring fees of any kind.
4. Are there any enrollment fees?
No. There is no charge for enrollment in the service.

1. How secure is my transaction?
Western Union recognizes the importance of providing a secure transaction environment for our
clients. Security measures include bonded traders and employees, encrypted data, secure servers,
and affiliation with an international network of over 40 established banking partners.
2. How do you protect my data?
Western Union maintains multiple levels of privacy and data protection. All data is encrypted using
SSL 128-bit processes, carried on secure lines and stored on secure servers. Western Union also
maintains high levels of physical security and imposes rigorous security protocols on all users of its
internal networks. Western Union uses only recognized, banking partners for wire transfers.
In additional, each transaction is monitored and unusual activity will be flagged for further
investigation and verification.
