President’s Letter
Waltherson neighbors, we have a busy month ahead of us in May. Starting with some news from our Harford Road
Mainstreet, the Function coworking space, art gallery, and event space at 4709 Harford Road is coming along. I
attached a copy of their first e-mail update later in our newsletter with details on how to get more information
about that development. They expect to open in mid Summer. The nearby SoHa Union development also
anticipates completion around mid Summer. Regarding the delay, Samuel Polakoff stated to the Baltimore
Business Journal “they are a manufacturing operation and we couldn’t get on their schedule until summer.”
Unfortunately, Sam is unable to attend our May meeting, but Regina Lansinger, executive director of Hamilton-
Lauraville Mainstreets will be attending to answer any questions from the community.

There were two information sessions last month on Councilman Dorsey’s bill to allow “auxiliary dwelling units.”
We are adding the topic to our agenda for the May 8th General Meeting and will be holding a vote in an upcoming
meeting. Please share this information with your neighbors! Remember, you must be current on your dues before
the meeting to vote.

The purpose of the bill is to allow, as a conditional use requiring approval by the Board of Zoning Appeals,
“auxiliary dwelling units” in certain districts; defining certain terms; imposing certain use standards; and requiring
compliance with certain additional bulk and yard regulations. A copy of the bill can be found here:

DOT has scheduled a community meeting for May 23rd at Harbel (5807 Harford Road) at 6 PM about the traffic
reconfigurations at Frankford & Hamilton and Frankford & Course. If you live nearby or are interested in this
project, please make plans to attend this meeting.

Last but not least, we’ll be having an outdoor movie night on June 2nd at 7:30 PM at the green space by Arts &
Ideas Sudbury school! We’re holding a vote on which movie to show, please vote on our Facebook page on your
favorite from the flyer later on in the newsletter! See you at the meeting!

Styrofoam Recycling Vendor to Pull Service May 21

Baltimore City Department of Public Works (DPW) has been notified that the free polystyrene recycling
service, located at the Northwest Citizens Convenience Center on Sisson Street, will be discontinued as
of Monday, May 21.

The vendor providing the recycling service, Dart Container, said it was taking the step following the April
19 adoption of the ban on foam foodservice containers in the City of Baltimore. The ban on polystyrene,
commonly known as Styrofoam, does not actually go into effect for 18 months. That gives restaurants
time to put in place another plan for carryout service.

“The ban on foam foodservice containers will go a long way toward making Baltimore a cleaner, greener
place to live,” said Mayor Catherine Pugh. “By cutting out foam food containers we’ll make a major dent
in the amount of that material on our streets, in our streams, and in our landfill.”

Since the fall of 2011, Dart provided a container at the Sisson Street location for City residents to
dispose of polystyrene, typically used as packing material for electronics or other fragile items. Residents
brought about four tons of the foam to the Convenience Center each year, a small fraction of the
volume of recycled glass, paper, metal, and plastic recycled annually in Baltimore.

The vendor that handles Baltimore’s residential recycling collection, Waste Management, does not
accept polystyrene as part of that program. There is little market for the recycled material, so any other
vendor would likely charge the City to take away the material.

After May 21, residents will still be able to get rid of polystyrene by bagging it and setting it out with
their trash.

“I’m disappointed that Dart has chosen to end its service, but we are better off reducing the volume of
material that enters the waste stream, and the resources needed to produce it, in the first place,” said
DPW Director Rudolph S. Chow, P.E.

NECOP – Northeast Citizens on Patrol

In Northeast Baltimore we have a district wide Citizens on Patrol program called NECOP. The reasoning
behind the COP program is that regular neighborhood patrols can make criminals feel uncomfortable
and drive them out of our neighborhood. Communities with regular NECOP patrols, such as the North
Harford neighborhood, also see significantly less crime than communities with inactive patrols.

Participants meet at the Northeast Police station at 1900 Argonne Drive near Morgan State and an
officer will give you a direct number to keep them in contact with the Police. You would then proceed to
patrol the neighborhood in your car. Patrols normally go out each Thursday and Friday from about 7:30 -
10:30. Anyone interested in the Citizens on Patrol program, please contact us at

Greetings from Function!

Our first email update!

This is our first email and we are excited to announce we are planning a few Hard Hat group tours of the space in mid May. The full Function Team will
be in attendance with more information on the space, memberships, and our vision for an epic coworking community.

Construction is on schedule and we look to open in mid summer. A Grand Opening Celebration (its going to be a party!) is being planned for
early August. In the meanwhile, get in touch via the button below if you have any questions.

This past week we had a great meeting with the wonderful and talented ladies from Cedar and Cotton who are going to help us perfect all the interior
design details to make sure Function is warm, welcoming, cool, and an amazing place to work.
