I. Background and brief description of the Project

The Republic of Tajikistan received a loan and grants from the Asian Development Bank (ADB) to finance
the project “Strengthening Technical and Vocational Education and Training” (Loan Number-3309 TAJ
(SF): Grant Number-0452 TAJ (SF) / Grant Number-0453 TAJ (SF)) to be implemented in 2016-2021.
Part of these funds shall be used to engage national consulting company to provide supervision on civil
works quality and environmental impact within project sites. MOLME RT is the Executing agency (EA) of
the Project. PAG responsible for the ongoing implementation of the project activities. Coordination and
management of activities within the Project shall be carried out by PAG and under the direct supervision
of Project Manager.

II. Objectives of the Assignment

The main objective of the assignment is:

1. To supervise the construction/rehabilitation works to ensure that they are carried out according to
the approved plans, the agreed time schedule and ensure that the quality requirements are
respected; and
2. To inspect/check to ensure all civil works are done with high quality workmanship, strongly
following Environmental Plan and report to the Project Manager on any completed works that
require modifications or improvements.

III. Scope of Services, Tasks (Components) and Expected Deliverables

3.1. Scope of Services

Consultant shall be responsible for:


- Visiting sites to ensure all civil works are completed in accordance with the Environmental Plan,
plans/drawing and specifications for the rehabilitation of classrooms, workshops, dormitories,
electrical wirings, plumbing and sanitary facilities in lyceums/Adult Learning Centres (ALCs);
- Inspection/check to ensure all civil works are done with high quality workmanship, strongly
following Environmental Plan and reporting to the Project Manager on any completed works that
require modifications or improvements;
- Getting familiarized with the civil works contract warranty provisions and training school
principals/managers on the procedures for reporting works defects that require repairs or
rectifications;
- Preparing a manual and a program for school facilities maintenance and training the school
principals/managers on how these facilities maintenance programs should be implemented; and
- Performing other tasks PAG may assign related to project civil works.

3.3 Expected Deliverables

The scope of services covers supporting TVET Tajikistan with a comprehensive Technical Assistance to
upgrade the facilities of the twenty eight (28) lyceums and adult learning centers, by the provision of
adequate supervision for the rehabilitation of relevant works as follows:

- Supervision of the Implementation of the Rehabilitation Works.

During the construction / rehabilitation period, the Consultant shall assist the Client in all aspects of
supervision of the rehabilitation of the works in accordance with sound technical, administrative, financial
and economic practices and in accordance with the duties and responsibilities assigned to him.
 The Consultant shall perform all duties and tasks to ensure that the best construction practices are
followed and that the final product is completed within the allocated construction/delivery period and
is in all respect equal to or better than the minimum specified, at the most economic costs, and is
executed in full compliance with the Contract Documents.
 At the start of the construction period, the Consultant shall review, and instruct the Contractor to
implement, the environmental mitigation and monitoring measures set out in the Environmental
Management Plan (EMP) and relevant check list.
 Review and approve the detailed work programme drafted by the Contractor for each site. However,
the Consultant shall provide assistance to the Contractor when needed in the development of
detailed work program. Such assistance includes the coordination with the Contractor and the
finalization of this program based on the available resources.

 Issue the “Commencement of Works” to the Contractor.
 Follow-up on site supervision visits by the different disciplines designers (architectural, structural,
electrical, and mechanical) at intervals appropriate to the various stages of construction.
 Monitor, supervise and inspect the quality of the works as to ensure conformity with the
Specifications, Bill of Quantities (BOQ), Drawings and design requirements.
 Review with the engineers at TVET, architectural drawings to ensure that space provisions and
specifications are interpreted correctly so as to minimize changes during construction, and to remain
in line with the Rehabilitation Contract conditions.
 Provide any needed design, details, information and clarifications necessary during the
implementation phase for the Contractor to be able to carry out the construction /rehabilitation works;
 Examine and approve the implementation plan proposed by the Contractor and ensure systematic
and periodic feedback and the regular updating of the plan and resource allocations;
 Review and assist where needed, and approve the Contractor’s proposals related to materials,
equipment and methods of construction (rehabilitation) and advise the Client accordingly;
 Review and approve Shop-drawings; assess any design modifications that may become necessary
during construction /rehabilitation, and propose technically acceptable amendments;
 Monitor construction methods and operations to ensure compliance with the contract documents (bill
of quantities, drawings and specifications);
 Monitor construction/rehabilitation progress to ensure compliance with the agreed work schedules
and propose measures to expedite implementation;
 Ensure that the Contractor submits all necessary documents such as purchase orders, inspection
certificates and progress reports, etc. for the Consultant’s approval and monitor the availability of key
resources and materials orders and identify any shortcomings;
 Ensure that a daily diary of the progress of the works on site is maintained, containing weather
conditions, personnel present and work accomplished, resources applied and shortfalls, deliveries,
inspection, survey checks, testing, instructions issued, visits by others, and all other events of
significance occurring during the day. These records, supplemented by field measurements, monthly
estimates of quantities of work accomplished by the Contractor (through Request for Inspections)
shall be compiled as a basis for assessing periodic payments;
 Review of the execution drawings and documents to ensure proper implementation;
 Generally inspect materials delivered to site;
 As appropriate, instruct sample taking and carrying out tests of materials, components, techniques
and workmanship and examine the conduct and results of such tests whether on or off site.
 As appropriate, instruct the opening up of completed work to determine that it is generally in
accordance with the Contract Documents.
 Maintain information relevant to progress, performance, quality, quantity, resources and cost. This
information shall be used in preparing monthly, final measurement and payment certificates as well
as periodic reports;
 Prepare supervision mission reports on work carried out by the Contractor and highlight problems,
obstacles, shortcomings and recommendations.
 Expedite submission of monthly and final payment certificates by the Contractor for approval by the
Client. These shall be based on surveyor measurement of completed works, bearing in mind the
results of inspections and testing;
 As appropriate visit the sites of extraction and fabrication and assembly of materials and components
to inspect such materials and workmanship before delivery to site.
 Supervise and approve testing and commissioning of the constructed works. Perform quality control
and quality assurance activities, follow up and evaluation;
 Reject sub-standard work and document any material or test not in compliance with the contract
documents;
 Prepare variation orders and submit them to the Client for approval prior to issuing them to the
Contractor, as per stipulation of the construction / rehabilitation contract. This shall include the
analysis of the cost of new items of work that may arise during construction and which are not
specified in the Bidding documents for approval by the Client;
 Progressively check of the as-built drawings prepared by the Contractor for fully completed or parts
of the works.
 Anticipate potential claims and take steps to mitigate their effect. Record, appraise and advise the
Client on any claim relating to time or cost submitted by the Contractor;
 Close coordination and full cooperation with and under TVET and any appointed representative.
 Participate in weekly meetings or any other meeting set by the Client or any appointed
representative;

 Advice the Client on contractual issues as well as matters related to policy, programming and cost
control;
 Assist in the amicable settlement of disputes or differences, which may arise during the assignment
between the Client and the Contractors;
 Provide legal advice and take an active role on any legal issue that might arise at a later stage in the
project;
 Monitor and supervise the proper implementation of the EMP guidelines and other environmental
and safety requests.
 Review and approve the As-Built Drawings and documents submitted by the Contractor latest before
the provisional take over;
 Participation in the take-over committee inspections of completed works and preparation of a
deficiencies list for all outstanding or substandard items;
 Inspection for provisional take-over and submission of detailed report and recommendations to the
Client;
 Issue the Taking Over certificate of the completion of works.
 Carry out any additional services which might be requested by TVET Tajikistan during the Defects
Notification Period at no additional costs, and issue the final taking over certificate upon satisfactory
completion of this period.

5. Reporting Requirements and Time Schedule for Deliverables:


5.1. Reports

Three (3) copies of the reports required by these terms of reference must be submitted to the Project
Director identified in the contract. The reports must be written in Tajik or Russian. The Project Director is
responsible for approving the reports. The Consultant shall also provide electronic copy of each of these
reports. The types of reports and tentative reporting schedule will be as shown below:

5.1.1. Inception Reports

An Inception Report, to be submitted within two (2) weeks after contract‟ signature , which include the
evaluation of the actual status of the existing buildings; findings and recommendations including identified
risks and risks mitigations. However, the inception report shall include the following:
 the consultants work plan to completion of the services;
 the consultants staff organisation;
 the consultants confirmation of all team nominees together with the submission of any
curriculum vitae of replacement team members, for acceptance; o the schedule of inputs
and the team mobilization plan and the time of their mobilization;
 a schedule of submission of all reports required by these terms of reference;
 a template of the monthly progress and quarterly progress reports for approval;

5.1.2. Weekly Progress Reports

The Consultant will, no later than each Friday, prepare a brief progress report summarizing the
work accomplished by the team for the preceding week. The report will outline any problems encountered
(administrative, technical or financial) and give recommendations on how these problems may be
overcome. The report should record the status of payment of contractors weekly certificates, of all claims
for cost or time extensions, variation orders proposed and approved, and of actions required of the PAG
TVET to permit unconstrained works implementation.
The progress reports shall describe the progress of the consultants work plan, mobilization
schedule, staff utilization, invoice submission and invoice payment, together with any problems that the
consultant is experiencing in the discharge of his duties, together with corrective measures that will be
applied in order to bring the work plan, staffing schedule and staff utilization back to those plans and
schedules described and agreed after submission of the Inception Report. The progress reports will
report on the agreed contractors work plans. The progress reports will reproduce these plans and
demonstrate for each activity in the plan whether the activity is ahead of, on time, or behind the agreed
plan.
If behind schedule, the progress report will detail all actions being taken and agreed with the PAG
and the Contractors to correct the anticipated lapse in the programmes. The reports will notify of all
invoices submitted by the contractors for payment in accordance with their contracts together with type of
payment certificate, value of certificate, approval of amounts for payment, description of amounts withheld
from payment and reasons for withholding, cumulative amounts of payments and cumulative amounts
withheld pending further certification. Every third progress report will be a quarterly report. Progress
reports should be presented to make sure that the selected contractor is fulfilling all his duties during the
project’s implementation phase.

5.1.4. Monthly Reports

The Consultant will prepare a comprehensive report summarizing all activities under the project at
the end of each Month as detailed above, and also at other times when considered warranted by either
the Consultant or the Client because of delay of the construction works or because of the occurrence of
technical or contractual difficulties. Such reports shall summarize not only” the activities of the
Consultant”:
 the progress of the Contracts,
 all contract variations and change orders,
 the status of Contractor claims, if any, and will include brief descriptions of the technical
and contractual problems being encountered and other relevant information for each on
going contracts/lot.
 The report should be a situation report on the review of designs, monitoring and
compliance with the various plans included in the works contracts, including the
environmental action plan;
 the health and safety plan.

5.1.5. Technical Reports

The Consultant will produce as necessary technical reports dealing with technical matters arising
during the project. In particular, for each major design change, the Consultant shall prepare a detailed
design review report containing:
 The data on which the original assessment or survey and design was based;
 A complete record of all new design data relevant to the design review;
 An as-built record showing the location and detailed dimensions of all work carried out to
date under the contract;
 A summary of all previously approved Change Orders and Contract Addenda;
 A description of the design assumptions adopted where these differ in any way from the
standards adopted for the project:
 Drawings clearly showing both the original design and the proposed revised design;
 A rescheduled list of quantities and costs, relevant to the proposed revised design; and o
Drawings showing the exact location of the proposed design changes

5.1.6. Draft Completion Report

The Consultant shall prepare and submit a Draft Completion Report not later than one month
before the commencement of the defects notification period. It shall give the type, quality and quantity of
materials used in the works and any other relevant information relating to the works.

5.1.7. Final Completion Reports

The Consultant will prepare a comprehensive final Completion Report for each site of the
rehabilitation contracts when project reaches a stage of substantial completion during the period of the
services. These reports must be submitted immediately after the Taking Over of each site of the contract
shall summarize the method of construction, the construction supervision performed, as built drawings,
problems encountered & solutions undertaken and recommendations for future projects of similar nature
to be undertaken by the Client. In the end, the Consultant will then summarize and consolidate in a single
Final Report comprising the key information from the all Final Completion Reports of the various sites.
After submission of the final taking over certificate the Consultant will submit a final report with a final
invoice.

5.2. Approval documents by the Client.

First of all PAG will approve prepared by consultant the tender documents;
In addition, the Consultant will be required to obtain prior written approval by TVET before taking any of
the following actions:
 Issuing notice to commence the work;
 Consenting to subcontracting of any part of the Works;
 Certifying additional cost determined;
 Ordering suspension of work;
 Issuing order for Special Tests not provided in the Contract and determining the cost of
such tests, which shall be added to the contract price;
 Issuing changes or additional Specifications;
 Approving an extension of time;
 Approving new rates either for existing items of work, which arises from variation
quantities beyond the limit, defined in the contract or fixing rates of non-priced works
involving any extra item and certifying any additional cost determined under the
provisions of contract;
 Issuing a variation in BOQ Items;
 Issuing orders of new items of works (Non-BOQ items).

5.3. Commencement date & Period of implementation of tasks


The intended commencement date is May 2018 and the total period of the contract will be eighteen (18)
months from this date. The starting date of the supervision will begin in parallel to the project
implementation period and will end immediately after its closing stage. It is expected that this phase will
be implemented during (May 2018 till end of November 2019) and will not exceed a total duration of (18)
months.

Position: Chief Civil Work Supervisor/Team Leader.

1. Background and brief description of the Project

The Republic of Tajikistan received a loan and grants from the Asian Development Bank (ADB) to
finance the project “Strengthening Technical and Vocational Education and Training” (Loan Number-3309
TAJ (SF): Grant Number-0452 TAJ (SF) / Grant Number-0453 TAJ (SF)) to be implemented in 2016-
2021. Part of these funds will be used to engage a National consulting company for civil works
management and supervision in 28 project sites. The Ministry of Labor, Migration, and Employment
(MOLME) is the Executing agency (EA) of the Project. The project administration group (PAG) under
MOLME is responsible for implementation of project activities.
Coordination and management of activities within the Project will be carried out by PAG and
under the direct supervision of the Project Manager.

2. Objectives of the Assignment

The Chief Civil Work Supervisor/Team Leader will be responsible for overall project management
in performing the scope of work indicated in above of this TOR and manage the team of organization to
fulfil their obligation strongly according to the TOR.

3. Scope of Works

The Chief Civil Work Supervisor/Team Leader will lead the review of the detailed engineering
design including technical specifications (including bill of quantities), drawings, and construction methods
against Tajikistan construction and renovation standards and norms. Propose modifications, if necessary.
Review, approve within his competency, and issue variation orders (scope, cost, materials, time).
Conduct revision of the drawings, cost, materials and specifications for all 28 TVET project sites. Advise
the Project Director with the day-to-day coordination and supervision of team, including implementation
status and issues, and preparation of regular progress reports.

4. Qualification Requirements
The availability of 15 years of experience in designing Educational Facilities by the licensed civil work
engineer will be advantage. The Chief Civil Work Supervisor/Team Leader should be familiar with
various international standards for design and construction (FIDIC) including stage of works and
method of construction/renovation such as temporary works, construction plans, schedules, design
method, assignments of equipment and personnel, testing and trials, and drawings. Availability of
experience in similar projects and geographic areas, proficiency in written and spoken Russian,
English; and knowledge of locally spoken languages are an advantage.

The Site Construction Supervisors will be responsible for technical supervision over the
performance of construction/rehabilitation and installation works and take part in acceptance of completed
facilities from contracting firms for all 28 TVET project sites. The incumbent will work as an integral part of
the project team, to perform the following duties.

The Site Construction Supervisors shall


- control the progress in the implementation of rehabilitation works plans, the compliance of
volumes, timing and quality of rehabilitation and installation works;
- regularly monitor and perform the quality control of the Contractor's construction/rehabilitation
works and materials;
- determine the conformity of the performed construction/rehabilitation works to the requirements of
the quality assurance program and their compliance with the contracts requirements and
specifications, construction norms and standards, and to approved design estimates, working
drawings;
- study the causes of failure of terms and deterioration of the quality of construction/rehabilitation
and installation works, take measures to prevent and eliminate them;
- review and comment on, if requested by the Project Manager, the Contractor's applications for
progress payments.
- estimate, if required, completed work and materials on site for payment according to the terms of
the construction contract;
- carry out technical acceptance of completed construction/rehabilitation works, prepare necessary
technical documentation;
- participate in the work of commissions for the acceptance of constructed/rehabilitated facilities.
- control the quality of elimination by Contractors of shortcomings, defects in the terms established
by the commission;
- keep records of completed construction/rehabilitation works and prepare the necessary data for
reporting on the implementation of construction/rehabilitation plans.

4. Qualification Requirements

University degree in Civil Engineering, Architecture or any related fields and work experience in
the position of Site Construction Supervisors for 10 years is preferred.
The Site Construction Supervisor preferable qualifications:
 The knowledge in methodical and normative materials on the performance of
construction and rehabilitation works;
 technical conditions and schedules of construction and rehabilitation works;
 standards, specifications for construction materials, parts, structures; construction
regulations;
 technology and methods of conducting construction and rehabilitation works;
 the order of acceptance of facilities completed by construction/rehabilitation, and
methods for monitoring their quality;
 the procedure for processing design estimates and other technical documentation;
 advanced domestic and foreign experience in the design and construction/rehabilitation;
 the technical, economic, environmental and social requirements for the projected
facilities and;
 organization of labor and production.

performance of construction/rehabilitation and installation technical documentary, checking all bidding
documents and take part in acceptance of completed facilities from contracting firms for all 28 TVET
project sites. The incumbent will work as an integral part of the project team, to perform the following
duties

The Construction Documents Supervisor shall


- Review drawings, Bill of Quantities (BoQs) and specifications before transfer to the State Expert
Committee.
- Prepare tender documents with procurement officer;
- Guide the Evaluation committee during evaluation of the tender’s in accordance with the ADB
rules for procurement of works and prepare a draft of tender analysis report with recommendation
for the eligible Contractor from the technical and financial point of view.
- Assist in tendering of the project;
- Assist during tender phase and prepare answers to potential queries of the Bidders;
- Assist in the evaluation of the Bids, and prepare the bid evaluation report in accordance with
ADB’s guidance and requirements;
- -Assist in contract negations and contract award;

- Establishing and maintaining cost control and monitoring cost, issuing of payment certificates;
- Quality Control during Manufacturing of Equipment and Witnessing of selected Factory Tests;
- Supervision of dismantling and construction works to ensure required quality and progress of the
Project;
- Assist in overall implementation of the environmental management plan (EMP) and monitoring
contractor’s implementation of environmental mitigation measures as outlined in the EMP;
- Assessment of Contractors’ Claims and related claim management;
- Provide capacity building to the TVET in environmental safeguards. Assist TVET in preparing
semi-annual safeguard monitoring reports and to provide early warning and reporting of any
potential safeguard risks with detailed description of the event and proposed corrective actions;
- Approval of methods and procedures for commissioning tests to be submitted by Contractors;
- Witnessing of Contractor’s tests on completion and commissioning;
- Preparation and follow-up of deficiency lists for Contractors;
- Assistance in issuing of Provisional Taking Over Certificates;
- Compilation and checking on correctness of Contractors’ final technical documentation and
operation and maintenance manuals;
- Provision of Home Office support for the assistance to TVET in the relevant technical matters;
- Review of project progress and preparation of quarterly progress reports.

and installation works, take measures to prevent and eliminate them;
- review and comment on, if requested by the Project Manager, the Contractor's applications for
progress payments.

4. Qualification Requirements

University degree in Civil Engineering, Architecture or any related fields and work experience in the
position of Construction Documents Supervisor, The Construction Documents Supervisor’s preferable
qualifications:

 knowledge in methodical and normative materials on the performance of construction and


rehabilitation works;

 technical conditions and schedules of construction and rehabilitation works;
 standards, specifications for construction materials, parts, structures;
 construction regulations;
 technology and methods of conducting construction and rehabilitation works;
 the order of acceptance of facilities completed by construction/rehabilitation, and methods for
monitoring their quality;
 the procedure for processing design estimates and other technical documentation;
 advanced domestic and foreign experience in the design and construction/rehabilitation;
 the technical, economic, environmental and social requirements for the projected facilities, and;
 organization of labor and production.

In addition, availability of experience in projects, proficiency in written and spoken Russian, English
and knowledge of locally spoken languages are an advantage.

finance the project “Strengthening Technical and Vocational Education and Training” (Loan Number-3309
TAJ (SF): Grant Number-0452 TAJ (SF) / Grant Number-0453 TAJ (SF)) to be implemented in 2016-
2021. Part of these funds will be used to engage a National consulting company for civil works
management and supervision in 28 project sites. The Ministry of Labor, Migration, and Employment
(MOLME) is the Executing agency (EA) of the Project. The project administration group (PAG) under
MOLME is responsible for implementation of project activities.
Coordination and management of activities within the Project will be carried out by PAG and
under the direct supervision of the Project Manager.

6. Objectives of the Assignment


Mechanical Engineer is responsible for quality control of the completed Mechanical and Plumbing
parts of the facilities in all 28 project sites. The incumbent will work as an integral part of the project team,
to perform the following duties.

with the contract requirements, specifications and design drawings;

- Review and comment on, if requested by the Project Manager, the contractor's applications for
progress payments.
- Estimate, if required, completed work and materials on site for payment according to the terms of
the construction contract;
- Provide maintenance of technical documentation, compilation and reporting in due course.
- Prepare site visit reports outlining observations and deficiencies in the work and bring them to the
attention of the Contractor's site representative and the Project Manager.

8. Qualification requirements
University degree in Mechanical Engineering and/or any related fields. Familiarity with normative
codes of the Republic of Tajikistan and ISO. 10 years work experience in planning, and
implementation and completion of building projects will be advantage. Supervision and design
experience. Ability to work with minimum supervision and under pressure. Proficiency with AutoCAD
and MS Word; familiarity with other software programs is an advantage.

Construction organization with the quality checks to be performed for all electrical materials (qualifying the
final product or electrical system) will be advantage. Electrical site supervision and design experience.

- provide necessary support to the Chief Civil Work Supervisor/Team Leader and all staff with
complete administrative services;
- provide appropriate conditions to support office activity with arrangement of the required office
equipment and supplies;
- provide all team with all necessary administrative and logistics support, such as to organize travel
schedules, transportation, accommodation, and arrangements for meetings, etc.;
- coordinate closely with the team that will be engaged by the civil work activities to ensure a
unified and coherent messages delivered to the all stakeholders using appropriate information;
- prepare all materials on time, such as printing and the preparation of all required documentation;
- assist the team to determine the purpose, functions, requirements and strategy for the
communication accounts to ensure an effective user experience;
- to be always in contact with all relevant stakeholders and agencies involving civil works process
in context properly prepare documentation, minutes, records etc.;
- ensure the project office is always clean, furniture properly arranged, and files kept in orderly and

4. Qualification Requirements

The University degree Administration, Management, Communication and related area will be
advantage. Also, five years of work experience in administration, working in different civil works
projects and with strong computer skills (MS Word, Excel, Windows etc.). The Officer will possess
good communication and team working skills and be ready to render assistance as required.
