Sub: Status of burning of garbage at Landfill Site(s)

There are 3 landfill sites namely Bhalswa, Ghazipur and Okhla. Bhalswa landfill site
were commissioned in the year 1994, Ghazipur in 1984 and Okhla in 1996. All three landfill
sites are not designed as per the schedule 3 of the MSW Rules which came into effect in 2000.
DPCC has not granted authorization to all three landfill sites. Municipal bodies have informed
that they have no other option but to use these sites for disposal of MSW as land is not available
in Delhi. They have also informed that request has been made to DDA to allot land for landfill
sites. Further, South Delhi Municipal Corporation and North Delhi Municipal Corporation have
informed that these landfill sites being continued at the risk of human life.

* Residue of processed MSW is being disposed of at Secured landfill site within the plant itself.
** 1300 out of 2200 MTD MSW shall be processed in the upcoming Waste to Energy Plant at
Ghazipur but no proposal for the remaining. Waste to Energy Plant has been permitted to run on
trial basis for two months.

Burning instances at landfill sites are common phenomenon as observed during the
inspection on 20.5.2015, 05.02.2016, 18.03.2016, and 22.03.2016. A number of complaints
have also been received from the public against the burning of garbage at landfill sites. It is also
admitted fact by the municipal bodies that often burning of garbage is observed at landfill sites
which is due to Methane Gas generation from the decomposition process of garbage. No
commitment has been made by Municipal bodies in time target manner for the establishment of
scientific landfill sites and reclamation of land of existing landfill sites. Letters and directions
have been issued to municipal bodies but no action plan has been submitted.

n Delhi there are 5 Municipal Authorities responsible for Municipal Solid
Waste generation and management. Total municipal waste generation is 8370
MTD, as per following details :-

2. Landfill Site(s)

3. Waste to Energy Plant
There are three Wastes to Energy plants at Okhla, Bawana & Ghazirpur. Waste to
Energy Plant at Okhla is operational and WTE Plant at Ghazipur is under trial run
and WTE Plant at Bawana under installation. Details are as under:

4. Construction and Demolition:-

a) A Construction and Demolition waste processing plant of capacity 2000 tons


per day has been installed by M/s IL & FS and is operational at Jahangirpuri
for processing of constructional and Demolition waste in Delhi. Processed C &
D material is used for tiles/pavement blocks and also ready mix concrete,
aggregates etc.
b) C& D Waste Processing Plant of IL & FS of Capacity 500MTD at Shashtri
Park, Delhi has been commissioned.
c) Three more C & D Waste Processing Plants to be installed by IL & FS.
