The features described in this document are implemented in the same way on macro, micro, and
LampSite base stations.
2 Overview
2.1 Definition
This overload control (OLC) feature provides multiple load adjustment methods for cells in
overloaded state to achieve a rapid decrease in the cell load.
2.2 Benefits
Overload control improves system stability as follows:
l The cell overload control quickly reduces the load of a cell when the power resource is
overloaded in the cell.
l Overload control of Iub transmission avoids the lack of QoS protection for ongoing services
caused by Iub transmission overload after a sudden decrease of bandwidth.
2.3 Architecture
The function of OLC is to rapidly reduce the load of a cell that is overloaded. The purpose of
OLC is to ensure the system stability and provide the required QoS for most UEs using the
following methods:
This document only describes cell power-related overload control. For details about overload
congestion caused by Iub bandwidth, see Transmission Resource Management Feature
Parameter Description.
3 Overload Triggering
Only the power resource and Iub bandwidth involve the overload state. Hard resources such as
the code resource and credit resource do not have the overload state.

In the case of power resource overload, the downlink OLC algorithm triggers the overload state
based on the total TCP load in the R99 cell or the sum load of non-HSPA power and HSDPA
GBP in the HSDPA cell. The uplink OLC algorithm selection depends on the following
conditions:
If measurement of the total uplink load corresponding to the actual uplink service load is unavailable, for
example, when the relevant NodeB boards do not report the measurement results, the uplink OLC algorithm
will trigger the overload state based on the total RTWP load of the cell.
You can enable OLC using the UL_UU_OLC and DL_UU_OLC sub-parameters of the
NBMLdcAlgoSwitch(BSC6900,BSC6910) parameter.
The following figure shows the triggering and release of cell power overload state.

As shown in Figure 3-1, if the UL/DL load of the cell is higher than or equal to the UlOlcTrigThd
(BSC6900,BSC6910) or DlOlcTrigThd(BSC6900,BSC6910) for a hysteresis time, the cell is in
the overload state, and the related overload handling action is performed. If the current UL/DL
load of the cell decreases to be lower than the UlOlcRelThd(BSC6900,BSC6910) or
DlOlcRelThd(BSC6900,BSC6910) for a hysteresis time, the overload state of the cell is released
and the related overload handling is canceled.
NOTE
For the downlink, the hysteresis time is specified by the parameter DlLdTrnsHysTime
(BSC6900,BSC6910); for the uplink, the hysteresis time is 600 ms.
The UL or DL OLC trigger threshold of a DC-HSDPA cell group equals the sum of the UL or
DL OLC trigger thresholds of the two cells in this group. The UL or DL OLC release threshold
of a DC-HSDPA cell group equals the sum of the UL or DL OLC release thresholds of the two
cells in this group. If a DC-HSDPA cell group is overloaded, the related overload handling is
separately performed in each cell.
NOTE
In a DC-HSUPA cell, OLC triggering and execution separately occur in the two cells.
NOTE
According to 3GPP, the NodeB does not check the total load of the non-HSDPA power and the GBP.
Therefore, the recommended setting of OLC_EVENTMEAS is 0 for HSDPA cells.
4 OLC Procedure
When a cell is overloaded, the RNC takes one of the following actions in each period specified
by the OlcPeriodTimerLen(BSC6900,BSC6910) parameter until the overload state ends:
l Performing TF control on BE services
l Switching BE services to common channels
l Adjusting the maximum FACH TX power
l Releasing some RABs
NOTE
When the cell is in the overload congestion state, the following rules apply:

5. If the congestion state is cleared, the RNC sends the congestion clearance indication to the
MAC. At the same time, the rate recovery timer (RateRecoverTimerLen
(BSC6900,BSC6910)) is started. When this timer expires, the MAC increases the data rate
step by step.
MAC resumes the TFC selection by calculating the maximum TB number according to the
following formula:
TFmax(N+1) = TFmax(N) x RateRecoverCoeff
where:
l TFmax(0) is the maximum TB number of the BE service before congestion clearance
indication is received.
l TFmax(N+1) is the maximum TB number during the period from (T1 +
RateRecoverTimerLen(BSC6900,BSC6910) x N) to (T1 + RateRecoverTimerLen
(BSC6900,BSC6910) x (N + 1)), with T1 being the time when the MAC receives the
congestion clearance indication message.
l RateRecoverCoeff is specified by the RecoverCoef(BSC6900,BSC6910) parameter.
1. The OLC algorithm sorts DCH RABs in ascending order of integrated priority.
2. The OLC algorithm selects RABs that meet the following conditions:
l RABs with a rate higher than UlDcccRateThd(BSC6900,BSC6910).
For details about the parameter, see DCCC Feature Parameter Description.
l RABs with the lowest integrated priorities.
The number of selected RABs is specified by the UlOlcFTFRstrctRabNum
(BSC6900,BSC6910) parameter.
If the RNC fails to find an appropriate service, the OLC performs the next action.
3. The RNC sends the TRANSPORT FORMAT COMBINATION CONTROL message to
the UE that accesses the specified service. This message contains the following IEs:
l Transport Format Combination Set Identity: defines the available TFC for the UE, that
is, the restricted TFC sub-set, which is always the two TFCs corresponding to the lowest
data rate.
l TFC Control Duration: defines the period in which the restricted TFC sub-set is applied.
It is set to a random value (integer multiples of 10 ms) in the range of 10 ms to 5120
ms to avoid concurrent data rate upsizing.
After the TFC control duration expires, the UE can apply for any TFC of TFCS before
the TF control was implemented.
In the case of uplink BE services, if the control RTWP anti-interference function switch
(NBMCacAlgoSwitch(BSC6900,BSC6910): RTWP_RESIST_DISTURB) is turned on, the
RNC checks whether the uplink equivalent user load proportion of the cell is lower than 40%.
If it is lower than 40%, the RNC does not switch the uplink BE services to common channels.
1. The OLC algorithm sorts UEs that are using BE services in the PS domain in ascending
order of integrated priority.
2. The OLC algorithm selects UEs with the lowest integrated priorities. The number of
selected UEs is specified by TransCchUserNum(BSC6900,BSC6910). If the selection
fails, the OLC takes the next action.
NOTE
1. Set the maximum FACH transmit power to the target value, which can be calculated using
the following formula:
Ptarget = Pmax - Delta
where
l Ptarget is the target maximum transmit power.
l Pmax is the maximum FACH transmit power MaxFachPower(BSC6900,BSC6910).
l Delta is the FACH power reduction step FACHPwrReduceValue
(BSC6900,BSC6910).
2. If the congestion state is cleared after the power adjustment, the system starts the FACH
power restoration timer, which is 5s. If the system stays in the normal state during the 5s
period, the original maximum FACH transmit power will be restored when the timer
expires.
NOTE
The preceding power adjustment applies to the FACH carrying common services but not MBMS services.
1. The OLC algorithm sorts all RABs, including those of HSUPA and DCH services, in
ascending order of integrated priority.
2. The OLC algorithm selects the RABs with the lowest integrated priorities. If multiple RABs
have identical integrated priorities, the RAB with the highest rate (that is, the current rate
for DCH RAB or the GBR for HSUPA RAB) in the uplink is selected. The number of
selected RABs is specified by UlOlcTraffRelRabNum(BSC6900,BSC6910).
3. The selected RABs are released.
Some MBMS-related algorithms do not take effect on the BSC6910 because the BSC6910 does not support
MBMS-related features.
1. The OLC algorithm sorts all non-MBMS RABs in ascending order of integrated priority.
2. The OLC algorithm selects the RABs with the lowest integrated priorities. If multiple RABs
have identical integrated priorities, the RAB with the highest rate (that is, the current rate
for DCH RAB or the GBR for HSDPA RAB) in the downlink is selected. The number of
selected RABs is specified by DlOlcTraffRelRabNum(BSC6900,BSC6910).
3. The selected RABs are released.
4. If all non-MBMS RABs are released but the congestion state persists in the downlink,
MBMS RABs are selected and then released.
1. The OLC algorithm sorts all MBMS RABs in ascending order of ARP.
2. The OLC algorithm selects the RABs with the lowest integrated priorities. The number of
selected RABs is specified by MbmsOlcRelNum(BSC6900,BSC6910)
3. The selected RABs are released.
4. If all MBMS RABs are released but the congestion state persists in the downlink, non-
MBMS RABs are selected and then released.

6.1 Deployment

6.1.3 Activation
5. Run the RNC MML command ADD UCELLOLC to set the parameter related to OLC
actions.
l When configuring the feature on the CME, perform a single configuration first, and then perform a
batch modification if required.
l Configure the parameters of a single object before a batch modification. Perform a batch modification
before logging out of the parameter setting interface.
Set parameters on the CME according to the operation sequence described in Table 6-1. For
instructions on how to perform the CME single configuration, see CME Single Configuration
Operation Guide.
Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center)
To modify objects in batches, click on the CME to start the batch modification wizard. For
instructions on how to perform a batch modification through the CME batch modification center,
press F1 on the wizard interface to obtain online help.

If any one of the counters for an overload control action exceeds 0, this action has taken effect.

6.1.5 Deactivation
l When configuring the feature on the CME, perform a single configuration first, and then perform a
batch modification if required.
l Configure the parameters of a single object before a batch modification. Perform a batch modification
before logging out of the parameter setting interface.
Set parameters on the CME according to the operation sequence described in Table 6-3. For
instructions on how to perform the CME single configuration, see CME Single Configuration
Operation Guide.
