Program Evaluation Assignment

Design
The purpose of this project is to compare WVU medicine Trauma service SBIRT
program effectiveness to the National standards. In this Evaluation, effectiveness
is defined by percentage of patients screened
Ask
Data was for the calendar year 2017. Data includes, total number of patients
seen, percent positive, and percentage seen. All patients admitted under the
Trauma Blue, Neurosurgery, Neuro Critical Care, and Orthopedics services will be
screened by an SBIRT counselor for potential substance abuse and mental health
concerns prior to discharge.
Approximately 40% of the patients admitted to trauma centers have a positive BAC.1 When drug
use is also considered in the statistics, approximately 60% of trauma center admissions have
substances in their system.2 The American College of Surgeons’ Committee on Trauma’s 2006
report explained, “Alcohol is such a significant associated factor in, and contributor to, injury
that it is vital that trauma centers have a mechanism to identify patients who are problem
drinkers.” Level I and Level II trauma centers must have a mechanism to screen for alcohol use
and/or identify problem drinkers and that Level I centers have the capability to provide brief
interventions for screen-positive patients. These have been shown to reduce trauma recidivism
by 50%.3 The majority* of patients must be screened and provided with interventions4, as
appropriate.

Announce
The SBIRT model is constructed to meet the deficits shown in the research of the
American College of Surgeons. The SBIRT program at WVU medicine fluctuates in
meeting the requirements set by the Director of Trauma who has set this mark at
80% of patients.
Possible explanations for the fluctuations are number of staff available and
number of patients admitted. (see below).

Recommendations:
At this time WVU Medicine and Chestnut ridge sponsor 1 full time employee at
40hrs per week. To successfully attain the goals set by the trauma team each
month this may need increased. Also increasing student involvement could
supplement this issue as well. Even with this, the program is effective in that it is
an evidence base outreach program that serves a population that may not
otherwise have access to mental health services and care.
