CYDFI Scholarship Program in Nabuclod

There are two critical community issues that CYDFI needs to address prior to
being able to fully implement the Scholarship Program among the Aetas in Nabuclod,
namely: (1) Water and (2) Advocacy to elevate Nabuclod Primary to Elementary
School education. Please refer to Focus Group Summary Discussion for the holistic
understanding on the priority of Needs of the Aetas on pp. 75-85 of this Handbook.
The following is a water project proposal on the Construction of Water Pipe
Line, Reservoir and Water Distribution Model in Nabuclod which will be used to seek
financial grants from agencies sympathetic to the Mission of CYDFI in the Philippines.

l. PURPOSE OF REQUEST
The purpose of this request is to finance the “Construction of Water Pipe Line and Reservoir”
to benefit the Aetas (Negritoes) for their potable water needs in Brgy. Nabuclod, Floridablanca,
Pampanga, Philippines. The source of the spring water is about 3,600 meters away from their village
that is flowing abundantly all-year-round which can be simultaneously tapped to redirect its use to
irrigate their agricultural activities that would create and improve their economic and living condition.

2. STATEMENT OF NEED
The Aetas in Nabuclod have
settled since time immemorial along the
mountain range bordering the Pampanga-
Zambales Provinces in the Philippines.
As modern life continues to
benefit the life of mainstream society, the
Aeta community benefitted, too. There is Nabuclod
a school built in 1973 (up to 3rd grade)
and a well-paved road constructed after
the famous eruption of Mt. Pinatubo.

And yet, among other things that was not PNR: Proposed Negrito Reservation

realistically addressed was the NEED of Aetas for potable water. There were attempts from socio-civic
and non-governmental agencies to bring modern technology for tapping potable water (deep-well) but
were practically unsuccessful. STILL, the only source for viable potable water now is either for them to
go to the CREEK at the foot of the mountain and/or the artesian well, that is hardly pumping water.
And so the community, especially the school age children,
suffers the consequence of lack of water, having poor
sanitation and hygiene thus affecting their over-all health
conditions. So, you have school teachers, too, who have to
bring their own potable water supply in bottles just to
neutralize and survive the discomfort of lack of water

3. RELATION TO CYDFI VISION AND PROGRAM INTERESTS
Calantas Young Dreamers Foundation, Inc. (aka:CYDFI Philippines) is a non-profit corporation
registered in the Philippines with a VISION “Towards Community Growth and Development in Bo.
Calantas and Nabuclod Negrito Community thru the CYDFI Scholarship Program by Using SWREM
Theory: A Social Responsibility”. SWREM stands for “Spiral With Ripple Effect Motion”, a concept
design by the Founder of “helping poor but deserving talented youth help himself SO HE CAN
HELP OTHER YOUTH, as well”. This methodology of “spiral with ripple effect motion” creates a
predictable outcome of success as applied in the scholarship program, for youth is expected to help
other incoming scholars from the same community. This will pave a credible effect not only of
personal but community growth and development among the Aeta youth, as well. Thus, it is very
essential to address their basic and fundamental needs while the Foundation explores ways to engage
the Aeta youth into the scholarship program.
Since the youth of Nabuclod is one of the identified beneficiaries of the CYDFI Scholarship
Program, the Foundation recognizes two critical issues articulated by community members during the
Focus Group on August 9, 2003, that could adversely affect the effective full implementation of the
Scholarship Program. One of them was the need for a viable supply of potable water and secondly, the
advocacy to elevate the school status from primary to the elementary education level. So, as soon as the
issue on potable water is appropriately addressed, the Foundation is going to move on to pursue the
advocacy for elevating the Nabuclod School, from primary to elementary level of education.

4. INTERVENTION
• Calantas Young Dreamers Foundation, Inc. has identified the source of potable water during the
Focus Group from a “spring” about 3,600 meters away from the Aeta Village.
• One of the members, Rey Manlulu, of the Foundation’s Nabuclod Negrito Community Executive
Advisory Committee (NNCEAC) was instructed to seek a “pro-bono technical service” from the
Engineering Department of the Municipality of Floridablanca, Pampanga.
• The Municipal Engineer had gone up with him to Nabuclod for his technical assessment on the
viability of the project on “whether the spring water can be realistically redirected closer to the
village by using a gravity-induced flow of water by constructing one reservoir at the source of
the spring connecting it thru pipe line (3,600m) and end up to connect it to another reservoir
built closer to the community”. Per feedback from the Engineer, the project is technically viable.

5. AMOUNT REQUESTED
The amount requested for the Construction of Water Pipe Line and Reservoir
Project has a total amount of P822,822.00 (Philippne Money) with an exchange rate of
P56/dollar = $14,932.25. The detailed budget estimate for the completion of the project, as
submitted by the Engineer, is presented in the following table that includes direct and
indirect cost of the project:

7. OUTCOME MEASURE
• It is expected that once the Project is fully operational, the members of the Nabuclod Community
will experience the joy of having a healthier environment (personal, family, community and
school) in terms of having a general improvement of health and sanitation in the community and a
better hygiene, especially among school children.
• Consequently, the ripple effect of the project will be felt in terms of the community’s socio-civic
life being enhanced as they enjoy the comfort of life, with the access to potable water supply right
in their midst.
• The school children shall be empowered to fully maximize their God-given potential to become
the best of what they are capable of being and becoming because they can now comfortably
function as they experience improved hygiene, health and sanitation.
• The school children can aspire for academic excellence in a healthy academic competitive
environment geared towards the selection process of the top three (3) 6th grade graduating youth
to be qualified for the Scholarship Program of the Calantas Young Dreamers Foundation, Inc. per
Criteria in the Handbook of the Foundation which is established for that matter.
• The members of the community can be motivated to pursue individual and community farming to
enrich their economic and living condition, thus enabling them to become more productive
members of the society.

8. TOWARDS INSTITUTIONALIZATION
It is by design when this Project is fully operational that it shall create a ripple effect of
progress and development among the Aetas in Nabuclod, among them are:
• The Project will provide a solution to the Aetas immemorial problem of having an abundant
potable supply of water in the midst of their community.
• The Water Supply Reservoir is supplied with a non-stop flow of water from the “Spring” which
now becomes the life line for Aetas in the community.
• This supply of water will guarantee the maintenance and improvement of their health, sanitation,
hygiene, socio-civic, economic and living condition.
• The Aetas, especially the school children, will become more aware of their dignity as a people
and will take pride of what, as a community, can do and enhance their life and become productive
members of the society.
• The solution to their water problem is one obstacle for the full implementation of the Scholarship
Program of the Foundation for the Aeta School Children.
• That when the Scholarship Program becomes operational in the community, it will create an
implication of both personal and community growth and development in Nabuclod.

1. Since the primary factor for the delivery of water from the MAIN WATER RESERVOIR to the different COMMUNITY
RESERVOIR OUTLETS is by the FORCE OF GRAVITY; make sure that the LATTER are constructed in lower elevations
than that of the FORMER so that the FLOW OF WATER coming from the FORMER is going to run faster to the LATTER.
2. Distribution of Water should address FIRST the “filling-up of Reservoir Outlets” by connecting their respective pipe outlets
lower than the overflow pipe of the main water reservoir.
3. The community has to assign a caretaker (weekly rotation) for each RESERVOIR OUTLET responsible for turning OFF/ON
the Shut-Off Valve when the Reservoir Outlet is already filled and overflowing with water. All reservoirs shall have
overflow pipes to trigger OFF/ON of Shut-Off Valve.
4. Encourage children to do gardening/beautification projects around Reservoir Outlets. This will be a competition. There will be
PRIZES for 1st, 2nd, 3rd most beautiful Reservoir Outlet, including maintaining the cleanliness of TOILETS.
