Friends,

I wanted to take a minute to re-state LiUNA's position on Virginia's two pipeline projects, the Atlantic Coast and
Mountain Valley pipelines. The Laborers Union supports both projects which will generate thousands of jobs for
three or more years for its members.

You'll hear critics of pipelines talk about these jobs only being temporary. We'll tell you that every job for a
Laborer is temporary, as members move from job to job over the course of a career. Know that when you're
asked to sign on to a petition or an op/ed or speak at a press conference to seek delays on these approved
pipeline projects, one result is you're advocating for a union member to not begin work when planned. That is
literally food off the table for a paycheck to paycheck Virginian.

LiUNA agrees with many of you that projects of this scale need to be completed in an environmentally
conscious manner, which in our view has been accomplished through FERC, DEQ and other approving Boards
and agencies. What LiUNA believes is improper is to attempt to change the rules mid-stream. One of the best
ways to ensure a project is built to the expectation level of the community is to ensure local workers are
employed on the project. That's why both MVP and ACP have signed Project Labor Agreements with the
Laborers Union. And that's why LiUNA has partnered with community colleges in the area to train, on our dime,
displaced coal workers and others needing employment.

LiUNA encourages you to assert the value of a local, skilled and trained union workforce in your statements
and social media posts on pipelines.

Pipeline opponents have been a vocal component in Virginia's Democratic politics since last year's
gubernatorial primary when both projects were in the middle of an arduous federal regulatory approval process.
That was a perfect wedge issue for then candidate Tom Perriello to use to attack our Governor Ralph Northam,
who does not have a lever of government at his disposal to stop these projects if he wanted to. Pipeline
opponents continue to drive a wedge in the Democratic Party today and are attacking many of you with
outlandish attacks claiming, for instance, that natural gas is dirtier than coal. LiUNA encourages you to tell
pipeline opponents the truth that pipelines are subject to federal approvals, not Legislative, that natural gas is
both cheap and clean and that thousands of Virginia's union members will build these projects in a manner
reflective of state and national environmental requirements and their community values.

The approval processes have run their course. It's time to move on to the many other battles in Virginia
that need your attention.
