Needs Assessment

I’d like to propose a streamlined registration system for English Language Learners

(ELLs). The Commissioner’s Regulations Part 154 mandate that upon arriving to the district

from another country, ELLs are registered, screened, and placed into a language support program

within 10 school days. Prior to the 2017-2018 school year, all registration processes were carried

out at Deer Park’s District Office. While ideal in theory, many of the district’s ELLs were

registered, but unable to be screened due to low staffing. This caused the district to become out

of compliance with the state’s mandate. Data for this problem can be seen below:

The data show that 27.59% of registered ELLs were not placed into a language support program

within the mandated 10 school days; this is the problem I seek to correct with my project.

Objectives

In creating a more streamlined registration process for ELLs, I have both short- and long-

term goals. By next school year, I hope the new ENL registration process will yield more

appropriate timing and placement. The average amount of school days between a student’s

registration and his/her placement into an ENL program will be 5 days or less. In addition,

students whose registration process exceeds the mandated 10 school days will decrease to 20%

or less. Over the next five years, I hope the new ENL registration process will create an average

of 3 school days between registration and placement. Also, students who registration process

exceeds the mandated 10 school days will decrease to 5% or less.

Project Planning

Reforming the ENL registration process will include steps which extend from District

Office to each student’s school building. Registration will begin at District Office. If a student is

indicated to have a language other than English spoken at home, an ENL Folder will be created.

This folder will be sent to the child’s school building. At the building level, the child’s ENL

teacher will be responsible for screening the student with the NYSITELL (New York State

Identification Test for English Language Learners). Once completed, the folder will be sent to

the district administrator, so that the information can be input into the ELL data management

system and reported to the state. A detailed flow chart of the aforementioned steps can be found

in Appendix A.

Project Description

In order to carry out this plan, a few resources are necessary. Administrator-created ENL

folders, ENL screening kits for ENL teachers, and professional development on the new

registration process will all be needed immediately. No additional personnel will be needed, as

current ENL teachers will be responsible for a large portion of the registration process.

Professional development will be carried out at ENL department meetings. This new process

does not largely affect the budget, as folders are made within the district’s publications

department. The only expense would be ENL screening kits; these kits consist of folders of

information pertinent to screening. Each of the district’s 5 buildings will receive a kit; the

department would have to purchase bins and folders to accommodate.

Project Implementation

After establishing a plan for the project, I put it into motion. First, I visited the district’s

registration office. I met with the registration professional and explained to him his new role in

ENL registration. After discussing how my ENL registration folders would impact the district,

we discussed any questions he had. These included where he should send the folders once he had

filled in his portion and how to input information into the district’s data management system.

Before meeting with the teachers, I compiled the necessary resources for each building.

For each of Deer Park’s five buildings, I created a large crate filled with detailed ENL

registration instructions (Appendix A), districtwide informal interview questions, copies of the

NYSITELL state assessment, additional ENL registration folders, districtwide letters indicating a

child’s ENL placement in multiple languages, and student intake sheets to keep records of

student who may have been screened for ENL but did not place into the program.

After compiling resources for the teachers, I held a K-12 ENL department meeting to

explain the new process; this meeting was held in September. We went over what the new

folders would mean for the ENL registration process, my expectations for teachers in the new

registration process, and any questions they had.

Since September, I’ve checked in with teachers once per month on the registration

process. I send out a list of all the students I have listed in the ENL program. Teachers are

expected to review the list and see if there are any students who are missing or who have since

left. This allows me to have a conversation with teachers as to why a student may have been

missing, and how we can better the process going forward.

Based on the data, I feel that my objectives have not only been met but have been exceeded.

After seeing that 27.59% of registered ENL students were not placed into an ENL program

within the mandated 10 school days, I had hoped to lower that percentage to 20% or less. From

September to early May, 0% of students were not placed into an ENL program within the

mandated 10 school days. Additionally, the average time between registration and ENL

placement was 7.89 school days. I had hoped to get this number down to 5 days or less. The

actual average number of days from the data collected between September and early May was

4.62.

Project Reflection

I feel that the process of creating the ENL registration folders was much less daunting

after using concrete data to evaluate the needs. From this assessment, the solution to the problem

became much clearer. Its implementation involved a lot of administrative work “behind the

scenes,” but because of this, teachers were very receptive to the change in procedure. I am

extremely happy with the end result of the project, given the aforementioned data. With this

being said, I feel that the project can be revised for future use.

For example, in February, the state mandated that all NYSITELL testing must be done

locally but scored by a Regional Information Center. The draft of the registration folder I had in

September did not account for this information. After revising, however, we were able to

accommodate state law and also maintain meaningful data for the district using the folders.

Immersing myself in this project allowed me to learn exactly how much work a

seemingly small change can take. With that being said, I feel this work is so meaningful and, if

done correctly, can implement positive changes for years to come.
