SUBJECT: RECONSTITUTION OF THE BIDS AND AWARDS COMMITTEE

(BAC), TECHNICAL WORKING GROUP (TWG), BAC
SECRETARIAT AND CANVASSERS

WHEREAS, this office observes the 2016 Revised Implementing Rules and Regulations
pursuant to Section 75 of Republic Act No. (R.A.) 9184, otherwise known as the “Government
Procurement Reform Act,” for the purpose of prescribing the necessary rules and regulations
for the modernization, standardization, and regulation of the procurement activities of the
Government of the Philippines (GoP);

WHEREAS, in order to promote good governance and to adhere to the principles of

transparency, accountability, equity, efficiency, and economy in its procurement process
pursuant to Sec 11.2.2 of the 2016 IRR of RA 1984 explicitly stated that the Chairman and the
Vice Chairman shall be designated;

WHEREAS, the BAC shall strictly adhere to its specified functions as stated in Section 12.1
of the 2016 IRR or RA 1984 and as such perform such other related functions as may be
necessary, including the creation of a Technical Working Group (TWG) to assist the BAC in
all stages of the procurement process, and designating Canvassers who shall in all matters
be the only personnel concerned on canvassing for the price quotations from at least three (3)
bonafide suppliers;

WHEREAS, a BAC Secretariat is hereby created which will serve as the main support unit of
the BAC to strengthen and promote the professionalization of the organizations’ procuring
unit. The Secretariat shall provide administrative support to the BAC and the TWG; organize
and make all necessary arrangements for BAC and the TWG meetings and conferences;
prepare minutes of meetings and resolutions of the BAC; take custody of procurement
documents and other records and ensure that all procurements undertaken by the Procuring
Entity are properly documented; and others matters relevant to its functions.

WHEREFORE, as hereby authorized by law, the BAC, TWG, BAC Secretariat and
Canvassers is hereby reconstituted and shall be composed of the following:
