- Sec 3 (F) – to receive and administer funds provided by law and to draw, with the approval of
the President, funds from existing appropriations as may be necessary in support of its program.
- It is also authorized to borrow the necessary funds from local and international financing
institutions, and to issue bonds and other instruments of indebtedness.
ADMINISTRATIVE ORDER NO. 01 series of 2010 (Amending Sec 2 of AO No. 001 s. of 1983 and
Sec 3 and other provisions of AO No. 01 s. of 1996)
- Upon effectivity, the PCA Fee shall be assessed, paid and collected corresponding to purchases
and/or receipt of copra or the copra equivalent of husked nuts/de-husked nuts, fresh young nuts
and copra equivalent in other coconut products delivered to the coconut product exporters, oil
millers, desiccators or other payor
- Any person or entity may engage in business operation ONLY after being first registered with
the Authority
- Registration is mandatory for both the principal and his agents (for natural persons) and the
central or main offices and branches (for juridical persons)
- Shall be filed with the RO having jurisdiction over the area where the address and operations of
the applicants are located
- The Authority may disapprove the application and deny issuance of Registration Certificate, or
renewal thereof, if the applicant has been found to have committed an act in violation of existing
laws and rules of the Authority
- The initial or original Certificates of Registration and Renewal Certificates shall be issued upon
the approval of the Reginal Manager of PCA in the RO having jurisdiction of the area of
operations of the applicants
- Each registration certificate applied for shall be issued by PCA upon payment of a registration
fee at a revised rate or amount based on the schedule of capitalization of the entity authorized
under ADMINISTRATIVE ORDER NO. 01 SERIES OF 2004 as amended by ADMINISTRATIVE
ORDER NOS. 01 AND 01-A SERIES OF 2009
- Lost certificate may be replaced upon submission of an affidavit stating the circumstances or
causes thereof and payment of a certificate replacement fee of P300 for every certificate
ADMINISTRATIVE ORDER NO. 01 series of 2011 (Amended Rules and Regulation implementing

- Imposed amount of Twelve Centavos (P0.12) to be collected as PCA Fee for every kilo of
copra or copra equivalent of husked/de-husked nuts, fresh young nuts and copra equivalent
- SANCTION: Interest equal to 14% per annum of the PCA Fee unpaid and/or paid after the due
date thereof; non-processing of application for export and/or non-issuance of export clearance
and/or permit to load; and cancellation/suspension/non-renewal of the Certificate of Registration
