1. INTRODUCTION
1.1. Location
Location of this project at Pertamina RU-V Balikpapan, Kalimantan Timur, Indonesia.

2. SCOPE OF REPORT
This document outlines Specification for road, parking and drainage to be used for Balikpapan
Refinery Facility.
Comply with the requirements of the applicable codes and standards published by the
following organization:

4. EARTHWORK
This work consists of clearing, grubbing, and stripping of areas where filling, or back
filling is to be done, as indicated on the approved drawings or as directed by the
Owner, including transportation and disposal on the site.
Area where work will be executed have to be cleared of all structure and also dirt/
materials except as described inspecification hereunder.
All tree and crop in work area, to be cleaned to its roots. Hole that happened effect of

according to peil of height of plan, maximum in 400 m2 attached by 1 stake.

define coordinate
4.3. Excavation
At boundary between height of different plan more than 80 cm have to be made slope
with maximum inclination 1:2.5.

Final surface of excavation which have open to surface water flow have to enough of
refinement flatten and have enough of inclination, to guarantee surface drainage
fluency so that do not happened pond.
All excavation has to be looked after so that freeing from water , and contractor have to
provide all labours for draining.
Soil result of excavation, which is possibility, used for the fill materials, have to be
tested and become contractor responsibility. On approval Owner, hence that soil can
be transported to area for filling work. Laboratory for testing have to agreed by Owner.
Material of excavation considering high soil organic, peat land or compressible soil
classified as ineligibility as fill soil.
Unused soil of excavation has to be moved from project site with guide of Owner. Rest
of excavation also can be placed by whereas at showed by Owner as stock, to be used
later if needed.
4.4. Backfilling
The Contractor shall perform backfilling work in accordance with this Specification and
as shown on the approved Drawings or as directed by the Owner.
Backfill shall be placed within the limits of the excavations or to the lines and grades
shown on the approved drawings in 300 mm thick horizontal layers and compacted
carefully. Backfill shall not be placed until the structure has been inspected and
approved, the concrete has cured sufficiently to achieve specified compressive
strength, the forms removed, the excavation cleaned of trash, debris and water and the
concrete has received its bituminous coatings (if directed or shown on the approved

drawings). Where backfill is placed on more than one side of a structure, it shall be
placed and compacted evenly to maintain similar fill elevations on all sides of the
structure at the same time. Granular material used as structural back fill shall be
compacted to 95% mass percent of the maximum dry density determined by AASHTO
T 99 Method C.
5.1. Subgrade
The Existing ground has to dig tillreach elevation plan road; street sub grade. Before
conducting condensation, contractor have to before hand test CBR laboratory, good of
CBR soaked and of unsoaked CBR shows by density correlation with value of CBR. In
a soaked condition, assess CBR minimum which must reach 6%. When value of
soaked CBR could not reach 6%, contractor have to change land of sub grade with
other land which have [done/conducted] laboratory test and can reach minimum value
of soaked CBR 6%. The land compacted by dry density minimize 95% density of
standard Proctor. In the case of after conducted by digfound by the existence of
wellspring stream, contractor has to conduct making of drain subsoil to conduct the
wellspring to drainage channel closest.

5.3. Base
Material for base course must be in accordance with specification based on sieve

5.4. Surface
The surface layer that will be used is a type of asphalt penetration which is a mixture of
coarse aggregate, fine agregate, filler and asphalt.

2) Gradation
For 1 m3 of asphalt penetration shall consist of: 100 kg of asphalt; 0.6 m3 of coarse
aggregate; 0.3 m3 fine agregate and 0.15 m3 filler.
All materials used must have such properties that after being mixed with a certain
mixed formula will have a strength of at least 70% when tested with AASHO T-165.

6. CONCRETE WORKS
This specification covers all the work of concrete with or without reinforcement, for
Road and Drainage Work.
All the matters related to concrete work from the material, the manufacturing process
as well as the testing methods, should follow the requirements and standards
contained in SNI 03-2847-2002 or SNI No. 15-2049-2004, as far as there's no special
instruction in this specification.
For some points which is not covered by SNI 03-2847-2002 or SNI No. 15-2049-2004,
then the common rules or international standards can be used. In case of contradiction,
the provisions that benefit the project is taken.
6.1.1. Reporting
Before the concrete work start, the Contractor shall submit the proposal of the plan mix
(mix design) to the Owner/Supervisor for consideration and approval. The test results
reports also must be submitted to the Owner/Supervisor to be re-examined.
The Submission of the report of the test results do not relieve the Contractor from the
obligation to Interpret the test results and make the corrections and adjustments to the
plan of construction and the mixture plan (mix design).
No later than 30 (thirty) days before the commencement of concrete work, the
Contractor shall submit a report regarding the sources of material proposed and the
report or examination certificate to the Owner for approval. When requested by the
Supervisor, the Contractor must submit samples of materials they proposed.
The contractor must have a quality assurance system to ensure compliance with
contract terms. This system must be in accordance with details as stated in the
Contract. The Supervisor has the right to audit every aspect of the system.
The description of all relevant methods and documents must be submitted to the
Owner/Supervisor as information before the commencement of concrete work. Every
technical documents submitted to the Owner/Supervisor, must be accompanied by
initial approval evidence of the Contractor on the document.

The Contractor must take full responsibility for the proposed method and the results of
its work.
6.2. Materials
6.2.1. Cement
Cement materials used must be a type I in accordance with SNI 2049:2015, comes
from one source which has been approved by the Owner/Supervisor. Information about
the content of the cement must be obtained from the manufacturer.
a. Type of Cement
b. Alternative of Cement
Owner/Supervisor may consider a proposal to the same type of cement that meets
the Indonesian Standards SNI or any other type of cement that have characteristics
that can be considered to be used, any consent to the Contractor who submitted an
alternative there would be no additional cost. Any proposal which refers to this Article
shall be accompanied by full specifications including methods / testing, submitted to
the Owner/Supervisor in 3 (three) fold.
c. Alkali Content
Total Alkali content (Na2O + K2O 0658) of cement is determined by ASTM C150
may not exceed 0.60% by its weight, unless there is special approval in accordance
with the requirements. If this approved by using the alkali content of cement that has
exceeded the maximum limit, then we must consider the aggregate proposal that is
not reactive to alkali.
The contractor must provide the test data that satisfy the Owner/Supervisor to
ensure that the desired quality of concrete can be achieved.

Each semen imported in the field should be accompanied by a certificate from the
manufacturer indicating that the cement has conducted testing and analysis, and the
analysis of test results must meet the standard of ASTM C150 requirements.
Every Bags of cement that arrived in the work field should be in good condition and
intact and marked clearly and in detail of the sign mentioned in the test certificate.
e. Supplying
The sample of Each semen imported in the field and on the consideration of
Supervisory board, must be taken for the testing purpose and the process of
analyzing referring to the Standard of ASTM C 183-88.
Examples of the cement sufficient for testing materials in accordance with the
standard is not less than 5 kg must be provided and conducted on the Contractor's
expense.
The entire hole for the loading must be completely shielded. Supplies aeration of the
silo must be provided to prevent and keep the moisture content. When the cement is
not supplied by a bulk method, the Contractor must provide a closed warehouse with
a good ventilation as well as possible.

Warehouse design must be approved and Supervisory Board must comply to the
terms on SNI No. 15-2049-2004.
The size of the warehouse should be made large enough to store inventory which
ensures continuity (continuity) job. Cement should be protected as good as possible
against the weather and moisture as well as stacked above the very waterproof
pedestal at least 30 cm above the ground. Piles of the cement shall not exceed a
height of 2 meters.
Other cement types have to be stored separately. The same type of cement that are
similar but have a different dates of arrival have to be stacked accordingly, so that it
is easily recognized and distinguished. All the Cement should be arranged so that
cement, which came first in the warehouse, can be used first.
It is not allowed to mix various types of cement, or add the mixture to accelerate the
hardening and so forth, unless permitted by the specification or by the
Owner/Supervisor.
Supervisory Board will reject the cement which has passed the field laboratory
testing and do not qualify, although manufacturers have included a test certificate.
Supervisory board also reserves the right to reject the cement that has been
damaged / expired due to the weather, less shielded or other causes. All cement that
has been rejected should be removed from the area / field of work.
k. Monthly Report
The Contractor shall make monthly reports to the Owner/Supervisor which is on the
date of billing / payment, the amount of cement received in the work field, cement
consumption in the month, and the remaining inventories at the end of the month.
6.2.2. Aggregate
Fine and coarse aggregates for concrete must comply with ASTM C33-93 "Standard
Specification for Concrete Aggregates".

The aggregate should be hard, strong, durable and clean, it is not contaminated by the
humus ingredients, rock, mica flakes, organic materials, alkaline materials or trash and
sludge that can affect the strength and durability of concrete, or effect the
reinforcement of the concrete.
Fine aggregate should not contain more than 5% mud, while the coarse aggregate
should not contain more than 1% mud, (determined on the dry weight). What referred
to the mud are particles that can be pass a 0.060 mm sieve. If the sludge level is
greater than the provisions above, the aggregate should be washed.
a. Grain Size Degree / Grading
For the concrete, coarse aggregates must meet the requirements of the degree of
grain size (grading) in accordance with SNI NO. 15-2049-2004 namely. 5 mm - 40
mm. The degree of the grain size of the fine aggregate must meet ASTM standard
C33-93 or SNI No. 15-2049-2004, unless the Board of Directors of Trustees
approved the degree of other size as a result of the tests and trials of concrete
quality.
Differences in the degree of grain size (grading) between the coarse aggregate may
be permitted after the test and trial of mix concrete is conducted. and approved by
the Supervisory Board, however fine aggregate required to meet the size degrees for
concrete quality specified.
b. Phisical Requirements
Fine and coarse aggregates must comply with the physical requirements according
to ASTM C33-93 "Standard Specification for concrete Aggregates ".
(1) The weight of the weak part of the coarse aggregate, when tested by scratching
the copper rod must not exceed 5%.
(2) Clay (clay), silt and dust levels (that is finer than the 0.060 mm sieve), must not
exceed the following limits.

(3) The coarse Aggregate that containing a flat and long grain may only be used, if
the number of flat and long grain does not exceed 20% of the total aggregate
weight.
(4) Fine and coarse aggregate must be lasting (SNI No. 15-2049-2004),
When tested with a solution of sodium sulfate, which destroyed part of a maximum
of 10%.
When tested with a solution of magnesium sulfate, which destroyed part of the 15%
maximum.
When tested with a solution of sodium sulfate, which destroyed part of a maximum
of 12%.
(5) The Hardness of coarse and fine aggregate shall be in accordance with the SII
0052-80, SK SNI-04-1989 F or ASTM C 131.
(6) The Hardness of coarse aggregate when it tested by a Los Angelos sliding
vessel must comply with the requirements as of SNI 03-2847-2002 and SNI No. 15-
2049-2004.
(7) The coarse aggregate should not contain substances that can damage the
concrete, such as organic matter and substances that are reactive to alkali, or alkali
reactive.
(8) Fine aggregate should be free of organic material and materials that can
possibly damage the concrete, according to SNI 03-2847-2002 and SNI No. 15-
2049-2004.
(9) The density and voids of aggregates to be determined in the field, according to
ASTM C29 / C29 M.

Fine aggregate for mortar and grout species must comply in all aspect as required by
the standard of ASTM C 937-80 (1991) or SNI No. 15-2049-2004.
d. Chemical Requirements
The content of substances which can be harmful to the fine and coarse aggregate
shall be in accordance with Standard of ASTM C 33-93 or SNI No. 15-2049-2004.
The reaction of alkali and aggregate should be negative. Limit of the influence
(contamination) chloride and sulphate must meet the following requirements.
(1) The amount of chloride in the fine aggregate weight is no more than 0.06%
(2) The amount of chloride in the coarse aggregate weight is no more than 0.03%,
(3) For the required concrete, Cl contained should not more than 0.3% of the total
weight of the standard.
(4) In the fine and coarse aggregates sulfate content is not more than 0.5% of the
total weight of SO3.
(5) For concrete required sulfate content is not more than 0.4% of the total weight
of the cement.
(1) The number of harmful materials in fine aggregate should not exceed the limits
determined in accordance with ASTM C33-93.
- Fine aggregate that fails the test can be used, if the color change is due to the
presence of a small amount of coal, lignite or similar particles which have the
characteristics of its own.

- Fine aggregate that fails the test can be used, but when the testing for the
effect of organic materials were dirty on the strength of the concrete, the relative
strength at the age of 7 (seven) days on count by Method Testing C87, not less
than 95%.
(3) For The fine aggregate used for the drabble concrete, or in contact with moist
ground shall not contain ingredients which is reactive with alkali in the cement by
an amount sufficient to cause a damage broader in the mortar or concrete, except
that when the materials that are in the level of the amount that can be harmful, fine
aggregate may be able to utilize with the cement containing alkali less than 0.60%,
calculated as sodium oxide equivalent (Na2O + K2O 0658), or with additional
materials that could withstand the widespread of damage, due to the reaction of the
alkali-aggregate.
e. Examples And Test
(1) The Aggregate to be used for the concrete may not contain alkali or other
elements that have the properties which reactive when dealing with alkali ions from
any source. For this intent and purpose of, the aggregate should be in accordance
with Standard ASTM C 33-93 or SNI NO. 15-2049-2004.
(2) The Aggregate to be used for the mixture which is not meet the requirements in
paragraph (1) or unacceptable related to paragraph (1) shall be held petrography
analysis according to ASTM C295-90 and then conducted testing by chemical
methods as required with ASTM C289-94.
(3) 6 (six) random sample of aggregates, each of which weighs 25 kg, taken from
the supply of aggregate material that amounted to 100t.
- The Sample will be combined and divided by four to generate a sample with a
weighing of 25 kg, which will be sent to a laboratory for testing materials.
- The Laboratory must obtain a sample of the material for analysis and chemical
petrography and make comparisons to test of MORTAR BAR

(5) The Aggregate originally accepted in accordance with paragraph (3), then held
the test in a MORTAR BAR methods.
- Preparation of the sample must be as described in paragraph (3), six (6) pieces
of MORTAR BAR to be tested in accordance with ASTM C227-90.
(6) The Test described in the above paragraph must be carried out in laboratories
officially approved and at the expense of the Contractor.
(7) Owner/Supervisor may request the repetition of the test at any time, to make
sure it really fulfill paragraph (1)
f. Aggregates Washings Process
Each of the dirty aggregates should be cleaned by washing it in the clean water
mechanically by the Contractor to remove clay, dust, mud and so on.
g. Delivery Of Aggregate Sample
As soon as the contract and the execution of the work begins, then before it started
with the concrete work, the Contractor shall submit to the Owner/Supervisor the
examples of proposed aggregate that will be used in the work for the test material.
Supervisory Board will conduct an audit to place / source of aggregate proposed, and
must be satisfied with the working methods, ways of washing aggregates, which will
generate an eligible aggregate which met the requirements.

h. Rejection Of Aggregate
Supervisory board reserves the right at any time to reject the aggregates that do not
qualify to be used in the project. The contractor reserves the right at its own expense
to prove to hold these test of the sample of this aggregate, but if after the test, the
aggregate still get rejected, the aggregate should be removed from the area / field of
work by the contractor, although it may have been given approval earlier based on
the requirements.
i. Comparison Of Aggregate
Fine aggregate and coarse aggregate, each of which must be held in a comparison
measurement in accordance with their respective concrete quality in-requisite / mix
designs were used. The degree of the respective size and degree of the mixed size
must be approved by the Supervisory Board.
j. The Build-Up Of Aggregate
The wet aggregate arriving in the field should be stacked and left idle for 24 hours, to
ensure whether the aggregate is dry enough to be used as an ingredient of concrete.
During the rainy season, when it is rain constantly, boxes of the aggregate piles
should be covered with a tarpaulin or other covering material approved by
Supervisory board.
Coarse and fine aggregate must be deposited in separate places according to article
3.9. PBI 1971 NI - 2 in order to facilitate the implementation of monitoring by the
supervisory Board.
6.2.3. Water
The Water used for concrete work must comply with the provisions contained in the
SNI NO. 15-2049-2004. Water for the manufacture and maintenance of concrete must

not contain oils, acids, alkalis, salts, organic materials or materials that could damage
the concrete and / or steel reinforcement.
In this case it is required to use clean water to drink, except water from taps, then
before the water used for concrete work, it should be checked or tested whether it met
the qualification in accordance with the provisions stipulated in the SNI No. 15-2049-
2004.
If there are indecision about the water, it is advisable to check the water for the
laboratory examination of clean water (drinking water), to determine how far the water
content of the materials or substances that potentially damage the concrete and / or
steel reinforcement.
The water met the requirements, if the compressive strength of mortar using this water
at the age of 7 and 28 days is at least 90% of the compressive strength of mortar using
distilled water at the same age, in accordance with the provisions of SNI NO. 15-2049-
2004.
The amount of water used to make the concrete mix is determined by the size and the
weight should be carried out rigorously, especially for concrete with f'c values> 30
MPa, in accordance with SNI 03-2847-2002.
Quality and grade of concrete used in this work must meet the standard of SNI 03-
2847-2002 or ASTM. Since the design using precast concrete structural system, the
concrete compressive strength has divided into two part, which presented as follows:

In the case of determining or testing the quality of concrete using concrete cube test
specimens of 150 mm x 150 mm x 150 mm, then the conversion of the compressive
strength of concrete cubes with the concrete cylinders is utilized the following formula.

f’c = compressive strength of concrete cylinders diametres 150 mm, L = 300 mm

fck = compressive strength of concrete cubes of 150 mm x 150 mm x 150 mm

Before the making of the mixture, the mix planning should be held (mix design) to gain
the assurance in the achievement of the expected quality of concrete. Watertight
concrete mixture should be such that water-resistant material, and be achieved without
relying on others materials. The water-resistant concrete should be proven in
accordance with the requirements of the SNI 03-2847-2002, for the strong aggressive
water.
Manufacture of concrete mixes with the quality and the class, must be under the strict
supervision of the Contractor. Purpose of the strict surveillance is on the quality and
type of fine and coarse aggregates as well as the aggregate mix.
Plans of the mixture (mix design) and the results of testing the cube in the laboratory
for 7 days and 28 days must be reported to the Owner/Supervisor long before each
time of casting work. The maximum water-cement factor and the maximum slump in
accordance with ACI 301.
At least 42 days before the start of casting concrete, the Contractor must propose to
the Owner/Supervisor the mix designs and water-cement factor, and must conduct the

preliminary experiment using the samples of aggregate and cement type which have
been approved.
If possible, the place where the concrete is mixed and others transport tool utilized to
make the concrete mix samples and for the transportation to a certain distance. The
Concrete mixer must be clean, and the remnants of the concrete should be removed.
The workability of each mixture should be determined on a mixing machine and after
being transported to the representative distance.
6 (six) cubes made of concrete examples taken from three mortar of each row (3
sets of specimen or equal to 18 specimen).
From each set consisting of six (6) pieces of the cube, three (3) pieces will be
tested at the age of 7 days and 3 (three) again at 28 days. The Pressure crushed
the average of each set of the cube minimal pressure should exceed 35% for each
of the crushed concrete qualities listed in Table 6.1 above.
All cubes are made, treated, stored and taken the place of testing in accordance
with the provisions of the BS EN 12390.
Comparison of fine aggregate, coarse and cement for the concrete should be arranged
accordingly as to produce the desired strength with the density level as high as
possible consistently and adequate (workability).
Immediately after the preliminary test is finished and satisfactorily, the Contractor shall
submit a detailed report to the Owner/Supervisor of the mix trial and the testing
methods.

work. All these details should be based on the results of preliminary testing.
If the mixing design is approved, then the ratio will not change, the source of cement
and aggregates in terms of type, size and zone degree of granular aggregate, the
others without approval by the Owner/Supervisor must depend on the satisfactory
results of further testing in accordance with the above requirements.
Preliminary experiments will also be done every time the amendments made in the
types of materials or in comparison in the mix.
Benefits of additional mixed material must be proven through the test results from the
type of cement and aggregates with the same type of cement and aggregate to be
used in the actual implementation of concrete work (permanent).
Calcium chloride or a mixture containing additional chloride should not be used. Fly
ash or other pozolan used as a mixture of additional must met the ASTM C618-94a
standard. "Specification for Fly Ash and Raw or Calcined Natural Pozolan for use as
Mineral Admixtures in Portland Cement Concrete" or meet a standard of SNI 03-2847-
2002.
Additional mixed material that serves to reduce the amount of mixing water or to
increase the workability of concrete can be used as long as it is meet the standards of
ASTM C494 - 92 "Standard Specification for Admixtures for concrete chemical" or
meet the general standards Building Materials in Indonesia.
6.6. Workability

If the type, degree of granular and aggregate ratio in the mix is approved, the
experiments should be done for the minimal cement water factor and the Contractor
will be bound by it. Density factor will be determined in accordance with BS 1881
standard.
When the optimal value has been determined and the Owner/Supervisor has
approved, the mixture can be used, the value should be maintained within tolerance
limits + 0.03. Besides, testing the slump in accordance with the standards of SNI
1972:2008 will be used when the average slump of concrete meet the reuirements of
ACI 117M.
Slumps shall be not less than 50 mm and no more than 125 mm if use concrete pump,
unless directed by other Chapter in this Specification.
In accordance with SNI 03-2847-2002 upon mixing the materials of the concrete,
should be done the weight measurement of each (SNI 03-2847-2002), with the mixing
equipment that has been approved, which can measure the weight of the cement
thoroughly up to+ 1 % and the aggregate weight up to + 2%
The Accuracy was actually made for the weight of water contained in the aggregate, so

The Concrete mixer must match the type and its capacity, and the design must match
with its purpose. This equipment must be equipped with water cooling device and
subject to the approval of the Owner/Supervisor.
Concrete should be mixed in a concrete mixer (concrete mixer), types and capacities
must be approved by the Owner/Supervisor and shall comply with the provisions of SNI
03-2847-2002.
All the concrete mixer tool user should refer to the manufacturer manual and the
stirring time (after all the ingredients in the concrete-mixer) is a minimum of 1.5 minutes
in accordance with the provisions of SNI 03-2847-2002.
Stirring time should be increased if the results have not obtained the uniform mixture
and a uniform color. Stirring excessively and require the addition of water to get the
desired consistent concrete, is not allowed. Concrete should not be mixed or stirred by
hand (Hand Mixing).
The samples of the Concrete materials testing must be taken, created and tested on
the instructions of Owner/Supervisor. The number of the test specimens taken at every
foundry basically should be in accordance with BS EN 12390 or when otherwise
determined by the Owner/Supervisor. If the concrete volume <50 m3, the provisions
applicable in accordance to the BS EN 12390.

The Owner/Supervisor will vary the number of cubes for each class and the quality of
the concrete, if necessary, the additional test will be carried out. Cubes of concrete
must be cured by the Contractor and then transported to a laboratory for testing
implementation.
So that in a short period of time, which already have an idea about the quality of the
concrete in the implementation, it is advisable to make a 3 (three) tested cube to be
tested at age three (3) days and 3 (three) cube to be tested at the age of 7 (seven)
days and 3 (three) cubes were tested after only 28 days.
The results of this test specimen examination with reference to BS EN 12390, can be
used as a basis to consider whether there should be a change in the mixture of the
concrete and / or the implementation methods.
As a decisive vote for the concrete quality still, has to be taken based on the
examination of specimens at 28 days. The concrete cube shall be marked with a
number of special contracts concerned, serial number and date of casting work.
The procedure of the testing of the concrete cubes, have to follow the rules stated in

The Acceptance of concrete cube test results have to follow the rules stated in PBI-
1971 NI-2 as follows.
1. No more than one score among the 20 values of the results of the test specimen
successively occurred less than σ'bk.
2. There should be none of the average value of the four (4) results of the test
specimen successively occurred less than (σ'bk + 0.82 Sr), Sr is the standard
deviation of concrete plans in accordance with article 4.5, paragraph 3, PBI 1971 NI-2.
3. The difference between the highest and lowest scores among the four results of the
test specimen in consecutively cannot be larger than 4.3 Sr.
4. In all cases, the results of 20 consecutive test specimens must comply with Article
4.5 of PBI 1971 NI-2.

Contractors are required to submit the historical record of their concrete work ever
undertaken for previous projects of at least three (3) last projects which include the
amount of Sr (Standard Deviation) that can be achieved by the implementation team
on the field, as the control of the quality of their work.
1.The Concrete must be tested with the provisions of 3.35 (2) to 3.35 (5). Thee
qualified Field testing technicians, must perform the fresh concrete examination at
a construction site, preparing the samples that required for cylinder test and record
the temperature of fresh concrete when preparing the sample for compressive
strength test. The Qualified laboratory technicians must perform all laboratory tests
which required.
(1) The strength examination of each concrete quality that cast each day shall be
from one sample per day, or not less than one sample for every 120 m3 of
concrete, or not less than one sample for every 500 m2 surface area of the floor or
Wall.
(2) In a foundry work, if the total volume is specified, that the frequency of testing
required by 3.35 (2 (1)) will only produce the amount of testing concrete strength of
no less than 5 for a concrete quality, the test sample should be taken from at least
5 mortar randomly selected, or from each mortar if the mortar used is less than five.
(3) If the total volume of a quality of concrete used is less than 40 m3, the
compressive strength testing is unnecessary if the proof of compressive strength of
compliance submitted to and approved by the field supervisor.
(4) A compressive strength test should be the value of the average compressive
strength of two specimen cylinder that comes from the same concrete mix and
were tested at the age of 28 days or by the age of the test set for determination of
fc '

(1) The samples for the compressive strength test shall be taken in accordance
with SNI 03-2458-1991, methods of testing and sampling for freshly mixed
concrete.
(2) The cylinder’s specimens used for compressive strength test should be
established and maintained in the laboratory according to SNI 03-4810-1998,
method of manufacture and maintenance of the test specimen in the field and
tested according to SNI 03-1974-1990, Test method for compressive strength of
concrete.
(3) The compressive strength of the quality concrete can be considered eligible if
two of the following are fulfill.
a) Each of the average value of three successive compressive strength test has a
value equal to, or greater than fc '
(4) If one of the requirements at 3.35 (3 (3)) is not fulfilled, then it must take few
steps to improve the average compressive strength test results in the next concrete
casting. Requirements at 3.35 (5) should be considered if the provisions of 3.35 (3
(3b)) are not full filed.
(1) If requested by the superintendent, the compressive strength test results of the
test specimen cylinder that was treated on the pitch should be prepared.
(2) Treatment of the test specimen in the field must follow the SNI 03-4810-1998,
method of manufacture and maintenance of the test specimen in the field.
(3) The cylindrical test objects are treated in the field should be casted at the same
time and taken out from the concrete samples similar to those used for testing in
the laboratory.
(4) The procedure for the protection and maintenance of concrete must be
tightened if the compressive strength of concrete were treated in the field
generating value fc 'of less than 85% of the compressive strength of concrete
comparator treated in the laboratory. The 85% restriction does not apply if the

compressive strength of concrete were treated in the field resulted in values that
exceed fc 'of at least 3.5 MPa.
5.The Investigations for the Low concrete compressive strength test result.
(1) If a compressive strength test [see 3.35 (2 (4))] cylinder specimen that was
treated in the laboratory to produce a value below fc 'of at least 3.5 MPa [see 3.35
(3 (3b))] or when the test of compressive strength test specimens that were treated
in the field showed a lack of protection and maintenance of the test specimen [see
3.35 (4 (4))], then the analysis should be done to ensure that the resistance in the
structure still within the safe limits.
(2)If the certainty of the value of the low compressive strength of concrete is
obtained, and the calculation results show that the structure resistance on bearing
the burden is significantly reduced, the concrete examination from the examples
that taken from the area in question has to be performed, in accordance with SNI
03-2492- 1991, Method of the core concrete specimen sampling and SNI 03-3403-
1994, test method for compressive strength of concrete core. In the test of the
concrete core sample must be taken at least three test specimens for each test
compressive strength that has a value of 3.5 MPa below the requirements of fc '.
(3) When the concrete in the structure are in dry conditions during service life, the
specimen concrete core must be made dry air (at a temperature of 15ºC to 25 ° C,
relative humidity less than 60%) for 7 days before testing, and should be tested in
conditions dry. When the concrete in the structures are very wet during the service
life, the concrete core must be soaked in water for at least 40 hours and must be
tested in wet conditions.
(4) Concrete in the area represented by concrete test cores shall be deemed
sufficient by the structure if the compressive strength of the average of the three
concrete core is at least equal to 85% fc ', and none of the concrete core
compressive strength less than 75% fc '. Additional testing of concrete cores taken
from locations that show the irregular results of core concrete strength are allowed.
(5) If the criterion 3.35 (5 (4)) are not fulfilled and if the resistance of structure is still
in doubt, the field supervisors is allowed to request to do field testing resistance

concrete structure in accordance with article 22 for the problematic parts of the
structure, or conduct the others steps necessary.
The Supervisory Board of Directors may order the quality testing with concrete
hammer or drill core specimen (core drilled) cylindrical with a nominal diameter of
150 mm and a height of 300 mm is recommended be taken (drilled) from the
dubious concrete construction. The method of collecting and testing of drill core
specimens were based on ASTM C42 "Method of Obtaining and Testing drilled
Cores and Sawed Beams of Concrete".

the core specimen that obtained must be dried aired (temperature between 15 ° C

submitted to the Owner/Supervisor.
Cement mortar and (cement grout) must be consist of the order of type I Portland
cement and the sand that was approved and should be mixed in a ratio based on a

sample that 50 kg of cement and sand 0.07 m3 provides the ratio of 1 cement. 2
sand.
The amount of water used in the mix should be approved by the Owner/Supervisor
and the Supervisory be as minimally as possible for that purpose. The (cement
grout) must be mixed in a particular method in a colloidal type mixer to achieve the
colloid form.
At the time of execution of concrete work that non-stop, the Contractor must always
strive readiness of concrete equipment in the field, in case of damage / jam in the
concrete mixer, transport, casting and solidification of concrete, the contractor must
prepare the replacement and have to be immediately able to operated, so that it
won't interfere the smoothness of work.
6.18. Transportation
The Concrete should be transported in a mixer concrete truck (mixer truck). When
using the truck mixers, the mixers must constantly rotate. Unless the
Owner/Supervisor otherwise approved the other than the mixing truck, stirring and
casting of the appliance must comply with the requirements of ASTM C94-94 and
must constantly stirring with a rotation velocity refers to ASTM standard C94-94.
When the truck concrete mix is used, water should be measured and poured on the
field under supervision. Provision of additional water is banned in the concrete mix
and ready to be filled.
Before the concreting works start, reinforcing steel and concrete mold should be
cleaned of debris, including the remains of the concrete from the previous casting,

concrete, mold reinforcement, the principle of straightness and so on, should be
checked thoroughly, the room where the concrete will be cast should be passed a

the mold should be closed by the materials approved by the Supervisory Board.
The inside of the mold must be coated with a material that is approved to avoid
concrete sticking to the mold wall and maintained so that the coating material does
not stick to the steel reinforcement. Anyway where it is necessary to prevent the
water absorption from the concrete, the mold must be soaked entirely before
concreting work starts and the excessive water inside of the mold must be
removed. Another thing beyond the provisions above shall follow the rules stated in
the NI 1971 PBI-2 Chapter 5.
Concreting works can be started after the preparation and obtained permission for
the approval by the Owner/Supervisor. The Notice that quite clear to the Board of

Any changes (modifications) that may be made to the ratio of the ingredients of

All concrete must be poured in accordance with the position and the sequence
shown in the drawings, specifications or indicated by the Owner/Supervisor with a

Unless required, there should be no tilt related to pouring concrete process.
Termination of casting must be planned and must receive the approval by the
Board of Supervisors. Place and form of a casting dismissal must follow the
provisions of NI 1971 PBI - 2 Chapter 6.5 or SNI 03-2847-2002.
All the base casting concrete of the constructions which is touching the ground,
should be given the basis of a concrete floor without reinforcement, with a mixture
composition 1pc. 3PS. 5 KR minimum thickness of 5 cm, to guarantee a good seat
position of the reinforcement with no cement-water absorption into the soil. During

During the casting of concrete in order not to disturb the position of reinforcement,
the reinforcement steel mounting technician must always be on the work area or
successively present in the concrete casting activity area to correct the position of
the reinforcing steel.
Time Schedule for concrete casting works must be arranged accordingly, so there
is no concrete surfaces that idle more than 30 minutes before the next concrete
casting. Meal breaks, the replacement group (shifting group) and so forth, as well
as the dismissal of the casting position, should be governed simultaneously,
carefully and extra cautious to ensure that the above interval will not interfere the
quality of implementation and the work process. Another terms and points beyond
the provisions above shall follow the rules stated in the NI 1971 PBI-2 Chapter 6 or
SNI 03-2847-2002.
The surfaced of Concrete must always be solidified and improved especially for the
parts of the joints and connections. It is important to condense the whole of
concrete and assure the homogeneity condition and free of porosity, in addition, the
surface of the joints must be connected with a new concrete pouring immediately.
Compaction is not limited to the upper surface of the layers of casting, but it must
be conducted on a whole part, so that all the concrete become solid, it appears
resembling the surface of the jelly. Other terms and points beyond the provisions
above to follow the rules stated in PBI-1972 NI-2 Chapter 6.
All concrete must go through the period of vibration, unless there are otherwise
requirements or other command, the vibration process is a demand of the
Supervisory Board in addition to the compaction of the concrete, so it was not as a
substitute for compaction which is mentioned in another article. All the vibration
works must be carried out based on the plans approved by the Owner/Supervisor.

All the concrete casting between the tidal surface the must be carried out in the dry
state. In case of casting in construction joints, protective / closure must be taken,
after which the connection should be cleaned and made it harsh, and given a
bonding agent as required and concrete casting process continued at low tide. All
reinforcement, the mold and the joint surface must be clean as required and a
whole new cast concrete must be compacted. The maximum favorable opportunity

Contractors must submit a schedule in details on the concreting plan at all part of
the work area before casting works starts.
The entire concrete must be protected during the hardening process against the
sunlight and dry wind gusts, the environment must be in a state of moisture. All the
visible concrete surface must be constantly moistened with clean water for 14
(fourteen) days after casting. In the case of a concrete slab or concrete casting on
a very large surface area, a wooden frame covered with wet burlap sack to seal the
concrete. When the concrete has hardened, the skeleton will be removed and the

moistened burlap sacks cover directly covers the concrete, or concrete surface

During the fourteen (14) days of concrete must remain constantly drabble by
spraying the cover with clean water. Curing compound can be used if approved by
the Owner/Supervisor. If approved, it must absolutely follow the instructions and
recommendations from the manufacturer.
Approval will be canceled at any time if there is no satisfactory result, for the
concrete with casting and drying period of less than 14 (fourteen) days should be
continued in a manner as above. The use of curing compound will not be allowed to
surface to be covered with bituminous materials or for surfaces that require
structural bonding with concrete cast further in the future.
The sheets of polythene can be used with the consent of the Supervisory Board of
Directors. The sheets should be free of the mold surface and the connection must
be closed to resist evaporation, the sheet as it should remain in place for 14
(fourteen) days after casting. Another terms do not include in the provisions above,
follow the rules stated in PBI-1971 NI-2 Chapter 6 or Chapter 5 SNI 03-2847-2002.
All the concrete surface should be completely smooth. Each scaly surface has to
be cleaned, and the hole filled with air (loss) are required mix of cement mortar 1pc.

There are no restrictions for casting concrete in a hot weather, but when the
temperature at the time exceeded 28 degrees Celsius, and when the contractor will
still proceed with the mix and casting concrete in this weather, shall comply with the
provisions as follows.
i. All materials for concrete should be protected from direct sunlight, as well as
before, during and after the mixing.
ii. The water for the mixing purpose must go through a cooling device or a portion
of mixing water must be added the ice water. For this purpose, the ice should be
provided in a crumble form (cracked).
- Must be carefully to ensure that the ice has been melted completely.
- Try to always close, isolating and / or white paint all the tanks, pipes and mixer

iii. The entire cover, mold and reinforcement must be sprayed with cold water

direct sunlight with the wet burlap cloth coverings or other insulation materials that
are approved.

v. When the temperature of the concrete mix before the casting work exceed 35
degrees Celsius then all the concrete work should be stopped.
vi. Concrete can be made and casted at night, as long as it is approved by the
Owner/Supervisor in accordance with the articles on the contract requirements, and
when the lighting is adequate.
vii. Slump test must be made at the influential temperature and Contractors are
required to keep the records of the slump and the temperature of various grades
and strength of concrete with the same water-cement factor.
viii. In any case and circumstances, cement-water factor should not be added when
the temperature rises.
Reinforcing steel for concrete must be the type of round mild steel or high yield jagged
steel (high yield deformed steel bars). Steel reinforcement must comply with SNI
2052:2014 or JIS G3112 ”Steel Bars for Concrete Reinforcement”.
The contractor must obtain a test certificate from the manufacturer of reinforcing steel
and the bonding wire and submit to the Owner/Supervisor . The test certificate must
state that the material has been tested and passed the testing of the thickness in
accordance with the requirements refer to the relevant standards.
Owner/Supervisor require the contractor to conduct the test / checking the steel
materials to be used in the structure, a minimum of 3 periods each of three test
specimens. Type of the examination is the stress test- strain test.
Materials that fail to meet the requirements of the test, will be rejected or alternatively
when the Owner/Supervisor instructed to use only on a limited or to certain parts of the

stated in the SNI 07-2529-1991 ”Concrete steel, Test method for tensile strength”.
6.39.3. Supplying
All the steel for reinforcement which is supplied to the fiield should be tied, bundles-
shaped, each of which consists of a steel rod with a same diameter and length and
each is labeled clearly stating the number, diameter and length of the reinforcing steel.
The contractor is responsible for searching / supply the steel materials. The offer price
must be based on prices which can guarantee the continuous supply of source.
Execution time can not be extended by the steel materials which have not been
received and no extra payments as additional costs for mediation in the steel supply.
6.39.4. Storage
All steel rods for reinforcement should be kept above the buffer of wood or concrete at
a sufficient height so it is not to stick to the ground. Reinforcement steel storage shall
be arranged accordingly to avoid distortion of reinforcement and must be shielded to
prevent corrosion.
All the bending process of reinforcement carried out in the cold weather, slowly with
constant pressure or with machine tools and should not be heated before the approval
of the Owner/Supervisor . The tip of the steel stem formed in curved or bent shaped as
shown in the picture, or required or on the instructions of Owner/Supervisor.
Reinforcement partially embedded in the concrete should not be bent in the field,
except as specified in the plans, or permitted by the Expert.
No bending steel rods that will be used on the project without prior approval by the
Owner/Supervisor . Steel welding rod is only implemented as shown in the picture and

must be approved by the Owner/Supervisor . List bending steel rods must be given to
the Owner/Supervisor .
The Joints, hoops (hook), stirrups and other steel rod, bent in accordance with SNI 03-
2847-2002, unless given a note on the list. The number, length and bending of
reinforcing steel details listed on the bending list, in every case should be investigated
and inspected by the contractor, and the contractor will be responsible for the
correctness in all facets of the job. Any deviation between the image and the bending
list shall be reported to the Owner/Supervisor for approval.
The Contractor shall prepare a comprehensive working drawings for the structure in 3
copies to the Owner/Supervisor. Before starting the implementation of the work, the
working drawings must obtain an approval from the Supervisory Board.
Working drawings (Shop Drawings) should refer to the plan drawings and include all
the complete information such as. the basics of the calculation, the connections that
are not listed in the plans and all the explanations on the field.
Working drawings must include all of the information, although not listed in the plan
drawing. Working drawings must contain details such as the type, distance, and long
stems and all related with rod and other fastening tools. Working drawings that need to
be made are the connection details, erection methods (removal) and etc.
The contractor may propose alternative connection details to include the necessary
calculations and will be considered by the Board of supervisor. Wherever possible
avoid the welding process on the field, except those specified in the image. After the
approval, should not perform an image revision, unless with the approval of the Board
of Supervisors.

The number, size, shape and position of all reinforcement should refer to the shop
drawings, unless otherwise instructions given by the Owner/Supervisor .
Steel rods usually have to meet the specified length; the main steel welding rod is not
permitted unless otherwise indicated in the picture. The horizontal distance between
the rods combined is no less than. which of this following is the greatest.
- Diameter of the bigger reinforcement rods, if the diameter is not the same.
Where required with steel fiber reinforcement (steel fabric reinforcement), the sheet
must be connected at least two eyes wide webbing, and combined fibers. Reinforcing
steel must be woven accordingly, in order to form such a cage.
Contractors must pay attention, that the reinforcement is placed correctly in every
aspect and condition, and hanged or supported by the approved artificial tools in the
mold to hold the movement before and during the concreting process; the use of
pieces of steel or wood for that purpose, under or beside of the mold is not allowed.
Location of stirrups and the distance to the main reinforcement should be carefully
guarded, they hold or prop the reinforcement. Reinforcement must be maintained
remain in the same and correct place, and not to get out of the concrete surface, and
the distance required for the reinforcement of the concrete surface, as shown in the
figure must be met. All the reinforcement stems should be tied with reinforcement wire
accordingly, so that the ends of the wire must be bent inward to keep it inside of the
concrete surface or embedded inside of the slab / concrete covers.
The concrete decking of a certain size consisting of a mixture of 1 PC. 2 sand used for
the separation between the reinforcement and the sides and bottom part of the mold so
that the required concrete cover maintained its distance from the surface of the
concrete. Other ingredients for the concrete decking is not permitted. Especially for
construction near the sea water, nylon rope used for fastener the concrete decking.
It should be noted and strive to avoid any shifting or curvature of the reinforcement

blasting before the casting process. The Contractor shall be responsible for all the
mistakes in the manufacture and installation details which are not perfect. Another
thing beyond the provisions above, follow the rules stated in SNI 03-2847-2002.
The concrete blanket measured against the outer edge of the outer reinforcement as
shown in the figure. Tolerance is given only a maximum of 4 mm.
All reinforcement steel must be free of rust, scale huge, lubricating oil or any other
substance nonmetal coatings that can reduce the capacity of coherency. Before
casting the concrete, reinforcing steel must be cleaned of all the ingredients mentioned
above, including the mold must be clean. Cleaning reinforcement before casting should
be put on the system of "sand blasting" as required and approved by the Board of
Trustees. Blasting cleaned reference to the Swedish standard SIS. 05. 1967 5.9.
6.39.10. Approval
The contractor must obtain written approval from the Supervisory Board of
Directors regarding the reinforcement that has been installed on the mold before
casting the concrete.
Changes in or additional parts in detail, both along with the reasons must be given
and accompanied with working drawings for the approval of the Supervisory Board
of Directors. The changes approved by the contractor should be coordinated and
implemented without additional cost.
The Contractor shall prepare and submit As-Built Drawings by 3 fold and 1 original
copy with A3 format at the end of the work to be the documentation of the
Supervisory board, and have to obtain approval by the Owner/Supervisor.
The Contractor shall be responsible for all the mistakes / errors occurs.

7. DRAINAGE WORK
7.1. General
a. Unless stated otherwise in this Specification, the Drawings or elsewhere in the
Documents, work shall comply with the current edition of the relevant Indonesian
Standards. Any variations or ambiguity between Specifications and other Documents
and Indonesian Standards shall be referred to the Certifying Officer for decision before
proceeding with the work.
Submit brochures and detailed drawing of equipment that to be used and shall be
approved by the certified officer/owner before purchasing order
Provide good equipment for the construction work of such a water pass, etc.
When the specified requirements are not fulfilled, the Contractor shall immediately
repair as directed by the Supervisor. Before continuing the work, the Contractor
must obtain approval by the owner regarding the details of the proposed activities
to ensure that the material and equipment’s to be used for the work, has in
accordance with the specifications.
7.2. Drawings
a. Contractor shall provide Detail and Shop Drawing and shall be approved by the
owner
b. All detailed drawing for the entire work should always be on the site at any time. All
detailed drawing is in a state of clear, legible and show recent changes.
c. All of dimension is already listed in the detailed shop drawing. The measure is an
effective/net measure, or size in a state so therefore in the implementation and
ordering measures should be considered as an effective measure.

b. Before carrying out installation work, the Contractor is obliged to know the track
and the position of Electrical Installation, Ground System, Water sanitation and
other infrastructure buildings, both existing as well as those in the plan, which has
to do with this Drainage Works.
c. If in the execution of works in one part of the installation may be difficult, the
Contractor shall make a report and it is immediately addressed.
