PDEA, was arrested
following about a year of
surveillance operations,
according to Villanueva.
Authorities said the
suspected shabu were in
five sachets and a cello-
phane found in a closet in
one of the rooms. They
estimated it to have a
street value of at least

Villanueva said Sarip’s
house also yielded a
Glock 9mm pistol with
eight bullets, magazines,
a holster, and P18 thou-
sand in cash.

on October 1, 1917 in the district
of Carmen, Cagayan, Misamis
Province. It had a general ward
and a private room and was
equipped with a laboratory
capable of performing basic tests.
Initial hospital staff consisted of

bed capacity of 12 and a decade
from its establishment, in 1927,
its bed capacity increased to
21, in response to an increasing
population in Misamis Province.

Hospital with Dr. Jose C. Zamora
as the first Chief of Hospital. The
hospital continued to develop
and at this time, bed capacity was
increased to 50.

III. NORTHERN MINDANAO
REGIONAL TRAINING
HOSPITAL
By virtue of Republic Act
4662, which was signed on June 18,
1966, Misamis Oriental Provincial
Hospital became the Northern
Mindanao Regional Training
Hospital (NMRTH). Hospital
services were departmentalized
and it officially became a teaching
hospital, accepting post-graduate
medical interns and offering
residency training in several
departments. Bed capacity was

Conclusion
THE actual and symbolic effects of the
Marawi war cannot be treated as if it
were a matter of responding to disaster.

ing of Jolo are not only in terms of the
damage wrought and the consequences
to the locality and the population, but
also to their rallying function.
Officials under the Duterte adminis-
tration have mentioned that they do not
want to repeat the mistakes committed
in Tacloban in the aftermath of Typhoon
Yolanda. But while Marawi and Taclo-
ban may be considered similar in terms
of the extent of damage sustained from
disasters, the former cannot be ap-
proached by only tweaking and apply-
ing responses made to the latter. Thus,
lessons from Tacloban’s rehabilitation
could be useful; but cannot be the only
reference. Marawi is distinct not only
because its destruction was human-in-
duced and could be triggered again but
also because the people of Tacloban
were not kept out of their residences for
nearly a year (and thus not kept seething
in growing anxiety and mounting anger).
From the pronouncements of the
TFBM leadership, it seems all that are
called for are a “development plan” that
would utilize sound land use and urban
planning parameters and security forces
that would keep out armed groups.
But Marawi is not just about plan-
ning for development and maintaining
security, which are staple concerns of
most localities in the country. Marawi
would have to be about systematically
addressing human rights violations,
legitimate grievances, and possible mar-
ginalization due to land dispossession,
and preventing the rise of another his-
torical injustice. To use a contemporary
phrase that communicates both rationale

Not a few senior citizens will howev-
er agree with me that not all commercial
establishments have provided express or
priority lanes. I have personally noticed
this absence in at least one fast food
outlet in a local shopping mall.
As I noticed the absence of a prior-
ity sign, and when my turn came to be
attended to by the cashier, I inquired.
The reply was, “Wala man mi priority
lane sa senior, sir.” Of course, I did
not have to argue with the fast food
employee.
If this outlet will still not provide
priority or express lanes in my next
visit, I will bring this matter to the DTI
or the Office of Senior Citizens Affair
(Osca) in my personal capacity as a
senior citizen, not as co-chair of the
Cagayan de Oro City Price Coordinat-
ing Council.
That is one side of the story. The

The details of operationalizing
TJ-DWP will obviously have to be
fleshed out by Marawi stakeholders.
But TJ-DwP can be a handy reference
to mandated bodies such as TFBM in
the consideration of a variety of mea-
sures and mechanisms for concerns that
remain unaddressed nearly a year to the
day the conflict openly broke out.
Meranaws and the rest of Philippine
society need to know the truths about the
five months of war. The victims have to
be identified and memorialized, and the
survivors recognized. Justice will have
to be meted out for the different infrac-
tions committed against civilians and
various parties held accountable when
and where possible. Combinations of
concrete and symbolic forms of repara-
tion for survivors and the larger commu-
nity will have to be put in place. Beyond
installing another military camp, earnest
measures to ensure the non-recurrence
of another Marawi of May to October
2017 are called for.
RMSM criticized what it considered
a lack of civilian participation in the de-
velopment of the plans for Marawi’s re-
habilitation and recovery. Samira Gutoc,
Meranaw woman leader and organizer of
the Ranao Rescue Team, has been con-
sistent in advocating for civilian voices
to be heard, respected, and responded to
at the height of the Marawi crisis and its
aftermath. Her group and other organi-
zations submitted a position paper to the
Senate recommending the amendment of
the executive order covering TFBM to
make the membership of civilian leaders
mandatory.
RMSM also charged that “the plans
neither bear the stamp of our will nor
reflect our culture” and that the “me-
chanics and implementation are not
clear to us.” The group reacted to the

As an aside, while I was listening to
the explanation of the supervisor, some-
body from behind me said, “Kuhaa sa

Greg Pantanosas whom I have not seen
for some time already.

Anyway, since I’ve not been to the
movies, my sis told me all the spoiler
alerts for “A Quiet Place” and “Ram-
page,” so, I guess the next movie worth
watching is “Avengers: Infinity War.”
A movie block screening is one of
the easiest ways to raise funds and any
superhero or “Star Wars” film is always
the best choice for selling more tickets.
A political party should try this, to raise
funds for campaign sorties. All it needs
is a potential blockbuster. Plus sponsors
who can give cash, water or food. And
this latest “Avengers” of course has the
highest potential.
People love action movies that leave
them breathless as the lead character and
his nemesis rush from one fight scene
to another. If you’ve watched Keanu
Reeves’ “John Wick” and “John Wick:
Chapter 2,” then you now have a lev-
elled-up standard for an action movie.

Research firm expects above 6% growth for PH economy in 2018-19
BMI Research continues to
see better than six percent
annual growth for the Philip-
pine economy on the back of
positive demographics and the
government’s massive infra-
structure program.
In a study, the subsidiary
of Fitch Group forecasts a 6.3
percent growth for the domes-
tic economy this 2018 and 6.2
percent in 2019.
Although these figures are
lower than the 6.7 percent
that the economy registered
in 2017 and the seven to eight
percent growth target of the
government for 2018-22, the
study said these anticipated
growth rates remain “impres-
sive”.
It attributed these forecasts
to “weakening business en-
vironment and a gradual re-
version of growth back to its
longer-term potential.”
“Nevertheless, we empha-
size that the above- six percent
growth figure is still impres-
sive from both a regional and
historical perspective, and this
will be supported by positive
demographic trends, a strong
public infrastructure drive, and
deepening economic coopera-
tion with China,” it said.
“The robust macroeconom-
ic backdrop should continue
to bode well for household
income growth, risk appetite,
loan demand, and corporate
profitability in general,” it
added.
The country enjoys demo-
graphic sweet spot, with ma-
jority of the population reach-
ing working age.

vesting in the youth to equip
them with the needed skills
once they enter the workforce.

3. BUSECO received a letter addressed to the OIC-General Manager, dated January 27,
2018, formally requesting for an immediate supply of a 3 phase power for the Northern
Mindanao Wellness and Reintegration Center. It is a joint endeavor of the Philippine
government and funded by its partners from UAA Kinming Group (Friends of the Philippines
Foundation), a private developer and a philanthropic institution, to be turned over to the
Department of Health (DOH) upon completion of the construction.
