INTRODUCCION
Cataluiia es una pequeiia nacién, de apenas 32.000
1kan? y unos siete millones y medio de habitantes,
situada al Nordeste de Espafia. Dos tercios de esta
poblacin viven en el ambito metropolitano de
Barcelona, su capital,
Catahufia constituyé en su momento la locomotora
dela industrializacion de Espatia y sigue siendo
hoy una de las regiones més dinamicas de Europa,
densamente ceupada y con una sélida economia
asada en la industria, el turismo ylos servicios.
INTRODUCTION
Catalonia isa smait nation, located in
Northeastern Spain. It only has 82.000 kmx and
about seven and a haly mittion people. Tivo thirds

Barcelona, its capital
At one point, Catalonia was Spain’
industrialization engine, and still is one of the
most dynamic regions in Europe: aside from
being densely populated, it also has a solid
industrial, service and tourist based economy.Catalufia tiene una notable tradicién urbanfstica y

del sighe XXI esta tradicién se limita esencialmente
al proyecto de sus ciudades y, particularmente, de

En Barcelona se desarrolla el que esti eonsiderado
elplan urbanistico mas importante del siglo XIX, el
Proyecto de Ensanche de Ildefonso Cerda, asi como
‘otros muchos proyectos y eventos bien relevantes
(Plan Jaussely; dos Exposiciones Internacionales;
proyectos de Le Corbusier y GATCPAC; plan
comareal en 1953 plan metropolitano en 197
Juegos Olimpieos y proyectos de espacios priblicos,
‘reas de nueva centralidad, regeneracién de
bacrios 0 vias urbanas, englobados todos ellos en
el denominado modelo Barcelona).
Esta especial atencién a la ordenacién general de
Tnciudad ya la calidad de sus barrios y espacios
piiblicos se reconoce asimismo en los euidados
planes urbanistioos de muchas otras civdades de
Calalufia desde los aos ochenta,

Pero no es sino hasta este siglo que dicha
‘preocupacién se traslada al conjunto del territorio.
Entre 2003 y 2010 se produce una experiencia,
singular en nuestro pais, un gobierno de coalicién
entre diversos partidos progresistas. Esto da
lugar a una preocupaciéa inédita, incluso
anivel internacional. Se pretende ordenar
iminuciosamente y de esta manera gobernar el
conjunto del teritorio.Y para ello se impulsa una
‘amplia bateria de disposiciones legales, programas,
planes y proyectos.
Esta ambiciosa politiea de ordenacién territorial
se fundamenta en tres principios: compacidad,
complejidad y cohesion:
> Compacidad en cuanto al modelo de
urbanizacién, pues se pretende combatir la
ispersién de la ucbanizacidn sobre el territorio

plan of the 19th century was developed in
Bareetona, the Idefons Cerda Plan for the
Extension of Barcelona, as well as many other
projects and relevant events (the Plan Jaussely;
‘two International Fahibitions; the Le Corbusier
‘and GATCPAC projects; the county plan of 1953:
‘anil the metropotitan plan of 1976; the Olympic:
Games and publie space projects, new central
areas, the reconstructing of neighborhoods and
urban roads, all of them encompassed within
the s0 called Barcelona model.)
This particular attention to the general
development of the city and its public space —
‘ig also seen in the careful planning of many ur
other cities of Catalonia that have taken place
since the 19808,
AUNIQUE GOVERNMENT EXPERIENCE AND
AN AMBITIOUS TERRITORY PLANNING
POLICY
But this concern did not spread to the whole
‘territory until this century. An unusual experience
took place in our country beteeen 2003 and 2010,
‘a government coalition formed among a raumber
af diverse progressive pasties, This gave place to
unprecedented concern, even at the international
evel. In order to be able to administrate the
territory as a whole, « thorough ordering process
‘eas set in motion. To reach these goals, a broad
range of legal measures was promoted, as wellas
‘programs, plans, and projects.
‘This ambitious territory planning potiey
is based on three principles: compactness,
complecity and cohesion:
> Compaceness regarding the urban model, a
itis intended to fight urban spravel across the
territory and favor growth that is contiguousJos mticleas existentes y eon una densidad

Ja vivienda, asf como la formacién de guetos,
se propugna la cohesion, la defensa de pueblos
y cindades como espacias de convivencia y
redistribucién social.
Construir una red urbana integrada se eontia
en buena medida al planeamiento, al que se
eda un impulso decisivo. Se redactan siete
planes territoriales que cubren todo el territorio.
Se elaboran asimismo varios planes dieetores
“urbanisticos; diversos planes sectoriales (de toda
la costa, ferrocarriles, carretera); planes de
rabitos patcimoniales y catAlogos de paisaje
‘que cubren todo el pais, Se aprueban planes de
regeneracién de un centenar de barrios, otros
tantos de dtcas nesidenciales estratégicas yun
plan nacional de vivienda,
Al tratarse de proyectos y planes absolutamente
novedosos en nuestro contexto, se debe avanzar al
mismo tiempo en definir marcos de referencia y
metodologias de abordaje amptiamente debatidas y
compartidas. Este esfuerzo de gobierno del terrtorio,
que implica a responsables de la administraciéa,
de la universidad y del mundo profesional, da lugar
en poco tiempo a.una profunda reflexién sobrelos
moclelos, conceptos, herramientas y tenicas de la
disciplina, aun verdadero proceso de investigacion
a través del planeamiento, ¥ todo ello se leva
cabo desde una estrechisima colaboracién entre
diferentes administraciones y, particularmente,
desde un fecundo y continuo didlogo entre el
gobierno de Catalufia ya universidad.
‘Cabe destacar la redaccién, al inicio de este
proceso, de un documento de Criterios de.
planeamiento que retine quince determinaciones

Building an integrated urban net is mostly
entrusted to planning, which is given a decisive
impulse. Seven spatial plans, thot inelude the
whole territory, are drafted. Additionally, several
urban guideline plans are developed: different
sectorial plans (of the coastline, railways and
roads), as well as plans for heritage sites and
landscape catalogues that take the whole country
into account, Plans for the restoration of @
Iuundred neighborhoods are approved, as well
as others for strategic residential areas and a
national housing plan.
‘Since projects and plans are completely
innovative in our context, reference frameworks
needed to be defined, and the approach
methodology must be thoroughly discussed
and shaved. This concerted effort to gowern the
territory, which involves different people in charge
ofthe management world, as well as the academic:
cand professional realms, is responsible for rapidly
clearing the way towards «deep consideration
of the models, concepts, tools and discipline
techniques; to a true process of research through
planning. All of this happens because there is
avery close co-operation among the different
administrations, and, particularly, because of a
productive and permanent dialogue between the
government of Catalonia and the University.

Con la adopcién y explicacion de los eriterios se
‘teeta de suplir la inexistencia de un mareo de
refecencia general para la actuacién territorial que
sepretende desarrollar; en primer lugar, en materia
de planeamiento de dmbito supramunicipal, pero
también en materia de paisaje, rehabilitacién de
barrios, einfraestructuras tervitoriales,
Cabe recordar que Catalufia, una ver recobrade
la capacidad de autogobiemo que le econoce el
“Estatuto de Autonomia de 1980, expresa muy
pronto su voluntad politica de prestar especial
stencién a un proyecto territorial de pais. En 1983
€1Parlamento de Catalufa elabora y aprucba por
‘unanitmidad la Ley de Politica Territorial, que
cslablece vias e instrumentos para dotarse de un
proyecto general para el futuro del teritorio, y para
desarrollarlo con la precision escalar y sectorial que
fuera conveniente.
Lamentablemente las actuaciones desarrolladas
enles 20 affos que median entre 1983 y 2008 no
responden al entusiasmo inicialmente expresado,
Es cierto que en 1996 se lega a aprobar un Plan
‘Territorial General para toda Catalufia, y que este
Plan sigue vigente en el afio 2003. Sin embargo su
contenido dista mucho de ser un mareo suficiente
til para desarrollar un planeamiento territorial
como el que se pretende ahora. Cabe afiadir que
enla década anterior el enfogue de las politicas
y proyectos territoriales ha evolucionadoy se ha
enriquecido mucho con Ia plena incorporacién
decnestiones como la sostenibilided ambiental y
¢l paisaje como factores relevantesy, a menudo,
absolutamente determinantes. Resulta por tanto
nocesatia una definicién actualizada y suficiente
del mareo de refereneia del planeamiento y de Tas
politicas territoriales que van a desarrollarse.

to guide the spatial project. It is not a binding
document, but its noticeable clarity, the
protractedly built consensus over its contents and
the fact that it has spread among professionals
and city council’s members, gives it special value.
WHY THE NEED FOR PLANNING (AND
MANAGEMENT) TERRITORIAL CRITERIA?
By adopting and clarifying the eviteria, the idea
‘to fll the void generated by the lack of a general
reference framework for the spatial action sought
tobe developed; not only in regard to planning

interms of landscape, neighborhood renewal, and
spatial infrastructure.
It is worth remembering that Catalonia, once the
Statute of Autonomy recognised its autonomy
in 1980, started to voice its political intention of
paying special attention to a spatial plan of the —
country very quickly, fn 1989, the Parliament au
of Catalonia developed and passed the Spatial
Policy Law, establishing the means and tools
to enable a general plan for the future of the
territory, and to develop it with the convenient
sealar and sectorial precision.
Unfortunately, the actions that have been taken
inthe 20 years between 1988 and 2008 filed
to reach the level of enthusiasm that had been
initially expressed. It is true that the General
Spatial Plan Law was passed in 1995, and that
this Plan was still valid as of 2003. However its
content is far from being an adequate or useful
framework to develop a territorial planrting
roject as itis intended nowadays. It should be
also added that the scope of territorial policies
and plans has also evolved in the past decade,
cand has benefitted quite a deal from the full
acknowledgment of issues such as environmental
sustainability and landscape as relevant -cnd
often absolutely decisive-fuctors I is therefore
necessary an up-to-date definition of the
planning reference framework, as well as the
spatial policies to be developed.Dudamos si empezar por revisar la Ley de Politica
‘Territorial, cuyo texto ha quedado en buena
medida obsoleto: ni desarrollo sostenible ni paisaje
son voeablos que aparezcan en la misma. Arin

Se plantea también si empezar por una revision y
‘puesta al dia del Plan Tecritorial General de 1995,

final de lalegislatura y del periodo de gobierno

‘mayor compromiso de proyecto, Pensamos que
esimportante poder dar este paso, y mostrar con
propuestas concretas el sentido y Ia conveniencia,
de los planes territoriales con capacidad normativa
cn la progresiva definicign de um proyecto de pais
para Catalufia
‘Aunque se trate de mn instrumento insuficiente y
obsoleto, la vigencia del Plan Territorial General da
ccobertura juridia para abordar laelaboracion de
7 Planes Territories Pareiales que aquel establece
para su desarrollo y eoncrecién. Sin embargo,
¥y por las insuticiencias propositivas citadas, es
necesario explictar a.que eriterins ideolégicos van,
responder las propuestas de los planes a elaborar.
Es imprescindible que estos crterios queden
incorporados, aunque sea implicitamente, al
dliscurso politico del gobierno de Cataluiay
especialmente a del Departamento de Politica
‘Territorial. Estos criterios deben ser el marco
del didlogo politico-técnico en el desarrollo
de los trabajos de planeamientoy de otras
acciones concurrentes. Deben asimismo ordenar
el necesario didlogo entre la administracién
promotora de los planes y demés actuaciones
It is not clear whether toe should start revising the
Spatial Policy Lace, since it has become obsolete:
neither sustainable development nor landscape are

To begin reviewing and updating the General
Spatial Plan Lave of 1995 was also considered,
This would have been, perhaps, the most logical
‘way to proceed, at least from a conventional
stanulpoint. But it would have been a time-
consuming task, not to mention the risk it carried
of reacking the legislative end, as well as the
government's term, engulfed in angry debates,
without Being able to talk about the spatial project
cat a seale that could show 4 greater evel of detail
and commitment to it. We think itis important
to be able to show, with specific propositions, the
aims and convenience of the spatial plans with a
regulatory capacity in the progressive definition
of a country project for Catalonia.
Although it is an insufficient and obsolete tool,
the validity of the General Spatial Plan Lavo
provides legal basis to proceed with drafting of
the 7 Partial Spatial Plans, that the former had
set to be developed and fulfilled. However, and
due to the propositional shortcomings already
mentioned, itis necessary to explain to which
ideological criteria the propositions of the plans
to be developed will answer.
Its vital that these criteria be included, although
implicitly, into the political discourse of the
Catalonia governments, especially in regards to
the Department of Spatial Policy. These eriteria.
must be the framework of the technical-potitical
dialogue taking place in the development of the
planning projects and other concurrent actions.
They neust, likewise, convey order to the necessary
interactions taking place between the agency
in charge of promoting these plans and otherterritoriales -el gobierno de Cataluiia-y las

Por ello, previamente ala presentacién de
(planes tervitoriales), hasta entonces poco

todas las entidades y cindadanos interesados. Todas
estas relaciones, inherentes a cualquier iniciativa
de planeamiento, deben partiren este caso dela
cualquier propuesta, resulta aconsejable proceder
alenunciado y explicacién de los criterios en que se
basa Ia justificacién de la misma. Se debe aportas,
de entrada, una definicidn de las intenciones, y
‘uta delimitacin del aleance de unos instramentos,
conocidas,y de los cuales alguien puede esperar
claro el sentido de lo que se persigue, resumimios
sintéticamente los quince eriterios elaborados:

planning initiative, should spring, in this case,
from a neutual recognition of the adopted eriteria,
Therefore, previous to the presentation of
any proposal, itis advisable to proceed to the
statement and explanation of the criteria on
which the justification oft is based. A definition
of the intentions must be addressed frst, ae well
a9. clear set af boundaries for these instruments
(territorial plans), which at that point are not
well known, and somebody could expect vane or
improper things. To make the sense of what is
pursued even clearer, woe briefly summarize the
fifteen elaborated criteria:

estructurantes en Ia ordenacién del territorio.
3. Preservar el paisaje como un valor social y
un activo econémico del territorio. El paisaje es
Ja imagen que nos transmite el territorio, através
dela cual somos capaces de sentirlo y amatlo,
El paisaje es hoy también un factor, a veces muy
importante, de creacién de riqueza.
4. Moderar el consumo de suelo. El suelo
con aptitud para la implantacién urbana e
industrial es un recurso escaso, cuyo despilfarro,
amenudo evidente, debe evitarse a toda costa.

5. Favorecer la cohesién social del territorio

1. Encouraging territorial diversity and
‘maintaining the biophysical matrix as
apoint of reference. Diversity is of great
importance for the territory. The goal of
achieving balance should never be understood
as a proposition for homogenization. The
biophysical matria is a point of reference for
the future projects of territorial areas,
2. To protect natural, ruvaland
non-urbanized areas in general, as
components of territorial planning. Those
areas in which planning at the municipal
level are often peripheral or residual become
fundomental and structural elements in
territorial planning.
8. To preserve the landscape as a social value
and as an economic asset of the territory.
The landscape is the image that the tervitory
shows us, through which we are able to fel it
aand love it, Landscape is also a. factor, sometimes
greatly important one, involved in the
generation of wealth.
4. Restrain the use of the land. The land
suitable for urbanization and industviatization
is @ scarce resource, and its misuse, sometimes in
avery brazen form, must be avoided at all costs
A more efficient use ofthe already urbanized
areas is an objective to keep at all times.
& Promote social cohesion in the territory
and avoid spatial segregation in-urban
areas. Social cohesion is one of the three pillars
of sustainability. Territorial planning must
_favar cohesion, promoting true spatial batence,
with regard to providing access to services
and facilities to people.
6. Protect and boost the urban heritage that
structures the territory. Catalonia has a
system of cities, villages and towns that have
structured its territory throughout history.

cities size will clearly lead us to a better model
—functionally, socially, and enrcironmentally-

citizens will have their place of work near their
homes, but in a model of residential areas with
lowe density and specialized areas of economic

touch with service and infrastructure

Dicho de otro modo: expresa la intencién de los
planes territoriales de intervenir desde su propia
ligica en la determinacién de los trazados de las
nuevas carreteras y ferrocarriles.
Como se desprende de los enunciadosy
explicaciones aqui expuestos, el contenido de los
‘quince criterias recoge buena parte de las tesis
osicionamientos que la “eultura de territorio” ha
ido formulando y debatiendo a lo largo de los
20 aftos que transcurren desde la aprobacién de
la Ley de Politica Territorial hasta el momentoen
que se abordan decididamente politicas territoriales
sustantivas. Como agente principal que participa en
Increacién de esa cultura debe estar, en principio,
laadministracién responsable, pero ya hemos
comentado que en e808 20 afios no se muestra
especialmente interesada en la materia, Son mas
bien las entidades, las asociaciones profesionales,

As one can see from the statements and 188
explanations laid out here, the content of
these fifteen points gather a great part of the
theory and positions that ‘territorial culture”
has developect.and discussed in the 20 years
‘that hace gone by since the Spatial Poliey
Law was passed, all the way up tothe point in
which substantial spatial policies have been
decidedly dealt with. As a principal agent
that participates in the creation of that
culture must be, to Begin with, responsible
management, but we have already said that in
those 20 years no special interest in the subject
is shown. It is more the entities, professional
associations, the media, and interested people
and, of eourse, universities that create knowledge,
promote debates and draw operational
conclusions of general acceptance, which
provide content to the presented criteria.
We mast not forget, especially during this
hard time caused by the so-called “Brexit
that some guidelines and documents from the
European Union constitute valuable reference
points to defind the opportunity of an integral

Basta recordar, como ejemplos, la Estrategia
‘Territorial Europea, de 1999, y el Convenio del
Paisaje, del Consejo de Europa, de 2000,
Sibien los “eriterios” se elaboran como referencia
nocesatia para abordar los planes territoriales
pareiales, puede decirse que expresan el mareo
ideoligico-operativo bajo el que se desarrollan
diversos procesos de actuacién territorial,
entre finales de 2003 y de 2010. Provesos que
promueve el Departamento de Politi ‘Territorial
-y Obras Publieas, cuyo titular es en este perioda
Joaquim Nadal Farréras, profesor universitario
yantiguo alealde de Gerona, una de las eapitales
importantes y de mayor tradicién urbana de
Catalufia. La actuacién del Departamento se
divide en dos Seeretarias: Planificacién Territorial
eTnfraestructuras.
ACTUACIONES TERRITORIALES 2003-2010
Las lineas de accién que aqui se comentan
corresponden a te Secretaria de Planificacién
‘Tervitorial,a cargo de Oriol Nebo Colom (durante
los afios previos profesor en la universidad) en cuyo
4mbito se elaboran y promueven los mencionados
criterios. Cabe affadir que éstos son explicitamente
asumidos por el titular del Departamento y, por
tanto, abe considerar que aleanzan el valor de
referencia de aplicacién general para todas las
actuaeiones del mismo.
1Las principales actuaciones de la Secretaria
de Planificacién Territorial que cabe comentar
aquf,en tanto que se trata en todos los casos de
iniciativas innovadoras y por tanto susceptibles
en diverso grado de eolaboracién administracién-
universidad, son las siguientes:

> Actuaciones de rehabilitacion de barrios

We can look back, for example, at the European
Spatial Strategy in 1999, and the Landscape
Convention of the European Council in 2000.
Although the “criteria is elaborated as a
necessary reference to approach the
partial spatial plans, it can be said thot they
cappress the ideological-operational framework
under which different spatial action processes
‘were developed, by the end of 2003 and 2010.
Those processes were encouraged by the
Department of Regional Policy and Publie
Works, conducted, during this period, by
Joaguim Nadal Ferreras, professor and former
Gerona Mayor, one of the most important
capitals of Catalonia, os well as the one with
‘more urban tradition. The Department actions
were diwided into two Secretaries: Territorial
planning and Infrastructure
TERRITORIAL ACTIONS 2003-2010
The action guidelines mentioned here belong.
to the Secretary of Territorial Planning,
in change of Oriol Nello Colom (former
university professor), in whose area the
criteria were developed and promoted.
Itcan also be added that those points tere
explicitly adopted by the head of the
Department, and therefore, become a
valuable reference for the general application
for all the actions.
The most important actions of the Secretary
of Territorial Planning thot are worth
‘mentioning, which in all cases are innovative
and susceptible to the collaboration of
‘management and university, are the
following:

Se trata de claborar sicte Planes territoriales
parciales que cubren todo el territorio de
Cataluiia. Este es tm mandato que emana dela
Ley Territorial de 1983, que ha sido coneretado
por el Plan Territorial General aprobado en 1995.
Aesos efectos dicho Plan divide Cataluiia en siete
ambitos. Tres de éstos tienen una extensién algo:
superior a 3.000 km’, ylos otros cuatro exceden
de 5,500 km*. Se trata, por tanto, de planes de
clara dimensién territorial que han de comporter,
‘en principio, téenicas y determainaciones
claramente distintas de las de indole urbanistica
que todas conocemos. Ademas, uno de estos
siete planes es el dela Regin Metropolitana
de Barcelona, con una poblacién yun grado
de urbanizacién muy superiores por lo que, ya
deentrada, parece requerir valoraciones y
técnicas especificas.
El objetivo politico expresado por la cnalicién
de gobierno de abordar decididamente el
planeamiento territorial del pais se completa
con el conipromiso de tener los siete planes
laborados y aprobados al final del mandato. Se
trata de un compromiso dificil de cumplir, que
exige ala direccién ténica acotar con mucho
rigor los contenides y los procedimientos para
que ello sea posible. En consecuencia, en le
elaboracién de los planes territoriales, ademas de
‘mantener una estricta observancia de los criterios
antes comentadas, se opera del siguiente modo:
> Bl propio terrtorio (morfologia, sistemas
“urbanos, reds, cobertura vegetal...) debe ser el
teferente de proyecto basico
» Hlestablecimiento de una red continua de
espacios abiertos (naturales y agrarios) protegidos
yexcluidos de cualquier iniciativa de urbanizacién,
esunade las dos propuestas basicas que deben
estructurar la ordenacién del tervitorio.
> La segunda propuesta basiea es el
«stablecimiento de regulaciones para a extension
urbana de todos los micleos y dreas urbanas

TERRITORIAL PLANNING
This is about elaborating seven Partial
Spatial Plans that cover the whole tervitory
of Catalonia. This is an order that comes
_from the Spatial Law of 1989, which was
-filfiled in the Law of General Spatial Plan
‘passed in 1995. To these effects, the Plan divides
Catalonia in seven areas. Three of which have
an extension of ebout 3.000k, and the rest
exceed 50500 km. Therefore, we are talking
about plans with a clear spatial dimension
that will include, at frst, techniques and
determinations clearly different from the
ones relating to urbanism that we all know.
Furthermore, one of the seven plans belongs
to the Metropolitan Region of Barcelona,
with a greater number of population and a
higher degree of urbanization, which requires
specific techniques and assessment,
The political goal, eapressed by the government
coalition, to decidedly take on the territorial
planning of the country was completed with
the commitment of having these seven plans
developed and approved by the end of their
term in office. is about the difficulty to
accomplish commitment that demands a
technical management to delimit rigorously
the contents, and procedures to make it possible.
As c consequence of this, when developing
the spatial plans, apart from keeping strict
‘compliance with the criteria already mentioned,
it worked as follows:
> The territory itself (its morphology, urban
systems, networks, vegetation cover...) must be
referenced to the basic project.
> The establishment ofa continuous netceork of
protected open spaces (nateral and agricultural)
cand exeluded from any other urban initiative,
is one of the teo basic propositions that must
structure territorial planning.
» The second basic proposal is the establishment
of regulations for the urban extension ofall the
nuclei and urban areas of the territory. With it,como eorregir los fendmenos de dispersién,
potenciar las polaridades nrbanas, limitar la
‘ocupacién de suelo y propiciay la compacicad
yla eonvivencia de usos.
> Las comarcas (Ambitos administrativos
supramunicipales) deben sera via prineipal de
dialogo con los municipios que ademis se sujetaa
tiempos estrictos para cada etapa del proceso.
En Catalufia hay casi L000 municipios, que
estén agrupados en unas 40 comarcas, Fuera del
Area Metropolitana de Barcelona, las eomareas
son ambitos con notable sentido geogréfico y
de pertenencia por parte de sus habitantes. Son.
también un nivel de administrae¥in local, eon
representacién politica de segundo grado, con
pocas competencias y de utilidad diseutible, Sin
‘embargo, la immphieaci6n de las mismas en el
dialogo sobre los planes resulta un aeierto,
Elcontenido de los planes se completa
con muchas otras determinaciones y
recomendaciones. Asimismo, en el plan del
4mbito metropolitano de Barcelona se deben
definir también politicas y actuaciones referidas
a diversas partes del extenso continuo urbano.
‘No obstante, se exeluye del contenido de los
planes algunas materias importantes -como los
equipamientos supramunicipales- que pueden
ser tratadas con posterioridad mediante planes
sectoriales o especiales que sean coherentes con
el modelo territorial propuesto, Obyiamente, la
azn para posponerlas es también el caracter
conflictivo que estas decisiones pueden tener en.
el dialogo con los ayuntamientos (cabe recordar
«que no hay tiempo ilimitado para abordar los
proyectos de territorio que se persiguen).
Finalmente, el mandato dela coalicién de
gobierno progresista se prolonga durante una
segunda legislatura y aleanza siete afios de
duracién, En este tiempo se logra la elaboratién
yaprobacién por el gobierno de los siete Planes
territoriales parciales que enbren todo el territorio
de Cataluiia, Son planes seguramente mejorables
pero tienen el mérito de ser los primeros, de
certain objectives are pursued, such as correcting
the dispersion phenomena, boosting urban
polarities, mit land oceupation, and promote
compactness and cohabitation of uses.
> The regions (supramunicipal administrative
areas) must be the main wary of dialogue with the
municipalities, which in turn are subjected toa
strict timing at cach stage ofthe process.
There are around 1.000 municipalities im
Catalonia, grouped in 40 regions. Outside
the Metropolitan Area of Barcelona, the
regions are areas where the people display a
noticeable geographical and a sense of belonging.
There és also a level of local management,
a second degree of political representation,
with little powers and questionable nse.
However, their implication in the dialogue
about plans becomes a success.
The content of the plans is completed with many
other determinations and recommendations.
In addition, in the metropolitan area plan
of Barcelona, policies and actions referred to
different parts of the large urban continewamn
should also be defined. However, some
‘important issues are excluded from the
content of the plans ~such as supramanicipal
infrastructure- that can be treated afterwards
through sectorial or special plans that are
coherent with the proposed spatial model.
Clearly, the reason to postpone them also
shows the conflictive character that these
decisions may have in the dialogue between
the municipalities (we must remember that
there is no unlimited time to approach the
territorial plans that ave aimed).
Finally, the office term of the progressive
coalition government extends aver a second
legislature, and lasts seven years. In this period,
the development and passing of the seven
partial territorial Plans that cover the whole
territory of Catalonia is achieved. Surely these
plans can be improved, but they have the merit
of being the fist of their kind, of having provedhaber demastrado que es posible establecer

PLANES DIRECTORES URBANISTICOS:

necesidad de superar las delimitaciones municipales
para ordenar situaciones urbanisticas complejas

urbanistica de Catahifia otorga una gran capacidad
de acciém a dichos planes directores urbanisticos.
Debe sefialarse de entrada cme son planes que
hade promover y aprobar el propio Gobierno de
Cataluiia, que es quien juzga su conveniencia. En

URBAN GUIDELINE PLANS
Ufterritorial planning is established in
Catalonia, via Parliament, from the will of
having « vountry spatial plan, urban guideline
plans crise from the necessity of overcoming
‘municipal delimitations to order complex
turban situations, which clearty transcend them.
Urban legislation in Catalonia grants the urban
guideline plans with a great capacity to act
Hemust be made clear that these plans should
be promoted and approved by the Government
of Catalonia, which isthe one that judges
their convenience. In any case, due to thetodo caso, por su mayor proximidad a la realidad
fisica del terrtorio, son planes cuya elaboracién
requiere una mayor interaccién con los raunieipios
que los planes territorial.
En relacin eon el contenido propositivo de
ichos planes directores urbantstiens,éste puede
adecuarse alas condiciones y objetivos de cada
caso. Es por tanto um instrumento tnuy flexible.
En relacin eon su eficacia, cabe destacar que los
planes directores urbanfsticos tienen capacidad de
modificar 0 desactivar el planeamiento urbanistica
raunieipal existente.
En basea lo expuiesto, podemos decir que el
plan director urbanistico es un instrumento
potente y eficaz en manos de un gobiemo que
tenga la voluntad de intervenir activamente en
a correceién de problemas urbanisticos reales 0
previsibles; problemas que pueden ser derivados
del propio urbanismo municipal o resuitar
simplemente inabordables desde las limitaciones
espaciales de ésie,
El Gobierno de Cataluiia del periodo 2003-2010
tiene claramente la voluntad de intervenir
activamente en el urbanismo supramunieipal,
uitilizando los planes direetores urbanisticas.
En este corto lapso de tiempo se inician 22
planes, 16 de los euales aleanzan Ia aprobacién
definitiva. La versatilidad del instrumento
permite utilizarlo para diferentes finalidades y en
‘émbitos de extensi6n muy variable, con el comin
denominador de que las propuestas tengan un
grado de precisidn urbanistico.
Podemos diferenciar tres grandes grupos temitieas:
a) Planes con objetivos de proteecién del paisaje,
del patrimonio, o de la coherencia territorial,
especialmente en dreas maritimas 0 de montana,
1b) Planes de dreas urbanas supramunicipales
complejas, correspondientes a diversas polaridades:
intermedias significativas territorialmente:
‘Manresa, Igualada, Gerona, Figueras, Tarragonia~
‘Reus, Banyoles, entre otras,
closeness to the physical reality of the land,
they are plans whose elaboration requires
greater interaction with the municipalities
than the territorial plans,
In relation to the propositional content of the
‘plans, this can be adequate to the conditions and
objectives ofeach case. It ia therefore a flemible
instrument. With regard to its effectiveness, it
‘must be stated that the urban guideline plans are
capable of modifying or deactivating the existent
‘municipal urban planning.
Based on the above, it can be said that the
urban guideline plan is a powerful and effective
instrument in the hands of a government willing
to actively take part in the correction of real or
foreseeable urban problems; problems that can
derive froma the same municipal urbanism or
simply being unapproachable for its spatial
delimitations.
The government of Catalonia between 2008 and
2010 was clearly willing to actively intervene
in supramunicipal urbanism, using these
urban guideline plans. In this short term, 22
plans were started, 16 of which reached definite
approval. The versatility of this instrument
allows it to be used for different purposes, and in
areas of variable extension, under the common
denominator that the proposals have a degree of
‘urban precision.
‘Three big thematic groups can be differentiated:
@) Plans that aim to protect the landscape,
heritage, or spatial coherence, especially in
coastal and mountain areas.
1B) Plans of complex supramunicipal urban
areas, corresponding. to different middle
polarities of territorial significance: Manresa,
Tgualuda, Gerona, Figueras, Tarragona-Reus,
Banyoles, among others.
6) Plans for urban integration of future
‘infrastructures,¢) Planes para la integracién urbanistica de
foturas infraestructuras.
Estas iniciativas representan la apertura de un
amplio campo de investigaei6n disciplinar. Los
planes debian definir en cada caso su contenido y
adoptarlas determinaciones graficas y normativas
mds adecuadas para tratar los problemas
planteados. Cabe destacar que en esta tematica la
colaboracidn com la universidad fue muy importante,
Lamayoria de los planes se encomiendan, mediante
diversos convenios con la Universidad Politécnica
de Catalutia, a equipos ditigidos por profesores de
Jamisma. Se trata de hacer de los planes directores
rbanfstieos un caso real de investigacién aplicada,
enka que el conocimiento delos departamentos de
_urbanismo universitarios tiene mucho que aportar.

engarce normative y de gestion con los niveles
territorial y municipal. El cambio de gobierno, que
se produce a finales de 2010, y la agudizacién dela
‘risis econdmiea, motivan el aplazamiento de esa.
necesaria segunda parte.
INSTRUMENTOS DE PROTECCION Y
GESTION DEL PAISAJE
Catalutia se adhiere con extrema prontitud, a
finales del mismo afio, al Convenio del Paisaje
el Consejo de Europa, aprobado a mediados
el 2000, Elnuevo gobierno, que se constituye

The developed plans are, for the most part,
highly innovative and interesting, and establish
determinations especially useful for achieving
the intended goals, Likewise, many ways are
opened and several models are proposed, looking
fora certain type content ofthe same.
Maybe, the development and drafting of all wt
the plan works could have been better on track
if the partial spatial plans had already been
approved. To the expansionary phase of ideas
and propositions arising at this moment, a.time
of reflection and settling to develop a common
methodology for these plans of suck high reach
should have followed. A methodology that should
unite the instrument versatility with a strong
regulatory and managerial link at municipal
and spatial levels. The change of government,
at the end of 2010, and the deepening of the
economic crisis, motivated the suspension of that
vital second part.
INSTRUMENTS FOR LANDSCAPE
PROTECTION AND MANAGEMENT
By the end of 2010, Catalonia joined the

of Europe, passed in 2000. The new government,
formed at the end of 2008, defended territorial
‘planning, and, thus, the landscape as an
‘important issue of ts program, and set to it
‘without delay. In this sense, the Law of protection,
‘management and order of the landscape, wasaffinales del 2003, defionde la ondenacién del
territorio y, por ende, del paisaje como puntos
importantes de su programa y se pone aello sin
dilaciin, Elabora la Ley de proteccidn, gestién y
ordenacién del paisaje, que se apracba en 2005.
Esta ley crea un ente denominado Observatorio
del Paisaje que abre ala sociedad la participacin
en las decisiones sobre el tratamiento del paisaje.
Asimismo, la ley crea diversos instrumentos de
intervencién: catilogos, directrices estudios €
informes de impacto e integracion paisajistica, 0
cartas de paisaje. Ciertamente, eon esa ley puede
decirse que el gobierno “se tira ala piscina’,
imaginando figuras y procedimientos que no
tienen referentes previos. En relacion con el objeto
de este texto debemos referimos principalmente
alos catdlogos ya las directrices. Cabe destacar
«que, considerando la profunda relacién entre
tertitorio y paisaje, Ia ley establece que los émbitos
para Ia elaboracidn de los eatélogos deben ser los

and approval are not entirely subject to the

describe the landscape of each territory and, as a
whole, they have provided the differentiation of
4136 landseape units in Catalonia.
The pencting challenge is still to define, based
on the catalogues, the landscape guidelines that
should be included in the partial spatial plans.

Desde la experiencia de su formulacién se puede
apuntar que para un paisaje amplio, como puede
ser el de Catalutiao el paisaje mediterraneo, por
ejemplo, no parece especialmente compleja la
formulacisn de unas directrices de paisaje que,
con caricter general, deba cumplir cualquier
intervencién que comporte cambios en la imagen
del tertitorio, Mas diffi, y puede requerir notable
dedicacién, es elaborar directrices especificas para
ls dmbitos territoriales parciales comrespondientes
a-cada catélogo de paisaje como sefiala la ley. Cabe
pensar también en la postbilidad de directrices
parametrizadas para dmbitos més reducidos y
de singular interés, que probablemente no seria
proporcionado pretender extender al conjunto del
territorio, Concluyamos, de momento, sefalando
‘que las directrices de paisaje contintian siendo
‘un asunto de gran interés tedrieo, que ofrece
una magnifica oportunidad de profundizar en la
colaboracién administracion-universidad.
Dentro de este dmbito eabe destacar adernis
otra iniciativa de planeamiento, la vinculadaa
Jos paisajes culturales, a poner en valor recursos
patrimoniales en émbitos caracterizados porla
Inella dela temprana industrializacién textil.
En el periodo del gobierno progresista se abordan
dos planes directores urbanisticos a lo largo
delos cursos fluviales del alto Llobregat, y del
‘Ter-Freser, Numerosas colonias textiles, fabricas
derfoy un riguisimo patrimonio, construido
fundamentalmente durante la segunda mitad
del siglo XIX, se ordenan en activo para
aprovechar su vitalidad como barrios repartidos
alo largo del territorio. La novedad estriba en
superar las politicas meramente preservadoras,
en defender la conservacién a través de la
transformacién y en hacerlo a una eseala al
tiempo territorial y local, desde una vision de
sistema y de ordenacién de detalle.

corresponding to each landscape catalogue a
the law requires, could be more difficult and
may demand more dedication. There is also the
possibility of guidelines taken as parameters in
reduced areas and of singular interest that
would probably not be proportional to try to
extend to the rest ofthe territory. To conctude,
it should be mentioned that the landscape
guidelines continue to be a matter of great
theoretical interest, offering an amazing
opportunity to deepen the administration-
university collaboration.
Within this area there is also the planning
initiative, related to cultural landscape
to contribute to the value of patrimonial
resources in areas characterized by the textile
industry early print. During the progressive
government, two urban guideline plans are
approached regarding waterways from high
Llobregat and Ter-Freser. Numerous teatile
colonies, river factories, and a rich heritage,
fundamentally built during the second half of

neighborhoods, urban areas and villages that
require special attention (Law of neighborhoods,
commonly speaking), engages investments from
the part of the Government of Catalonia, that
must be included in the successive budgets with
the purpose indicated in the same law.
In the programs implemented according to
the law, it is sought to boost the rehabilitation.

AREAS RESIDENCIALES ESTRATEGICAS (ARE)
‘Se rata, en este caso, de una iniciativa potente
para poner con cierta urgencia suelo urbanizado
adisposicién de operadores y faciitar asi la
coustructién de viviendas, en especial “viviendas
asequibles’, que deben alcanzar como minimo
€1 50% del total de cada sector. Para agilizar el
planeamiento ya ejecucién de estas dreas se las
dota de una legislacién especifica, mediante un
decreto ley que s¢ aprucha a finales de 2007.
Se seleccionan seetores urbanisticos para su posible
desarzollo en diversos municipios en Tos que
concurren dos condiciones:
a) sufren déficits signifieativos de vivienda, y
1b) el planeamiento territorial los ha considerado
polaridades urbanas a potenciar.

STRATEGIC RESIDENTIAL AREAS (ARE)
This is about a powerful initiative to urgently

reach at least 60% of the whole of each sector.
To speed up the planning and execution of
these areas, they are provided with specific
legislation, through a decree law passed
at the end of 2007.
Urban areas are selected for their possible
development in different municipalities where

expressed by the affected municipalities, that
are usually taken into account.

achieves a degree of necessary precision, and the
‘environmental economic specifications required
to immediately pass from the land management
and urbanization phase. Alt of itin a short
period of time, wwhich is possible thanks to the
fast processing specified by the legislation and
the employment of the tools allowed.
> The mognitude of the action and the little
time available tmply hiring about 100 teams ofg

Aun a pesar del eseaso periodo transcurrido
para tener una perspectiva suficiente; a pesar del
‘cambio potitico en 2010, que wuelve a relegar al
proyecto de territorio a una posicién irrelevante; a
pesar de la crisis econémiea, larvada al inicio pero.
‘que se desarrolla con innsitada virulencia al final,
limitando la plena ejeeucién de muchas de las
propuestas; volvemos hoy la vista hacia atrés, hacia
agquella acei6n de gobierno aplicada al proyecto
territorial, hacia aquella fecunda colaboracién que
salo se produce cuando coincide en el tiempo ese
‘ridngulo virtuoso de una administracién sensible,
‘unos profesionales y profesores preparados y
responsables y una sociedad civil conocedora y
cexigente, Todo ello nos permite reeonocer, no sin
céerta nostalgia, mma época densa en esfverzos de
renovacidn disciplinar y de voluntad de proyectar y
sestionar el tettorio en tiempos de incertidumbre.
Creemos que desarrollar instrumentos de lectura,
proyecioyy regulacién, capaces de imaginarla
transformacién de territorios dindmicos, segiin
escenatios abiertos, es uno de los retos mas
apasionantes alos que se sigue enfrentando hoy
nuestra disciplina y la ordenacién de mestros
territorios. «

today towards that fertile collaboration that
can only occur when a sensitive administration,
prepared and responsible professionals and
professors, and a demanding and aware civil
society come together. All of t allows us to
recognise, not without certain nostalgia, atime
ful of efforts in disciplinary renewal and the
will to project and manage the territory in
uncertain times.
Developing tools capable of reading, projecting,
cand regulating, capable of imagining the
transformation of dynamic areas, by open
spaces, is one of the most exciting challenges
‘that our diseipline and the organization of
our territory still faces. «
