SCOPE OF WORK

The scope of work shall be on the basis of a single party responsibility, completely covering
all the equipment’s and services specified under the accompanying Technical
specifications as mentioned in the tender. It will also include among others as specified
therein the following.

 The duration of contract shall be 1(one) year. Min.10 nos. LIVE IP is to be provided as per
the SLDC’s requirement at free of cost.

 During the execution of the contract, the SLDC reserves the right to Up-grade the
bandwidth as per the requirement in future. The additional charge will be applicable & paid
by SLDC, on pro-rata basis of the cost of the bandwidth provided vide the purchase order
with the terms and conditions of the original contract. The contract may be reviewed initially
for one year and will be renewed for further more years.

 The complete shop testing is to be carried out by you in the presence of EIC. This includes
the testing of connection, network latency for the various part of network, the satisfactory
communication through channel. This test is to be carried out for large data packets or with
the satisfaction of EIC.

 Providing data, operation & maintenance manual etc.. For the owner’s approval. You have
to submit such manual at your cost.

 Performance guarantee tests are to be carried out on completion of integration and

submission of reports in the presence of EIC. All tests carried out are to be materialized
and to be submitted in two copies. It includes the bandwidth test, data redundancy, network
latency, data packet loss and other test suggested by EIC considering requirement.

 Installation & configuration of DNS servers in primary and secondary mode for both internal
and external zones of the network. You have to configure providing necessary live IPs to
scada webserver in secondary mode initially until the website is fully hosted on SLDC
Webserver.

 You (ISP) have to sign a service level agreement (SLA) with SLDC to provide un-
interrupted service and maintenance support of internet lease line of 2MBPS (1:1) for
SLDC GETCO initially for a period of one year.

 You have to provide on-site maintenance services during the period of contract. The
maintenance schedule and condition shall be as per the SLA signed by GETCO &
Contractor.

 Overall maintenance of items supplied and checking network status and taking remedial
actions in case of problems, is to be carried out by you. You have to resume the
connectivity within reasonable period (as per SLA).If you are anticipating abnormal delay in
resuming connectivity; you have to intimate to EIC immediately for remedial action.

 You have to conduct preventive maintenance including inspection, testing, satisfactory

execution of all diagnostics and necessary repairing of the equipment once in a month in
addition to the normal maintenance required.

Contractor has to isolate the problem by checking the cable connected, ping and trace
route to the destination and performance tuning.

 Completion period
1) Supply & Integration work:- Time period for supply & integration of leased line with LIVE IP
(Min.10 Nos. & as per requirement of sldc) as per technical specification will be within
1(one) Month from the date of issue of the order or commencement letter.

2) Service work:- SLDC –GETCO and you will sign service level agreement for one year
which shall be reviewed and renewed for further more years on mutual agreed basis with
the same rate, terms & conditions.

3) No mobilization period, idling or stoppage period will be allowed during this period except
force majeure.

4) The completion date will be deemed to be the date on which all works (supply & integration
of link) are demonstrated to be complete to the satisfaction of the EIC and is complete in all
respects as per the terms and condition.

5) Time Limit: - Time limit of this order shall be one (1) year with effect from the date of order
or commencement letter and shall be reviewed annually.

 GENERAL TERMS & CONDITIONS

1) The price of the internet bandwidth shall be inclusive of all duties, taxes and levies paid or
payable on components, sub-assemblies and any materials used.
2) Sales tax, VAT,excise duty, which will be payable by, the owner on the goods if this
contract is awarded.
3) The scope of the proposal shall cover all the equipment and installation services specified
under the accompanying Technical specifications as mentioned in tender. It will also
include among others as specified therein the following:-
 Providing data, operation & maintenance manual etc…for the Owner’s
approval.
 You shall sign a service level agreement(SLA) with SLDC-GETCO to
Provide un-interrupted service and maintenance support of the internet leased
line of 2MBPS for SLDC-GETCO initially for a period of one year.
 You shall provide on-site maintenance services during the period of contract. It
shall cover over all maintenance of items supplied and checking network status
and taking remedial actions in case of problems.
 You have to conduct preventive maintenance including inspection, testing,
Satisfactory execution of all diagnostics and necessary repairing of the
Equipment once in a month in addition to the normal maintenance required.
 Re-configuration in case the situation demands.
 You shall isolate the problem by checking the cable connected,
ping and trace route to the destination
 Performance Tuning.

4) Any statutory increase or decrease in the taxes and duties subsequent to offer if it takes
place within the original contractual delivery date will be to the GETCO’s account subject to
the claim being supported by documentary evidence. However, if any decrease takes place
after the contractual delivery date, the advantage will have to be passed on to the GETCO.
However, such statutory variation is applicable to only direct supply or services. No
statutory variation shall be admitted, if the excise duty becomes payable because of
exceeding the prescribed limits for turn over or for any such other reasons.
5) You shall carry out the services in conformity with generally accepted professional and
technically accepted norms relevant to such assignments that are require for the SLDC-
GETCO. These are to the entire satisfaction of the SLDC-GETCO.
6) In the event of any deficiency in services, you shall promptly take necessary action to
resolve it, at no additional fees to the purchaser.
7) The successful bidder shall be required to execute following agreements
Service level Agreement for maintenance service support for components
supplied & installed.
 Non-disclosure agreement
8) Failure of the supplier to comply with the requirement shall constitute sufficient grounds for
the annulment of the award and forfeiture of the performance security.
9) Monthly bills in original with one copy shall be submitted to the chief engineer, SLDC,
Gotri for passing and processing for payment at SDLC-Gotri. Payment will be made within
30(Thirty) days by cheque as per company’s rules.
10) Bid price shall include all the costs in fulfilling all the insurance liabilities under the
contract.
PENALTY FOR DELAY
1) Project Delay

 The completion time allowed for execution of supply & integration should be observed
from the date of commencement or order issued. Any delay that may take place in
work beyond contractual cut-off date stated as per stipulated completion period shall
be subject to the penalty at the rate of ½% of the contract value per week(of delayed
supply) or part thereof, with a ceiling of 10% of the total contract value.
2) Maintenance service delay
 The maintenance service provided by the contractor will be in line with the
service level agreement and subsequent amendment made in it.
 The contractor has to ensure the internet lease line up time as specified in
specification, and the downtime beyond the specified time will be considered for
deduction from the running account bill.
 The contractor has to ensure the redundant connectivity using diverse media of
communication.
 The penalty will be deducted from bills payable either against this contract or
from any bank guarantee or any other amount payable under any other contract
with the corporation.
 Cumulative network unavailability and related deduction of payment during contract period
(i.e.one year)

In case penalty amount exceeds the performance security money deposited, the supplier
would be liable to deposit the difference amount and appropriate action would be taken by
SLDC, GETCO as per rules.
11) The bidders are advised to study all technical and commercial aspects,
Instructions,annexures,schedules,terms & conditions and specifications in the tender
Carefully. Failure to furnish all information required in the submission of a bid not
Substantially responsive to the tender in every respect will be at the bidder’s risk and may
result in the rejection of the bid.
12) The bids shall be submitted strictly in conformity with the specifications given in this tender.
The tender not submitted in the prescribed format or incomplete in any manner are likely to
be rejected without assigning any reasons.
13) Tender document is not transferable.
14) Bids submitted after due date and time or incomplete in any respect are liable to be
Rejected.
15) All the standards related to the solution proposed are to be complied as per the best
Industry standard.
16) SLDC-GETCO reserves the right to increase or decrease the quantity against each item/s
while placing the order.
17) The internet bandwidth charges should be inclusive of all leased/rental/WPC etc.. Charges
for the last mile connections and equipment’s.
