Versus

1. The Chief Secretary to Govt. of Haryana, Chandigarh.

2. The Administrative Secretary to the Department of Finance, Haryana.
3. The Administrative Secretary to the Department of Industries, Haryana.

Respectfully showeth:

It is humbly submitted that:

1. The Haryana Khadi and Village Industries Board was separated from Punjab
adopting the Punjab Khadi & Village Industries Board Act, 1955, whereas the
official website of the Haryana Khadi & VI Board uploaded wrong Act of the
Board, besides it wrong materials also got regularly printed related to Act,
misguiding seniors with public.
2. The Govt. of Haryana appointed on deputation State Accounts Services officers to
the Haryana Khadi & VI Board as Section Officer, Accounts Officer and Senior
Accounts Officer, these two AO and SAO are the gazette officers with higher scale
then the Section Officer (Legal and Recovery) of the Haryana Khadi & VI Board.
3. As per Govt. of Haryana orders, one Haryana Civil Services officer was appointed
as Secretary of the Board against vacant post, joined as Secretary, Haryana Khadi
& VI Board as on 6-7-2017 and then he was transferred as Secretary of the Board to
the Chandigarh Administration, all relevant copies are attached here with as ready
references. It would also be pertinent to mention here that perjury was committed
to misrepresenting the office of Secretary of the Board; even Court of law was also
misguided related to joining of the HCS officer as Secretary.
4. The Secretary position of the Haryana Khadi and VI Board comes after the Chief
Executive of the Board, having some duties and functions, which can’t be filled up
amongst the Haryana Khadi & VI Board officials, besides it either Board of
Directors along with the Chief Executive of the Board have No legal rights and
Authority to appoint Secretary.
5. As per human rights of dignity of the officers of State Accounts Services, posted
under Secretary of the Haryana Khadi & VI Board on deputation as SAO, AO and
SO, whereas office of the Secretary occupied unlawfully and illegally by a third class
Section Officer (Legal & Recovery) of the Haryana Khadi & VI Board, badly
 violated the human rights of dignity, which needs immediate restoration, holding
responsibilities of the tainted officials of the system.
6. As per orders passed in CWP No 16488 of 2017 on Dated 9-5-2017 by the Hon’ble
Punjab & Haryana High Court, copy attached as ready references, status quo has
been clarified and there is No stay, if Govt. of Haryana appoint Regular Secretary of
the Board as per law.

Prayers:

1. Restoration of dignity of State Accounts Service officers, posted as SAO and AO

with SO under the Administrative control of Section Officer (Legal & Recovery),
occupying the office of Secretary unlawfully and illegally, even Haryana Civil
Officer joined his duties as on 6-7-2017 and transferred as Secretary to the
Chandigarh Administration.
2. Appointment of full time Secretary to the Haryana Khadi & VI board amongst HCS
/ HSS cadres.
3. Set aside all minutes and proceedings, recorded by a salary paid official of the
Haryana Khadi & VI Board against the Board Act and laws.
4. Proper adoption and modification of the Punjab Khadi & VI Board Act, 1955, for
implementation in Haryana, proper functioning of the Board.
