Transport Canada (TC) is not aware whether the Province has shared its list of 11 marine satety gaps and/or consulted Kinder Morgan on this list. However, we do know that Kinder Morgan has met with the Government of BC on this issue and is very concerned with ensuring the provincial and federal governments come to an agreement as soon as possible on what will be required to satisfy BC's conditions. This meeting is an opportunity to gain information on Kinder Morgan's views on the Province's list of marine safety gaps and how they see their role in filling these gaps. In a meeting with the former Deputy Minister, Kinder Morgan noted they expect to play a role in ensuring BC's condition for salvage tugs in southern BC is met. It would be useful to explore further with Kinder Morgan their views on government vs industry responsibility (including funding) for tugs, in particular, and for the marine safety system, more generally. From TC's perspective, based on an initial, high-level assessment, most of the points identified by BC may be considered as part of a comprehensive strategy to improve marine safety. One exception is BC's point TC will engage provincial officials to better understand BC's position and will consider its points as TC moves forward in advancing the Minister's mandate letter commitment of improving marine safety. 000003 SPEAKING POINTS We have had initial discussions with the Government of British Columbia on their conditions. Many of the items identified by the Province reflect discussions that have taken place with provincial officials and stakeholders, and provide valuable input into our thinking on how we can advance the Minister's mandate letter commitment to improve marine safety. We will want to consider, of course, how the points raised by the BC Government would fit into the marine safety system nationally and seek the view of other provinces. 1am aware you have had discussions with the Government of British Columbia. Is there anything that you can share with us as a result of these discussions? What role do you see Kinder Morgan playing in addressing British Columbia's list of marine safety gaps, given that several of the gaps identified by British Columbia are normally handled through commercial arrangements (e.g., tugs, crew and pilot training, response planning and response capacity). As you are likely aware, Indigenous groups and coastal communities are seeking to play a larger, more meaningful role in marine emergency preparedness and response. What role do you see Kinder Morgan or the certified Response Organizations playing in addressing this issue? Transport Canada will be engaging Provincial officials to get a better understanding of their submission.
