Abstract
Building surveyor is a profession that associated with relevant scope of works in the
construction industry with their professional qualification, qualities, skills, and codes
and ethics. In the local authority content, building surveyor also plays an important
role in regulating and achieving sustainable development. However, the position and
recognition of building surveyor in the local authority should be questioned to
determine the level of importance of a building surveyor. Therefore, the study
focused on the roles of building surveyor and perception from local authority toward
building surveyor through interview of MPPJ officer. From the study, building
surveyor could play many different roles in different department in local authority
such as Jabatan Khidmat Pengurusan, Jabatan Perancangan Pembangunan,
Jabatan Kawalan Bangunan, and Unit Pusat Setempat (OSC).It shows an
importance of building surveyor from local authority’s perception which is
irreplaceable by other professions. Besides that, local authority also pointed out
some challenges towards this profession such as risky towards woman, having
political issues, and low income. From the study, some recommendations were
made to improve the current situation of building surveyor profession.

1.0 Introduction

As the role of building surveying is becoming more important than ever, the

practical expertise, skills, ethics, qualities, etc. are now crucial to the professionalism

and eligibility of a building surveyor. The responsibility that building surveyor has for

the building industry and the society lies in the conscientiousness of all aspects of

the profession. It is considered as a bridge that connects building surveyors to other

occupations in building industry. Although building surveying is still at an infant stage

in Malaysia, the potentiality of it can never be underestimated. As the building and

construction industry’s boom in recent years, building surveying has gradually

aroused people’s attention.

1.1 Objectives and Scopes

There are a few scopes that we look forward to achieving by the end of this case

study and site visit, which are:

 Find out the current implementation of building surveying practice in between

local authorities within Greater KL and Klang Valley;

 The recognition of building surveying profession and its expertise in practice;

 The competency of building surveyor practitioners in the current building

industry;

 The trend and opportunity for future in the perspective of building surveyors.

1.2 The Significance of the Study

As future building surveyors and currently building surveying students, we

shall devote our own endeavour to fostering and developing building surveying for

better competency and recognition in the built environment market. Carrying the

profession of building surveyor ahead and forward drives the building industry to

ceaselessly develop and perfect.

Sustainability and environmental-friendliness are some of the significance of

building surveyors’ contributions to the building and construction industry. Within the

reach of building surveyors’ capabilities, the environmental-related issues are

compromised with new technologies, innovations and strategic management. By

strict compliance with by-laws and regulations, building surveyors deliver the

professional skills with justice, intelligence and creativities. The rise-up of building

surveying will absolutely contribute to a mature, integrated and effective building and

construction industry.

2.0 Building Surveyors’ Roles in Majlis Bandaraya Petaling Jaya (MBPJ)

In MBPJ, building surveyors enrolled themselves actively in a few

departments which including Jabatan Khidmat Pengurusan, Jabatan Perancangan

Pembangunan, Jabatan Kawalan Bangunan, and Unit Pusat Setempat (OSC). The

roles and responsibility of building surveyors can be summarised in table 4.1.

 Take action on the construction site without

approval under Section 70 Street, Drainage

and Building Act (Act 133)

 Process temporary permit for erection towers

 Monitor the applications that have been dealt

to the technical departments / agencies.

 Inform the Central Committee regarding the

applications have been received.

 Give feedback from technical agencies if there

are issues or problems

 Distribute the results of the OSC Committee

on the results of an application to the relevant

technical agencies, land development

application under Section 124A and 204D, the

National Land Code, Application for Planning

and Building Plan Application.

3.0 Perception of Building Surveyor Profession by Local Authority (MBPJ)

According to Sr. Nor Irewan, professional building surveyor is the doctor of

building, a qualified person, by examination and experience, and a member of the

RISM Malaysia. Besides, the scope of works of profession building surveyor major

in building control and compliance, building maintenance and conservation, and

building audit and risk management work. Building control and compliance work is

related to building inspection, advise and prepare building control report such as the

compliance to building laws and propose for design, development and building plans

integrity for stakeholder. Building maintenance and conservation works is doing

inspection, reporting the defects and implement planned maintenance in the building,

facilities management, building conservation and restoration. Building audit and risk

management work is regarding to inspect and prepare building condition report, post

occupancy evaluation, building pathology works, safety and health management in

construction site, as well as building audit and risk assessment. Moreover, Sr. Nor

Irewan state that building surveying minor in construction method and building

economic in Malaysia.

In addition, Public Relation is very important in the building surveying work,

they need to interact with architect, developer, engineer and clients. It is because

building survey take park in pre-construction, during construction and post

construction stage of building. In the Pre-construction or Design stage, Building

Surveyor is work with developer which conducts the dilapidation survey, safety and

health inspection at site, and inspects and recommends the building plan approval.

During Construction stage, building surveyor takes part in site and construction

quality inspection, compliance to approved building plans, and inspection for

issuance of Certificate of Completion and Compliance. In the post construction

stage, building surveyor responsible in monitor building performance, maintenance

management, Post occupancy Evacuation (POE), building audit and inspection of

defects, conservation works, and risk management.

4.0 Building Surveying in Sustainable Development Context

Building surveyor involves in the design and also post-construction stage

and therefore sustainable element is the important element to be achieved by the

building surveyor as sustainable should be adopted from the design stage until the

building operation and maintenance. Sustainable should not just apply in either

stage of building cycle. Building surveyor knows everything from the building

structure to the building performance that could be influenced by many other factors.

A competent building surveyor has experience various design strategy.

When comes to propose and comment on design, building surveyor should integrate

the sustainable element such as passive design, building orientation and natural

ventilation which does not compromise the interest of client and laws and

regulations. A sustainable design can have an impact on the building management

and maintenance.

When comes to the maintenance and management stages, building surveyor

has more to consider on the implications of materials, products and services

provided in the aspect of sustainable. With the proper maintenance and

management, building can only be sustained and last longer. Besides that, any

upgrading work and renovation also needs to be sustainable where by building

surveyor has to address the environmental impact during the earlier design and

planning stage. Building surveyor also conserves building which reduces the

percentage of abandoned housing in the country.

5.0 Challenge And Issues

Challenges as Building Surveyor in industry is too risky especially for woman

that working at construction site. These are because normally construction worker in

site majority is man and we don’t even know the intension them inside. High

recommendation to woman Building Surveyor need have Marshall to follow and as

guidance. Besides that, as Building Surveyor more exposed to unconditional

weather that giving a problem to woman for example work in hot weather and very

sensitive to woman. There is some issues as Building Surveyor in Local Authority

perception which is Building Surveyor have no independent act and hard to go

beyond. Addition, the Architect always in the number one and try to skip Building

Surveyor scope of work or duty and it is might be having political issues or seniority.

Besides that, in Malaysia too much the quantity of Building Survey and the salary for

Building surveyor very low not same to international country. Plus, not enough and

lacking in term of promotion about Building Surveyor in Malaysia that causes people

in Malaysia don’t know what the Building Surveyor is.

6.0 Recommendation

From the interview conducted with Sr Nor Irewan and the findings as stated

above, there are few recommendation that can be recommended in order to solve

the stated problem. First, is to enforce the Building Surveyor own regulation in

Malaysia. By having and enforcing our own regulation, whoever that are involved in

Building Surveying profession will have a guidance. As for now, Building Surveyor

were put under the Engineering Act 1967. Apart from that, it is recommended that

there are will be more institution that will be having the Building Surveying

department as there are only 4 universities in Malaysia that have the Building

Surveying course which are University of Malaya, University Science Malaysia,

University Teknologi Mara and Twintech International University of Technology. By

offering this courses at more public and private universities in Malaysia, it will

indirectly promote this profession to the many people and especially student who

are the SPM/STPM leavers.

7.0 Conclusion

In conclusion, Building Surveying profession is still a new vocation in

Malaysia even though this profession were first introduced and recognized back in

1999. A professional building surveyor is trained to fully understand and implement

building laws and regulations, involved in building control and also are capable

enough in managing the building. However, not many know the capability of those

who graduate from this profession. This might be because there are still lack in

exposure of what the Building Surveying profession is and there is still no laws and

regulations that are specifically related to this profession in Malaysia. But many

believes that Building Surveying profession are slowly taking place in Malaysia and

that people who graduate from this profession will be recognized their abilities as

much as the other construction related profession such as the Engineering, Quantity

Surveying, Architecture and others that are related.
