DIRECTORATE OF PORTS AND COASTS,

in the use of the powers conferred on him by Order No. 156, of the Navy Commander, dated June 3,
2004, and in accordance with article 4, Law 9537 (LESTA), of December 11, 1997, resolves:
Art. 1 Amend the Maritime Authority Regulations for the Approval of Helidecks installed in Vessels and
Marine Platforms - (NORMAM-27 / DPC - 1st Revision), approved by Ordinance no. 281 / DPC, of
November 18, 2014, published in Official Journal of the Union nº 225, of November 20, 2014; And by
Decree No. 334 / DPC, dated October 27, 2015, published in Official Gazette No. 207, dated October 29,
2015. This modification is called Mod 2, as follows:

I - INDEX

(A) In Chapter 4 - "SECTORS AND SURFACES"

II - Chapter 1 - "HELIDECKS RECORDS AND CERTIFICATIONS"


A) In item 0104 - "DEFINITIONS".
In section s - "DOE Patrol".
(A) In paragraph 7 - replace the text with the following: "it is the daily inspection performed in the AAFD,
before the air operations, to clean it of objects and debris that may cause damage to the aircraft".
B) In item 0105 - "PROVISIONAL AUTHORIZATION, STATEMENTS AND SUPERVISION INSPECTION".

1. In point a - "Provisional authorization".


(A) In paragraph 1 - replace the text with the following: "It shall be necessary that the helideck already
has an approval with valid validity, issued by a foreign civil aviation official body or by an entity that has
delegated authority of such body".
(B) Add sub-line 4 - "If there is no aeronautical frequency, allocated by DECEA, for safety reasons,
essential communications between the helicopter and the maritime unit shall be carried by the
maritime VHF until the approval of the Service Provider Station Telecommunication and Air Traffic
(EPTA) ".

2. In section b - "Initial and Renewal Survey".


(A) In paragraph 5 - replace the text with the following: "The application for a Renewal Visa shall be
made by means of Annex 1-C. The applicant must submit his request at least thirty days in advance of
the date desired for the inspection. "

3. In point c - "Record for Withdrawal of Requirement".


(A) Replace the second paragraph with the following: "These Standards establish a list of impeding
requirements and define them generally as those whose severity immediately jeopardizes the minimum
conditions for safe air operations. The list of Impedive Requirements, Annex 1-F, is not exhaustive and
will be dynamic, constantly updating, due to the accumulation of experience of surveyors, as well as the
evolution of technological resources and operational procedures. "
C) In item 0106 - "EXIT AND RETURN TO AJB* OF A VESSEL WITH APPROVED HELDECK".
*AJB - Brazilian Jurisdictional Waters.
1. Replace the first paragraph with the following: "The Owner / Operator, or his / her legal
representative, shall inform the DPC of the departure of any vessel or platform from the AJB, otherwise
the vessel or platform shall have its approval cancelled".
D) In item 0108 - "SURVEY PERFORMANCE CONDITIONS".
1. In point (c), replace the text with the following:
"Surveyors shall be transported to the helideck by multi-engine helicopter which meets the
requirements of offshore operation and their crew shall be capable of flying under instrument flight
conditions (IMC). The helicopter will be destined exclusively to take care of the inspection and will be in
the helideck, at the disposal of the Commission of Surveyors, during its accomplishment; shall be a
communication point (3rd earphone) is available, so that a surveyor can verify the procedures of the
unit to be surveyed; and".
E) In item 0110 - "CERTIFICATION OF CONTINUED TECHNICAL CONDITIONS".
1. Replace the first paragraph with the following:
"Every year, following the date of the helideck survey, the Certificate of Maintenance of Technical
Conditions of Helideck (CMCTH) shall be forwarded to the DPC, according to Annex 1-H, signed by the
person in charge of the helideck, Up to twenty (20) days before the due date. Failure to submit this
document within the deadline will automatically cancel the validity of the Helideck Certification,
resulting in the revocation of the homologation decree. "

F) Renumber item 0111 - "UNFORSEEN CASES" to item 0113 - " UNFORSEEN CASES”

G) Add item 0111 - "SPORTS BOATS AND RECREATIONAL CRAFT WITH HELIDECK - DPC does not certify
helidecks installed in sports and recreational craft. In such cases, the procedures of ANAC must be
complied with.

H) Add item 0112 - "COMPLIANCE WITH REQUIREMENTS - DPC will keep updated, in its electronic
website, a table of exceptions and requirements that require deadlines for compliance; The Maritime
Authority recommends the prior consultation and knowledge by helicopter operators and vessels of the
exceptions and deadlines in this table, especially when operating in areas with difficult internet access.
If the vessel / platform, after homologation of its helideck, breaches any requirement of this standard, it
will receive a communication (Annex 1-L) and inform its compliance with the DPC, otherwise the
operations may be suspended, definitively or temporarily. "

III - Chapter 2 - "HELIDECK PROJECT"


A) In item 0202 - "LOCATION".
1. Add letter g - "the touch down area should be in the centre of the AAFD".
B) In item 0204 - "PERSONNEL SAFETY".
1. In point a - "Protection screen".
(A) Add sub-line 9 - "the protection screen shall always be free of any object on it or its support".
2. In section b - "Hits".
(A) Add at the end the paragraph: "Emergency access may be within the AAFD, outside the touching
area, but should be no more than 0.025m in height relative to the floor of the helideck, not constituting
an obstacle."
3. In point c - "Crane movement control".
(A) Replace with the following text: "cranes installed in the vicinity of the helideck which during their
movement may invade the SLO or the SOAL or which, even if installed in a safe location, may distract the
pilot's attention at a critical stage Of the air operation shall be discontinued, de-energized and lowered
into their berths or in pre-defined safe positions which do not interfere with the SLO and the helideck
SOAL prior to helicopter operations.
If the movement of cranes occurs, during the air operations, in another next boat, it must be
repositioned in order to fulfil the above described.
Alternatively, in the certification of the helideck, it should be evaluated which cranes do not interfere
with the aerial operation.
The ALPH is responsible for complying with this determination during the preparation to operate with
helicopters. "
4. In point d - "Structural project".
(A) Replace with the following text: "The floor of the helideck and its superstructure shall have sufficient
strength to withstand 150% of the Maximum Take Off Mass (MTOM) for normal landings and 250% of
MTOM, for emergency landing of the heaviest helicopter considered in the helideck project, in addition
to those due to the concentration of people, equipment, meteorological effects and the sea. The design
must contain the certificate of resistance of the helideck ".
5. In letter e - "Certificate of resistance of the floor".
(A) Replace with "Certificate of resistance of the helideck - it is a prerequisite for the performance of
Initial Inspection, Renovation Inspection and Parametric Inspection (when applicable) and must be
presented in the original or copy Authenticated in the Portuguese or English languages, attesting to the
strength of the floor and its declared support structure in the FRH, issued by Classification Society,
recognized by the DPC, or by the engineering sector of the company operating the platform / vessel. In
this case, the technical responsible of the company must present the Technical Responsibility Note (ART)
and certified copy of the registration in CREA. This document must be valid for five years and have been
issued no more than two years after the inspection request, in order to contemplate the entire period of
validity of the Homologation Order ".

IV - Chapter 3 - "PHYSICAL CHARACTERISTICS"


A) In item 0303 - "AREA OF FINAL APPROACH AND TAKEOVER".
1. Replace the first paragraph with the following: "The AAFD may have any geometric shape and shall
contain an inscribed circle of diameter" L "equal to or greater than the length" D "within which no
obstacle shall be permitted Above 0.025m ".
2. In paragraph a - "Exceptions" - replace the text with the following: "The exceptions are listed in the
Deadline for Compliance with Requirements and Exceptions, published on the DPC website. The
Maritime Authority recommends the prior consultation and knowledge, by helicopter operators and
vessels, of the exceptions and deadlines in this table, especially when operating in areas with difficult
internet access. "
3. In point b - "AFFD surface on the helideck".
(A) In point 1 - replace the text with the following: "the whole surface shall be painted in dark green or
grey in non-slip paint, and all markings on it shall be made of non-slip material. It is advisable to paint
the exterior area to the AAFD with other colours, so as not to confuse the pilots with the size of the
helideck.
(B) In sub-line 2, subsection II - replace the text with the following: "the colour of the aluminium must
provide adequate contrast to the perfect visualization, individualization and identification of the
marking lines of the various painted areas of the AAFD.). To emphasize, these lines must be contoured
by a band of 10 centimetres wide, painted in black or have a black background. "
(C) in point 3 - replace the text with the following: "for maritime units which opt to operate without the
use of the non-slip net in the helideck, the surface of the AAFD, painted or not, shall have a coefficient of
friction in any direction and direction, attested by a certificate, as measured by the test method
specified in point (d) below; "
4. In point c - "Friction coefficient certificate" - replace the text with the following: "original document or
certified true copy, in Portuguese or English, issued by Classification Society, recognized by the DPC, or
by the engineering sector of the operating company Of the platform / vessel attesting the average value
of the coefficient of friction reigning on the floor of the AAFD, and should be attached to the request for
the Initial Inspection, Renovation Inspection and Parameter Change Inspection (when applicable). This
document must be issued every time there is painting of the helideck and should be valid for the whole
period of validity of the ordinance.
This requirement must be met for maritime units that choose to operate without the use of the non-slip
net in the helideck, except for fixed platforms. "
5. In paragraph d - "Friction coefficient test method" - add the paragraph: "The calibration of the
equipment shall comply with the parameters established by the Brazilian Calibration Network (RBC),
consisting of laboratories accredited by the National Institute of Metrology, Quality and Technology
(Inmetro) ".
B) In item 0305 - "ANTI-SLIDER NET".
1. After the phrase "On fixed platforms the use of anti-skid nets is not required". Add "The painting of
the helideck must remain in good non-slip condition, regardless of the use of the net".
2. In point a - "Features of the Nonslip Network".
(A) Replace the first paragraph with the following: "the non-slip net shall cover the entire Touch Area,
not including other identifications external to it".
(B) Replace the last paragraph with the following: "The dimensions of the nets shall be adjusted to cover
any touching area and may have any shape".
3. In point (b) "Antislip Netting", replace with the following text: "The net shall be firmly fixed by means
of cables and / or tensioners to eyes installed at the edge of the AAFD, with a maximum spacing of 2, 0m
and with a maximum height of 0,05m. It shall not be possible to lift any part of the net more than 0.25m
above the surface of the helideck when applying vertical traction by hand. "
V - Chapter 4 - "SECTORS AND SURFACES"
A) In item 0403 - "NEGATIVE GRADIENT".
1. Replace with the following text: "It is necessary to consider the possibility of the aircraft losing flight
height during the last moments of its approach or of not being able to maintain the horizontal flight in
the first moments after the take-off. In this way, protection should be provided below the level of the
helideck in this critical sector.
In relation to the top view of the helideck, from its centre, imagining a line perpendicular to the bisector
of the angle of the SLO (chevron), must be considered a sector of at least 180º. Regarding the profile
view, the sector is counted from the end of the protection screen to the surface of the water, with the
gradient from 3m (vertical) to 1m (horizontal). This section shall not contain obstacles attached to the
platform or floating as shown in Annex 4-D. In the accesses (BOMBAV platforms) it will be counted from
its balustrade, but the alert range should be painted as described below.
No obstacle should be allowed in this sector of 180 °, with the exception of ships carrying out offloading
operations, where they can be accepted and confined to an Arc not exceeding 120 ° (one hundred and
twenty degrees) subtended from the centre of the helideck and meet the requirements, as presented in
Annex 4-D.
For maritime units constructed or with construction commenced before August 12, 2011, as well as
those whose projects are prior to said date and present restrictions to the adequacy of this requirement,
the operation shall be permitted provided that the ship-owner and / Or Unit Manager, submit a Risk
Analysis Report, based on the manual of each aircraft to be used, containing procedures for risk
mitigation.
In that case, a fifty-centimetre wide strip of black and yellow colours shall be painted along the AAFD
boundary line in the direction of the obstacle as described in Annex 4-D to alert pilots to their existence.
The Commander and / or Unit Officer shall adopt procedures to ensure that aircraft pilots are informed
of the existence of obstacles in relation to the negative gradient.
The requirements for the inclusion of maritime units in this exception should be forwarded to the CPS,
with due justification. " B) In item 0404 - "SECTOR OF OBSTACLES WITH LIMITED HEIGHTS".
1. Exclude paragraph f.
2.Rename the letter g to f. C) In item 0405 - "EXCEPTIONS" - replace with the following text: "The
exceptions are listed in the Deadline for Compliance with Requirements and Exceptions, published on
the DPC website. The Maritime Authority recommends the prior consultation and knowledge, by
helicopter operators and vessels, of the exceptions and deadlines in this table, especially when

D) Add item 0406 - "Marine Vessels / Attached Platforms" - "When coupled, marine vessels / platforms
may use a SLO of 180 °, maintaining the paint of their rating. Annex 4-G ".

VI - Chapter 5 - "VISUAL AID"


A) In item 0504 - "SIGNALING AID".
1. In point b - "Maximum permissible load" - replace the first paragraph with the following text: "shall be
expressed in tonnes with two or three digits specifying the maximum resistance that the tread can bear.
It should be painted white. The positioning of the numerals shall be as indicated in Annex 5-C and the
dimensions in accordance with Annex 5-D.
2.In point e - replace with the following: "Signal of name and / or visual indicative and indicative of
locality of platform / vessel - should be painted in white colour in contrast with the colour of the floor of
the helideck. Your alphanumeric characters (name or visual reference) should be painted between the
beginning of the SLO and the Touch Area Limit, as shown in the illustration in Annex 5-C. When the
name and / or visual code is a composition of letters and numbers, Arabic or Roman numerals of the
same letter size should be used and may be separated by a dash. The name of the platform cannot be
covered by the non-slip net. In order to facilitate the identification of the maritime unit by aircraft
crews, the helidecks shall have their locality code painted in white characters, in a position diametrically
opposite to the intended position for the name or visual indication of the platform / vessel, between the
area of the AAFD, as shown in Annex 5-C. This painting should occur within 30 days after the approval of
the Helideck in the Initial Surveys. The dimensions and the spacing between the characters shall be in
accordance with Annex 5-F. When painting is not possible as described above, due to lack of physical
space, the characters may be reduced by up to 1/3 of the pre-defined size ".
3. In paragraph f - "Chevron" - insert the paragraph: "The Chevron paint shop shall follow the orientation
indicated in Annex 5-G".
4. In line h - "Security Notices" - replace the text with the following: "panels shall be placed near the
accesses, in prominent places, painted with black letters on a yellow background, with dimensions of
0,80m x 1,60m, with a 0.05m border and with recommendations to be followed by passengers boarding
or disembarking from helicopters and other users of the aircraft, with the following characteristics,
detailed in Annex 5-H ".

A) In item 0505 - "LIGHTING AID".


1. In point a - "Final Approach and Take-off Area Limit Lights" - add the paragraph: "These lights shall be
accessed in the daytime or night time, whenever the helideck is ready and equipped for aerial
operations; And should remain erased when not in air operations ".
2. In point c - "Status lights" - replace the text with the following: "A visual warning system shall be
installed to aid in alerting of conditions which may be dangerous to the helicopter or its occupants.
The status light consists of a blinking (blinking) light installed in the helideck, close to the AAFD
boundary, and may also exist in other places on the vessel / platform so that it is visible in any direction
of approach of the aircraft.
The status light when attached will mean that the helideck will be closed for air operations and the
aircraft must remain at a distance or, if already booked, should take off immediately or shut down their
engines; If off means helideck available. This system must be connected to the vessel warning system
and be activated automatically when the danger interferes with the operation of the helideck. It shall
also be capable of being actuated manually, controlled by the ALPH and visible at a distance of at least
1400m, having a minimum intensity of 700cd, between 2 ° and 10 ° above the horizontal and at least
176cd at all other angles Lifting.
When the helideck is undressed, or the limits provided by the Helideck Monitoring System (HMS) are
out of parameters, or the boat has any alarm system triggered, the status light should remain on.
Chromaticity and light intensity should follow the standardized ICAO (2009), Annex 14, Volume 1,
Appendix 1.
3.In point d - "Touch Area Lighting" - replace the following text: "every touch area must be properly
illuminated in order to provide a sense of depth to the pilots. The best way to achieve proper lighting is
to use recessed lighting on the touch circumference and the letter "H". This lighting can be done by
using LED technology or by light cords. The system must be mounted so as not to compromise its sealing
and according to CAP 437 (2016), appendix C - Standards for Offshore Helicopter Landing Areas and CAP
1077 (2013) - Specification for Offshore Helideck Lighting System - UK Civil Aviation Authority. When it is
not possible to install or when there is no illumination described above, spotlights for the illumination of
the touch area may be used so that the illumination provides indications of depth that allow the pilot to
understand the approach of the helicopter. These indications are essential for the positioning of the
helicopter during the final approach and landing. Spotlights should be properly installed to ensure that
the light source is not directly visible to the pilot at any stage of landing. Illumination shall be designed
to provide an average horizontal illumination of at least 10cd with a uniformity rate of eight to one. The
spotlight can be controlled by the ALPH, its intensity being reduced or turned off at the request of the
pilot.

VII - Chapter 6 - "OPERATIONAL PROCEDURES"


A) In item 0602 - "QUALIFIED PERSONNEL".
1. In item a - "Aviation Fire Fighting and Manoeuvring Team (EMCIA), consisting of:".
(A) In subsection 3 - replace with the following text: "Personnel who assist in the loading or unloading of
material shall have the Aviation Fire Manoeuvre and Control (MCIA) course, for BOMBAV, as well as fuel
suppliers, If any ".
B) In item 0603 - "OPERATIONAL ASSIGNMENTS AND RESPONSIBILITIES".
1. Where it reads: "The course of Aviation Fire Manoeuvring and Combat (MCIA) carried out in the
country, in an institution accredited by the DPC, or abroad, should meet the contained in NORMAM-24 /
DPC", read: "The Aviation Fire Manoeuvre and Combat (MCIA) course held in the country, in an
institution accredited by the DPC, or abroad, must meet the requirements of NORMAM-24 / DPC or the
Offshore Petroleum Industry Training Organization (OPITO) ".
2. In point a - "Helicopter Launching and Landing Agent (ALPH)".
(A) In point 16, subsection IV - replace the text with the following: "helicopter fall procedure, including
rescue boat manoeuvre".
(B) In point 17, subsection IV - replace the text with the following: "check that the cranes are de-
energized in the cribs or in a safe position".
3. In line c - "Radio operator in Platform Maritime - EPTA" M ".
(A) In point 2 - replace the text with the following: "to activate the crane operators to deenergize all the
devices and place them in the cribs or in a safe, pre-defined position which does not interfere with the
SLO and SOAL of the helideck ".
C) In item 0604 - "VIDEO AND VOICE RECORDING SYSTEM".
1. Replace with the following text: "The helideck shall have a video recording system for recording air
operations (final approach, landing and take-off) and voice recording to record the communications
between the aircraft and the Radio Operator.
Records of the video recording and voice recording system shall be stored in accordance with the
deadlines set forth in the Data Preservation Procedures contained in Aeronautical Command Instruction
(ICA) No. 63-25 for the voice recording system.
The RPM should have a video monitor in the radio station for viewing the helmet.
Such a system constitutes a valuable tool for investigation in the event of an aeronautical accident and
prevention in relation to possible future occurrences ".

VIII - Chapter 7 - "FIRE PREVENTION, FIREFIGHTING AND RESCUE"


A) In item 0703 - "FIRE FIGHTING".
1. In the "Notes", sub-line 5 - replace the text with the following: "LGE storage tanks shall have the
capacity identified in litres and shall have a level indicator or other instrument that informs the amount
of liquid in the tank. If there is a manometer, it must have the calibration report to be presented at the
time of the survey. "
B) In item 0705 - "TOOLS, SUPPORT AND RESCUE MATERIAL".
1. In point b - "Supporting Material:" - point 3 - replace the text with the following: "at least four (4)
metal or nylon specific types for aircraft lashing, the couplings of which are compatible with the. If it is
not possible to fit between pegs and ridges, shackles or load lashing straps with a resistance equal to or
greater than the pegs may be used. "
C) In item 0706 - "UNINHABITED PLATFORMS".
1. Replace the text with the following: "The helideck situated on an uninhabited platform where the
salvage capacity is reduced shall be used only for occasional landing.
When there are persons on board, the platform shall have at least one Helicopter Launching and
Landing Agent (ALPH) course, carrying a portable aeronautical or maritime VHF transceiver radio, at the
frequency to be combined with the crew during the briefing.
The others do not need to have the BOMBAV course, however, they need to know how to use the
equipment and be equipped with the firefighting suit.
Where there are no persons on board, the uninhabited platforms shall be staffed with the helideck. Only
EMCIA shall be conducted on the first flight and withdrawn on the last flight to / from the uninhabited
platform. "
2. In point b - "Supporting Material" - add sub-line 4 - "1 (one) prohibited helideck signalling, Annex 5-
H".
3. Add point e - "Fire-fighting clothing:
Each component of EMCIA, except ALPH, shall have a fire-fighting suit composed of:
1) Approach and firefighting clothing or 7/8 firefighter hood
Approach and firefighting;
2) balaclava mask;
3) ear protector;
4) fireman's helmet;
5) fireman's gloves; and
6) firefighter boots ".

IX - Chapter 8 - "FUEL SUPPLY"


A) In item 0805 - "FUEL SYSTEM MAINTENANCE" - insert the paragraph: "Note: All items in the system
may be checked at the time of inspection, including taking samples for testing".
B) In item 0807 - "FUEL SYSTEM CERTIFICATE" - insert the paragraph: "Note: The Ports and Coasts Board
does not carry out the type approval of boat / offshore fuel systems".

X - Chapter 9 - "COMMUNICATION AND NAVIGATION SYSTEMS"


A) In item 0904 - "Helideck Monitoring System".
1.In the first paragraph - remove the phrase: "Vessels and platforms shall comply with this requirement
by the deadline of 12 August 2017".

2. In point c - "Helidecks Classes".


(A) In point 1 - replace the text with the following:
"Class 1 - comprises semi-submersible deck helidecks, FPSO; floating storage units (FSU), Semi-
submersible or not, Production vessels, drill ships, Converted tankers and other vessels of equivalent
size. This class corresponds to the classification of the British Helideck Certification Agency (HCA) code B
and C and A + code of the Norwegian Oil and Gas Association”.

(B) in point 2 - replace the text with the following:


"Class 2 - covers the helidecks of ships not included in Class 1, or of smaller size (e.g. DSV, seismic, sea
support, etc.) which provide good references during take-off and landing operations, normally installed
at the stern or half-ship. This class corresponds to the classification of HCA code E and A or B+ code of
the Norwegian Association of Oil and Gas Association.

(C) In point 3 - replace the text with the following: "Class 3 - comprises the helidecks of ships of vessels
not included in Class 1, or of smaller size which offer few visual references during the landing and take-
off operations normally carried out on the bow or above the superstructure. This class corresponds to
the classification of the HCA code D and code B of the Norwegian Association of Oil and Gas".

3. Ad sub-paragraph (g) - Tender Leg Wellhead Platform (TLWP) and reduced Pitch, Roll and Pitch
movements may be considered as fixed platforms, although fluctuating, less than 1 degree of B/C (Roll &
Pitch) and less than 1 m of Arf / VArf (heave & heave rate) in the 6-month period as measured by the
HMS equipment.

XI - Chapter 10 - "AVIATION EMERGENCY PLAN"


A) In item 1002 - "GENERAL INFORMATION" - replace the last paragraph in the following paragraph:
"Procedures and periodic training of the Plan and analysis of its results should be foreseen in order to
improve its effectiveness. The exercises must be performed, at least once each crew change, and
recorded. The PEA must be in the Portuguese language ".
B) In item 1003 - "ELABORATION CRITERIA".
1.In point a - replace the text with the following: "Compulsory - any embarkation or maritime platform
where there is a helideck for helicopter operation shall have a PEA / PRE-with the human and material
resources available.
A copy of the EAP / EPR should be sent to the DPC as an annex to the Request for Provisional
Authorization, Annex 1-A, or to the Helideck Survey, Annex 1-C, in order to enable its analysis prior to
the survey.
At the time of the Inspection, the DPC will verify the existence and disclosure of the PEA / PRE, as well as
the training performed.
The PEA / PRE-should be widely disseminated to the sectors involved. "

XVII - Annex 1-E - "REPORT ON FULFILLMENT OF HELICOPTER REQUIREMENTS"


A) In the "Attachments" field.
1. Add item c - "Photos, with date, of the requirements healed".
XVIII - Annex 1-F - "IMPEDITIVE REQUIREMENTS"
A) In the "Example of Impedive Requirements" field.
1.In item 3 - replace with the following text: "Liquid leaks for lower configurations".
2.In item 5 - replace with the following text: "Absence of authorized crewmembers required for the
operation of the rescue boat".
3. Delete items 6, 17 and renumber the remaining items.

XIX - Annex 1-H - "CERTIFICATE OF HELIDECK CONTINUED TECHNICAL CONDITIONS”


A) Replace with the following text: "I hereby certify that, on this date, the helideck on board the (vessel /
platform) _________, (IMO No.) ___________, Local Code___________, Flag____________, currently
operating in the area ____________, Chartered_____________, remains in the technical conditions for
which it was opened to air traffic, in accordance with the Helideck Certification issued by the Brazilian
Navy and the homologation Order No. ______, of _______________ (date), issued by the National
Aviation Agency (ANAC), valid until ___________________ (date). The helideck was inspected and
approved by __________________ (name of Classification Society, recognized by DPC or by the
engineering sector of the company operating the helideck). "
XX - Annex 1-I - "TABLE OF INDEMNIFICATION OF SERVICES"
A) Replace the title "TABLE OF INDEMNIFICATION OF SERVICES" by "TABLE OF INDEMNIFICATION". B) In
the field "Values to be paid in processes".
1. Add the item "g) Inspection abroad: The cost of the daily allowance will be added to the above
amounts, according to art. 0107, according to the values adopted by MB ".

XXI - Annex 1-J - "HELIDECK CERTIFICATION"


A) Replace with the following text: "The Director of Ports and Coasts was entrusted with the duties
assigned to him by Interministerial Normative Ordinance No. 1,422 / MD / SAC-PR, dated June 5, 2014,
published in Official Gazette no. 107, dated June 6, 2014, and in view of the receipt of the Dpt. Of
Helideck (RVH) No. _______________ from the DPC, certify that in ____ / ____ / _____, it was surveyed
and presented satisfactory technical conditions for landings and take-offs of helicopters, and it is
recommended to open them to the air traffic of the helideck on the vessel / platform, with the following
characteristics ".
B) Add item XII - "Class".
C) Add item XIII - "Category".
D) Renumber the remaining items.

XXII - Add Annex 1-L - "COMMUNICATION OF REQUIREMENT”


1 - I attest that, in ____ / ____ / ______, it was observed that the helideck located on board the FIXED
PLATFORM ______________, LOCALITY INDICATE ______________and SIGLA _____________________,
presented requirement (s) in relation to the requirement (s) for Helicopters as provided in NORMAM-27
/ DPC, as follows: (Requirement (s) and NORMAM-27 / DPC reference item).
2 - In the light of the foregoing, I hereby inform the person responsible for the vessel / fixed platform
that, within ______ days, to regularize the above-mentioned requirement (s), to pay the PAS to the
Record of Requirements Removal and to inform To the DPC its compliance, otherwise its homologation
may be cancelled.

XXV - Delete Annex 4-G - "AAFD EXCEPTION TABLE" and replace it with Annex 4-G - "Vessels / Marine
Platforms Coupled", annexed to this Ordinance.

XXVI - Annex 5-G - "CHEVRON" - Add pages 5-G-3 to 5-G-7, attached to this Ordinance.

XXVII - Add Annex 11-A - "PAINT DIMENSIONS FOR HELMET PAINTING 12 X 42m", annexed to this
Ordinance. Art. 2 This Ordinance shall enter into force on the date of its publication in DOU.
