officers fielded to various
villages in the region: Be
on guard against terror-
ists, criminals, armed
groups, and election law
violators.
The order, echoed by
Camp Alagar spokesman
Supt. Lemuel Gonda,
came ahead of today’s ba-
rangay and Sangguniang
Kabataan elections.
Gonda said the of-
ficers tasked to secure
poling centers should
be able to identify any
armed group organized to
commit crime and carry
out acts of terrorism or
threaten candidates and
voters.
The police regional of-
fice raised the alert level
even as it reminded police
offices in the provinces,
cities and municipalities
in northern Mindanao that
their primary task is to
ensure free, orderly, hon-
est, peaceful and credible
elections.
Gonda assured that
Camp Alagar has de-
ployed enough forces to
serve in today’s elections.
Among the tasks of
the police are to provide
security at polling places
and public facilities used
for the elections, and
secure election parapher-
nalia and equipment.

Hotline for teachers serving polls

ance of Concerned Teach-
ers is setting up a hotline
for possible violations
against teachers who will
be serving as members of
the Board of Election Tell-
ers for the upcoming Ba-
rangay and Sangguniang
Kabataan elections today.
“We urge our colleagues
and other concerned voters
to report any violations to
our ACT Davao Hotline
0907-925-5290,” said ACT-
Davao Region’s Secre-
tary-General Pilar Barredo,
a teacher at Calinan National
High School said.
The hotline comple-
ments the provisions of the
Election Service Reform
Act of 2016 which was
principally authored by
ACT’s Partylist Represen-
tatives in Congress.
The law provides
that election service is
non-compulsory for pub-
lic school teachers and
that individuals rendering
election service shall be
granted compensation and
other benefits as they face
election-related risks.
“We are alarmed by
reports that our colleagues
were not made to sign a

partment of Education to
signify their permission to
serve in the election,” said
Wilfredo Lacatan, External
Vice-President of ACT-
Davao Region.
Lacatan noted that
service in the electoral
board is voluntary under
ESRA.

Neighborhood Play’

Social Welfare Depart-
ment, recently conducted
a training for Supervised
Neighborhood Play (SNP)
volunteer-teachers at the
XU-AVR1.
Officially called “Ef-
fective Early Learning
Through Supervised
Neighborhood Play,” the
training was participat-
ed in by 33 SNP volun-
teer-teachers from various
Cagayan de Oro City ba-
rangays.
Supervised Neighbor-
hood Play is “a home-
based Early Childhood
Care and Development
(ECCD) program which
serves as a good alternative
to day care services. SNP
utilizes play and various
enrichment activities in
stimulating the psycho-
social development of a
child.”
The training was aimed
at equipping SNP vol-
unteer-teachers with the
essential knowledge, skills,
and attitudes so they can be
effective providers of early
learning through child-cen-
tered (play-based) activi-
ties and child-rearing sup-
port for the parents.
The training was con-
ducted by Dr Roderick
Aguirre, co-author of the
kindergarten curriculum and
consultant for the ECCD
program of the Philippines.
Aguirre shared that
SNP program serves chil-
dren as young as age one,
where playing is central
to their growth. For him,
children learn best through
playing games, including
singing, storytelling, and

way: “The Philippine Supreme Court’s
unprecedented and nefarious removal of
Chief Justice Maria Lourdes Sereno con-
stitutes a frontal assault on human rights
protections and democratic rule.
“The court, by an 8 to 6 vote, ap-
proved a government-filed petition
questioning the validity of Sereno’s
appointment. But Sereno’s ouster was
about much more. Last month, President
Rodrigo Duterte declared Sereno an
‘enemy’ and called for her impeachment
for her criticism of his murderous ‘war
on drugs’ and other abusive policies.
“Sereno, 57, is just the latest in a
growing list of institutions and individu-
als – including Philippine media outlets
and United Nations officials – who have
been vilified by Duterte for seeking
accountability for human rights viola-
tions. Duterte has sought to quash any
meaningful inquiries into alleged crimes

our town, Dapa, Surigao del Norte was
hit by the biggest typhoon that ever hit
Surigao del Norte and all the coconuts
fell and we had nowhere to find our
source of income. For food, we had to
rely on fallen bananas to salvage what-
ever fruits might have been left by those
who were hungry, on the lutya plant,
not the good rootcrop but the itchy part
where the edible portion were taken
from, on the kuyot which was poisonous
if not prepared well. Corn grits which
was the staple food before the typhoon
could not be secured because we had no
money.
One time, my mother scoured the
whole plains of fallen coconut trees to
find any matured coconuts, even those
which had sprouts already, to make into
copra. After three days, she found about
twenty of them, and made a copra out of
what she got. She produced a few kilos
and realized about one peso sales. Out
of the one peso, she bought a ganta of
corn grits, a kilo of fish and prepared our
lunch. It was the best lunch I have ever
eaten in my whole life and its memories
continued up to this day. I have eaten in
the best restaurants in hotels in Manila,
but that lunch of corn grits and fish

Of course there are voters who have
not sold their souls, er their votes, nor
are they ready to do so immediately

shape the kind of barangay governance
in the next several years.
The campaign period gave us a
glimpse of how the barangay folks will
see the candidates once they will have
been installed in office. Facebook is
full of “naka-ila-man-diay-sila-nako-
nga-dili-man-ni-gapanagad-sa-wala-
pa-ang-panahon-sa-kampanya” type of
comments.
I cannot blame those who said that

There was a time
when answering a
crossword puzzle
meant an encyclo-
pedia search—go
to the library, look
for the appropriate Netnet
volume, and voila! But Camomot
today, all you need is
Google. That is, for shortcuts. Meaning,
the minute brain doesn’t have enough
space for such minute details. But an
honest-to-goodness crossword fan relies
solely on data his brain has stored so far
and will rack that brain until it reveals
the correct answer.
For insomniacs who need a sleep
inducer, there’s The New York Times’
(NYT) crossword puzzle which it solves
live via Facebook at, say, 1:45 am
Philippine time. And NYT can cheer
you on in case you’re feeling interactive
enough: “Thanks for joining. Leave your
guesses in the comments.”
Puzzles supposedly force the se-
nior-moment brain to work or else. They
keep that brain from turning more senior
than it already is.
Trying to recall an answer can be
frustrating: Come Saturday morning,
hmmm, mao ning gikanta ni Liza Min-
nelli. And once you do remember that
song’s title, it’s like the fiesta in May:
“Celebrate good times, come on!”
And then, there’s the next crossword
clue and you have to rack your brain
again.
Crossword puzzles have a hierarchy
of difficulty—from easy to expert. Of
course, start with the easy ones until
you graduate to expert which will look
so empty as it waits for your brain to
reboot.
Me? I take one look at the expert
kind and answer only the few familiar
ones. The rest I’d leave blank, bahala
na si Batman to Google. Answering a
crossword puzzle should not remind you
of the board exams.
And then, there’s the completely
blank crossword puzzle that requires
wild guesses on where the black squares
should be. It’s a lot of work that wastes
a lot of your precious time. Must have
been the perfect companion in the Juras-
sic age when Wifi and cable TV didn’t
exist and you’ve read all the writings on
cave walls that the universe could offer
at that time.
Sudoku puzzles are also interest-
ing timewasters that require pencils to
ensure only the most definite digit for a
certain square is written in ink.
The most interesting puzzle, though,
is this: Will John Lloyd Cruz ever return
to “Home Sweetie Home”? Will he and
Bea Alonzo revive Popoy and Basha?
Since Alonzo has said goodbye again to
Gerald Anderson, which could be a pro-
mo strategy for her movie, “Kasal,” you
know, to pique the potential audience’s
interest.
But it’s Kris Aquino who can gain
media mileage if she reacts to Korina

the giving of one’s whole heart to
God, convinced of the truthfulness
of Christ’s assurances.
“Seek first the kingdom of God
and his righteousness,” Christ said,
“and all these things shall be added
to you.” (Mt 6,33)
And in another occasion, he
said: “And everyone who has left
houses or brothers or sisters or
father or mother or wife or chil-
dren or field for the sake of my
name will receive a hundredfold
and will inherit eternal life.” (Mt
19,29)
Let’s always remember that
God cannot be outdone in gen-
erosity. The more generous we
are with him, much more will he
be generous with us. It’s always
a good deal and, in fact, the best
investment with the highest
dividends, if we have to use some
business terms.
The effect of this intriguing
and seemingly contrasting charac-
ter of the relation between giving
one’s heart and generosity has
been described by St. Paul in the
following words: “Sorrowful, yet
always rejoicing. Poor, yet making
many rich. Having nothing, and
yet possessing everything.” (2 Cor
6,10)

Phils likely to sustain Philippines GDP expands 6.8% in Q1

7 percent to 8 percent is attainable,
if inflationary and labor issues are
resolved.
In a statement Thursday, De-
partment of Finance (DOF) Sec-
retary Carlos Dominguez III said
the country has managed to be one
of the fastest growing economies
in Asia and is making its growth
more inclusive as the government
has enough fiscal space to acceler-
ate expenditure on infrastructure
and human capital development.
Dominguez’s statement came
after the announcement of the
country’s 6.8-percent GDP
growth for the first quarter of
2018. (PNA)
THE Philippine economy ex-
panded 6.8 percent in the first
quarter of 2018, slightly lower
than the full-year growth target
but remained among the fastest
in Asia, the National Economic
and Development Authority
(NEDA) reported on Thursday.
The January-to-March
quarter gross domestic prod-
uct (GDP) was faster than the
growth recorded in the first and
fourth quarter of 2017, which
stood at 6.5 percent.
“This is the tenth consecu-
tive quarter that the economy
was able to achieve an output
expansion of 6.5 percent or bet-
ter,” said Socioeconomic Plan-
ning Secretary and NEDA Di-
rector General Ernesto Pernia.
Among the major economic
sectors, industry recorded the
fastest growth at 7.9 percent
in the first quarter, followed by

the organizer of the 4-day back-
to-back Philbex and TLEX ex-

TLEX is only in its second
year in Davao. Quiohilag said
there will be 200 exhibitors in
Philbex and 95 for TLEX, al-
though both events could still
draw more participants from
across the country.
This includes exhibitors
from China and Indonesia.
She said the exhibition will
include an Architect’s Gallery,
a showcase of latest structural
perspective of the region’s top
architects like the Far East As-
sociates, the United Architects
of the Philippines, and the
Philippine Institute of Archi-
tects. The Designer’s Gallery
will also be one of the event’s
highlights.
Quiohilag said Worldbex is
bringing the two expositions
to Davao again because of the
city’s huge market for construc-
tion and design materials, noting
its booming hotel and residen-
tial constructions.
“It is very apt for us to do the
construction shows here be-
cause of the Build Build Build
program of the President (Rod-
rigo Duterte),” she said.

said Davao’s construction boom
reflects the city’s golden age of

Last year, Worldbex recorded
16,000-foot traffic during Phil-

Quiohilag expects an increase

Carmen Salvador, 50, learned
when at a certain point in her
life, everything just fell apart.
Carmen, a resident of Tren-
to, Agusan del Sur, was at the
peak of success when her busi-
ness was going so well in 1998.
The business was famously
called Chicharon Factory and
its glory went on for the next
10 years. Unfortunately, during
the road widening in 2011, they
lost the big portion of their fac-
tory. They had to move back,
and apparently, they had to
close it.
“It had been the most suc-
cessful business I had but I
always believe that every clos-
ing door awaits new opportuni-
ties,” said Carmen.
Not long after, she was able
to loan an additional capital for
their new business, this time a
small eatery. Their eatery is just
along the highway where a lot
of travelers could take a stop
to rest and eat. It was actually
going well. Another challenge,
however, came when Typhoon
Pablo in 2012 affected resi-
dents of Trento including Car-
men’s Eatery.
“It was a nightmare. We
were just starting to rise up
again when the typhoon came.
But I was thankful to CARD
for helping us in our financial
needs just as we needed it,”

Financial Literacy Garbage Problem Valuing and esteeming education

According to an article published in Sunstar Manila, Department of
Education (DepEd) Secretary Leonor M. Briones said financial literacy is
crucial for teachers especially because the teachers’debt is increasing. “It is
important because right now, teachers owe Php 170 billion from legitimate
lending institutions,” Briones said.
Having or little knowledge on basic money management skills can
affect an individual in many aspects of his life. It is very important for us
especially teachers to know the basics such as living within the budget,
handling credit and getting out of bad debt to make financially responsible
decisions.
With this in mind, I would like to share a financial strategy that one of
my daughters share with me that got her rid of her bad debts and started
to manage debts.
According to her, there are two (2) types of debt. Good and bad Bad
Debts. She said that good debt is something that creates income. For
example you apply a loan for 5% interest at a bank and use it for something
(like small business) that generates more than 5% of loaned amount. It
adds money to your pocket. Bad debt on the other hand is one that does
the opposite. Such is buying the ne iPhone using your credit card instead of
cash. This doesn’t add mony to your pocket but you will have to shell out
a piece of your monthly salary to pay it back thus decreasing your income.

The Philippines is defined by its emerald rice fields, pristine blue waters, graffiti-
splashed jeepneys, smouldering volcanoes, bug-eyed tarsiers, fuzzy water buffalo and
smiling, happy-go-lucky people. But it is also hotspot for climate change disasters
particularly the risk for agriculture and food security. One of the causes of this
problem is our mismanagement of wastes.
Despite the passage of the Ecological Solid Waste Management Act or
the Republic Act (RA) 9003, our country is still looming with garbage problems.
Environmentalists stress that Republic Act 9003 calls for the adoption of the best
environmental practices in ecological waste management and explicitly excludes
was incineration as an ecological option. These polluting disposal facilities are
major sources of greenhouse gas emissions to the atmosphere which adds to global
warming.
Inaction on garbage contributes to the death of at least two persons every
minute due to complications from environmental problems. This could be prevented
if the government must really push the importance and really emphasize the benefits
of proper disposing.
In schools, students should really practice how to properly throw and sort-out
garbage. Likewise, parents should be good role-models for this in order for children
to really understand the importance of it. The best solution our garbage problem is
to make less stuff and then find the most appropriate way to manage what’s left –
REDUCE, REUSE, RECYCLE and REFUSE.

us. Many said that attaining good education is our vessel and instrument to success.
Definitely, it is true.
Young ones, we must value education from the time we see the beauty of this
world. We should take every single day as a single learning process for our progress and
advancement. We should not stop learning.
You should value all your parents’ effort in sending you to good schools for you
to learn all things life offers. You should value every single centavo your parents have
spent for you. You should value your teachers’ effort in educating you. Every single
thing, you must value it for it is very significant to our everyday struggles in this world.
Thus, value education as much as you value life,for education teaches as life’s
insights and experiences which could be useful to our own personal development.
Value education as you value your parents and loved ones and value education as you
value God, that you can’t live without it.
When you value education sincerely and passionately,you will reap success.

Boosting character education among pupils

Character education, in a simple term, is a loose version of the building
of pupils' moral character and ascendency through values education. Values
education has been one of the attached learning area in which it caters same
importance and significance as the other subject learning areas. Values in
any sense should always be lived up and uphold by our school children, our
pupils specifically our youths of today.
As the Department of Education believes that the values of each pupil
should be instilled in every way, each pupil should therefore be shaped
and molded for them to become good citizens of the community and the
country. That is why, the subject Values Education has been an integral part
of the curriculum, for our school children be nourished with good values
and good attitude that could somehow they can use as an asset and as an
instrument for them to land better jobs in the future.
Values education is an important subject in which teachers can integrate
character education among pupils. As believed that whichever how high our
intelligence is it is nothing when we have poor values and a poor attitude.
That is why values education should not only be taken as subject but a
lifetime material as well. Learning the character education does not only
confide within the four walls of the classroom but it is a lifetime goal.
As teachers, let us always remind our pupils that how high our
intelligence maybe, it is nothing and will be immaterial the moment we will
lose our character education, our values education.

inflows up
46% in
February
BANGKO Sentral ng Pilipinas (BSP)
reported Thursday that foreign direct
investment (FDI) net inflows in Febru-
ary this year jumped to $573 million,
or an increase of 46.4 percent com-
pared to the same month in 2017.
BSP noted that increment in FDI net
inflows was driven by strong growth
in investments in debt instruments and
equity capital.
Net debt instruments in February
rose 56.3 percent to $412 million this
year from $264 million in February
2017.
Likewise, net equity capital strength-
ened to $96 million, as gross placements
reached $114 million while withdrawals
posted $18 million.
“Equity placements came mostly
from Hong Kong, the United States,
China, the Netherlands, and Japan,”
the central bank said. (PNA)
