Step 2
THE MOST SERIOUS PROBLEMS COLOMBIA IS FACING
 Favian Hernandez Oliveros
Colombia is a country with many opportunities and hard-working people but at the
same time they are exploited and abused by their leaders and Foreign firms who
come to do business, the dissatisfaction of people about the abuses imposed by
multinationals and the same government has made the country has some
problems that are visible in most cities and towns, some of the most serious
problems we face today are politics, terrorism, human security, agricultural crisis
and social inequality.
1. Policy.
The scandals that are woven into the highest political circles in the country are one
of the main threats to attract foreign investment. Although growth in this indicator
has increased in recent years, Colombia has a brake on what to do with the
management of governance and political management, this has led occupying 19th
place among countries with the highest political risk the hemisphere, as 'global
political risk map', made by Marsh, a consulting and insurance risk, quoted by
newspaper La República.
2. Terrorism.
Among 197 economies, the country the country is better placed than Argentina,
Brazil and Venezuela, however the issue of terrorism resulted in attacks,
kidnappings, and threats against civilians, among others, do not allow Colombia to
be among the countries with higher growth prospects, even is outside the five
nations that have greater expansion in 2014, according to the Economist.
3. Human Security.
The problems of armed conflict and terrorism occur particularly in rural areas of the
country, but in urban areas security threats persist citizens. Burglaries in mass
transport systems, armed robbery and common crime problems, obstacles to
economic development in cities.
4. Crisis of agriculture.
Last year was one of those who marked the history of the agricultural sector in the
country. Through demonstrations the government was challenged by the lack of
support for small and medium producers, a situation that led the Executive to
commit to allocating resources and it extended for another year the dismantling of
4x1000, the newspaper portfolio.

The main threat, he felt, for the Colombian economy has to do with the medium
and long term sustainability in the sector and the use of natural resources, but with
guarantees of environmental compensation. Despite this threat-contrary to other
rural parts of the country- it is among the best cities to do business, among other
things, for his work on environmental sustainability, according to a report by the
magazine America Economia, quoted by El Espectador Bogotá.
5. Social inequality.
This factor frightens investors considering that the country is in third place in the list
of Latin American countries more unequal.
"When there is inequality there is social tension. Inequality is a many-headed
monster. The inequality reduces opportunities, resources, space consumption," he
said last October Eduardo Lopez, director of Research and Monitoring UN-Habitat
Nairobi, cited by the same newspaper.

 Ana Yicela Buitrago

To the dean of the Faculty of Economics at the University of the Andes, Alejandro
Gaviria, the three major economic problems facing the country are employment,
health management and infrastructure.
First believes that unemployment is perhaps the worst difficulty for the country.
"Colombia has the highest rate of unemployment in major economies of Latin
America," remembers Alejandro Gaviria. Colombia in December had an
unemployment rate of 10.6%, higher than in Chile (7.5%), Argentina (7.3%), Brazil
(6.8%) and Mexico (4.7%).
But it is not just a problem of lack of jobs, but productivity and quality of
employment. The economist notes that the country also has one of the highest
rates of informality in the hemisphere and in addition it has great incentive
distortions "that are not recognized by the financial authorities." In this it regards
salary costs as parafiscal that induce hiring workers informally.
In the second problem, the health, finds that "there is a huge increase in spending
that does not translate into better results." The data show that its assessment is
accurate. Statistics from the World Health Organization show that in 2006 Chile
had a public health spending of US $ 343 per person and a rate of adult mortality,
which shows the probability of a person between 15 and 60 years die 60 per
thousand inhabitants. Colombia, however, was spending US $ 492 per person,
40% more than in Chile, and had adult mortality rate 87 per thousand inhabitants,
45% more than in the southern country.
But again, there is one problem in this sector. Alejandro Gaviria claims that there is
widespread corruption and a system that has a financial settlement and pressures
of judges who do increasingly unviable.

Finally, there is the problem of infrastructure. "The state lost the ability to manage
contracts and concessions," says the economist, referring to the left pass the time
of abundant funding for these programs. "When we had the money, we could not.
And when we could. We did not have the money”, he concludes.

 Iván Rene Rengifo

Colombia's main problems are social situation, the economy, the weakening of
agriculture and lack of infrastructure.
these would losmacro problems, but each carries a micro problem that directly
corresponds to its interest. Colombia can be a leading country in the area, but a
social and economic problem arising mainly from corruption, because corruption
many monies are directed to investment remain in the hands of many corrupt
politicios, this should not be like that.
high input prices and selling prices bajor have produced that agricultural activity is
adversely affected, we must regulate minimum costs and maximum sale prices for
inputs.
education is a problem for many years, underpaid teachers, little educational
reading habit and leads us into an abyss of desmpleo, lack of business. health in
Colombia is sad, difficult, where there is no derecho a enfremarse, we will fix this.
sadly, Colombia is the country most material remained in infrastructure in the area,
mainly in the way these price rises freight rates, delays in the times, and today this
had to be ready.
the violence our country is because of all of the above observations, but we have
to fix our government.

 Maryuribeth Puentes Montenegro

While the most serious problems facing our country right now are the decisions
taken by our President Juan Manuel Santos for the implementation of a new tax
reform, where Colombians we want to tax more taxes than they already have,
being right now the fourth country in Latin america with all tariffs taxed more, I do
not Agree with him, Colombians are paying the consequences of corruption of
many years ago, where corrupt leaders squandered big money royalties, as the
petroleum product is being affected not only by the rising dollar, but also by the fall
of the global economy, tax reform it's going to blow up! And a war of interests will
come.
THE OPPORTUNITIES OUR COUNTRY HAS TO IMPROVE.
 Ana Yicela Buitrago
Jorge Orlando Melo offers some ideas or even to change Colombia opportunities
full of crisis, here shown 11 of those ideas.
One need further consideration: the worst lie you can hear said at the beginning of
this speech: that you completed studies. One can, given the difficulties of today
refuge in frivolity or entertainment, but if you want to stay awake and with open
eyes in front of what is happening in the country and the world, we must keep
learning every day, exercising spirit and mind and avoiding dullness of television or
escapism. They will be those who have a greater ability to study a broad and
complex reading of obtaining relevant information, which will be better able to avoid
that little cultural capital that today they are certifying the University depreciate
rapidly, compared to knowledge continually expanding and facing a changing
world, which will require constantly invent and imagine new ways of doing things.
2. Intelligence and sensitivity are still forming and strengthening throughout life. To
keep the body in good condition, every day you do more sports, more exercise, go
to gyms. The library, museum, art, music, theater, good movies, the quality
literature are gyms for muscles of thought and sensitivity are not greased. You
have to mix you poetry and novels to life, and its apparent futility is not true: in the
tragedies and difficulties, at critical moments, failures, and also in moments of
triumph, in defining the great walks of life, the spirit that has been exercised in
understanding the world and life show that is stronger, more agile, better
responsiveness.
3. To stimulate an increasingly obsessive consumer society today simply invites
everyone to enjoy, to seek pleasure sole objective itself. In the long run, and
sometimes with pain and tears, some find that the highest pleasure is never a
solitary pleasure: that if people nearby, beings who love him, who crossed the
street, must have suffering and tragedy, you never have peace of mind to enjoy
life. Others find that there is great satisfaction that the deepest joys occur when
background helps others. Must be relativized hedonism and believe in solidarity
with others.
4. Who had privileged opportunities should not forget those who never had: the
unemployed today, born perhaps in a violent area, driven from their homes in
children, adolescents without study at an intermediate or big city, irremediable
unemployed, they cannot be judged as guilty for not having formed for the next
century, for not finishing his studies in Eafit. You have to look to the unemployed,
who lives in misery, as a victim and not as someone who has voluntarily closed all
doors. So today is not enough to be a good businessman and a good professional
and believe that this is true with the moral or human obligation: a country with
almost 20% unemployment is poorly done, and it is explicable much of the
violence, disorder, stress, what it does in many ways unlivable. Entrepreneurs will
have a central role in shaping the country that we will within a few decades. You
have received a country in disrepair. Have the opportunity to make it better social
policies that address the educational needs of the population, make it more
equitable opportunities. The successful executive to succeed not only makes your
company helps change the context in which this living for the entire population,
potential employees and consumers live in a better and fairer country. (Not to
mention costs insecurity, violence and misery on the same companies)
5. We know: the country is in crisis. Those who have received more than him, who
have had a childhood without hunger, a school in which no lack of chalk, a
relatively stable (though not always) family, a well-endowed university, are the
ones who are more likely to abandon ship that seems to sink. Colombia today
needs all try to help not sink, and remain lending arm to do so. And if personal
circumstances make it unavoidable to leave the country, we must remain linked to
him today with existing media, globalization of knowledge, it is possible to help
Colombians from anywhere in the world: stimulate the development of knowledge,
support the university, supporting art and culture, contribute to economic
development, productive activity.
6. It should be more liveable for all Colombia: you have to change the quality of life,
and this implies, of course, better incomes, a fairer distribution of wealth,
satisfaction of basic needs of life. But this is best achieved when it is the result of a
general will, and this is a good democracy, serious decision mechanisms which
overcome cronyism, corruption and political corruption of politics. And also, it
requires a country that thinks, is not left duped, take the time to analyze. Perhaps
we have reached a point where the only thing that can help change the country is
to change minds: improving education and access to culture. It may seem
superfluous, but as for the child's health is more important to like playing that have
shirt for the health of Colombia the most urgent is that everyone receives
education, and that art, literature, which before everyone had in the stories of
grandparents’ music, can reach out again to all.
7. In a society like ours, technologically backward, openness to international
products that are condemned, has, alongside valuable opportunities, great
difficulties. If they can produce cheaper than us in Asia or Africa, we end up
deciding that it is better to import than to produce, and can discover with surprise
that everything can be produced more cheaply elsewhere in the world. Mass
unemployment would be a permanent result, and only commercial business, plus
some services that inevitably must be paid locally prosper. But how we will pay
what we care? What are we going to offer cheaper, to offer your products? Of
course, reality is never as simple as in this scheme, and there will be a thousand
ways of transition and response. But there is an answer, and it is not obvious to
hinder imports: Colombia is not a viable country if not rapidly improve their
technology. And this will happen if you, in the next ten years, twenty years, fifty
years, maintain pressure for this to happen: for the country and its rulers give
priority to technological development, scientific research; so, that citizens not resist
paying taxes to maintain a serious university system, so that as individuals we are
willing to invest more in the education of children on vacation, their television sets,
clothes or cars.
8. Think long term: often we do nothing to solve a problem because it will take
three, five, ten years to achieve results. twenty years Forty years ago ten fifth,
Colombian leaders did not take long-term measures to prevent environmental
degradation, land grabbing in areas of new colonization, invasion of national parks
were busy solving immediate problems, conflict of settlers, pollution of a river. 10,
15, 20 years ago, not planted trees had to be planted because it took too long, 10,
15, 20 years to grow. Precisely the things that need long to and them: in Colombia,
though few believe, peace, justice, education and the environment are issues that
will only be resolved in decades, slowly, with patient will and optimistic and rational
analysis invite pessimism.
9. Do not leave politics to politicians. We all complain about the corruption of
politicians, but people who all have chosen: those elected by voting, although they
have been carried away by secondary or emotional aspects, by image or a
particular favor. Those who do not vote, because let others choose for them, it's as
if they gave their votes for the most corrupt of all, because they make corruption
easier. He who can least complain about how bad they are politicians is what has
allowed them not to participate perpetuated.
10. Easy solutions are almost always the most expensive: violence has grown,
because each individual has tried to solve, seeking an immediate exit: negotiation
or agreement with the aggressor, or the achievement of vigilantes or thugs for
protection. Bullies multiply, kidnappings increase, and he thought he was careful to
increase their individual defense resources, improving their own endowment
weapons, he discovers that all who threaten have done the same, that in the
meantime the state has lost credibility and capacity for action, and is more
vulnerable than before. The difficult thing is to find solutions in which all involved,
and departing from an integrated analysis of the problem: but how difficult is what
works.
11. Violence is the main problem Colombians living today. It suffers individually,
and also suffer companies: security costs have become one of the biggest burdens
in the country. You feel helpless, you see that is not intended to influence the
situation. Surely we can do little for the guerrillas or paramilitaries change their
ways, or for criminals to stop thinking kidnapping and other forms of crime are a
good deal. But something we can do: on the one hand, help, so be it slowly,
justice, police and systems governing coexistence, go better, regain credibility. But
above all, we must try all our acts are peace: in daily life, in the family relationship,
in friendship, in personal dealings with everyone we meet, we can reduce violence,
whose waves reverberate, resonate and expand to levels that we cannot foresee, if
we act always thinking about the rights of others, respect others, to see their point
of view, and if we are willing to compromise and seek our satisfaction in a manner
consistent with the other. Peace in the immediate and personal circle, and
reasoned and critical to efforts to resolve the armed conflict have lived for forty
years may gradually go approaching the miracle of peace support.
Perhaps if we try to follow these recommendations seem less absurd and less
impossible to achieve what, in 1952, sought Dag Hammarskjöld, intense and sober
Secretary of the United Nations:

"What I look for is absurd: that life has meaning So I fight is so impossible.
Profundities my life"

 Favian Hernandez Oliveros

Therefore, 2016 will not be an easy year to get around, although there will be new
opportunities for the export sector, local businesses and investment if it is finally
crystallized the peace process with the guerrillas. Concerned about the collapse of
oil revenues and the export slump even though the exchange rate is favorable for
companies with overseas markets. Despite these dark clouds, Finance Minister
Mauricio Cardenas, said: "Colombia will be among the four Latin fastest growing
economies, and also among the most internationally" in 2016.
Yet the risks are several mainly by rising consumer price index and the
unemployment rate, which is currently 9%, to rise again because of the loss of
speed in economic performance. As things stand next year it could become one of
the most complicated after the crisis of the late 90s, when the country entered a
recession that overcame with flying colors. Also, there is a fear that there is some
capital flight on account of the recent increase in interest rates by the Federal
Reserve. Post-conflict, he said President Santos, could be the best opportunity to
sustain growth from the agricultural sector, forgotten for decades.
Credit is more expensive
By the strong increase in consumption and inflation, the Bank of the Republic
made this year three adjustments in interest rates. The last increase was on 18
December 5.50% to 5.75%, according to analysts, it seems that in January
there will be a further increase to 6%, a level not seen since May 2009. And so
says Alejandro Reyes, director of economic research Ultraserfiinco noting that
"these adjustments will make the credit more expensive for Colombians from
2016".

GDP amid risks

Despite the adversities and gray clouds in the international environment, GDP,
GDP grew 3.2% domestic product in the third quarter, a figure that analysts had
expected slightly lower. Based on this behavior, according to Finance Minister
Mauricio Cardenas, everything suggests that the economy will grow 3.2% in
2015. But the International Monetary Fund, IMF is more optimistic in calculating
GDP in 2015 would be 3.8%.
By 2016 the government forecasts growth of 3.6%, although Fedesarrollo
estimates it could be less and would point to 2.8%. All on account of lower oil
contribution to public finances, which would generate a fiscal deficit of 3.6% of
GDP, which the government must cover with a new tax reform.
The manager of the Bank of the Republic, Jose Dario Uribe, also estimates that
the economy will grow 3% in 2015, while for 2016 it is planned a similar goal,
slightly higher, about 3.1% or 3.2%. He said that "3.0% is a good figure for
global economic moment and said it will be the highest in the seven largest
economies in Latin America."
The construction will be key in economic performance next year by the impact
of the projects of the first and second wave of highways fourth generation,
which invested $ 55 billion. Agriculture and industry await their turn to drive
GDP has slowed.
Prices bullish trend
Colombians this year saw a rise in inflation to levels not seen since 2008, and it
seems that these price pressures will continue in the early months of next year.
All due to the impact of El Niño, which affected many crops, and the high dollar
more expensive imports, raw materials and food. Therefore, the goal of the
Bank of the Republic, which ranged between 3% and 4%, with an average of
3.5% for the whole year will not be met.
Until November the consumer price index, CPI, reached 6.11%, with food (up
9.66%) which most affected the pockets of families. And it seems that the CPI
year closed at 6.5%. By 2016, says Daniel Velandia, head of economic studies
at Credicorp Colombia, inflation will continue to press in the first three months,
and then begin a gradual decline. "It will be a temporary phenomenon that
should not scare you more, because the second half is expected that the
drought has disappeared," he stressed the economist.
Meanwhile, Bancolombia projections in 2016, this puts inflation at 5.73% end
2015 and 2016 by 3.7%. In its analysis, the economic department of the
institution, emphasizes that "the risks on behalf of El Niño, the transfer of the
peso depreciation on the cost of living and rising inflation expectations can
make the process of convergence target range takes longer than expected. "
Therefore, this is the crossroads in this field, to negotiate the minimum wage
hike for 2016 has been very complicated. The proposals range from 7% to
10%.
The manager of the Bank of the Republic, Jose Dario Uribe, says "it is likely
that the impact on food prices is strong in the first quarter of the year, but it is
not permanent because El Niño will end, come production important and the
consequent fall in prices. "

One dollar volatility

The dollar started 2015 at $ 2,392.46 and after months of high volatility reached
historical ceiling of $ 3,003.35 on August 19, which marked the end of so-called
'cheap dollar' in Colombia. Cars, technological goods, raw materials, supplies
and clothing and even tourism plans, suffered the impact of a currency is much
strengthened to the point that imports fell 14% last October, and consumption
of these goods and services He declined.
By 2016 the conditions are in place for the exchange rate continues to rise, and
when the Federal Reserve just raise their interest rates and oil prices continues
in freefall. Although it is difficult to predict a quote of the dollar, analysts
estimate that next year will move between $ 2,850 and $ 3,000. While there will
be a devaluation close to 41% against the dollar in 2015, this would moderate
to 7.8% in 2016.
Bancolombia analysts maintain the central path of the exchange rate at an
average of $ 2,743 in 2015 and $ 3,056 in 2016. But not everything will
increase rates or turbid stage at the beginning of 2016. Julian Villamizar, a
professor at the Externado University of Colombia, explains that "good news
will be for exporters next year, who will surely present the best figures, favored
mainly by the devaluation of the Colombian peso against the dollar. "
Like says analyst Julio Escobar, who notes that 2016 may be a year of
opportunities, including exchange-rate, as exporters will again recover lost
markets.
The high value of the greenback "has motivated a penchant for purchases of
domestic products, which boost the manufacturing industry to regain ground,
stresses meanwhile Gabriel Velasco, Manager of the National Association of
Entrepreneurs, Andi, sectional Valle del Cauca.
An oil income at the crossroads
The bajonazo in oil prices certainly put the Colombian economy and public
finances in trouble during the past year. The price of crude, which began in
2015, at US $ 60 per barrel, decreased to US $ 34, which led to 20 foreign oil
companies to seek the shelter of a bankruptcy law to overcome their difficulties
in Colombia.
Such has been the crisis in this field, which the minister of Finance, Mauricio
Cardenas, admitted that oil revenues vanished. They were $ 20 billion tax that
will not be received this year. And for 2016, the official said that these
resources will be even scarcer.
Today the international oil market has an offer of 30 million barrels per day, and
the cartel of producers, led by Saudi Arabia, projected not to lower that figure to
boost prices.
FEDESARROLLO researcher, Mauricio Reina, believes that "the fall in crude
inventories since early December in the United States would mean that prices
should recover, which is not happening". By 2016, analysts estimate that oil
prices could fall to $ 32 or even $ 30 a barrel.
"Those low prices in the medium term are unsustainable, so they could start
climbing, but nothing is written," says Reina.
Therefore, it is estimated that in the first six months of 2016 oil prices remain
low.

Our country to have many problems, also has opportunities to improve, obviously
with hard work and dedication.
this is achieved if corruption is stopped, a recent study shows that for every person
in the country several billion pesos stolen, if these funds were invested in
corresponding, would be solving one of the most difficult problems of our nation.
we must make more investment in the field, in health, in industries, but in a
responsible manner.
we must raise taxes, and provide security for international attraction has to invest
in the country.

 Maryuribeth Puentes Montenegro

Let's carry on the discussion think that the opportunities our country has to improve
depend on us and on our commitment to our country, let's clear up esta problem
that is affecting us, sticking the field to strengthen our economy with productive
agricultural projects, but it was for our farmers it could have been worse. I would to
work hand with people like Barack Obama and Shakira intelligent people I think
they could bring you great things for our country.
