TERMS OF REFERENCE OF PORTABLE INTERNET DEVICES

Scope of Work:
1. Initially, total 50 Devices (including item 1, 2 and 3 given below) required to LWMC, 4G/LTE
supported along-with battery backup, which can be increased or decreased at the time of
contract.
2. Charging cable and other basic accessories.
3. Battery 6 Hours working time or higher,
4. Must have Web and mobile based monitoring interface i.e. data limit, settings, statistics etc.
5. Must have built-in Wi-Fi to connect at least five users at a time
6. Must be Plug n play
7. The firm will provide original / brand new devices
8. The data rate must have speed of minimum 6Mbps and up to 36 Mbps or higher
9. Internet should be working 24x7x365.
10. Firm will ensure to notify client, in case of disruption of internet services.
11. In case, data bundle reached to its limit, the firm will provide data as per need of LWMC (as
per additional bundle mentioned below or on Prorate Basis).
12. Expanded coverage of signals across the Lahore.
13. Firm will not change committed rate of bandwidth throughout the contract period of two
years.
14. Weightage will be provided to firm if the firm provide support to block the p2p connection,
YouTube and other sites as provided by LWMC
15. LWMC has exclusive rights to increase / decrease the quantities and change packages as
per the business requirement.
16. Initial agreement for the period of two year - extendable.
17. Bidders must submit the bill at first week of each month against activated devices.
18. In case of disruption for 24 hours in a month, 5% will be deducted for each device.
19. Payment will be made post after each month, after deductions etc, if any.
20. Firm will provide two devices for testing purposes, fulfilling required TORs & packages.
21. During the technical evaluation and testing, LWMC has exclusive right to accept or reject
the bidder, in case of unsatisfactory response.
22. Rate will be accepted on the basis of total lowest cost (D), individually of each item.
23. The quoted rates should be in PKR (Pakistani Rupees) inclusive of all taxes including GST,
duties, carriage, handling etc. Moreover, quoted rates must be clearly legible, duly signed
by authorized signatories. However, if any new taxes/duties levied/increased or
decreased/exempted after the date of submission of the bid, the same shall accordingly be
adjusted in the price of the bidder.
24. The rates should be quoted after allowing rebates/ discounts, if any.
25. Please include a brief description about your technical/ administrative support team and
your complaint redressal mechanism.

TERMS OF REFERENCE OF INTERNET PROVISION (4Mbps Shared or CIR)
AT 17 HOSPITALS / SITES
Scope of Work:
1. Firm will provide internet at 17 hospitals of Lahore (List attached at Annex-A).
26. Hospital(s) / Site(s) for the internet provision, can be increased or decreased as per the
business requirement of LWMC.
2. Firm will provide uninterrupted minimum 4 Mbps (Shared or CIR) with unlimited downloads.
3. Firm will provide 1 static IP on each site.
4. Firm Should be a Major Bandwidth Distributor (having own Cooper / Fiber Optic Cable)
5. Primary Media should be Cooper or Optical Fiber Cable
6. The internet connectivity along with all related device/ equipment e.g. switches, routers,
modules, convertors etc. will be directly terminated in the Yellow Room of Hospital(s).
7. All the equipment installed at both the ends for the provision of internet bandwidth, will be
the property of the firm and the firm will be responsible for its repair and maintenance at its
own cost.
8. Internet services provider will conduct a thorough survey of the site for the installation of
internet connectivity.
9. The company will be responsible for deputing qualified personnel for installation,
configuration and testing of the said project.
10. The equipment/ hardware supplied by the supplier shall be brand new and complete with all
respects (If any).
11. The quoted rates should be in PKR (Pakistani Rupees) inclusive of all taxes including GST,
duties, carriage, handling etc. Moreover, quoted rates must be clearly legible, duly signed
by authorized signatories. However, if any new taxes/duties levied/increased or
decreased/exempted after the date of submission of the bid, the same shall accordingly be
adjusted in the price of the bidder.
12. All civil work e.g. installation (including setting-up of the equipment/devices i.e ODF
(Cooper/ Optical Fiber Distribution Frame), joint enclosure and devices etc.), excavating,
digging (soft & hard), curing, tunneling, configuration and testing of the Cooper/ Fiber Optic
Cable within the premises of Hospital(s) will be the responsibility of the vendor/ firm.
Furthermore, all the excavation and restoration to the original condition will be the
responsibility of the vendor/firm.
13. In case of complete break-down /dis-connectivity of internet services. A fine of Rs. 100 per
hour will be imposed.
14. Incomplete tenders will not be accepted and over writing if any on the tender should be
certified / verified by the firms.
