Research Question: To what extent did the introduction of Mohalla Clinics by the
Government of Delhi, has contributed in providing healthcare benefits to the residents of
South Delhi?”

Explanation of RQ
In my EE I will be evaluating the extent to which the policy by AAP in Delhi to introduce
Mohalla Clinics which provides primary and secondary healthcare benefits to the
population has proved to be beneficial for the population of Safdarjung which is an area
in South Delhi.

Methods of Primary Data collection

I am planning on collecting my primary data through going around interviewing the
bearers of the service of Mohalla Clinics. I will use Stratified Sampling in which I will
select random people from a particular stratum of the population which will be classified
based upon the income of the individual and then interview them.
I will also collect primary data through interviewing the government individuals
regarding this policy and its effectiveness in the union territory of New Delhi.

Methods of Secondary Data collection

For my secondary data I plan on using government annual reports and websites for
checking HDI, GDI etc. growth rate in Delhi over the past few years will be referred to
for a thorough analysis to measure the effectiveness of this policy, I can also check the
increase in the beds in hospitals in the years after this scheme was implemented.
I can also plot the decrease in number of diseases per 100 people in Delhi after the
introduction of Mohalla clinics with the help of scatter graph.
Compilation
1. Introduction to the Research Question and why is healthcare provision under
allocated mainly due to free- rider problem considering that, hospitals are merit
goods and are rivalrous and non-excludable in Nature which prevents the firms
from providing this good as a result the government in directly providing
 healthcare facilities free of cost to the population of New Delhi but, direct
provision leads to excessive demand.
2. Using Primary data in which, I ask people as to how do they like the provision of
Healthcare through Mohalla Clinics in New Delhi and evaluate this policy and
suggest recommendations based upon the needs and wants of the people. Also, I
will support my primary data through diagrams and graphs.
3. I will also check the annual revenue of the Delhi Government through primary
research and the money required for implementing this policy and I will also ask
the government officials as to, in which field do they plan on to cut back their
spending to fund this project.
4. I will also conduct secondary data as to how much the HDI and various other
indicators of development have been affected before and after the introduction of
Mohalla clinics and use graphs to diagrammatically represent them.
Hypothesis
My hypothesis is that Mohalla Clinics in New Delhi has helped the residents of New
Delhi I will be focusing upon one area of Delhi, check its effectiveness and extrapolate
the results to entire New Delhi.

Sir, should I focus upon Safdarjung which is one area in south Delhi or, the entire South
Delhi, or entire south Delhi which consists of 17 areas.
