This complaint is against James S. Cooper for conflict of interest under Rule 2.7, Rule 2.11 (A),
KRPC Rule 1.7, and Supreme Court Rule 602(g).

Greetings Ethics Committee:

I would like to complain against James S. Cooper of Panel A for violations of Supreme Court
Rule 602(g), Rule 2.3 Bias, Prejudice, Harassment, and Responsibility to Decide Rule 2.7 and
Disqualification Rule 2.11 (A). The member failed to properly disqualify himself from hearing the
enclosed complaints on February 5, 2016 in accordance with KRPC Rule 1.7 Conflict of
Interest, Rule 2.7 and 2.11 of Code of Judicial Conduct due to bias and prejudice under Rule
2.3 because he works with Robert Fairchild and he should have already recused from this
complaint like Judge Brenda Cameron has.

The commission also violated Supreme Court Rule 602(g) because they allowed Judge Robert
Fairchild and Brenda Cameron to recuse from the enclose complaint against Robert Fairchild,
Jeffry Jack, Kurtis Loy, A.J. Wachter, Lori Fleming, Robert Fleming, Oliver Lynch, Janice
Russell, Richard Smith, and John Sanders in the complaint on February 5, 2015. Why do I not
see James S. Cooper name as "mm recused" like I see "mm Judge Cameron recused"?
Attorney James C. Cooper violated Kansas Supreme Court Rule 606(a) which says "A judge
who is a member of the commission or of the Supreme Court shall be disqualified from
participation as a member in any proceeding involving his or her own discipline, suspension,
removal or compulsory retirement". Please appoint a temporary commission to investigate this
complaint in accordance with Supreme Court Rule 602(g) since attorney James S. Cooper is
part of Panel A with the Kansas Commission on Judicial Qualifications and since I have a
pending lawsuit against Panel A and Panel B judges as well in case number 15CV79P in
Crawford County I think it's a conflict of interest for him to hear my complaints on April 1, 2015.

By Chair of Panel A Mary Thrower and Chair of Panel B Nicholas St. Peter failing to follow
Supreme Court Rule 602(g) by failing to appoint temporary commission members on my
December 4, 2015 complaints, two of them have now been continued once to February 5, 2014
for a lack of quorum and again for lack of quorum until April 1, 2016!!! The lack of quorum
happened because the chair of Panel A and chair of Panel B refused to follow Rule 602(g) and
that is what led to the lack of quorum at two separate meetings which violated Rules Relating to
Judicial Conduct Rule 2.7 and Rule 2.11 (A).

Supreme Court Rule 602(g) says "If the commission anticipates difficulty in discharging its
responsibilities due to the disqualification or unavailability of its members, the Supreme Court,
upon request of the chair or vice-chair of the commission, may appoint temporary commission
members to serve as specified. I think the fact that I am part of a civil class-action lawsuit in
case number 15CV79P in Crawford County against Panel A and Panel B would have been
evidence of a need for a disqualification by all the judges of Panel A and Panel B in accordance
with Rule 2.7 Responsibility to Decide and Rule 2.11 (A) Disqualification.

Please appoint a temporary commission in accordance with Supreme Court Rule 602(g) since
attorney James C. Cooper should have recused and Nancy Anstaett should been disqualified
permanently due to 12 year limit term and Nicholas St. Peter's failed to uphold Rule 602(g)
along with Mary Thrower.

Please show me the supreme court rule that says you can only complain on one judge at a time.
I am just curious because it would seem that your committee has violated this rule in 2014 since
you have allowed me to make several complaints on judges in one complaint. This reflects
negatively on Nicholas St. Peter and Mary Thrower since they are the chairs on Panel A and
Panel B and that is why there needs to be an unbiased committee hearing on this complaint in
accordance with Kansas Supreme Court Rule 602(g).

Please go ahead and assign this complaint to a separate committee under Supreme Court Rule
602(g) since I have not seen an amended court rule by the Kansas Legislature stating where
anyone must only complain on one judge at a time like Mary Thrower the chair informed me.

Please bring in a temporary commission when there are conflict of interest issues to avoid lack
of quorum in the future since this has happened twice now. The December 4, 2015 meeting and
the February 5, 2015 meeting have now been continued until April 1, 2016 which was totally
unnecessary.
