REGISTRATION – Article 3.1

- Any person or entity may engage in business operation ONLY after being first registered with
the Authority
- Registration is mandatory for both the principal and his agents (for natural persons) and the
central or main offices and branches (for juridical persons)

Application for Registration


- Applicant shall file an application with the Authority which shall be applicable for the current
year and shall be filed anytime thereof
- Shall first consult PCA as to the viability of the location

Article 3.4 Place of Filing

- Shall be filed with the RO having jurisdiction over the area where the address and operations of
the applicants are located

Article 3.5 Denial of Registration

- The Authority may disapprove the application and deny issuance of Registration Certificate, or
renewal thereof, if the applicant has been found to have committed an act in violation of existing
laws and rules of the Authority

CERTIFICATE OF REGISTRATION - Article IV

- The initial or original Certificates of Registration and Renewal Certificates shall be issued upon
the approval of the Reginal Manager of PCA in the RO having jurisdiction of the area of
operations of the applicants

Article 4.3 REGISTRATION FEE

- Each registration certificate applied for shall be issued by PCA upon payment of a registration
fee at a revised rate or amount based on the schedule of capitalization of the entity authorized
under ADMINISTRATIVE ORDER NO. 01 SERIES OF 2004 as amended by ADMINISTRATIVE
ORDER NOS. 01 AND 01-A SERIES OF 2009
- Lost certificate may be replaced upon submission of an affidavit stating the circumstances or
causes thereof and payment of a certificate replacement fee of P300 for every certificate

 ADMINISTRATIVE ORDER NO. 01 series of 2011 (Amended Rules and Regulation implementing
P.D. 1854)
- Imposed amount of Twelve Centavos (P0.12) to be collected as PCA Fee for every kilo of
copra or copra equivalent of husked/de-husked nuts, fresh young nuts and copra equivalent
- SANCTION: Interest equal to 14% per annum of the PCA Fee unpaid and/or paid after the due
date thereof; non-processing of application for export and/or non-issuance of export clearance
and/or permit to load; and cancellation/suspension/non-renewal of the Certificate of Registration

- AMENDED Section 5.2 of AO No. 01 series of 2010. Included Non-payment of PCA Fees as one
of the grounds for suspension, revocation or Non-Renewal of Certificate of Registration

 ADMINISTRATIVE ORDER NO. 01 series of 2017


- A Certificate of Registration may be issued to a person or entity engaged in business involving
coconut and other palm oil products and by-products with current PCA Fee deficiencies upon
filing of application of registration and payment of application fee and current PCA Fees including
surcharge (accruing from 01 January 2017 up to the time of filing of an application) at twelve
centavo per kilogram, and upon execution of agreement with the authority on the payment
terms of its PCA Fee and surcharge deficiencies accruing up to 31 December 2016, excluding
those that are currently paying the twelve centavo rate. This is effective for 2017 calendar only
