MESSAGE OF THE PUNONG

BARANGAY

The task of finding ways on how to properly

address the problems of our barangay is a continuing

process. Local government units, including the barangays

are constantly evolving, hence, its administrators must go

with the flow to be able to grasp the needs of his ever

changing community.

To be able to craft effective and meaningful projects and measures. A good

administrator must be armed with an effective tool that will show every aspect of governance.

Nowadays, the task of measuring the performances of every barangays is no longer a

challenge. The implementation of the Department of Interior and Local Government (DILG) of

the revolutionary Barangay Governance Performance Management System (BGPMS) equipped

with the Data Captured Form, a device where we can find the strengths and weaknesses of our

barangay, enables every barangays to assess its efficiency in the delivery of public service

accurately. Therefore, helping us analyze the roots of the problems in the service areas

concerned and come up with its solutions.

The result of the BGPMS which is the State of Barangay Governance Report (SBGR)

serves as our accomplishment for the past year. It shows aside from our major achievements

on barangay governance, the areas where we can enhance the delivery of basic services to our

constituents.

It is therefore with distinct honor that I congratulate the Department of Interior and

Local Government (DILG) and all the people behind the development of Barangay Governance

Performance Management System (BGPMS).

I am confident that its implementation is the start of an efficient and healthy barangay

governance.

BRIEF HISTORY

Barangay Sta. Cruz existed way back during the time where Barangays

were called “Barrios” and the Barangay Captains, “Tenyente Del Barrio.” It

was formally made into one of Quezon City’s barangay on July 26, 1962 by

virtue of a council resolution passed by then Quezon City Council.

Barangay Sta. Cruz got its name from “SANTA CRUZAN, The Santa

Cruzan is a popular religious festival held in many towns and cities

throughout the Philippines as the highlight of the month-long celebration

of Flores de Mayo during the month of May. It is usually celebrated with a

parade of decorated floats and elaborately dressed characters,

representing various aspects of the Virgin Mary and other figures. The

festival was introduced to the country during the Spanish period and

continues to be celebrated by Filipinos all over the world.

Big chunk of barangay Sta. Cruz’ area is called “Heroes’ Hills”– which

got its name because all the streets in the area were named after World

War II heroes. It was also the home of two language schools, the Alliance

Francaise and the Christian Language Study Center.

The Heroes Hills of old had many distinguished residents. They included

Prima- Ballerina Liza Macuja Elizalde, former Sen. Jovito Salonga, Quezon

City Rep. Vincent “Bingbong” Crisologo, the late television host Joe

Quirino, journalist Armando Malay and his family, including son-in-law

Rep. Satur Ocampo and his wife Bobbie Malay, economist Winnie Monsod,

contractor F. F. Cruz and painter Jose Joya.

3. Fiscal Information

Barangay Sta. Cruz is a mixed residential and commercial area. The Quezon

Avenue, where most of the major entertainment establishments are located, is the

commercial side while the Heroes’ Hills Subdivision comprises the residential area. The

under construction Fisher Mall, also in the said area, are expected by the many as a

factor that will contribute to the income and development of Barangay Sta. Cruz, in the

future when it operates at the beginning of the incoming year 2014. Small-scale

businesses belong also present with at least 20 % of the commercial activities to Sari-

sari Stores and ambulant vendors.

On the economic scale, residents’ status varies from the very rich to the very

poor, below the poverty line. The main source of income of the barangay is generated

from the real property taxes and community tax.

For the year 2014, Barangay Sta. Cruz ’income was SIX MILLION THREE TWENTY-

SEVEN THOUSAND NINE HUNDRED TWO & 82/100 ( Php 6, 027, 902. 82) derived from

the following :

4. Barangay Government

Barangay Sta. Cruz has its own buildings serving some offices of the barangay : the

Barangay Hall, the Senior Citizens Hall, SK building. Other barangay facilities include

Gym, Green Park, and Day-Care Center/Multi O Purpose Hall.

The incumbent barangay officials of Barangay Sta. Cruz led by its Punong

Barangay,Ernesto B. Baetiong, Sr. are now on their second (2 nd) term as barangay

officials.

To better improve its management and safeguard the welfare of its people, the

Sangguniang Barangay, in compliance with the directives of the local and national

government has established/organized important Barangay-Based Institutions (BBIs) or

Councils/Committees with the participation of CSOs, such as the Barangay

Development Council, Barangay Peace and Order Council, Barangay Disaster Risk

Reduction and Management Committee, the Barangay Council for the Protection of

Children, GAD, Barangay Ecological Solid Waste Management Committee, among

others.

VISION:

Generally, to support and be part of Quezon City’s grand design in improving the

quality of life through the development of its inhabitant’s physical, moral, spiritual,

economic and social aspects and particularly make Barangay Sta. Cruz a better place to

live in.

MISSION:

We commit to provide dependable and effective public services in response to the ever

growing needs of our community. To sustain development, encourage people’s

participation and foster peace and order through effective implementation of Laws,

Ordinances and Rules and Regulations and the preferential use of voluntary and

cultural mode of settling disputes thru mediation and conciliation proceedings under

the time honored principle of Salus Populi Est Suprema Lex”.

THE NEW BGPMS

The New Barangay Governance Performance and Management System (BGPMS) is a

self assessment and development tool that will enable the barangay government to

determine their capabilities and limitations in the delivery of basic services. This is

neither a “rating” nor a “scorecard” to “measure” specific local government unit. The

data and information gathered are useful in the identification of priority areas for

improvement to enable the barangay officials concerned to plan and implement

appropriate strategies and actions for their constituents.

The new BGPMS conceptual framework is focused on 5 performance areas and 13

services areas. Distributed along the 13 services areas are indicators and sub indicators

which represent the basic services every barangay should attain.

HOW IS THE BGMPS ACCOMPLISHED?

The New Barangay Governance Monitoring and Performance System (BGMPS) is

accomplished by filling - up the DILG form, known as the Data Capture Form (DCF). The

DCF contains the six (5) Performance and twelve (13) Service Areas.

The DCF should be answered based on the performance of the barangay for the

preceding year.

WHO ACCOMPLISHED THE DCF?

Accomplishing the Data Capture Form (DCF) requires the creation of the Barangay

Governance Monitoring and Performance System Committee.

The Committee is tasked to gather relevant information and data to be able to

faithfully accomplish the DCF.

For the year 2014, The Barangay Officials of Barangay Sta. Cruz worked diligently

to improve their lasts year’s performance in terms of the delivery of basic services to

their constituents.

With the last year’s output of Barangay Governance Performance Management

System or BGPMS, the barangay officials of Barangay Sta. Cruz was able to identify and

determine the service areas that requires attention and improvements.

Based on the five (5) performance areas of the BGPMS, Barangay Sta. Cruz

council has obtained an Over - all Performance Rating/Index of 80% for Calendar Year

2014.

Below is the result of the analysis of the DCF of Barangay Sta. Cruz showed how

the barangay officials performed in 2014 along the 5 performance areas are as follows:

The State of Barangay Governance Report shows that the barangay’s overall

performance rating is 80%. The area of Economic Development and Administrative

Sytems and Procedure should be the top priority for development considering that it

reflected a rating of 33% and 79% respectively, which has the least rating garnered.

In general, the level of effort which had brought about desirable performance or

condition in the areas of Social and Legislative Services has to be sustained.

Areas with identified gaps have to be given full consideration. Otherwise, the

pace of development and change will be hampered and hindered. Starting on the

ensuing year, the following initiatives shall be pursued, to wit:

The Enhanced Barangay Governance Performance Management System does not

merely focus on the measurement and presentation of quantitative and statistical data.

Identification of the contributory factors and attributes on the emergence of such

ratings is far more important. Identification of the strengths, weaknesses and gaps is

vital in the advent of a more responsive and effective delivery of public

service to the constituents and the community as a whole.

As such, it is imperative to identify, define and implore on the findngs relative to the
local governance of the barangay. Hereunder are the findings per Perfomance area.

This includes the Administrative System and Procedures the Sanggunian uses in

running the affairs of the barangay. It contains indicators that measure the

Barangays performance which include the assessment on the functionality of

barangay equipment or facilities. There are four (4) sub areas which include

Organizational Development, Barangay Administration, Citizens’ Participation and

Transparency.

This covers the Physical assets e.g. Barangay Hall, Equipment and fixtures

including inventory of manpower, attendance of officials to capability building

interventions, transparency measures initiated by the Barangay, and other

manifestation of compliance of Barangays to existing laws and regulations relative to

local governance.

On this performance area, we were able to garner an average performance

rating of 83% which denotes a relatively high score and distributed as follows:
